Infantry (Star) Division, Philippine Army were given honors and recognition on November 7, 2016
during the Monday Flag Raising Ceremony at the 5ID Parade Ground, Camp Melchor F. Dela Cruz, Upi,
Gamu, Isabela.
The six (6) Officers who were promoted from the rank of Captain (O-3) to the rank of Major (O-4)
were the following: Captain Jessie James B. Tuguic, Captain Stuart T. Turaray, Captain Earlord P. Orpilla,
Captain Aurelio M. Delgado, Captain Joel A. Dingle, and Captain Randy R. Sta. Maria.
The donning of ranks to the six (6) newly promoted officers was presided by the 5 th ID Inspector

DOLE holds info drive vs

TUGUEGARAO CITY, Cagayan - The Department of Labor and Employment (DOLE) conducted an information
dissemination drive on the agencys policy on contracting
and subcontracting earlier this month.
The primary aim of this activity is to educate the employers and employees on the DOLEs Department Order
No. 18-A specifically in strengthening the rights of contractual employees and imposing obligations on the contractors, Regional Director, Atty. Sixto T. Rodriguez Jr.
said.
least 57 participants including the employers, principals, contractors and Labor Law Compliance Officers
(LLCOs) attended the said activity in Cagayan while 126
and 60 participants attended the same information drive in
Isabela and Nueva Vizcaya, respectively.
Rodriguez said the governments call to eradicate
contractualization and end of contract (endo), is not a form
of harassment to the employers but an emphasis on one of
the most important elements of employment which is the
security of tenure of the workers.
With the prevailing issue on endo,
contractualization, and labor-only contracting, the activity is timely as it is one of the best way to learn and address
the controversies faced by private employers, the lawyer-director said.
By nature, contracting is legal if the contractor or subcontractor is registered with DOLE and carries a distinct
and independent business, has a substantial capital or investment and service agreements must comply with all the
rights and benefits of employees under Labor Laws.

DEpEd gives 750 armchairs OceanaGold slams mining audit results


to Aritao town
BAYOMBONG, Nueva Vizcaya The Department of
Education (DepEd) recently gave 750 arm chairs to
Aritao town in a bid to address the low number of
chairs among schoolers.
Mayor Lucita Tan said the arm chairs were earlier pledged by the DepEd through former secretary Armin Luistro.
These assistance will further improve the learning conditions of elementary and high school students in our municipality, she said.
The arm chairs are part of the package of assistance of DepEd to equip public schools with the

MASID program
CABARROGUIS, Quirino The Department of the Interior and Local Government in Region 2 recently launched
its latest anti-drug and corruption program dubbed as
MASA MASID or Mamamayang Ayaw sa Anomalya,
Mamamayang Ayaw sa Droga here with no less than Usec
John Castriciones as guest speaker.
Castriciones said the MASA MASID is a communitybased anti-criminality, anti-corruption, and anti illegal drugs
program that fully supports President Dutertes pronouncement to end the long standing problems on illegal drugs,
corruption and criminality in the country.
The undersecretary explained that under the MASA
MASID program, the existing UBAS Technical Working
Groups in LGUs shall be expanded and will include representatives from a faith-based group, Liga ng Mga Barangay,
PNP, and City or Municipal Anti-Drug Abuse Council
(CADAC/MADAC).
Barangay MASA MASID teams will be composed of
representatives of faith-based organizations, civil society
organizations (CSOs), non-government organizations
(NGOs), peoples organizations (POs), and CSO representative from the Barangay Peace and Order Council (BPOC)
at Barangay Anti-Drug Abuse Council (BADAC).
Around 3.7 million Filipinos are affected by drugs
and we target to rehabilitate 1.6 million by the end of 2016
and the remaining number by the end of 2017, Castriciones
said.
He said further that over 730,000 had already surrendered and the government is not prepared for this especially the construction of rehabilitation centers which require big amount, however, he said some businessmen have
already signified their intention to help by constructing
rehabilitation centers.
Castriciones added that the profiling of the
surrenderees is ongoing and those who can still be put to
community-based rehabilitation will be given programs such
as livelihood or education and those who are seriously
affected will be taken care in the rehabilitation centers until

OCEANAGOLD PHILIPPINES INC., a unit of Australia-based OceanaGold Corp., decried Wednesday the
results of the mining audit done by the Environment
Department, saying the move ruined the image of the
Philippines as an investment destination.
The pronouncements are sweeping, no question
about that. I could tell there is probably none (mining
companies) going here. When you make that kind of
announcements, it affects the whole industry, company president Jose Leviste Jr. said at the sidelines
of 42nd Philippine Business Conference at the Marriot
Hotel in Pasay City.
As the head of the gold and copper section of
the Philippine Chamber of Commerce and Industry,
Im concerned not only for OceanaGold but for the
entire industry, he said.
Leviste made the remarks after the Environment
Department recommended the cancelation of 23 mining permits, including that of OceanGolds.
OceanaGold, he said, was still operating in the
absence of a formal government order stopping the
firms copper-gold operations in Didipio, Nueva
Vizcaya province.

OceanaGolds mother company, which is listed in
Toronto and Sydney bourse, suffered a 22.3-point drop
in stock price in a single day, Leviste said.
He added mining companies poised to enter the
Philippines were having second thoughts and quite
nervous of the dynamics of Philippine business.
Leviste said the Philippines still has the opportunity to be a mining country it projected if the Environment Department will stick to the policy of the
Duterte government.

#OceanaGold is disappointed with the statements
made and will seek clarification and reconsideration
from the DENR to further understand and rectify this
matter in short order.
#OceanaGold has not received any formal order
from the Department. The mining and processing activities are continuing at the Didipio Mine. The Company will consider all avenues, including working
collaboratively with the DENR, to facilitate the immediate resolution of this matter to ensure no disruption to its operations and its valued local workforce.

Narco thriller takes new turn


MORE mysteries are expected to unfold related to the suspicious death of Mayor Rolando Espinosa Sr. of Albuera Town
in his jail cell in Leyte.
CIDG Region 8 operatives led by Chief Inspector Leo Laraga
killed Espinosa and drug suspect Raul Yap while serving search
warrants at the Baybay, Leyte Sub-Provincial Jail last Saturday.
Laraga claimed Espinosa and Yap were shot in self-defense.
Espinosa was the second
mayor in the drug list of
President Rodrigo Duterte to
have been killed in highly
questionable circumstances.
Last August, Duterte released a narco-list that included 150
local officials, police officers and some military brass.
The first to fall was Datu Saudi-Ampatuan, Samsudin
Dimaukom was shot and killed along with nine of his men last
October 28.
Dimaukom, along with his wife, surrendered in August to
the provincial police after being included in the drugs list.
Espinosa, similar to Dimaukom, presented himself to authorities and was even accommodated in the residence of Philippine
National Police (PNP) chief Ronald de la Rosa.
His son Kerwin fled the country but was detained in Abu
Dhabi last September.
Justice Secretary Vitaliano Aguirre II linked Sen. Leila de
Lima to the series of slays recently in relation to the narcotics
trade.
Aguirre called de Lima the common denominator in some
of the recent killings including that of Espinosa.
Aguirre said that in the affidavit that Espinosa gave to the
police, de Lima was listed on top.
De Lima was also pointed to by NBP high-profile inmates,
including Jaybee Sebastian, during a House probe as having
been on top of the illegal drugs syndicate inside the national
penitentiary.
The trail in the de Lima drugs network apparently goes way
high up involving key officials of the previous administration.
Duterte and Aguirre had indicated a higher authority was behind de Lima and the drugs operations go beyond her fund raising campaign for the 2016 elections.
NBP convicts have pointed to de Lima as tapping so-called
high-value prisoners to raise money through the sale of shabu,
the preferred narcotic which is largely available and highly demanded by the poor.
The recounting of deputy chief for operations of the Criminal Investigation and Detection Group Director Benjamin
Magalong of the shelved Oplan Cronus, put together by the
CIDG and the Philippine Drug Enforcement Agency, was a disclosure that may pin former Palace officials to the drugs trade.

Senator de Lima who tops the


Espinosa list tried to turn the
tables yesterday on Justice Secretary Vitaliano Aguirre II, who
implicated her in the mysterious death of the Albuera, Leyte
mayor while theorizing that
Espinosa was silenced to stop
him from retracting or recanting
his supposed affidavit that included de Lima among protectors of the narcotics trade.
Now Leila, a lawyer, certainly knows that her theory is
absurd, especially as her name
has been included in the list.
Sure, Espinosa was almost
certainly killed by government
authorities from the Criminal
Investigation and Detection
Group to silence him, but for
Leila to say that Espinosa Sr.
was killed to stop him from retracting or recanting his testimony made under oath is really
absurd.
As a lawyer, Leila must
know that by murdering
Espinosa, his affidavit can no
longer be introduced as evidence in any trial since this becomes hearsay. At most, what
can happen is that the testimony
can be used only for corroboration purposes, if at all.
And then too, why should
Leilas theory say that had he
lived, he would recant whatever
he stated in his affidavit? He
was already in jail.
Predictably, Leila also came
up with her usual fabricated sto-

ries which of course, as they are


fabricated and by her, can
hardly be substantiated.
Leila pointed to another
angle on Espinosa saying that
the affidavit the late mayor
signed was already prepared
and not executed by him, claiming that an affidavit was presented to Espinosa who was
then coerced to affix his signature. She knows she cant prove
her claims. It is her way of making herself appear innocent in
all these.
Thus, the names on his supposed list of protectors or those
in his payola was not made by
the late mayor, she said. Invent
pa more (Invent more evidence).
Their claim that my name is
on the affidavit of Espinosa was
another fabrication, she said.
She comes up with all these
false reports to clear herself, by
portraying that she is merely
being framed by the DoJ and of
course, President Rodrigo
Duterte.
All of those are part of nonstop, incessant, relentless acts of
harassment, acts of prosecution, the senator added, mocking the charges saying that her
detractors will keep on peddling
lies until shes completely destroyed before the eyes of the
public.

JEREMIAH was a prophet, a man of God, a leader of the people and here in our
scripture, he is praying for Gods healing and saving mercy in his own life.
Jeremiah has taken the time to pray to God for himself. What does that tell us?
It tells us that this prophet is no different from you or me. Every person: prophet,
pastor, disciple, adult, teen, child or senior needs to pray in faith.
All of us need to have faith that God can move, that God can act, that God
can change the situation, that He can save, that He can heal today.
Do you have faith that God can heal you? Heal your family? Heal that
situation or circumstance in the life of your friend?
Are you truly saved? Have you experienced the joy and peace that comes
when you repent of your sins and ask Jesus to save you? Have you by faith
fully placed your trust in Jesus as Lord and Saviour of your life?
Do you praise God for what He has already done in your life? What He is
doing? What He is yet to do?
Do you believe in the power of God just as Jeremiah did?
The Gospel accounts of both Mark and Luke tell us that Jesus referred to
Himself as a physician or doctor.Once in the sense of spiritual healer
and once in the sense of physical healer.
In Mark chapter 2, we see Jesus as Spiritual Healer: When the teachers of
religious law and the Pharisees were angry that Jesus had tax collectors and
sinners among his disciples. Jesus told them Healthy people dont need a
doctorsick people do. I have come to call not those who think they are righteous, but those who know they are sinners.
In Luke 4, we see Jesus as Physical Healer: When Jesus gave His first
sermon in His hometown synagogue of Nazareth, He read these words from
Isaiah 61:1-2: The Spirit of the Lord is upon me, for He has anointed me to
bring Good News to the poor. He has sent me to proclaim that captives will be
released, that the blind will see, that the oppressed will be set free, and that the
time of the Lords favour has come.
Some in the crowd that were gathered did not understand who Jesus was,

her based on probable cause.
Then too, it seems clear
enough that Leila worries about
cases filed against her at the
DoJ, with her even insisting that
the cases should be filed at the
Ombudsmans Office, because
she knows that her yellow biased and partisan Ombudsman,
Conchita-Carpio Morales, will
quickly dismiss these charges
as Leila is one of the yellows
protected species.
Eventually, the cases will
have to go through the Ombudsman, but by the time they
do, these will be backed by
strong evidence laid out which
would be too difficult for Morales to dismiss the case, unless
she wants to become a hate figure.

Our God is a miracle working God, spiritually, physically, emotionally Jesus
is our great physician, our great healer.
If you read through the Gospels, you will read the many accounts of healing
that took place. Jesus encountered people who were sick, blind, lame, deaf, leprous, possessed, paralyzed or mentally ill. Jesus healed them. Even the dead were
raised by the power of His word.
Jesus healed by divine power. Jesus healed all who were brought to Him.
Jesus healing power goes beyond curing broken bones and ailing bodies. He is
able to touch every level of our existence - physical, emotional, social, spiritual.
Jesus had and still has compassion for those who are suffering. In Mark
Chapter 1:40-42 a man with leprosy came and knelt in front of Jesus, begging to be
healed. If you are willing, you can heal me and make me clean, he said. Moved
with compassion, Jesus reached out and touched him. I am willing, he said.
Be healed! Instantly the leprosy disappeared, and the man was healed. In
compassion Jesus reached out and touched him... An action that meant ritual
impurity in Jewish Law. The leper who had been forced into isolation, away from
human contact because of social custom receives a touch from our Lord.
A touch that says I care. A touch that says you are not alone.Then the words
come from Jesus lips, I am willing. Be healed
If you are willing, you can heal me... In faith, hear the response of Jesus to this
prayer... I am willing. Be healed
Over and over again, Jesus deliberately touched those who were sick or disabled. Jesus encouraged the active involvement of the sick in their own healing,
faith was a necessary ingredient. Faith in God, trusting in Gods healing power.
Over and over, Jesus commended those He healed for their faith. Think about
the woman who had been bleeding for years, in faith she touched the hem of Jesus
robe, and she was healed. Mark 5:34 Jesus said to her, Daughter, your faith has
made you well. Go in peace. Your suffering is over.
Jesus is healer and saviour. In Luke chapter 7: 18-23, John the Baptist is in
prison. And the disciples of John the Baptist told John about everything Jesus was
doing. So John called for two of his disciples, and he sent them to the Lord to ask
him, Are you the Messiah weve been expecting, or should we keep looking for
someone else?
Johns two disciples found Jesus and said to Him, John the Baptist sent us to
ask, Are you the Messiah weve been expecting, or should we keep looking for
