Executive Summary
In this assignment, I will tell u about the express news channel that what kind of work
business they have and how they facilitate their members and what kind of
communication they are using in their organization
Brief look of express news
Express News is Pakistani television news channel launched on January 1, 2008. It is
owned and run by the country's third largest Urdu daily, Daily Express. The owners of the
channel, Lakson Group, later launched 'Express 24/7', a 24-Hour Pakistani English news
channel.
It has become the second most-watched news channel after Geo News[citation needed].
On February 5, 2009 Express News launched its second news channel in English called
Express 24/7.].

Suppose I am recruited as an internee in the HR department of organization. Before I

Express News is an Urdu language Pakistani television news channel launched on
January 1, 2008. It is owned and run by the country's third largest Urdu daily, Daily
Express. The owners of the channel, Lakson Group, later launched 'Express 24/7', a 24Hour Pakistani English news channel.
It has become the second most-watched news channel after Geo News[citation needed].

Difference Between Personnel and Human Resource
Management
In express channel first priority is giving to human resources and than personnel
management because HR department is the responsible for hiring all other staff members
and run the employees very well and secondly in express news is a part of big group so
they started HR department in a huge scale with a very good format.

Distinguish between personnel management and human resources management
Some experts assert that there is no difference between human resources and personnel
management. They state that the two terms can be used interchangeably, with no

difference in meaning. In fact, the terms are often used interchangeably in help-wanted
ads and job descriptions.
For those who recognize a difference between personnel management and human
resources, the difference can be described as philosophical. Personnel management is
more administrative in nature, dealing with payroll, complying with employment law, and
handling related tasks. Human resources, on the other hand, is responsible for managing a
workforce as one of the primary resources that contributes to the success of an
organization.
When a difference between personnel management and human resources is recognized,
human resources is described as much broader in scope than personnel management.
Human resources is said to incorporate and develop personnel management tasks, while
seeking to create and develop teams of workers for the benefit of the organization. A
primary goal of human resources is to enable employees to work to a maximum level of
efficiency.

Personnel management can include administrative


tasks that are both traditional and routine.
By contrast, human resources involve ongoing strategies to manage and develop an
organization's workforce. It is proactive, as it involves the continuous development of
functions and policies for the purposes of improving a company's workforce.
Personnel management is often considered an independent function of an organization.
Human resource management, on the other hand, tends to be an integral part of overall
company function. Personnel management is typically the sole responsibility of an
organization's personnel department. With human resources, all of an organization's
managers are often involved in some manner, and a chief goal may be to have managers
of various departments develop the skills necessary to handle personnel-related tasks.
As far as motivators are concerned, personnel management typically seeks to motivate
employees with such things as compensation, bonuses, rewards, and the simplification of
work responsibilities.

From the personnel management point of view, employee satisfaction provides the
motivation necessary to improve job performance. The opposite is true of human
resources. Human resource management holds that improved performance leads to
employee satisfaction. With human resources, work groups, effective strategies for
meeting challenges, and job creativity are seen as the primary motivators.

Historical Development of HR Department in Express


News
As Express News Is a part of lakson group so when the express news was launched
initially they took some people from HR department of lakson group and started the HR
functions with them .
According to Mr.Ali Imran the HR executive of Express News the HR Department of
Express News was started with a HR director and 2 HR executives and 1 Assistant HR
Director. When the express news got bigger and the fame of express news started to
increase the headoffice of lakson group advised the hr department to reorganize and
higher more people in order to make a better hr department. So the hiring process started
and now the HR department of express is as follows :

responsibilities as a hr practitioner are as follows :

Promotions,Transfers and Demotions


A promotion is a change for an individual (as opposed to a position) in duty assignments
and title to another in a higher pay grade, which involves significantly higher level of
responsibility and requires higher qualifications.
A demotion is a change in duty assignment from a position in one classification to a
position in another classification in a lower pay grade, which involves a lower level of
responsibility or requires lower qualifications.
Transfer is considered to be a move to another position with the same classification level
(pay grade) and salary range. There is no change of compensation associated with this
change

Performance Appraisal
Process by which a manager or consultant examines and evaluates an employee's work
behavior by comparing it with preset standards documents the results of the comparison,
and uses the results to provide feedback to the employee to show where improvements
are needed and why. Performance appraisals are employed to determine who needs what
training, and who will be promoted, demoted, retained, or fired.

Staffing
Staffing is the process of acquiring, deploying, and retaining a workforce of sufficient
quantity and quality to create positive impacts on the organization's effectiveness

Recruitment and selection


Recruitment and Selection: when candidate apply for a job, a business will have to make
a shortlist and draw up plans for the interview process. After short listing their are
psychometric tests conducted. Psychometric tests means 3 types of tests i.e ability test,
personality test and interest test. Finally the selection is conducted.
Training programmes for the staff: the main role of human resource management is to
provide its staff with training programmes on the current topics with which they can
develop themselves with the present situation.

Manpower Planning
Estimating or projecting the number of personnel with different skills required over time
or for a project, and detailing how and when they will be acquired

In addition, the HR strategy can add value is by ensuring that, in all its other plans, the
organization takes account of and plans for changes in the wider environment, which are
likely to have a major impact on the organization, such as:

changes in the overall employment market - demographic or remuneration levels

cultural changes which will impact on future employment patterns


changes in the employee relations climate
changes in the legal framework surrounding employment

Line Managers in Express News


There are four line managers in the hr department of
express news and the tasks are divided between
them for example Mr.Murtaza Hassan in the line
manager for hiring and it means that he is the
decision maker for hiring process. No hiring can be
done in express news without his approval. Also all
the other line managers have different
responsibilities for example there is line manager
for compensation and benefits and line manager
for bonuses etc.
Roles and Responsibilities of Line Managers In
Express News
The roles and responsibilities of line managers are as follow
Line managers and supervisors are responsible for promoting a flexible workplace to
their staff and facilitating its implementation.
Line managers and supervisors are expected to apply both Center policies and the
Centers underlying philosophy on flexible working conditions. This includes ensuring
that they:

personally

aware

of

the

various

policy

options;

promote these options to their staff;

take a positive approach to considering staff requests for flexible working


conditions; and

seek advice from the HR Manager about options for accommodating legitimate
needs when confronted with a request that has merit but appears not to be covered
by existing policies

Secondly: line manager is the responsible for company polices and upcoming issues e.g.

appraisal for employees

medical insurance(person and family)

provident fund(investment like deducted half amount from employees pay per
month and half amount from companys account)

Human resources are one of the most important features of express news, especially in an
economy where there is an increasing shift towards service-based industries. Human
resources account for a large proportion of many businesses costs and it is the people that
invariably drive a business.
Management of these resources therefore is an integral part of business success. The main
aim of this unit is to develop an understanding of how management functions can affect
the performance of business. The major roles of human resource management are as
follows:
1. Reduce absenteeism: if staff is absent from work they are not able to carry out the
function for which they have been employed. In express, these functions have to be taken
on by someone else- if not, the customer could suffer. Reducing absenteeism is an
important feature of human resource management.
2. Motivate the staff: motivation is an important part in reducing staff turnover and
minimizing staff absenteeism. Motivation can be done by work environment and work
atmosphere. Motivation is done by creating interest in the job of the staff by taking

suggestion schemes, and giving out some gifts for best suggestion will definitely
motivate the staff.
3. Team work: many business places give more importance to team work. A good team
consists of people with different skills, abilities and characters.

Stages Of Human Resource Planning


Designing the Management System
A crosscutting issue in human resource planning is to ensure that a proper system
is in place to handle the process. The overall aim of this system is to manage
human resources in line with organizational goals. The system is in charge of
human resource plans, policies, procedures and best practices. For example, the
system should track emerging human resource management trends, such as
outsourcing certain non-core functions, adopting flexible work practices and the
increased use of information technology, and, if appropriate, implement them.

Environmental Analysis
The first step in the human resource planning process is to understand the context
of human resource management. Human resource mangers should understand
both internal and external environments. Data on external environments includes
the following: the general status of the economy, industry, technology and
competition; labor market regulations and trends; unemployment rate; skills
available; and the age and sex distribution of the labor force. Internal data
required include short- and long-term organizational plans and strategies and the
current status of the organization's human resources.

Forecasting Human Resource Demand


The aim of forecasting is to determine the number and type of employees needed
in the future. Forecasting should consider the past and the present requirements as
well as future organizational directions. Bottom-up forecasting is one of the
methods used to estimate future human resource needs by gathering human
resource needs of various organizational units.

Analyzing Supply
Organizations can hire personnel from internal and external sources. The skill
inventories method is one of the techniques used to keep track of internal supply.
Skill inventories are manual or computerized systems that keep records of
employee experience, education and special skills. A forecast of the supply of
employees projected to join the organization from outside sources, given current
recruitment activities, is also necessary.

Reconciliation and Planning


The final step in human resource planning is developing action plans based on the
gathered data, analysis and available alternatives. The key issue is that the plans
should be acceptable to both top management and employees. Plans should be
prioritized and their key players and barriers to success identified. Some of these
plans include employee utilization plan, appraisal plan, training and management
development plan and human resource supply plan.

of human resources department they have. In express HR is the first department
because HR is the authorities department to hire others as a employee and are
the responsible for all other problems which an employee face in any another
