Inmate Profile Summary
This report is mandated by F.S. 951.23 and provides a monthly profile of
Florida's detention facility inmate populations. Monthly Average Daily
Population (ADP) figures include male, female, adult, and juvenile
inmates.
These population figures are arranged into felony, misdemeanor, and
"other" subcategories in Table 1. "Other" includes the number of parole
violators, state inmates, undocumented aliens, holdings for other
jurisdictions, and individuals detained under the Baker (mental health) and
Marchman (alcoholism) Acts. Within felony and misdemeanor
subcategories, the number of inmates sentenced, held for trial or
sentencing, and those detained or sentenced for violation of probation are
listed.
Table 2 features the Average Daily Population and incarceration rate in
each county.
Table 3 lists the number and percent of felony and misdemeanor pretrial
inmates at each detention facility.
The Jail Population Summary (Table 4) lists detention center totals for the
year to date.

PROFILE SUMMARY
JANUARY 2012
Average Daily Population (ADP)
On average, there were 56,176 inmates in Florida's county
detention facilities during the month of January 2012. In comparison, in January 2011, there were 55,830 inmates incarcerated by
county facilities in Florida. This is a 0.6% increase from last year.
The following provides an analysis of the inmate population for
January 2012:

62 out of 67 counties provided breakdown information.


Out of the total 55,498 inmates from this group, there
were 47,069 adult males (84.8%), 7,850 adult females
(14.1%), 535 juvenile males (1.0%), and 44 juvenile
females (0.1%).

The overall distribution of male and female inmates has


remained constant in county detention facilities for the
past several years; maintaining an approximate ratio of
one female for every 6.5 males.

79.1% of the total inmate population was incarcerated for


felony offenses, while 15.3% were detained for misdemeanor crimes. All others confined amounted to 5.6% of
the total population.

Juveniles accounted for only 579 or 1.0% of the overall


inmate population. Most juveniles (94.0%) were charged
with felonies.

The majority (47,604, 85.8%) of those incarcerated in


county detention facilities in January 2012 were male.

Offenders held for trial represented 60.6% of the inmate


population.

Incarceration Rates
In January 2012, the statewide county detention incarceration rate
was 3.0 per 1,000 county residents based on the population estimates for
April 1, 2011. The county population estimates are provided by the University of Florida, Bureau of Economic and Business Research via the
website of the Florida Legislatures Office of Economic and Demographic
Research, November, 2011. Incarceration rates ranged from a low of 1.3
in Flagler County, to a high of 16.1 in Baker County. (No counties are
excluded, see notes)

Pretrial Population Levels*


During the month of January 2012, 33,622 of the inmates housed in
county detention facilities were classified as pretrial or awaiting trial. Of
these, 29,512 offenders (87.8%) were awaiting trial for felony offenses
while 4,110 (12.2%) were detained for misdemeanor violations. Of the 62
counties reporting, 57.8% of these facilities had over half of their inmates
awaiting trial. (some counties are excluded, see notes)
