Minister of Railways Shri Suresh Prabhakar Prabhu inaugurates/ launches various
facilities/ services
As mentioned in the Budget Announcements 2016-17, Minister of Railways Shri Suresh Prabhakar
Prabhu launched following services from Rail Bhawan on 1st September 2016. The several services
are as follows
NOMINATING TRAIN SUPERINTENDENT :
Train Superintendent (TS) will be made single person responsible for all facilities on train.
All railway personnel and Supervisors of all out sourced agencies shall report to the TS for
effective control and supervision to ensure improvement in on board services offered by Railways.
RETIRING ROOMS HOURLY BOOKING :
Retiring Room can be booked for a minimum period of three hours up to a maximum period of 48
hours.Hourly booking is not allowed for the principle block of 12 hours period
i.e. from 2100 hours to 0900 hours and the tariff would be charged on hourly basis.
EXPANDED COMMODITY BASKET FOR CONTAINER TRAFFIC :
Container traffic was started on Indian Railways in the early eighties to garner piecemeal domestic
traffic, which had been lost with the shift in IRs policy to move from piecemeal mixed train
operations to end to end block train operations.
All container traffic is charged at Freight Any Kind (FAK) tariff except for a few notified
commodities under the group of cement, iron and steel, POL, alumina and stones, which

Kerala to form JV with Railways for infra projects
i. Kerala has decided to enter into joint venture agreement with Railways for rail projects in the
state under the 51:49 equity partnership arrangement.
ii. Projects under consideration include introduction of suburban rail service between
Thiruvananthapuram and Chengannur, construction of Angamali-Sabari rail line, NilamburNanjangode line, Guruvayoor-Tirunavaya line, Kochi-Madurai line, Thalassery-Mysore line, laying of
rail container track to Cochin International Airport and setting up of Palakkad rail coach factory.
Allahabad High Court imposed a fine of Rs 1 Crore on UP government in a land acquisition
matter
i. The Allahabad High Court has imposed a fine of Rs 1 Crore on Uttar Pradesh
government in a land acquisition matter of Loni, Ghaziabad. The court has directed the
government to deposit the fine in the Court before September 15, 2016 which has been fixed as
next date of hearing.
ii. The bench, comprising Justices Tarun Agarwala and Vipin Sinha, passed the above order while
hearing a petition filed by some residents of Loni, Ghaziabad.
Pondy Lt Guv launches Shramdaan movement in remote village
i. Puducherry Lt Governor Kiran Bedi launched Shramdaan movement as part of Swachh
Bharatand Swachh Puducherry initiative at Seliamedu village in Bahoor.
ii. The governor along with Chief Secretary Manoj Parida, District Collector of Puducherry and
collected the garbage and dumped. She also planted saplings outside the hall.

The Government had launched another project called Technician Education III with the
assistance of World Bank and the project was directed towards developing Polytechnics in
the States/Union Territory of Andaman & Nicobar Islands, Arunachal Pradesh, Jammu &
Kashmir, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura.
The 12 existing Polytechnics were from Andaman & Nicobar (2) Jammu & Kashmir
(4), Meghalaya (1), Mizoram (2), Nagaland (2) and Tripura(1).

The decision to merge the railway budget with the general budget is significant as in
recent years, particularly since coalition governments post-1996, political heavyweights
have used the railway budget to hand out goodies and for their own image building.
With the railway portfolio often held by regional biggies, the budget reflected political
priorities of the incumbent. The railway bureaucracy has also dug in its heels in the past.
The Cabinet has also decided to do away with the Plan/ Non-Plan expenditure
classification in Budget 2017-18 and replace with capital and receipt.
It is noted that the Central Statistical Organisation (CSO) will provide provisional
Advance Estimates of national income or GDP by January 7, so that the data could
be incorporated in preparation of the budget.
The approval would equip Andaman & Nicobar Islands (ANI) with appropriate bandwidth
and telecom connectivity for implementation of e-Governance initiatives; establishment of
enterprises & e-commerce facilities.
It will also enable the provision of adequate support to educational institutes for
knowledge sharing, availability of job opportunities and fulfil the vision of Digital
India.

Cabinet approves Administrative and Financial Sanction for the implementation of the
Project SAKSHAM
The Cabinet Committee on Economic Affairs led by the Prime Minister Shri Narendra Modi has
approved Project SAKSHAM.
This is a New Indirect Tax Network of the Central Board of Excise and Customs (CBEC) and
the total project cost involved is Rs.2256 crore which will be incurred over a period of seven
years.

Majuli River Island World Largest River Island says Guinness World Records
The Guinness World Records has declared Majuli in Assam as the largest river island in the
world. The beautiful river island is situated on the Brahmaputra River. It has toppled Marajo in
Brazil to clinch the record.
The island has been nominated to be a UNESCO World Heritage Site. The nomination has
not been approved yet. The wetland attracts many different kinds of fauna and varied kind of
fauna also grows on the island.

India, Vietnam sign 12 agreements
India and Vietnam signed 12 agreements, signalling a strong upward push in their strategic
ties in the field of defence, IT, space, double taxation and sharing white shipping
information.
This pacts will provide a new direction, momentum and substance to the bilateral
cooperation and also contribute to stability, security and prosperity in this region. These
pacts are as follows,
Indias L&T will build offshore high speed patrol boats for Vietnamese Coast
Guards and another agreement was signed on programme of cooperation in UN
peacekeeping matters.
An agreement for Indian Navy and Vietnam Navy will cooperate in sharing of white
shipping information.
An MoU between Vietnamese Academy of Social Science and Indian Council of World
Affairs.
Protocol between Vietnam and India on celebrating 2017 as The Year Of Friendship .
India and Vietnam share borders and large trade volumes with China and have repeatedly
locked horns with Beijing, over the territorial disputes in the Himalayas and the South
China Sea, respectively.
It is noted that it was unclear if the latest loan included the $100 million India had
previously made available to Vietnam for four yet-to-be-built patrol vessels in a
deal agreed in late 2014.

The two countries agreed on an action oriented agenda to drive the engagements in
a range of sectors apart from deciding to expand defence trade, training and capacity
building.

The two countries signed MoU for project management consultancy services for up
gradation and improvement of road infrastructure in Terai area of Nepal.
India also gave 750 million dollar line of credit for post earthquake reconstruction of
the Himalayan nation.
Both the countries signed agreements to push for speedy and successful implementation
of ongoing hydropower projects and development and operationalization of
transmission lines.
Heads of the delegation of China and Russia also emphasized greater cooperation among
the member countries for the mutual benefit for the growth of tourism and looked at the
convention as a platform to interact with the travel industry partners.

Union Tourism Secretary Vinod Zutshia ddressed the purpose of the meet was to enhance
tourism with the use of latest technology and information among the BRICS nations.

BRICS countries call for zero waste approach in water and sanitation management
The three-day conference of BRICS on Urban Transition ended in the port city here this
evening with the member countries stressing on the need to ensure an urban renaissance to
stimulate economic growth and enable decent living for all.
It is noted that China has showcased the city of Shenzen where in only 6% of municipal solid
waste is being dumped in the open.
During a discussion on New Towns and Regional Planning, the experts called for
developing new urban habitations based on sound economic logic so that the inhabitants of
such new locations are not pushed into poverty traps. This needs to be ensured through
necessary linkages with other centres of production and consumption for employment
generation on a sustainable basis.

They also agreed to expand BRICS Counter Terrorism cooperation further to include
measures for denying terrorists access to finance and terror-hardware such as equipment,
arms and ammunition. They underscored the need for a global legal regime to deal
with the global menace of terrorism.

to discuss long-term and medium-term energy security issues.

Between 1990 and 2013, the carbon dioxide emissions of G20 countries, which account
for three-fourths of global CO2 emissions, went up by 56 per cent.
The G20 members agreed to complete their domestic legal formalities for the
ratification of Paris climate deal as soon as their national procedures allow, a
move which would provide more time to India to work out its own strategy keeping up
with its developmental goals.
The G20 communique,released in French before it was released in English, committed the
nations to ratifying the Paris climate agreement. Leaders expect a rapid implementation
of the agreement in all its dimensions.

A Joint Task Force :
Prime Minister Narendra Modi proposed a joint task force on connectivity in India-ASEAN Region to

Stating natural disasters as common challenge and joint priority, Prime Minister Modi declared

A number of countries rejected an earlier draft of the agreement that called on nations to
resettle 10 percent of the refugee population each year, something that has led
several human rights groups to criticize the document as a missed opportunity.
The US and a number of other countries also objected to language in the original draft that
said children should never be detained, so the agreement now says children should
seldom, if ever, be detained.
Secretary-General Ban Ki-moons report on refugees and migrants laid the basis for the
summit document. It is noted that from Syria alone, nearly 5 million refugees have crossed the
Syrian border trying to seek safety from barrel bombs and chemical weapons attacks and

It is noted that an unprecedented 65.3 million people were displaced at the end of
2015, an increase of more than 5 million from a year earlier. They include 21.3 million

The declaration is not legally binding and lacks concrete commitments but calls on
countries to protect refugees human rights, boost humanitarian aid and work on
their resettlement.

Mobikwik and Samagra launch M-Gullak for urban poor
i. Digital payments platform, MobiKwik andSamagra, an NGO serving urban poor launchedMGullak in Pune to promote the habit of savings among Urban Poor.
ii. M-Gullak will provide ICT-enabled mobile wallet platform that enables users save in very small
amounts at various locations, recharge phones, buy digital goods and transfer to their bank

Microsoft to set up a cyber security centre in Connaught Place
i. Tech giant Microsoft is setting up a cyber security centre in the heart of New Delhi to arm
governments and private agencies with all-round intelligence on cyber attacks within India.
ii. Microsoft has seven such centers globally that have partnerships with international law
enforcement agencies such as Interpol and Europol to fight cybercrime. The centre will be an
expanded version of a small one launched in June this year in the companys Gurgaon

LG Electronic ties up with Amazon on smart-home services
i. South Koreas LG Electronics Inc is partnering with Amazon.com Inc on smart-home

Centre Government notifies National Apprenticeship Promotion Scheme
i. The central Government has notified National Apprenticeship Promotion Scheme to offer
financial incentives to employers for the first time.
ii. The Scheme has an outlay of Rs. 10,000 crore with a target of 50 Lakh apprentices to be
trained by 2019-20.
iii. This Apprenticeship Training is considered to be one of the most efficient ways to develop skilled
manpower for India.
iv. The policy proposes to work pro-actively with the industry including MSME to facilitate tenfold
increase opportunities in the country by 2020.
Tourism Min approves projects of Rs 450 cr under Swadesh Darshan scheme
The government has approved projects worth about Rs 450 crore under Swadesh Darshan scheme
for five states, including Uttar Pradesh. This scheme was launched with an objective to develop 13
theme-based tourist circuits in the country and the approval for five was given in a meeting
of the central sanctioning and monitoring committee (CSMC).
About Swadesh Darshan:
The Ministry of Tourism (MoT), Government of India has formulated a plan scheme Swadesh
Darshan for integrated development of tourist circuits around specific themes. The five circuits
identified under this Scheme are Buddhist Circuit, Himalayan Circuit, Coastal Circuit,
Krishna Circuit and North-East Circuit.

The scheme is 100% centrally funded for the project components undertaken for public funding.

Gujarat government signed an MoU with the Ministry of Civil Aviation under the Regional
Connectivity Scheme
i. The Gujarat government signed an MoU with the Ministry of Civil Aviation under the

airports and airstrips in the state thereby attracting domestic airlines.

It is noted that India and Afghanistan will soon sign an extradition treaty to hand over

Cabinet approves extension of contract between India and the International Seabed
Authority
The Union Cabinet approved extension of a contract between the Ministry of Earth Sciences and the
International Seabed Authority for exploration of Polymetallic Nodules upto 2022.
By extending the contract, Indias exclusive rights for exploration of Polymetallic Nodules
in the allotted Area in the Central Indian Ocean Basin will continue and would open up
new opportunities for resources of commercial and strategic value in area beyond national
jurisdiction. Further, it would provide strategic importance for India in terms of enhanced
presence in Indian Ocean where other international: players are also active.

Govt appointed panel recommends for MSP of gram to Rs 4,000 a quintal
i. The Chief Economic Advisor (CEA)-led panel asked the Centre to immediately announce
higher minimum support price (MSP) of gram (chana) to for Rs.4,000 a quintal rabi

DEFENCE
Coast Guard sets up air enclave in Mangaluru
i. The Coast Guard was prepared an air enclave to step up aerial surveillance of Karnataka coast
for helping in search and rescue operations and also to check maritime crimes.
ii. District Coast Guards Executive Officer Commandant Rajender Singh Sapal declared at a
press meet held in the Coast Guard office that the agency was confident of a new Air Enclave being
sanctioned for Mangalore.
iii. The two state-of-the-art surveillance radars were being installed on the light houses in
Bhartkal and Suratkal. The Indian Coast Guard through the Defence Estate Officer has paid Rs.1.88
crore for the 15.21 acres of land.
Army Design bureau created by Army to decrease import of equipment
i. The Indian Army has set up Army Design Bureau (ADB) with an aim to indigenize
procurements and reduce dependence on imports. ADB will be part of the governments Make
in India initiative and integrate various stake holders in its long-term requirements.
ii. This move was announced by Army Chief General Dalbir Singh at an Army seminar on Make in
India where he also launched the Make in India Army Website meant to serve as a one stop
platform for information to vendors.
Prakampana-2016 held in Visakapatnam
i. A permanent facility of the National Disaster Response Force (NDRF) named Prakampana-the
first Joint Disaster Management Exercise was inaugurated in Visakhapatinam.

It is noted that in previous studies, the W.H.O. estimated that more than eight in 10
people in urban areas that monitored air pollution were breathing unhealthy air and
that about seven million deaths a year were linked to indoor and outdoor pollution.
Turkmenistan has the highest rate of deaths per capita due to ambient air pollution in
the WHOs classification, followed by Tajikistan, Uzbekistan, Afghanistan, Egypt and
China. India alone accounting for over 75 per cent of the casualties caused by
cardiovascular diseases and lung cancer.
The three Indian cities, New Delhi, Mumbai and Kolkata, are in the list of 11 mostpolluted mega cities, the most for any country. China has only 2 cities in the top 10 list.
India inks pact with International Seabed Authority(ISA) for exploration of polymetallic
sulphides
i. Government of India signed a15-year contract with the International Seabed Authority
(ISA) for exploration of polymetallic sulphides (PMS) in Indian Ocean.
ii. The contract was signed by Dr M Rajeevan, Secretary, Ministry of Earth Sciences (MoES), and Dr
Nii Allotey Odunton, secretary general, ISA.
New lizard species named as Cyrtodactylus Varadgirii discovered in Mumbai
i. A new species of a ground-dwelling lizard had been discovered in GoregaonsAarey
Colony and Thanes Badlapur forested belts, 130 years after the last such gecko was
discovered, and had been named after a Bengaluru-based scientist VaradGiri.
ii. The species of the genus Cyrtodactylus known in Southeast Asia, India and Sri Lanka, is a
member of the subgenus Geckoella, which are small ground-dwelling geckos largely found in leaf
litter in forests

Indian pacer Zaheer Khan made as honorary life member of the Marylebone Cricket Club
Former Indian pacer Zaheer Khan has been made an honorary life member of the Marylebone
Cricket Club (MCC), becoming the 24th Indian cricketer to be bestowed the honor.
About Zaheer khan :
i.Zaheer Khan (born 7 October 1978) is a former Indian cricketer who was a member of
the Indian national cricket team from 2000 till 2014. He also played for Worcestershire in County
Cricket and plays for Mumbai and Delhi Daredevils in Indian domestic cricket. He was the secondmost successful Indian pace bowler in Test cricket, behind Kapil Dev.
ii.Zaheer Khan was selected as one of the Wisden Cricketers of the Year in 2008. Zaheer Khan
announced his retirement from international cricket in October 2015.

In the women elite, 500m Deborah won the gold, clocking 35.964.
Mohd. Adnan Farina Shawati of Malaysia and Yin Yin from Hong Kong bagged the silver
and bronze medal, respectively.
In womens Team Sprint Elite event, the Indian team comprising Deborah Herold and
Kezia Vargheese beat the team from Kazakhstan to bag the gold medal with a
timing of 35.962.
A bronze medal was awarded to Rajkumari Devi, due to walkover at the women elite
pursuit 3kms event.
In mens elite team sprint event, the team from Iran bagged the gold medal with a time
of 46.330 followed by team Malaysia and team Kazakhstan bagging the silver and bronze
medal respectively with timing of 47.999 and 47.641. The Indian team finished fourth in
the event.
The Junior team lived up to the expectation of their coach R.K. Sharma, who had
claimed a day before the event that the junior team is expected to add on medals to the
Indian Tally.
The mens junior in the Team Sprint event bagged a silver medal beating the team from
Kazakhstan with a time of 49.299.
Another star from India that rose to fame was, Alena Reji, who was taking part in her
first international event with the Track Asia Cup 2016, won silver, beating
Jantuganova Olga from Uzbekistan.
It is noted that Anis Amira from Malaysia won the gold medal in this event with a timing
of 38.443.
At the end of the first day of the Track Asia Cup 2016, India and Malaysia share the
first spot at the medal tally with three golds, two silvers and one bronze each.
Indian cyclists continued their fine performance on the day two of the Track Asia Cup
2016. Sanuraj P won the bronze in the 1km Time Trial Men Junior,the gold medal was
won by TSZ ChunLaw of Hong Kong and silver was claimed by Muhammad Danieal
Haikkal of Malaysia
Team Pursuit from India won the bronze in the 4km Race, Kazakhstan won the first
place and the second place was taken by UAE.

Dhama clocked a time of four minutes and 37.61 seconds in Heat 1, a couple of seconds
ahead of Raxon Oscar (4:57.22) of Guatemala.
But his timing was not good enough to ensure a spot in the semi-finals as according to
the rules, only the group winners and the three best losers from the first round could
progress.
The 21-year-old Thangavelu, who was merely five-years-old when his right leg was
crushed by a speeding bus while he was on his way to school, joined Murlikant Petkar
(1972, swimming) and Devendra Jhajharia (2004, javelin throw) in the Indian
Paralympics gold club.
Thangavelu won the yellow metal with his best jump of 1.89 metres, while Bhatis best
effort of 1.86m fetched him the bronze.
The silver medal in this event went to USAs Sam Grewe who also registered the same
mark of 1.86 metres.
In the later stages with the contest being reduced to only three competitors, Bhati set the
tone with a jump of 1.83m mark along with Thagavelu.However, just when it looked like
India would fetch an gold and a silver, the American cleared 1.86m to grab the top spot
but the Indians also equalled the height to make it even.
Pooja will now face the 4th placed Polands Milena Olszewska who finished with
619 points in the round of 32.

beating Pistorius record by 0.24 seconds.
An Iranian Para-cyclist has died after a crash during the mens C4-5 road race at the Rio
Paralympics.
The Iranian flag has been lowered to half-mast in the Paralympic Village and a period of silence
will be observed during Sundays closing ceremony.

final Junior World Cup concluded.
Achievements by Indians:
Indias first medal came in the junior mens 50-metre rifle prone event where Subhankar
Pramanik edged over Czech Republics shooter to win gold.
In the junior mens 25-metre standard pistol event, Sambhaji Patil clinched second gold
for India.
Along with Gurmeet and Rituraj Singh, Sambhaji Patil won gold in the junior mens 25metre standard pistol team event. Indias men team also won silver medal in the 50metre rifle prone team event.

Nithyanadam Gaayathri and Anmol won silver medals in junior womens 50m rifle and
junior mens 10m air pistol event respectively
Indias women team(Yashaswini Singh Deswal, Malaika Goel and Harshada Nithav) won
gold medal in the junior womens 10m Air Pistol event.
Indias men team(Gaurav Rana, Hemendra Kushwah and Saurabh Chaudhary) won Silver
in the Junior Mens 10m Air Pistol event and Anmol won an individual silver in the event
Rushiraj Barot clinched the coveted yellow metal in the Mens 25m rapid fire pistol
event, with Pratik Borse, Arjun Babuta and Prashant winning the team Gold in the 10m
Air Rifle category. Arjun won Bronze in the individual event as he finished third.
Another Bronze came in the Womens 10m Air Rifle team event in which Dilreen Gill,
Geetaksmi Dixit and Aashi Rastogi finished third.
In the Mens 5m pistol event, the team of Nishant Bhardwaj, Arjun Das and Anmol
bagged a Silver.
India won two team gold medals in the mens and womens 25m pistol events
respectively, while another gold medal won by Ahnad Jawanda in the individual mens
25m pistol competition.
Gurmeet won Silver in the mens 25m pistol. Ahnad and Gurmeet had teamed up with
Arjun Das for the team gold in the same category.
Manavaditya, qualified for the individual bronze medal match-up in the event, being part
of two shoot-offs in the lead up, but had to be contended with fourth place eventually,
coming second-best to Italys Matteo Marongiu.
Lakshaya and Kismat and Manavaditya bagged the team bronze in the Mens Trap
when together they shot a total of 347 out of the possible 375 hits. Italy shot 360 to win
gold while Australia finished a point ahead of India to claim silver.
