Professional Service Industries, Inc. (PSI) is submitting this summary of November and
December 2016 indoor air monitoring activities for the referenced site.
AIR MONITORING ASSESSMENT ACTIVITIES
Currently, the building (Jose Joe May Elementary School) is being used as an
elementary school by the Dallas Independent School District (DISD). The school opened
in August of 2016.
PRIOR INDOOR AIR SAMPLING ACTIVITIES
Indoor air samples were collected in July and August of 2016, prior to the school opening,
to test the air quality and the effectiveness of the vapor barrier that was installed under
the building. Tetrachloroethylene (PCE) and trichloroethylene (TCE), two contaminants
of concern found at elevated levels in the soil and groundwater on the subject property,
were not detected above the laboratorys detection limits in the indoor air samples.
The compounds that exceeded the Environmental Protection Agency (EPA) Office of
Solid Waste and Emergency Response (OSWER) Screening Levels and / or Texas
Commission on Environmental Quality (TCEQ) Individual Risk Based Exposure Limits
(RBELs) were most likely present at elevated levels due to the on-going construction
activities at the site that include painting, plumbing, installation of flooring and furniture,
and cleaning as indicated by the types of compounds that exceeded Screening Levels /
Exposure Limits and because of the localized nature of the exceedances.

Based on the results of the July and August 2016, indoor air sampling events, PSI
concluded that indoor air quality did not appear to be a concern, PSI did not suspect a
problem with the buildings vapor barrier, and PSI did not suspect that soil vapors from
the contaminant plume under the building were impacting the air quality inside the
building.
NOVEMBER 21, 2016 INDOOR AIR SAMPLING ACTIVITIES
Nine 6-liter Summa canisters were used with 8-hr regulators to collect air samples from
various locations around the school (see Figure 1).
Of the nine samples collected, only three samples were analyzed due to problems with
the sampling, summa canisters, or regulators. The canisters should leave the laboratory
with a pressure (vacuum) of -28.6 inches of mercury (inHg). After the regulators on each
canister are opened and then closed eight hours later, the pressure should be between
3 inHg and 5 inHg. The laboratory supplying the canisters, GD Air Testing Inc. in
Richardson, Texas, did not provide regulators with gauges, so the pressure could not be
measured by PSI in the field. When the samples were received by the laboratory after
the samples were collected, the laboratory reported the pressures in samples IA-3, IA-5,
and IA-8 between -5.1 inHg and -6.3 inHg. The pressures in the other six samples were
between -17.8 inHg and -28.3 inHg. Based on these pressures, these six samples (with
the pressures between -17.8 inHg and -28.3 inHg) were 1/3 or less full of air and the
laboratory would not be able to analyze the results without diluting the samples. Based
on this information, only the three samples that were close to full (IA-3, IA-5, and IA-8)
were analyzed by the laboratory.
DECEMBER 3, 2016 INDOOR AIR SAMPLING ACTIVITIES
On Saturday, December 3, 2016, PSI collected six new indoor air samples from the same
locations of the six samples that were not analyzed from the November 21, 2016 sampling
event. ALS Laboratories in Salt Lake City, Utah was selected to provide the equipment
and analysis of the December 3, 2016 samples. The new samples were collected with
6-Liter summa canisters with gauges on their regulators so the sampler could read the
pressure at the start and the end of the testing period. Based on the readings on the
gauges after the 8-hour testing period, the six samples each collected a sufficient volume
of air for the samples to be analyzed.
Based on the results of the recent indoor air sampling events, soil vapors from the
contaminant plume are not impacting the air inside the building above EPA OSWER
Target Indoor Air Concentrations Screening Levels for residential and commercial sites
and / or the TCEQs RBELs (see Table 1).

The laboratory detected several compounds, including acetone, benzene,


chloromethane, ethyl acetate, and toluene at low concentrations in the air samples. A
majority of the concentrations detected were below their respective EPAs OSWER
Screening Levels and / or TCEQ RBELs. Exceedances were as follows: Benzene was
detected from 0.64 Micrograms per Cubic Meter of Air (ug/m3) in IA-1, 0.69 ug/m3 in IA2, 0.68 ug/m3 in IA-3, 0.96 ug/m3 in IA-4, 0.71 ug/m3 in IA-5, and 0.65 ug/m3 in IA-6,
which are above the OSWERs Screening Level of 0.36 ug/m3 for residential sites and
below OSWERs Screening Level of 1.6 ug/m3 for commercial sites. Dichloromethane
was detected at 350 ug/m3 in IA-4, which is above the OSWERs Screening Level of 100
ug/m3 for residential sites and below OSWERs Screening Level of 1,200 ug/m3 for
commercial sites. The elevated level of benzene is in the range of ambient background
levels for Dallas and other metropolitan areas. Automobile exhaust, oil and gas
production, and cigarette smoke are common sources of benzene in air samples. The
elevated level of dichloromethane could be the result of one of the classrooms having a
drinking bird display, which is toy heat engine that mimics the motions of a bird drinking
from a water source. The water source is usually dichloromethane. Other possible
sources include construction activities.
CONCLUSION
Based on the results of the November and December 2016, indoor air sampling events,
indoor air quality does not appear to be a concern, PSI does not suspect a problem with
the buildings vapor barrier, and PSI does not suspect that soil vapors from the
contaminant plume under the building are impacting the air quality inside the building.
The air sampling results have also been forwarded to the TCEQ for their review.
RECOMMENDATION
PSI does not recommend additional indoor air sampling events at this time.
