REFERENCES:
a. Memo from TADO dated August 22, 2016; and
b. CMC 16-2016 PNP ANTI-ILLEGAL DRUGS CAMPAIGN PLAN
(PROJECT DOUBLE BARREL).

2. SITUATION:
The Directorate for Operations, headed by PSSUPT FLORENCIO T
ORTILLA, Chief, ISOD, will conduct Assessment/Validation of Project: Double
Barrel to all PDS/CDs and COPs/Station Commanders of PRO 12 on August 23-26,
2016 at Conference Room, Police Regional Office 12, General Santos City.
The team will conduct a performance evaluation on their respective
accomplishment on Project Tokhang and Project High-Value Targets (HVT).
3.

MISSION:

Police Regional Office 12 in coordination with the AFP and other

concerned government agencies shall provide security coverage and related
operational activities to VIPs and party to ensure the successful conduct of the
activities.
4.

EXECUTION:
a. Concept of Operation:

This CMC will be implemented particularly on the first day of office of

the CPNP. To generate impact and public support, all police offices/units/stations and
designated anti-drug units shall conduct massive and simultaneous operations in two
pronged approach.
The PNP Anti-Illegal Drugs Campaign Plan - Project: Double Barrel
will be conducted in a two-pronged approach, namely: PROJECT TOKHANG and
PROJECT HVT.

The lower barrel approach will be the conduct of PROJECT TOKHANG

in all drug-affected barangays throughout the country in coordination with the Local
Government Units (LGUs) particularly the Provincial/City/Municipal/Barangay AntiDrug Abuse Councils (ADACs), Non-Government Organizations (NGOs),
stakeholders, and other law enforcement agencies.
The PROJECT TOKHANG is a practical and realistic means of
accelerating the drive against illegal drugs in the affected barangays. This concept
involves the conduct of house to house visitations to persuade suspected illegal drug
personalities to stop their illegal activities.
There are five (5) stages in the conduct of PROJECT TOKHANG
namely: Collection and Validation of Information Stage, Coordination Stage, House
to House Visitation Stage, Processing and Documentation Stage, and the Monitoring
and Evaluation Stage.
b. Tasks:
1) DRDO
a) Receive the Chief, ISOD upon arrival at RHQ, PRO 12;
b) To give Welcome Remarks during the Validation; and
c) Perform other tasks as directed.
2) RPHRDD
a) To attend the said validation on August 26, 2016 at
Conference Room, RHQ, PRO 12, Tambler General Santos
City; and
b) Perform other task as directed.
3) RID
a) To attend the said validation on August 26, 2016 at
Conference Room, RHQ, PRO 12, Tambler General Santos
City;
b) Intensify intelligence coverage on target personalities
belonging to threat groups and criminal groups;
c) Provide timely intelligence information involving security
threat and criminal groups violent plans and activities to all
tasked units/offices; and
d) Perform other tasks as directed.
4) ROPD
a) To attend the said validation on August 26, 2016 at
Conference Room, RHQ, PRO 12, Tambler General Santos
City;
b) OPR of the activity;
c) Provide briefing presentation during the validation;
d) Oversee and monitor the implementation of this Plan and
render appropriate report to TDO-LED; and
e) Perform other tasks as directed.

5) RPCRD

a) To attend the said validation on August 26, 2016, 1:00 PM at

Conference Room, RHQ, PRO 12, Tambler General Santos
City;
b) Provide emcee during the conference/meeting;
c) Provide tarpaulins for the activity; and
d) Perform other tasks as directed.
6) RLRDD
a) Provide two (2) vehicles with duty driver and gasoline to be
used by the Performance Validation/Evaluation Team;
b) Provide logistical requirements of all task units on the need
basis; and
c) Perform other task as directed.
7) RCD
a) To attend the said validation on August 26, 2016, 1:00 PM at
Conference Room, RHQ, PRO 12, Tambler General Santos
City;
b) Provide leis and memento/token to the supervisor of the
Validation Team;
c) Provide fund support to the tasks units on the need basis;
d) Provide snacks good for 60 persons during the Validation;
and
e) Perform other tasks as directed.
8) RIDMD
a) To attend the said validation on August 26, 2016, 1:00 PM at
Conference Room, RHQ, PRO 12, Tambler General Santos
City; and
b) Perform other tasks as directed.
9) SDS
a) Ensure the arrangement and availability of Conference
Room;
b) Prepare the Table Marker at the Conference Room during
the validation; and
c) Perform other tasks as directed.
10)RHSG 12
a) In charge in the cleanliness of the Camp;
b) Provide 60 chairs to be used during the validation; and
c) Perform other tasks as directed.
11) ABC, RPSB 12
a) To attend the said conference on August 26, 2016, 1:00 PM
at Conference Room, RHQ, PRO 12, Tambler General
Santos City;
b) Intensify the conduct of checkpoint operations especially in
strategic areas in AOR; and
c) Perform other tasks as directed.

12)All PDs/CDs
a) To attend the said conference on August 26, 2016, 1:00 PM
at Conference Room, RHQ, PRO 12, Tambler General
Santos City;
b) To bring hard and soft copies of your updated data of the
following:
1) Updated data on Project Tokhang Accomplishment (excel
format);
2) Updated data on project High Value target (HVT);
3) Updated data on project: Double barrel Major
Accomplishment (July 1 to August 11, 2016); and
4) PPOs/CPOs Performance Report.
c) Perform other tasks as directed.
13) RC, AVSEU 12
a) To attend the said conference on August 26, 2016, 1:00 PM at
Conference Room, RHQ, PRO 12, Tambler General Santos
City;
b) Provide
security
coverage
to
Performance
Validation/Evaluation Team `during their arrival/departure at
General Santos City International Airport; and
c) Perform other tasks as directed.
14) RCEO 12
a) To attend the said conference on August 26, 2016, 1:00 PM at
Conference Room, RHQ, PRO 12, Tambler General Santos
City;
b) Provide PAS operator during the validation; and
c) Perform other tasks as directed.
15) RIU 12
a) To attend the said conference on August 26, 2016, 1:00 PM at
Conference Room, RHQ, PRO 12, Tambler General Santos
City;
b) Intensify intelligence coverage on target personalities
belonging to the security threat and criminal groups;
c) Provide timely intelligence information involving security
threat and criminal groups violent plans and activities to all
tasked units/offices;
d) Provide password and countersign to tasked units; and
e) Perform other tasks as directed.
16)Other RSUs
a) To attend the said conference on August 26, 2016, 1:00 PM at
Conference Room, RHQ, PRO 12, Tambler General Santos
City; and
b) Perform other tasks as directed.

c. Coordinating Instructions:
1) Uniform for all personnel shall be GOA Type A for PCOs and
GOA B for PNCOs;
2) All PDs/CDs and ABC, RPSB 12 shall ensure that all
checkpoints are properly manned and all checkpoint
requirements based on the POP will be properly
executed/complied;
3) Be reminded that while some of your personnel will be employed
to provide route and area security for the safety of the VIP, the
normal
operations
against
criminal
elements
and
dissidents/terrorists should not be overlooked;
4) Tasked units shall operate on their existing logistical and financial
allocations to support their food provision and other needs. The
office will provide additional logistical and financial support on
case-to-case basis;
5) Tasked units shall submit After Security Report after the
termination of the activity;
6) Lateral
coordination
to
create
awareness,
constant
communications and actions among tasked offices/units and AFP
units as well as other concerned agencies in carrying out the
mission are highly encouraged; and
7) PNP Operational Procedures and other applicable SOPs in the
conduct of operations must be strictly observed at all times.
6. EFFECTIVITY:
This CMC takes effect immediately upon approval.
