HSE Policy

KAEFER has the strongest regard for both safety and work procedures and committed to the
prevention of all incidents, injuries, and occupational illnesses to its employees and public in order to
achieve the target of zero accidents by promoting personnel safety awareness through our Safety
and Line Management personnel.
The responsibility for Safety lies with each individual employee, from management through to
labour.
Conduct activities with full concern for the Health, Safety and Security of employees and for
protection of Environment.
Minimize the adverse impact of our operations on personnel, environment, reputation & assets
and promote active participation of all employees in minimizing adverse impacts.
Take necessary measures to control disposal of hazardous waste and manage disposal of nonhazardous waste.
Employ trained competent and motivated personnel, monitor their performance, identify gaps
and provide training to enhance competence.
Continuously improve deliverables towards Health, Safety and Environment by demonstrating
leadership, measuring performance, providing training & resources and ensuring customer
satisfaction.
Acquire equipment and machinery of appropriate standards and maintain / operate them in

This organisation is responsible for maintaining Health, Safety and Environmental Protection
in our works during contract operations. Line management has the responsibility for safety in
their areas of activity.
Each individual staff member has responsibility and accountability within this work
assignment and within his level of expertise. Every man is his own safety officer and has a
duty of care for his fellow workers health and safety.
All section heads and supervisors shall develop and implement programs to safeguard
Health and Safety at all locations.
3.2

Director
Exercises overall control and responsibility for KAEFER Health, Safety and Environment
planning and policies.
He will arrange for the necessary budgeting provisions to meet the requirements of Health,
Safety and Environment planning.

3.3

Managing Director

HSE Manager
Company HSE Manager is responsible to advise management regarding HSE

Coordination of HSE Officers and their assignments and arrange sufficient safety
officers and supervisors at each site according to client and company requirements.

Organise and arrange regular audit at company worksite and accommodation area.

Conduct investigation to all major accidents and incident and recommend appropriate
corrective action to prevent re occurrence.

Frequently visit site and coordinate with site/project managers and site HSE in
charges for effective HSE management system.

Prepare HSE related documents like HSE procedures, HSE Alerts etc.

Preparation, implementation management of records, formats, documentation, check


lists, evacuation & emergency plans, safety procedures etc. with respect to company
scope and project specifications and client requirements.

Evaluation of work specific hazards and preparation of Job Safety Analysis, Risk
Assessment Plan and/or Hazard Identification Plan.

Project Manager/Site Manager


He has full line responsibility for all Health, Safety and Environment matters
associated with all contracting operations, i.e. he will:

Ensure that all supervisors are made responsible and accountable for implementing
the KAEFER Health, Safety and Environment plan.

Ensure that the works on all contracts conform to Health, Safety and Environment
legislation of the country of operations.

Ensure that all subordinate staff adheres to the requirements of the KAEFER Health,
Safety and Environment policy and that clients procedure/regulations are followed.

Monitor compliance of the KAEFER Health, Safety and Environment policy with
respect to supervisors and contract co-ordinators.

Ensure that all employees are provided with the necessary safety equipment and
protective clothing and are made available for safety training as required.

Ensure that all new employees are given adequate safety training by in-house
induction and training programme prior to mobilisation on site and Clients Induction
and training programme after mobilisation on site.

Review Accident Reports and Statistics and ensure Accident Report/ Investigation
Report recommendations are reviewed.

Promote a firm awareness that safe working and accident prevention are integral
parts of the responsibilities of efficient man management.

Promote budgeting needs for compliance with Rules and Regulations of the country
of operation, KAEFERs Health, Safety and Environment Policy and Clients specific
safety related needs.

Ensure that all employees are fully aware and implement Waste Management
properly.

Issue clear, specific and regular instructions on Health, Safety and Environment
Policy when directing operations.

Ensure the use of Safe Working Methods, in accordance with the KAEFER Health,

Site HSE Officer


The site HSE Officer is responsible for providing specialist advice and assistance on
safety matters for the project. He will act as the focal point for all matters of health,
safety and environment. In particular, he is responsible for:
Specifically, site HSE Officer/In charge shall:

Administer the Project Safety Plan with the site Manager and render technical
assistance on Safety throughout all phases of the project.

Review periodically the Project Safety Plan with the Project Execution Team to reaffirm its adequacy and applicability to the specific tasks and its conformity to the
Client / Contract Administrator's requirements.

Coordinate safety audits, accident and incident investigations and reporting, and
maintain a central file for safety statistics of the project.

Participate and conduct safety inspections and audits at all project locations and
activities and render reports to the Project Manager for appropriate actions.

Initiate safety recommendations to the Project Execution Team to improve site safety,
health, and environmental program.

Coordinate with the Contract Administrator on site safety activities, training programs,
emergency plans, drills and procedures.

Prepare and submit the necessary reports relative to the project safety status or any
report as required by the client/main contractor.

Execution Team in the conduct of Weekly Tool-Box Meetings to the Craftsmen.

Evaluate the need for safety equipment to employees, first-aid, fire protection,
hygiene and sanitation etc. and ensure that all meet the minimum safety standards.

Be familiar with the HSE plan and client safety requirements.

Ensure that safety rules, regulations and standards described in the HSE plan are
complied with and enforced.

Ensure that employees are given adequate training and instruction prior to the work
commencement.

Participate in accident investigation and reporting, and ensure that necessary


corrective action is taken.

Implement work procedures and housekeeping responsibilities that will ensure safe
operations.

Assign tools and equipment that are in safe and workable condition. Make
examinations of tools and equipment involved in incidents to prevent continued use of
defective items.

Make daily inspections of construction area to ensure that the areas are free of
hazardous conditions.

Monitor activities of all supervisors to ensure that they are following safety procedures
and standards.

Work in close cooperation with the Project HSE team to eliminate and correct all
unsafe practices and hazardous conditions that are reported.

Conduct Job Safety Analysis on critical/high risk jobs and implement adequate
precautionary measures.

of operations, to outline potential hazards at each stage and indicate precautions to

Organize site activities in such a manner that work is carried out with minimum risk to
employees, equipment or environment.

Deliver precise and clear job instructions and correct work methods.

Execute good housekeeping plan and monitor implementation.

Make sure that suitable personal protective equipment are available and being used as
required.
Coordinate with HSE for any Safety Training and ensure the employees attendance.

Coordinate with the HSE and initiate actions on his recommendations on a priority basis.

Set personal example by adhering to safety directives at all times.


Ensure that site equipment are in good operating condition and necessary safety
measures are observed prior to its use.

Be familiar with Owner/Client safety plan and work procedures.

Safety Responsibilities of Foreman

Be familiar with the safety regulations applicable to the work and insist the group for
safety compliance.

Comply with PTW requirements wherever applicable.

Ensure that their workforce have undergone necessary safety induction.

Inspect the tools and equipment and prevent the usage of defective items.

Restrain men from taking unnecessary risks. Do not insist someone to do any job which
he is not familiar with.

Respond promptly to all emergencies. Be familiar with emergency plans, discuss it with
subordinates.

Maintain the work site clean and tidy; housekeeping must be done daily.

3.10 Safety Responsibilities of workers

Regularly attend safety tool box meetings.

Learn and follow safe work practices - comply with the smoking regulation of the site,
keep out from all overhead loads, use proper aisles, walkways, stairways, roads etc.
instead of short cuts, should avoid throwing tools or materials from height.

Keep tools and equipment in good condition.

Report defective or damaged tools and equipment including safety gears.

Report unsafe situations to concerned foremen/supervisor for corrective action.

Be familiar with the locations of fire equipment and their operation procedure.

Report all accidents and near miss incidents immediately to foreman or supervisor.

Get prompt treatment for injuries.

Refrain from carrying out any action that would endanger him, other workers, equipment
or the environment.

Keep work area clean.


Subcontractors Responsibility/Accountability
Before any subcontracting organisation is permitted to perform any works for
KAEFER they must submit their Safety Manual for approval to the KAEFER Project
Manager, to establish that their document and company policy conforms to that of
KAEFER.
KAEFER expects that all of its subcontractors personnel comply with the health,
safety and environment interests of KAEFER as well as those of the client. KAEFER
is responsible for every one of its employees as well as those of its subcontractor(s).
If the subcontractor's Safety Manual is not in conformance with the KAEFER Safety
Manual and the KAEFER Health, Safety and Environment plan the subcontractor will
be advised to amend their document(s), as necessary.

This Health, Safety and Environment Plan have to be presented and approved prior
to any subcontract works commencement.
The subcontractor must provide evidence that he is adequately insured in compliance
with the terms and Conditions of the KAEFER contract.
Subcontractors responsibilities will be specified related to the works to be

Target density of work force


Anticipated number of fully qualified First Aiders: 1:50 maintained at all

worksite.

A schedule for First Aid Training is to be prepared and the training program to be conducted.

Documentation:
The first aid training is documented and the names of the first aiders will be displayed in
conspicuous places.

Medical Facilities
Medical facilities are contracted out for all personnel.
Target completion date of medical facilities: End of contract.
Frequency of medical check-up for workers is on monthly basis.

4.3

Hygiene
Responsible party to ensure compliance with clients hygienic standards:
Project Manager, Safety Engineer, Camp Boss

Occupational Health
Responsible persons to ensure compliance with the client: Project Manager, Safety
Supervisors and Offices.
HSE . Inspections of camp and work site for compliance of the same are done on regular
basis by the above party with the help of an audit format.

Occupational Health Procedure


Occupational health hazards are identified at the planning stage and before procurement
of hazardous substances is carried out.
Wherever possible, less hazardous substances are obtained as substitutes.
Job sites/works are inspected regularly to control the hazards.

Emergency facilities, first aid points, clinics, eye wash fountains, emergency showers are
identified/provided where required.
Personal protective equipment, respiratory equipment, barrier creams are made available.
Personnel are sent for regular medical examination to ensure general well-being to identify
possible long term developing problems.
Personnel, if any, exposed to any health hazards, are immediately given first aid and sent
to a medical check up to nearby clinic/hospital as early as possible. The accumulative
effects of even low level exposure can be hazardous.
Where personnel are exposed to the danger of contamination of clothes, particularly in
work using toxic materials, changing rooms are provided to change their clothes from the
contaminated ones.
Where personnel are exposed to the danger of contamination of uncovered parts of the
body, washing facilities with soap is provided.
Cool drinking water is provided at work area in flasks to avoid contamination flasks and
igloos must be taped and date must be written on tape.
Crew supervisors will ensure that KAEFER and client health and hygienic standards are
complied with at work areas. The supervisor will audit the crews weekly on their standards
of health and hygiene.
MSDS copy will display at all site location where ever chemicals being handled and
stored.
Proper training shall be provided to all employees for the proper handling of chemicals
prior the starting of work.
Appropriate safety signs shall be displayed on all chemical handling and storage areas.
5.0

Safety Organisation on Site

The project and site managers have the duty to carry out a weekly safety inspection using the
checklist as an aid. This also refers to subcontractors.
Both must be convinced of the efficiency of the safety measures taken at all times.
Safety defects shall be documented on the deviation form. Effectiveness of counter
measures shall be checked by superiors and confirmed in writing on the deviation form,
which shall be kept in the file on site.

On site a site plan with traffic routes, emergency precautions etc. shall be made public to all
employees.
Site managers and project managers do have the responsibility to rectify all HSE related
concerns which highlighted during various HSE walkthroughs and HSE audits.
HSE Department has to maintain an action tracking register to record all HSE related
concern and closed out date of action and encase any follow up action required HSE
department has to closely monitor that.

6.0

Safety Meetings

6.1

Client/Contractor Overall HSE Meeting


Project Manager, Safety Engineer, Contract Co-ordinator, Line Supervisor and other as
required are to attend any meeting scheduled by the client. Meeting and scheduling and
minuting will be done as per the clients decision.

6.2

Group Meeting
A group meeting conducted all project/site on at least monthly basis and project Managers/
site manger , site supervisors, engineers, and HSE staff are attended the meeting. Different
departments also conducting group meeting and HSE matters should discussed during the
meeting.

6.3

KAEFER In-house HSE Meeting


The KAEFER in-house safety meeting will be held on monthly basis. At least 80 % of the
available supervisors/charge hands will attend the meeting. Scheduling of the meeting and
minuting of the meetings is done by HSE Officer.
The meeting provides a forum for learning from:
Guidelines given by the client on safety, Safety Bulletins, Safety Alerts, Supervisors
Newsletter etc., Accident/Near Miss case studies, publications like HSE Manual, HSE Plan
etc. and various other aspects of safety at work.

6.4

Craft Specific HSE Meetings


Specific safety meetings will be held for specific craft employees like drivers, welders, and
labours etc... These will be held once in a week. At least 80 % of the available crafts will
attend the meeting. Scheduling of meeting and minuting of meetings will be done by Safety
Engineer. Relevant topics for craft specific meetings will be gathered from Accident/Near
Misses, unsafe actions and unsafe conditions observed at work, circulars from client, from
KAEFER safety publications and from personal experience.

Tool Box Meeting


Tool box meetings will be held at site by respective supervisor every day before the start of
days work. All the workers working under him will attend the meeting. HSE Engineer will
attend the meeting once in a week, monitor the attendance and minute the meeting. The
topics for tool box talks will be collected from the sources as said above..
In addition to the daily toolbox talk once a week a general toolbox meeting will be held at
each site locations. Site managers and all supervisors and HSE staff should attend that
meeting along with all craftsmen. Most senior HSE staff and project/site managers to
address the meeting.

HSE Committee Meeting

Safety Training
To avoid human suffering from accident injuries and to prevent damage of plant and
equipment safety orientation trainings will be given to each and every employee before
engaging him for any work. He will be taught within his discipline about the safety regulations
and emergency procedures to be followed in case of fires, release of toxic gases etc.
depending upon site conditions.
Employees will be given further safety training sufficiently to ensure that they have technical
skills and safety awareness in performing their assigned jobs properly and safely.
Workmen involved in special assignments, e.g. work in hazardous areas, working at heights,
working in confined spaces etc. where additional skills are needed will be given specialized
training as per the job requirement.

KAEFER HSE department is organizing various internal training programmes like fall
protection , manual handling , Heat stress, blasting safety , painting safety, scaffold refresher

Safety Incentive scheme


As part of safety promotional activities KAEFER implemented a safe worker award Scheme
on monthly basis. Employees are selected according to their HSE performance assessed by
site HSE personals, supervisors and site mangers. Certificates and gifts distributed for all
selected employees.
Best safe drivers award and Best Supervisors award also distributed every month. HSE
performance assessment forms are used to evaluate drivers prior to selection.
Awarding of Safety token to all project employees upon attaining 1, 000, 000 safe man-hours
and the succeeding safe million man-hours.

1. In case of chemical spillage, Shut off ignition sources, like electrical equipments, forklift
etc.
2. Do not allow smoking or open flame in effected area.
3. Immediate steps should be taken to control the flow of the spillage to stop the spillage.
4. If the spillage is beyond control get the help of fire department.
5. Isolate the area by using barricade tape to avoid any miss happening.
6. Scrap up the spillage and place in disposal container, if required use absorbent powder
to clear off the spillage.
7. One person should be watcher till all the spillage is cleared and the danger is removed.
8. On exposure to eye, flush eye with plenty of water, if required get immediate medical
attention.
9. If skin exposed, remove the contaminated clothings, wash with soap and water. If
required get the medical attention.
10. If inhalation problem, remove victim to fresh air, restores breathing, call the physician if
symptoms persist.
11. If swallowed, do not induce vomiting, seek medical; attention immediately. Drink fresh
water to dilute. If unconscious call first aid centre immediately.

Emergency Training/Mock drills
Emergency response trainings shall be conducted for employees to provide awareness
towards emergency system. Emergency mock drills are planned in regular interval to find out

Project Manager will review the accident investigation report and instruct for immediate
corrective actions.
By the persons in charge the crew will be informed about the actions and their necessity.
Safety Officer will explain the causes of an accident and highlight the importance of taking
necessary steps to all other crew in the safety meetings.

Accident Investigation
All Accidents and major incidents shall be investigated and proper report to be submitted for
appropriate corrective action. HSE manager will attend for all major incidents and Accident
investigation process.
All major accidents /incidents report shall include the details like Date, time, location, involved
persons details, root cause of incident ,corrective and preventive action, accident witness
statement, photographs ( if possible) etc. In case any accident which requires any technical
or specialized information or clarification or details concerned person expert in that field shall
be included.
All accident incident report shall be submitted for concerned person for immediate corrective
action.
A detailed accident /incident data report shall be submitted to management every month.
HSE Alerts shall be published for major incidents and information regarding the incident shall
be discussed in tool box talks. Major precautionary measures also explained to workers to

Hazard Identification
We have enclosed a list of hazards identified in a work of similar nature, carried out by
KAEFER in the past.
Based on this, operational control procedures are prepared. (Refer to attachments)

12.0

Scaffolding / Mobile Scaffolding


This is not to be used until approved by the KAEFER Authorized competent Scaffolding
Supervisor . Structural changes to it may only be carried out by specialist firms.
After completion of the scaffolding erection, the same needs to be checked & signed by a
qualified competent Scaffold Inspector of KAEFER.
A scaffold tag is to be kept along with the scaffolding for identification and approval status.
The scaffold tag is differentiated in 3 colours namely:
Red Colour Tag- Not Approved, work must not proceed.
Yellow Colour Tag- Only Scaffolders can work, 100% tie off is mandatory.
Green Colour Tag- Approved, work may proceed with 100% tie off over 1.8 m
Scaffold tags must be numbered and sighedScaffolding Supervisor shall be available for all scaffold erection.
When performing work involving any risk of falling due to structural changes to scaffolding,
all necessary safety precautions must be taken (e.g. scaffolding modification, safety
harness, safety ropes, etc.). The safety harness is of double lanyard with shock absorber
which is mandatory for works beyond 1.8 m height.
Scaffold to be inspected daily. Cards to be numbered to identify each scaffold its
uniqueness.
Instruction for using mobile work platforms
The following applies to all such platforms:

They may only be assembled/dismantled by staff familiar with the relevant instructions and

Damaged components may not be used.
Only original parts per manufacturers labelling may be used.
The surface on which the platform is to be moved must have the strength to take the load.
No materials or persons may be on the platform when it is moved.
Mobile working platforms may only be moved manually on solid flat surfaces with no
obstructions. The normal walking pace may not be exceeded when moving such platforms.
Check that the platform has been completely and correctly assembled according to the
manufacturers instructions for the purpose and is standing completely before use.
Installation and use of such platforms is only permissible where specifically allowed for in
the appropriate plans.
Installing bridging between such mobile platforms and any building/s is not permissible.
Make sure that all safety precautions against unintentional movement of the platform have
been taken, e.g. application of any brake/s or spindle brakes/s installed before use.
Stepping on and off the working surface is only permissible via the accesses installed.
Jumping on the working surface/s is not permitted. Wherever possible, working platforms
outside buildings should be secured to building/s or other solid construction work/s.

13.0

Ladders Each ladder shall be examined prior to use. Damaged ladders like; split or broken side rails,
missing or damaged rungs, bent or missing hinges etc must be withdrawn from use .All
Ladders shall extend 1 meter above the landing platform.
Boxes, blocks, barrels, etc shall not be used to support ladders Base support of ladders
shall be supported on a firm level area and base area shall be kept clear.
Before climbing a ladder each person should check their shoes and the ladder are from
grease, mud and oil.
Ladders in traffic areas must be additionally secured by barriers cordons or warning posts.
Ladders shall not be moved, shifted, or extended while persons occupied ladder. Ladders
shall not be supported on their rungs. It shall not be used in horizontal position as platforms.
Employees shall not carry any tools or materials in their hands when climbing ladders.
Special tool bag used for carrying tools or separate rope for lifting and lowering materials.
Aluminium ladders are not used in area where there is chemical presence which will react
chemically with Aluminium like caustic liquids wet cement, acids etc. Only wooden or fiber
ladders shall be used for electrical applications.

14.0

Personal Protective Equipment (PPE)


KAEFER company working rules oblige staff to use the safety equipment made available
to them.
This includes:
Head protection gear
(BS EN: 397: 1995 or equivalent standard: white -staff, Red safety, Yellow Craftsman).
Safety hard hats are designed to protect the wearer from injuries resulting from falling
objects or when working in restricted or confined areas with limited head room. Safety hard
hats must comply with relevant standards in UAE. Wearing an approved type hard hat is
required at all times in all work areas, except inside offices or protective quarters. It is the
responsibility of each person to ensure their safety hard hat is maintained in good condition.
When working at high elevations, the use of chinstrap is necessary to keep the hard hat in
place. Always follow manufactures instruction on use, and if damage occurs the helmet must
be replaced.

Safety glasses do not provide adequate protection on some specific operations or activities;
therefore, additional protection is required such as the following

Eye protection is needed o protect against the hazards of impact ( eg in work with power driven
tools where chipping may fly off ,splashes or liquid droplets during the handling of hazards
chemicals dust, gases.
Foot protection gear (EN 345 or Equivalent standard)
The feet and legs are at risk from hazards such as falling objects, excessive heat, metals, sharp
objects, chemical splash. The use of safety foot wear such as safety boots with steeltoe
caps or rubber boots can help protect against these hazards. Safety foot wear must also
be
worn at all times by all personnel working or visiting any operational facility.

It is the policy of KAEFER to provide all its employees with the necessary protective
equipment while working at any of our work locations. The minimum personal protection
required are; hard hat, safety glasses, coverall, and safety shoes or boots. Other safety
gears suitable for the type of hazards will be made available at site.
It is the functional responsibility of the site staff (Supervisors, Engineers, and Managers) to
ensure that all project personnel including subcontractor employees, visitors, and vendors,
adhere to the wearing of personal protective equipment. Site safety officers are closely
monitored employees wearing PPE and violation shall be reported to management for
appropriate disciplinary action.
Employees shall use and store and maintain PPE accordance with manufactures
specifications and instructions. PPE must be regularly examined to ensure that it is in good
working condition, and always before it issued to the wearer. PPE must also be examined
before it is put on and must not be worn if it is found to be defective.
Full body harness with double lanyard shall be used for employees working in elevated area
above 1.5 meter. Proper training and awareness shall be given to all employees prior to use
of full body harness.
KAEFER shall make sure sufficient stock of spare parts must be kept available for
repair/replacement as necessary. Only manufacturers designated spare parts must be used
in maintaining PPE, or the equipment may not provide the required degree of protection.
All damaged personal Protective Equipments to be replaced immediately. Safety Officers or
supervisors shall be closely monitor condition of PPE. Employee must take reasonable care
of PPE provided and report any loss or obvious defect as soon as possible. If employee has
any concerns about the serviceability of the PPE, they must immediately consult the
supervisor.
15.0

Transportation and traffic control


Only qualified drivers and operators are allowed to operate motor vehicles and equipment.
Valid machinery registration and valid operators government (UAE) license as applicable are
for all operators and drivers. All the heavy equipments like forklift, loader, used at site with
operator having appropriate training certificate and competent. All the machineries shall be
covered with applicable insurance.

It is the responsibility of the driver to ensure that his vehicle is in safe


operating condition and proper maintenance and a record shall be kept in
vehicle.

Competent signal man (wearing reflector waist shall be assigned during any
special traffic activities or according to the requirement from client.

Seat belts will be worn by all drivers when operating motor vehicles.

KAEFER shall use only standard and durable safety/ traffic signs at site. All
traffic barricades and road closure signs will be honored by all KAEFER
drivers and operators.

Employees shall not mount or dismount from moving vehicles or equipment.

All Traffic regulation signs, instructions and speed limit posted on site
premises will be observed at all times.

Smoking is not permitted inside company vehicles.

All the vehicles shall be parked designated parking area and reverse parking
shall be followed.

Always keep a safe distance from heavy equipment other vehicles.

Drivers shall not transport unauthorized persons in Company vehicles

Each vehicle accidents shall be reported to HSE department for internal report
and recordings and statistics shall be submitted for management for their
review.

Hand tools and power tools


Because of the general use and abuse of hand and portable powered tools and
severity of many tool injuries, it is important that the elimination of tool accidents be
made a part of every safety program.
General

Prior to purchase tools, safety features should be considered before they are placed
on an approved purchasing list.

Electrically powered tools should be equipped with automatic cut off (dead-man
control).

KAEFER color coding system shall be applied to manage all electrical tools,
Equipments and this system adopts four colors to denote quarterly term. All tools and
work equipments must be inspected each time before use and have 4 monthly color
coding stickers attached.

All cords on electrically powered tools should be equipped with the ground wires.

Proper tempering and the use of the correct grade of steel in the heads of hammers,
chisels, stamps, punches, and other tools should be carefully considered.

All hand tools and portable power tools should be inspected regularly by the
storekeeper before storage and after use. If wear or damage is observed, the tool
should be withdrawn from service.

Storage of tools should be in appropriately storage supply room with proper racks or
storage boxes. A record shall always be maintained of all tools issued, repaired or
discarded.

Employees should never carry tools in any way that might interfere with their freely
using both hands on a ladder or while climbing on a structure.

A strong bag,, or similar container should be used to hoist tools using a hand line.

Tools should be in good condition and keep in a safe and orderly manner. All
electrical equipment, tools and cables/cords shall be standard type..

Homemade tools are strictly prohibited. Supervisors and Safety Officers daily monitor
tools and equipment.

Site supervisors or HSE department shall conduct training for employees to the safe
use of power tools.

Confined Space
The term Confined Space covers a variety of workplace which have limited access and
inadequate ventilation and possible presence of toxic or flammable gases. Nobody should
enter tank or any other confined space unless it is absolutely necessary. Safety
precautions to be taken for entering and working in an enclosed space are listed below:

Implement a safe system of work (PTW) and do not enter without an entry permit.

A qualified person shall conduct testing for hazardous atmospheres.

Ensure adequate ventilation prior to entry for constant air circulation while persons
are inside.

All personnel must be properly trained in the task that they are to be performed.

Constant monitoring by the stand by man who will be fully equipped and trained for
rescue operations.

Emergency evacuation procedures and drills must be carried out. The drill should
ensure that all personnel have sound knowledge of the emergency communication
system.

Provide adequate lighting inside the confined space.

Competent supervisor shall monitor confined space activities.

If the confined space is vacated for any significant period of time, the atmosphere of
the confined space shall be re-tested before re-entry is permitted. Any sludge or other
deposit liable to give of dangerous fumes has to be removed.

General Safety Instructions

The work places should be well arranged and adequately protected from accidents and
health hazards.

Every employee should know about the hazards involved and safety precautions to be
taken in the job he is entrusted with.

New employees should be made aware of the hazards involved in the jobs in which they
are engaged.

Proper warning notices i.e. Barricade tape with ownership tag shall be posted where
danger exists to make persons conscious of the same.

Unauthorised persons are not allowed to move in the work areas.

After the job is completed, the area will be thoroughly cleaned and all debris is removed
to a place allocated for this purpose.

Good housekeeping is to be maintained throughout the duration of work.

Smoking is strictly prohibited in the site except in designated areas.

All employees wear proper working dress suitable for the job they are engaged.

Every person has to wear safety shoes with steel toe. Safety helmets must be worn.

Safety devices and personal protective equipment must be used invariably where
needed.

Any hazard noticed at the site should be promptly brought to the notice of all concerned
authorities for necessary corrective action.

There should be proper communication and co-operation between different agencies


when they work in the same area so that one does not create hazardous conditions for
the others.

If in doubt, one should consult his superiors for necessary clarification.

Nobody is allowed to indulge in horseplay at job site. Immediate termination from site if

We, KAEFER, have taken strict measures for the implementation of Company H.S.E. policy
and any other requirements that our client may have in our contract activities and general
project/site/camp administration.
We have an in-house safety induction training program

Safety related publications (in-house) such as Safety Hand-book, leaflets, etc. are issued to
all our project personnel.
Toolbox talks, daily vehicle check, journey management, etc. are some of the daily activities
which are strictly followed. Meetings, reports, review of safety performances,
question/answer session on safety matters and drills are conducted every week. Audits and
inspections on all project related works, camp, workshops etc. are scheduled for once every
month and monthly reports on safety are produced as per the requirements.

1.Joint Client/Contractor audits
Joint Client/Contractor audits are as per decision of our client.
KAEFER Project Manager and Safety Officer attend to the audit and will immediately initiate

2. KAEFER internal audits
Internal audit on HSE is conducted every 4 months. During the audit all HSE documents and
