Feasibility Study on

1.
Background
The couple Joko Widodo - Jusuf Kalla designs nine priority agenda
called Nawa Cita. This program was initiated to demonstrate the
priority of road changes towards Indonesia that is politically
authoritative, economically independent, culturally strong in personality.
In terms of research and technology, a few of the Nawacita programs are
directly related, namely:
The priority to build a number of science and technopark in the
polytechnic area and schools equipped with the latest technlogy of
infrastructure
and
facilities,
which
is
in
the
sixth
Nawacita, To improve peoples productivity and competitiveness in the
international market so that Indonesia can move forward and stand up
with other Asian nations.
This vision is further articulated through three strategic pillars for government
action: improving institutions, resources (for technology generation), and networks (for
technology dissemination).
Innovation is rapidly becoming a priority in the country. Studies Porter (1998a,
1998b, 2001), Porter, Ketels, and Miller (2003) Porter and Ketels (2003),
PorterandStern
(2001)
found
that
the
clustersandcompetitionisthe
newagendasforcompanies, governments, and institutions.Furthermore, innovation
depends on location matters (Porter, 2001). Porter (2000b) explainsthatin
achievingcompetitiveness, we shouldpay attention tolocations, clusters, and
companystrategy. In the Indonesian context, A National Innovation Commission
(Komite Inovasi Nasional, KIN), an advisory body reporting directly to the president
and composed of members from the Ministry of Research and Technology
(Kementerian Riset dan Teknologi, RISTEK), non-ministerial research institutes
(Lembaga Pemerintah Non Kementerian, LPNK), academia, and private sector
representatives has been established to synergize the efforts of the various actors in
the national system and convene them on a regular basis, as well as develop
concrete policy implementation plans and mechanisms that cut across sectors.
This project aims at improving the system monitoring and managing the majority
of research fund in Indonesia. This program is in line with the Government's Work
Program, Nine Priorities Agenda (Nawa Cita), which aims at increasing research
budget to encourage technological innovation, and supporting agencies of
copyright and patent affairs to work more proactively, serving innovators and
inventors.
An ideal National Science Technology Innovation Foundation (NSTIF) must have
a strong legal foundation, clear main tasks and functions, flexibility in its financial
operating system, and high accountability and credibility both in the intraorganizational and inter-organizational levels.
By considering changes in the dynamic of external and internal environment, the
study of establishing National Science Technology Innovation Foundation
(NSTIF) -- formerly called Designing National Research Fund (DNR), will be
strengthened with the study of coherence between innovation funding and financial
budgeting system.
The Feasibility Study on National Science Technology Innovation
Foundation/NSTIF consists of the following activities: refining the concept and
the design of independent research funding institution as well as its roadmap, with
alternatives such as: (a)forming a new organization, which is an independent
National Science Technology Innovation Foundation (NSTIF) to integrate
research, science and technology funding; and (b) revitalizing/reforming
institutions outside Ministerial Government Departments (LPK) and Nonministerial Government Departments (LPNK) of Research Science and
Technology, such as SPIRIT (Scholarship Program for Strengthening the
Reforming Institutions) Bappenas (National Development Planning Agency),
Domestic Graduate Scholarship (BPP-DN) and Postgraduate Scholarship Abroad

Scope of Work
a. General
The general scope objective of the Individual Consultant for Component 2.1 is to
ensure that agreed road map of National Science Technology Innovation Foundation
establishment is used as reference for activities design and implementation in
component 2 which consist of the following topics but not limited to:
a) Feasibility study on the establishment of National Science Technology and
Innovation Foundation (NSTIF) in terms of its legal foundation and its
strategic deliberation including the foundations vision and mission.
b) NSTIF possibility organization design and SWOT analysis of each of the
possibilities based on environmental scanning, which maps and analyses each
Strengths, Weaknesses, Changes, and Threats, in order to anticipate various
internal and external changes (scenario planning).
c) Business process mapping that is consistent with NSTIF vision, mission and
strategic objectives.
d) Stakeholders mapping and its coordination pattern between the stakeholders
that could reflect their role and impact towards the effectiveness in achieving
NSTIF vision, mission, and strategic objectives.
e) NSTIF stages of development, along with its performance indicators starting
from the beginning of NSTIF as an embryo to being an independent foundation
nationally.
f) Design all needed study and consultants term of reference under this sub
component to be assigned by component 1 of RISET-Pro and coordinate with
component 1 to ensure that they understand the design and agreed to conduct
the study. Review and use its study result as references of all models,
recommendations developed by the consultant.

Collect and process the data, and conduct a proper analysis for the
feasibility study on the establishment of NSTIF

Expected output
a) The formula of NSTIF vision and mission, NSTIF improvement
recommendation concept, NSTIF organizational architecture and its roadmap
based on its legal foundation and strategic deliberation.
b) Recommendation on NSTIF possibility organization design and SWOT

Duration
Contract duration estimated started in May 2015 and finish in December 2018
through annual contract following Government of Indonesia financial year .
