Our Mother Earth

We all have heard about environmental pollution,its causes and harms.The development of human and his
insatiable greed is causing threat to our environment and our very existence is on the line.It is widely known
that ozone layer saves us from UV rays of sun and we cannot survive without ozone layer,greenhouse gases
are increasing temperature of earth which may in turn melt polar caps and rising water level can destroy our
great civilisation.Yet we fail to mend our ways and continue to walk on our dangerous and self centered
way,which in long run shall devour ourselves. Human is considered to be the smartest creature on earth with
power of thought,language,reasoning,invention and emotions,yet the way we are blindly walking toward our
own destruction is unbelievable.

Anyways,some of us are not that blind ,who do not see around to understand what is happening and thanks to
unending effort and sacrifices of these environmentalists our governments too realized gravity of situation.Few
important international treaties to address this problem have been formulated in past and are briefly
introduced below-

The Kyoto Protocol(signed on 1997 and effective from 2005) to the United Nations Framework Convention
on Climate Change (UNFCCC) is an international treaty that sets binding obligations on industrialized
countries to reduce emissions of greenhouse gases.This Protocol "recognises that developed countries are
principaly responsible for the current high levels of GHG emissions in the atmosphere as a result of more than
150 years of industrial activity, and places a heavier burden on developed nations under the principle of
"common but differentiated responsibilities".
The treaty recognizes that developed countries have contributed the most to the anthropogenic build-up of
carbon dioxide in the atmosphere (around 77% of emissions between 1750 and 2004)and that carbon dioxide
emissions per person in developing countries (2.9 tonnes in 2010 are, on average, lower than emissions per
person in developed countries (10.4 tonnes in 2010).

There are 192 parties to the convention. As part of the Kyoto Protocol, many developed countries have
agreed to legally binding limitations/reductions in their emissions of greenhouse gases in two commitments
periods. The first commitment period applies to emissions between 2008-2012, and the second commitment
period applies to emissions between 2013-2020
Developing countries do not have binding targets under the Kyoto Protocol, but are still committed under the
treaty to reduce their emissions
However the way some of the developed nations mocked this treaty is really appalling.The United States
signed but did not ratify the Protocol.Even though the Clinton administration signed the treaty, it remained
only a symbolic act and was never submitted to the Senate for ratification.Bush believed that he took climate
change "very seriously,"but he opposed the Kyoto treaty, because "it exempts 80% of the world, including
major population centers such as China and India, from compliance, and would cause serious harm to the US
economy".

The Rio Declaration on Environment and Development, often shortened to Rio Declaration, was a short
document produced at the 1992 United Nations "Conference on Environment and Development" (UNCED),
informally known as the Earth Summit. The Rio Declaration consisted of 27 principles intended to guide future
sustainable development around the worlds.

The Vienna Convention for the Protection of the Ozone Layer is a Multilateral Environmental
Agreement. It was agreed upon at the Vienna Conference of 1985 and entered into force in 1988. In terms of
universality, it is one of the most successful treaties of all time, having been ratified by 196 states as well as
the European Union.
It acts as a framework for the international efforts to protect the ozone layer. However, it does not include
legally binding reduction goals for the use of CFCs, the main chemical agents causing ozone depletion.

autocratic despotic dictatorship.Many a times people attempted to bring change,but all in vain.However after
Arab spring, the struggle in Syria became more intense than ever and since 2011 country is being ravaged in
a bloody civil war.The rebels and protesters want end of Assad's rule while Assad is using govt force and
machinery to prevent it.Opposition forces, mainly composed of defected soldiers and civilian volunteers, is
waging war without central leadership and clashes are taking place in many towns and cities across the
country.Syria is thought to have the world's third-largest stockpile of chemical weapons, and opposition forces
are concerned that the government may use them as a last resort to retain power. In August 2012, the United
States warned that the use of such weapons was a "red line" for the Ba'athist government, and would result in
"enormous consequences" if crossed. Similarly, France and the Britain have warned of severe consequences
for the use of chemical weapons, with France in particular promising a "massive and blistering" response.But
sadly,Syria has used such horrible weapons more than once and now US has made mind to take direct
action.Syria is believed to use chemical weapon on people in last week of August killing over 1400 ,and after
that USA has come out strongly and signalling attack on Syria,however Russia is trying to bring out some kind
of negotiation .Americans are strongly opposing Barrack Obama and to engage in a war at rough economic
time is the last thing they want.
UN and international community did tried to mediate and bring an end to this bloodshed but nothing has
worked.The Syrian government is further upheld by military support from Russia, Iran,North
Korea,Iraq,Venezuela ,Algeria etc while Qatar,Turkey and Saudi Arabia transfer help to the rebels.In 2013
Hezbollah entered the war in support of the Syrian army.By July 2013, the Syrian government controls
approximately 3040 percent of the country's territory and 60 percent of the Syrian population. The conflict
gradually took a more sectarian nature between Sunnis and Shia Alawites and hence it has become more
important and dangerous for world.
The Assad family comes from the minority Alawite religious group, an offshoot of Shi'ite Islam that comprises
an estimated 12 percent of the total Syrian population but Sunni Muslims makes up about three-quarters of
Syria's population.Due to it Syrian government is supported by Iran(shiite) but Qatar and Arabs(sunnis)
oppose it.Syria has long relation with Russia and Iran,both unfriendly with USA.It gives US and its alliesFrance,Britain,Australia a strong motive to oppose Assad.Kofi Annan and Ban ki Moon tried their best to bring
ceasefire and negotiation but,like always,UN has failed to deliver in matter where major powers are
involved.Iran's enmity with US is well known and it has clearly signaled that attack on Syria will be answered

with full force and Israel(US ally) is certain to be attacked.In this way this struggle can spill over and enter
other nations of region as well.
Anti-US hardliners are believing that all this is a part of conspiracy by USA and West to destabalise middle
east -oil rich muslim nations and take them out one by one,as already done to Iraq,Libya,Egypt etc and Syria
is last ally of Iran which has to be eliminated before finally dealing with Iran.This view is certainly difficult to

If war occurs then it will have negative affects for all nations of world in this age of globalisation.In case middle
east destabalises,the price of oil will shoot up and hence inflation and economic weakness is bound to grip
world economy.Indian economy which is already in its low may find it unbearable.So it seems that for world
peace and security it is high time when international community should take action.However if military action is
to be taken,it should be headed by UN and not USA.Also USA should have waited till final report and verdict of
UN and took Security council and General Assembly in confidence before openly coming out and preparing
for war,but,at this point of time we must agree,that it seems necessary.Looks like Nobel Peace prize winner
Prez Obama has no option but go to war to ensure peace.As things are still in process it is hard to say
anything for sure and only time can tell that what was right and what was wrong.So lets keep fingers crossed
and hope and pray for world peace and humanity.

RTI and Holier Than Thou

The Right to Information Act (RTI) is aimed "to provide for setting out the practical regime of right to
information for citizens" and replaces the erstwhile Freedom of Information Act, 2002.Under the provisions of
the Act, any citizen may request information from a "public authority" (a body of Government or
"instrumentality of State") which is required to reply expeditiously or within thirty days. The Act also requires
every public authority to computerize their records for wide dissemination and to pro-actively publish certain
categories of information so that the citizens need minimum recourse to request for information formally. This
law was passed by Parliament on 15 June 2005 and came fully into force on 12 October 2005.Private bodies
are not within the Act's ambit directly.

The Central Information Commission (CIC) has held that the political parties are public authorities and
answerable to citizens under RTI Act. The CIC, a quasi-judicial body, has said that six national parties:Congress, BJP, NCP, CPI(M), CPI and BSP have been substantially funded indirectly by the central
government and they have the character of public authority under the RTI Act as they perform public functions
. But political parties said they "are not public authorities", and cannot function if they have to keep
responding to RTI queries on "confidential matters".On 12 August 2013, the Congress Party tabled RTI
Amendment Bill 2013 in Lok Sabha to keep political parties out of RTI ambit.We see that political parties who
oppose each other on all possible events and situations united unanimously(except TMC) to change the law
than giving information to people through RTI.What kind of double standard and unethical behaviour is this?
Do they mean that all can come under RTI's purview,examine entire world but don't touch us.What's up with
this 'Holier than thou approach'? These parties present themselves as our friends and even servant but they
are not willing to be accountable and transparent,I mean if they have nothing to hide then why not allow RTI to
cover them as well.This does not look good for democratic practices and a clear setback to governance and
anti corruption measure as the very 'soul' of this act is being destroyed.Modern Polity aims at taking authority
from hands of 'governors' and give it to the 'governed'.....US, but this kind of actions on part of our leaders is
really surprising as well as dis-heartening.
A very similar case arosed in past when BCCI opposed demand to bring it under RTI claiming to be a private
body.Well it is us who love follow cricket so religiouly that BCCI is richest board in world but now they don't
want us see their account.It does not look fair to me.Is Indian cricket team a team of you and me or is it team
BCCI?

Apart from this,RTI has provided us with some very interesting information in past.Some weird rather gloomy
information that have come out due to RTI are as follows---Scams exposed by RTI include Adarsh scam, land scams, appropriation of government and relief
funds,MGNREGA (rural employment scheme) scam, Indian rupee symbol scam and President Pratibha
Patils very expensive family trips overseas. RTI played a big role in exposing countrys biggest 2G
scam and also CWG scam.Another interesting scam that came forward recently was the toilet scam.

collect data for security and defense and keep somethings secret and it is impossible to stop it , however, it
should be decided that what is the limit for Govt agencies.The private life,right to express views and personal
preferences are something without which a democratic nation built on principle of Equality,Fraternity,Liberty
and Freedom just cannot exist.Just as govt wants to know all about its citizens,citizens too must have right to
know what and why their govt is doing, guess that's what democracy means.Govt usually try to get away on
excuses like national security but its the people who make nation.What about people's security from Govt???

very beginning demand of more states was raised.Most of time new rising political partys and power lusty

demands have different basis.It is estimated that if all demands are fulfilled,number of states shall increase

1953, with Koornool as its capital.Telangana was merged


with Andhra State to form Andhra State in 1956.The
state reorganisation committee was against this merger
despite common language,still govt went ahead with
it.Since then people of Telengana are agitating get a
separate state.People felt that Telengana was not given
its share of funds and resources,as this area remained
backward while rest Andhra Pradesh is considered fairly
developed.In meantime naxals too gained ground in this
area.There have been numerous violent incidents ,
deaths and suicide for creation of Telengana.In 1939

.In 1990 BJP promised in its favour.In 2001
Telengana
Candrashekhar founded Telengana Rashta Samiti (TRS)
and formed coalition with INC.But when INC did not fulfilled its promise,TRS broke coalition in 2006. In 2009
Chnandashekhar went on indefinite hunger stike after which INC accepted demand of creation of Telengana
but took U-Turn soon.According to activists, from 2010-12 over 300 young people killed themselves - 16 by
self immolation demanding more political control for the locals of Telangana. Finally on 30 July, 2013, the
Congress Working Committee recommended the bifurcation of Andhra Pradesh to the INC-led central
government.It seems that INC has finally accepted it (one year before Elections) to keep its hold over Andhra
Intact. Hyderabad would be the joint capital for both Andhra Pradesh and Telegana for 10 years.In coming
months, Telengana will become 29th stae of India with 10 districts,17/42 parliament seat,119/294 state
legislative seats and population of 305 crore and area 1.14 sq lac km.Problems yet to face are- sharing of
river water,govt resources and staff and Hyderabad.Hyderabad is one of largest and most developed city of
India which generates almost half of revenue of Andhra Pradesh, nodoubt now both state want it.It will be
weird situation that Hyderabad will be common capital(like Chandigarh) even when it is completely within
Telengana and doesn't even touch rest Andhra pradesh(unlike Chandigarh as it is in middle of Punjab and
Haryana).Main thing to see is that now demands of other states will gain momentum and this upsurge of local
identity is not good for national unity.

Certainly there are more to mention.In a modern nation,local identities shall gradually give way to national
identity,and that is exactly what our constitution aims for,but these divisions are clearly unhealthy trend and
what effect it causes on India is to be seen.India has more than 1600 languages.How many states will be
created to appease and gain popularity?The last thing we wish to see is India again divided into 565
states.When time will come that there will remain only one identity-Indian?

The Mid Day Meal Scheme has been around in India for quite sometime now and has done remarkable
work.It is the worlds largest school feeding program reaching out to about 12 crore children in over 12.65 lakh
schools/EGS centres across the country,however it has got more fame due to continued tragedies.
Lets begin with a short history of this scheme.Its root can be traced back to
1923 when Madras city decided to provide free Mid Day Meal to school
children.The program was introduced on a large scale in the 1960s under
Chief Minister K. Kamaraj and in 1982 when the Chief Minister of Tamil Nanu,
in 1980 Tamil Nadu CM Dr MG Ramachandran, decided to universalize the
scheme for all children up to class 10.
Slowly other states viz,Andhra Pradesh ,Gujrat ,Madhya Pradesh,Odisha
follwed. On November 28, 2001 the Supreme Court of India gave a landmark
direction to government to provide cooked meals to all children in all
government and government assisted primary schools. The direction was
resisted vigorously by State governments initially, but the programme has
become almost universal by 2005.

So far so good,it looks so cheesy and sweet,however the other side of coin is really "dirty".
Several kind of scams and tragedies have occurred so far.Teachers usually replace low quality,cheap and
dangerous food with what given by Govt and hence keeping the 'difference of price' for themselves.
At other times schools will enroll names of non-existent children in register to claim extra material and then sell
it off.
Several cases have came when by eating meals children have suffered diseases and even death ,and such
cases come out almost on daily basis but only few get their due media coverage.
The latest and most appalling case came out in Bihar-16 july 2013- When due to unhealthy and probably
poisonous meal claimed twenty children die, 48 fall ill after consuming mid-day meal in Saran school.
What is solution?
A strict and efficient monitoring mechanism supported by flying teams to check schools without
prior notice is needed.The school children and their parents should be made aware of entire
process and public accounting and auditing by locals should be encouraged.A permanent helpline number
and grievance cell need to be established.The quantity and quality of diet should be regularly updated
keeping in mind dietary needs as well as local food preferences.The culprit teachers and headmasters shall
be given exemplary punishments.
My personal recommendation,though it will seems very weird and out of line,is to extend the program to
include providing meal to the school staff and make the cook eat compulsarily before it is served to anyone.It
is already in rulebooks,but it is not followed.
Certainly a lot is to be done.this scheme looks really good on paper but govt shall work harder to make sure it
comes to ground reality.Hopefully future will be better than present situation.

from urban areas, 48.9% of the underweight are girls and 45.5% are boys.
Over 40% of the population is illiterate.
Forty million children do not attend primary school
Only one-third of all children complete their mandatory 8 years of education.

Well what more to say when Planning commission considers an individual above a monthly consumption of Rs

its office.In party of UPA 2 anniversary party,guests were served Rs 8000 plates.Our storage grains are
allowed to get destroyed in godowns when there are so many hungry mouths.So many years have passed
since Independence,we achieved so much in so many different fields yet we cannot offer two time food for all
of us.It seems inhuman to me to spent billions on movies,sports,fashion and this and that when millions are
starving.

As you shall be aware that Sarabjeet Singh,Indian prisoner in Pakistan,passed away.I am dedicating this
article to him ,trying to spread his story.
Some 22 years ago ,in 1990 young Punjabi Sarabjeet crossed border by mistake and reached Pakistan where
he was captured and imprisoned.His family was unaware of his whereabouts.Finally in 1991 a letter from
Lahore informed them that Sarabjeet was in their jail.

Sarabjeet was branded as Manjeet by Pakistan police and court and framed guilty of bomb blasts in Lahore
and Faisalabad in 1991.Manjeet was supposed to be an Indian spy and so lower court and then High Court of
Pakistan gave him Death Sentence.Sarabjeet refused to accept
himself as Manjeet and so long...very long legal procedure started in Pakistan.
When Sarabjeet left, his elder daughter was 3 yrs and younger 3 month only.Fate had decided that they will
see their father for first time only after 18 yrs in 2008.
Lawyer Owais of Pakistan tried his best to prove him innocent but alas
it was not meant to be.
On 26 June 2012 news came that Pakistan has decided to convert Sarabjeet's Punishment to 14 yrs
imprisonment and since he has already served 22 yrs ,he will be set free.But within hours Pakistan
changed statement and said that it was a mistake because that order was for Surjeet ,not Sarabjeet.
News came that Sarabjeet was given slow poison in jail but Pakistan denied.Sarabjeet himself in a letter wrote
that he fears attack from jail inmates.Certainly Pakistan Govt did nothing and so Sarabjeet's premonition came
true on 26 April 2013 when some other prisoners attacked him.He was treated in Jinnah Hospital.Sarabjeet's
family was give permission by Pakistan govt to visit him.But at last ,Sarabjeet Singh passed away .His dream to
return never came true.Even when his dead body arrived back in India,it was heard that some of his organs
were missing.
Well guys ,i know it reminds you of a hit film Veer Zaara,but this is not a fictitious story.It is a real incident
where someone suffered so much,and it had no "Filmi good ending".
Today 270 more such Indians are still in Pakistani jail of which 31 has already served their sentences.
Why does our Govt not rescue them?We are supposed to be developing into a "Superpower" but why our
foreign diplomacy is not successful?POK issue,terrorism,latest Italian Marine case,Chinese entry in our
Borders etc all raise question that why no one takes us seriously?There are so many smaller nations that
never compromise on their pride and sovreignity,history is full of such examples...when will we learn?

affected by China and Japan,and in turn affected them as well, yet it has an unique and separate culture of its
own.Today, it is politically divided into North Korea and South Korea. North Korea is located on the northern
part of the peninsula and it extends from China south to the 38th parallel of latitude.
Korean Story begins with the founding in 2333 BC by the legendary Dan-gun Following the unification of the
Three Kingdoms under Silla In 668 AD, Korea was ruled by the Goryeo Dynasty (9181392) and Joseon
Dynasty (13921910). It was annexed by the Japan in 1910. At the end of World War II, Korea was partitioned
into Soviet and U.S. zones of occupation along 38th parallel. An election was held in the U.S. zone in 1948
which led to the creation of the Republic of Korea. Although the UN passed a resolution declaring the Republic
to be the only lawful government in Korea, the Soviets set up a rival government in the North.
By 1950, the conflicts on the border of North and South Korea led to the beginning of the Korean War. On
June 25, 1950, North Korea invaded South Korea and almost immediately the UN began to send aid to South
Korea. North Korea was however, able to quickly advance south by September 1950. By October though, U.N.
forces were able to again move the fighting north and on October 19, North Korea's capital, Pyongyang was
taken. In November, Chinese forces joined North Korean forces and the fighting was then moved back south
and in January 1951, South Korea's capital, Seoul was taken.
In the months that followed, heavy fighting ensued but the center of the conflict was near the 38th parallel.
Although peace negotiations began in July of 1951, fighting continued throughout 1951 and 1952. On July 27
1953, peace negotiations ended. Shortly thereafter, an Armistice Agreement was signed by the Korean
People's Army, the Chinese People's Volunteers and the United Nations Command, which was led by the U.S.
South Korea however, never signed the agreement and to this day an official peace treaty has never been
signed between North and South Korea. The border between the two nations remains the most heavily
fortified in the world.

korea tested 3rd nuclear weapon on 12 feb,2013 and threatening to use it against South korea,Japan and
USA.
This may initiate 3rd world war.If 30,000,00 died in 1950-53 war this present war may cause estimated death
of 150,000,00 people directly and many more aftermath.
Let me conclude with citing the incident when someone asked Einstein that what kind of weapons will be used
in 3rd world war to which he responded sarcastically that he don't know what weapons will be used in 3rd WW
but then 4th WW will have to be fought with stones and sticks for sure.
Update-Its Sept,2013 now and thank god situation has not deteriorated till now and war did not started.Lets
keep fingers crossed and hope for peace.

criminal is forced to salute and give protection to same peoples.
In Such grim situation,our only hope....is ourselves...none is gonna come and save us and make everything
right...either live with it or change it...least to do..is to vote sincerely.

Sanjay dutt is accused of "possessing" arms-3 Ak-56,9 mm pistol,bullets etc given to him by his mafia "friends"
at time of 1993 Bombay bomb blast which claimed 257 lives injuring 713 in 13 coordinated serial blasts .
Let him go
He comes from a good family,his father was a great man.Sanjay himself is good at heart and what he
did was a mistake for which he has suffered and repented alot.
Sanjay dutt claimed that he possessed weapon to "safeguard" his family during those "uncertain
times".
He was "unaware" of deeper implication of his acts and did crime unintentionally.
He has served 18 moths in jail ,on ground of good behavior and track record SC reduced prison from
6(TADA court) to 5 years already.Lets forgive remaining term as well.
Justice Katju wrote to Maharashtra governor K Sankarnarayanan to grant pardon to Sanjay dutt under article
161 as he has not been found guilt of playing part in blasts and has suffered alot.Entire film community is
supporting Sanjay.

Can't let him go


Everyone has to be equal before law ,no matter what family background or fan following they have .
Sanjay was 34 yr old full grown man then and clearly knew that meeting,talking to underworld people
and then keeping weapons without license is illegal and punishable.
He tried to destroy weapons which proves, by contradiction, that he knew about consequences of his
action.
He already had licensed guns then why he needed to illegally acquire more for so called
"safeguarding" his family,he could have get more licensed weapons or police protection easily.

People believe that he was saved from wrath of TADA and given minimum possible punishment as per arms
act owing to his "well wishers".
Till now no one has openly come out to confront him demanding punishment,most people are of opinion that
let court do its work.
Update-June-July 2013
Sanjay Dutt surrendered to court and is undergoing his imprisonment.

We follow "representative form of democracy" where our chosen leader ,as MLA ,MP ets represent us and
work for us.At elections we follow "first past the post" that means whoever has largest share of votes win.
It looks so obvious and simple,but lets consider a case----- Suppose in an election there are 1000 voters and
10 candidates.Now on day of voting 200 voters are absent and 800 cast their votes .Lets forget about booth
looting,bogus votes,bribery etc for now and assume it as an ideal election scenario.Certainly of 800 voters
,the votes are gonna split among 10 candidates..say one gets 200 ,other 180 another 150 so on.Now what will
happen on the day of result ? The one with most votes ,say one with 200 votes will be declared as winner
