SCOPE
1. This Specification covers design, construction, and installation of a complete helideck on a
fixed or floating offshore installation.
2. Exceptions to the requirements of this Specification shall be submitted in writing for review
by the Purchaser.

GENERAL
1. Helidecks shall comply with the requirements of ICAO Annex 14 and the ICAO Heliport
Manual in addition to the regulatory requirements of the installation on which they are located.
2. Helidecks on floating installations shall in addition comply with the IMO MODU Code and
ABS MODU Rules.

3. Within areas covered by UK legislation, and in certain other areas, CAA CAP 437 Guidance
on Standards for Offshore Helicopter Landing Areas shall apply in addition.
4. If CAA CAP 437 requirements apply, this will be stated in Purchasers Technical
Requirements.
5. The Supplier shall ensure compliance with local and national requirements and regulations.
6. Where recommendations are made in ICAO Annex 14, and CAA CAP 437 if applicable, the
Supplier shall comply with the recommendations unless they are excluded in this
Specification.
7. Where it is not possible to comply with the recommendations, the Supplier shall inform the
Purchaser in writing at the bid stage.
8. Generally design procedures; construction; installation; maintainability; named items;
protection; documentation; quality assurance; and preparation for shipping shall comply with
the same standards as those of the facility on which the helideck is to be installed, unless
varied by this Specification.
9. The helideck and all its systems and installations and structure shall be fully integrated with
the facility on which it is to be installed.
10. Helidecks may be fabricated from aluminium. The Supplier shall satisfy the Purchaser that the
performance of the helideck will be at least equal to a steel helideck, particularly in respect of:
a. structural design
b. connections
c. finishes
d. corrosion and electrolytic action
e. fire protection.
4.0

PHYSICAL CHARACTERISTICS
1. The Supplier shall design the helideck based on the following information supplied
by the Purchaser in the Technical Requirements:
a. Size and weight of the largest helicopter which will use the helideck.
b. Whether operating conditions require rope netting on the surface of the helideck (see
ICAO Heliport Manual).
2. Tie-down points as required by the ICAO Heliport Manual shall be recessed and shall have
weep-holes to avoid build up of water and ice.
3. The weep holes shall be connected to the helideck dedicated drainage system - see Section 7.0
item number 6 of this Specification.
4. Means of access and egress, including provision for stretchers, shall conform to
ICAO Annex 14; CAA CAP 437, if applicable; and SID-SU-5106 requirements.

5.0

OBSTACLE RESTRICTION
Obstacle restriction shall comply with the requirements ICAO Annex 14, together with those of
CAA CAP 437 and the MODU Code, where applicable.

VISUAL AIDS
1. Helideck markings, other than in Gulf of Mexico, shall comply with the ICAO Heliport
Manual, modified by CAA CAP 437 where applicable.
2. In the Gulf of Mexico only, markings shall comply with Appendix A of this Specification.
3. Materials and application of coatings on the helideck shall be in accordance with
COM-SU-2.02. Coating System 4.6 shall be used for helicopter deck plate.
4. Where colors noted in COM-SU-2.02 vary from those in ICAO Annex 14, the Annex 14
standard shall apply.

7.0

FIRE PROTECTION
1. Fire Protection shall comply with the IMO MODU Code together with CAA CAP 347 where
applicable.
2. Fire Protection equipment shall comply with the following NFPA requirements:
a. NFPA 10
b. NFPA 11
c. NFPA 12
3. All other fire protection equipment shall be certified by an approved body.
4. Rescue equipment in accordance with the ICAO Heliport Manual shall be located in a
watertight and accessible enclosure labeled HELICOPTER RESCUE EQUIPMENT
STATION in letters at least 100 mm (4 inches) high.
5. Firefighting and safety equipment shall be located in readily accessible positions as close to
the helideck as possible without projecting into obstacle-free zones.
6. The helideck drainage system shall be a dedicated installation to ensure that any leaking fuel is
kept separate at all times from all other installations.

8.0

REFUELING
Refueling facilities, if required, shall be in accordance with PAK-SU-17.08.

9.0

STRUCTURAL DESIGN
1. Structural design of the helideck shall comply with the following;
a. ICAO Annex 14 requirements for structural design.
b. API RP 2L requirements for structural design.
c. The standards specified for the facility on which the helideck is to be located.
2. When there is a conflict, the more stringent requirements shall govern, unless directed
otherwise by the project.
