2016 International Higher Education Research Forum (IHERF 2016)

I.

Background of the Seminar/Conference/Convention


The Philippine Higher Education Research Consortium conducted its 2016
International Higher Education Research Forum (IHERF 2016)with the theme,
Realizing the Future through Responsive Research Innovation in Higher Education
on September 14 - 17at Tagaytay International Convention Center, Tagaytay City.
The said event provided opportunity for exchanges of ideas on research innovation.
The assembly was participated by administrators, educators, and researchers
of Higher Education Institutions inthe Philippines and neighboring countries. Nine
faculty members fromBatangas State University JPLPC Campus attended the
event.

II.

Programs and Highlights of Activities


The 2016 International Higher Education Research Forum (IHERF 2016)
converged experts in the field of research to promote, strengthen and mainstream
research outputs of higher education institutions in various fields of disciplines
and to provide the participants with a venue for sharing and discussing
research issues, concerns and output in a scholarly but friendly environment.
The event alsoprovided opportunities for students and faculty researchers to
present the results of their research studies in basic education and teacher
education, technology and engineering, science and mathematics, and social
science, business, and policy research.
Distinguished and renowned personalities in the academe, and public/private
agencies served as guest speakers in the opening and closing programs. They were,
Dr. Adora S. Pili, President, TUP; Dr. Ester B. Ogena, President, Philippine Normal
University and President of PHERC; Dr. Jesus Rodrigo F. Torres, President, Rizal
Technological University; Dr. Patricia B. Licuanan, Chairperson, Commission on
Higher Education; Dr. Emmanuel C. De Guzman, President, Polytechnic University of
the Philippines; and Dr. Napoleon K. Juanillo, Jr., Commissioner, CHED.
Meanwhile prominent individuals took part as speakers in the plenary
sessions. Dr. Alex B. BrillantesJr, CHED Commissioner, discussed the confronting
trends, challenges, and directives of research in higher education. Dr. Matthew A.
Eichler, Chairman of the Asia Pacific Consortium of Researchers and Educators
lectured on building a culture of research innovation in higher education. Dr.
Fortunato T. Dela Pena, Secretary of the Department of Science and Technology
dealt with commercialization and technology transfer in higher education. Atty.
Josephine R. Santiago, Director General of Intellectual Property of the Philippines,
emphasized the role of Philippine higher education in promoting innovation through
IP protection. Dr. David Hall, Chief of Party of USAID-STRIDE, discussed benchmarks,
challenges, and building business start-ups from successful academic research
innovation. Dr. Wong Woeifue, Consultant Innovative Education Service, clarified the
basics and standards of research paper writing and publishing in scholarly research
journals.
A pocket seminar was also held during the first day of the forum. This
covered topics such as innovative tools for quality and responsive education, trends
and issues in higher education, and IP education.
After each lecture, Panel interaction followed to clarify the issues extracted
from each talk. Paper presentations of completed researches in the field of basic
education and teacher education, technology and engineering, science and
mathematics, and social science, business, and policy researchwere also showcased

in the event. Among the presenters were the faculty and student researchers from
Batangas State University JPLPC Campus. Mrs. Maria Graciela R. Bucad, an
instructor from the College of Engineering and Computing Sciences, presented her
study entitled Development of a Text-to-Speech API Using Tagalog Language.

III.

Implications to
Professional Development and
Support to the University.
As to professional development, the
event strengthened the awareness of the participants on the importance of research
in the academe. This will enable the participants to redefine their roles in uplifting
the status of research in the country. The learnings derived from the eventhad
enlightened the participants on the importance of knowledge generation through
research publication. The insights gained from the event will motivate the
participants to conduct multidisciplinary researches and published them in CHED
accredited journals as part of professional growth.

To share the insights learned from attending the 2016 International Higher
