Preamble

In accordance with MECS Memorandum No. 85, s. 1984, DECS Memorandum No. 4, s. 1998 and
DepEd Order No. 49 s. 2007, We, the Senior Scouts of CALOOCAN HIGH SCHOOL, with the help of
Almighty god, believing in the need for a better organized Senior Scouting and in the development of the youth
as future leaders of the nation, do hereby promulgate and adopt this Constitution and By- Laws of the Senior
Scouts of Caloocan High School that shall advance, implement and maintain our goals and aspirations, embody
the ideals and principles of freedom, equality, justice and democracy and promote the volunteerism, service,
non-political and academic standards of our Alma Mater.

Article I – General Provisions

1. This Constitution and By-Laws shall be known as the Constitution and By Laws of the Senior Scouts
of Caloocan High School Organization or the Outfit 031 Law.
2. For the purpose of this Constitution and By- Laws, SCO refers to the Senior Scouts of Caloocan
High School.

Article II – Name and Domicile

1. The name of the organization shall be known as the Senior Scouts of Caloocan High School
Organization.
2. The office of the SCO shall be located inside the premises of the school and shall be known as SCO
Scout Center.

Article III – Declaration of Principles and Objectives

1. This organization shall be known as the Senior Scouts of Caloocan High School Organization or
Outfit 031, compose of boys and girls, shall be the official representative of this school in scouting
movement.
2. To be the leading provider of progressive outdoor-based, non-formal education which uses
recreational and other methods of activities committed to develop morally straight disciplined,
concerned, self-reliant citizens in the best tradition of world scouting empowered of three core
values: character, commitment, charity.
3. The Senior Scouts of Caloocan High School shall promote and practice good citizenship, creating a
safe and administratively automated environment, foster a core group of scouts and scouters of all
abilities that are officially trained in the methods and aims of scouting, promote volunteerism, non-
political, and educational for the total development of a person’s capacity, develop and strengthen
school spirit, do hereby establish this constitution.
4. The Senior Scouts of Caloocan High School is guided with the principles of Scout Oath, Scout Law,
Motto, Slogan, the Senior Scout Code, mission and vision and the idea of being prepared to face
challenge in life as well as the spirit of volunteerism.
5. We recognize that all scouting activities at Caloocan High School are ultimately under control of the
Boy Scouts of the Philippines, the M.A.P.E.H. department, in accordance with DepEd Order No.
79, s. 2009 article XII sec 1, the Senior Scouts of Caloocan High School Organization is a Co-
Curricular Organization and therefore we recognize the Supreme Student Government of Caloocan
High School as the Head Coordinating Council of Campus Co-Curricular Organizations and under
the Administration of this school; furthermore, we recognize that all of our actions are subject to
their approval.

6. We aim for personal development which means promoting the physical, intellectual, social and
spiritual well-being of the individual, helping them achieve their full potential. In Scouting, we
believe that young people develop most when they are 'learning by doing,' when they are given
responsibility, work in teams, take acceptable risks and think for themselves.

Article IV – Membership and New Scouts

A. Representation

1. A Crew is a small group of scouts who are more or less similar in age, interest, and possibly in
development. The scouts take turns serving in positions of crew leadership. New leaders are elected
every 6 months so each member of a patrol will have an opportunity to serve in a leadership
position. The crew leader may select a scout of each of the following jobs as needed by the crew:
Assistant Crew Leader, Scribe, Quartermaster, Grubmaster, and Cheermaster. The CSO has its own
sets of crew names and these are Alpha, Bravo, Charlie and Delta. The crew will select a name and
they will come up with additional name (for example; Alpha Bombers, Bravo Archers and so on),
decides on a yell, song and designs an emblem or insignia.
2. Members of the SCO are accountable at all times.

B. Joining Requirements

1. To be part of the Senior Scout of Caloocan High School Organization, you must have completed the
sixth grade or be 12 years of age or earned Second Class Rank and less than 18 years old.
2. Good citizen of the school:
a. No behavioral problems in a class where the teacher has a discipline program.
b. Have not been subjected to any disciplinary sanction
c. Physically fit, with good academic standing or without failing grades.
d. Respect shown for self, teachers, administrators, staff and students.

C. Joining policy

1. Attend a meeting
2. Pass the Membership Rank
3. Complete the Scouting Application
4. Have the application signed by parent
5. Pay the dues
6. Adult volunteers must complete the volunteer leader form

D. Returning Scouts

1. Returning scouts with previous rank will be automatically considered as pledge.


2. Regardless with their age and previous school year, they are considered as pledge or lower rank.
3. To protect the organization, returning scouts regardless of their rank and those who want to be a
member who are currently enrolled fourth year are not allowed to join.
4. Returning scouts in third year are allowed to participate provided that before they become fourth
year they have accomplish the PATHFINDER rank.

E. Information Packet

The information packet is designed to give a new scout and his parent’s details about Scouting and
Outfit 031. The packet includes the following:

F. Outfit Information/ permission requirements

1. Prior to any Scout participating in his first Outfit 031 event, the following shall be returned to the
Scoutmaster or one of his assistants:

 Completed application along with prorated share of the annual dues to pay for the
registration, newsletter and other expenses.
 Medical Form (Parent’s authorization for emergency treatment)

Article V – Rights of the Students

1. Under Article V of DepEd Order No. 79 s. 2009, every Scout is also a student and they have the
privilege to avail this law.
2. Under the Article V are the following:
a. The right to enjoy responsibility and freedom of speech and expression.
b. The right to avail of all the services offered by school.
c. The right to conduct and participate in all school activities
d. The right to information on all the issues and matters concerning them
e. The right to be represented in the different meetings and assemblies of the school on issues
affecting the welfare of the studentry.
f. Every student has the right to due process.
3. Being a Scout is being a volunteer, every Scout has the rights to be recognized in every hardship that
he/ she had experience.
4. The Scout has the right to be exempted in the CAT program in accordance with the DECS Order No.
106, s. 1999 on revised rules on exemption of scouts from the Citizens Army Training (CAT).

Article VI – Duties and Obligation of the Scout

1. Every Scout shall abide the Scout Oath and Law, Motto, Slogan and the Senior Scout Code and
relate it in daily life.
2. Every Scout has the responsibility to observe the laws of the Republic of the Philippines, and the
rules and regulations of the School at all times.
3. Every Scout shall abide by the SCO constitution and by- laws.
4. Every Scout shall pay the annual and monthly fee as regulated and approved by the BSP National,
Local Council and the school administration.
5. Every Scout shall support and promote the thrusts and objectives of the SCO and the school.
6. Every Scout shall participate actively in all DepEd, BSP and recognized school activities and strive
for academic excellence.
7. Every Scout shall exercise his/ her rights and do his/ her responsibilities as an SCO member.

Article VII – Aims and Methods of Senior Scout

1. Help scout in the development of character by instilling in them ethical practices as expressed in
Scout Oath and Law, help individual to grow in self-reliance, self-discipline, self-confidence and
self-respect.
2. Encourage to learn and take pride in national heritage, develop an understanding of social,
economic, and governmental systems of which he/she belongs, value the ever-changing diversity of
the outfit, awareness of the scout’s obligation people of differing backgrounds.
3. Work toward the goals of improving physical condition and good health habits, promoting mentally
and emotionally well balanced behavior.
4. To use the following eight methods to meet scout’s hope for fun and learning.
a. The ideals of scouting are spelled out in the Scout Oath, Law, Slogan, and Motto as well in
the Senior Scout Code. The Outfit measures the Scout against these ideals and continually
encourages improving.
b. The crew method gives the scout an experience in group living participatory citizenship. It
places a certain amount of responsibility on young shoulder and show boys and girls how to
accept it.
c. The outdoor is where scouts take place. It is in t he out door that scouts share responsibilities
and learn to live with each other. It is here that the skills and activities practiced at Outfit
meeting come alive with purpose.
d. The advancement provides a series of surmountable obstacles and steps to overcome them.
The scout plans his/her advancement and progresses at his own pace as he/she overcomes
each challenge. The scout is rewarded for each achievement, which helps to gain self-
confidence. The step helps the scout to grow in self- reliance and in the ability to help other.
e. The adult association is how scouts learn from the example set by their adult leaders. The
Outfit takes very seriously the need for the adult role models and enforces all BSP policies.
f. The personal growth occurs as Scouts plan their activities and progress towards their goals.
The Good Turn concept is a major part of the personal growth method of Scouting. Scouts
grow as they participate in community service projects and do Good Turns for others.
g. The leadership development encourages scout to lean and practice leadership skills. Every
scout has the opportunity to participate in both shared and total leadership situations.
Understanding the concept of leadership helps a scout accept the leadership roles of others
and guides him/her toward the citizenship aim of Scouting. Outfit 031 encourages parents
and adult leaders to stand back and let the Scouts run the Outfit as much as possible.
h. The uniform makes the Scout Outfit visible as a force for good and creates a positive youth
image for the boy in the community. Wearing the uniform is an action that shows each scouts
commitment to the aims and purposes of scouting. The uniform gives the scout identity in a
world brotherhood of youth that believe in the same ideals. The common uniform identifies
the Outfit as a team.

Article VIII – Composition, Election, Qualification and Term of Office of the SCO
1. The officers of the SCO are the duly appointed Assistant Junior Scoutmaster which has a one (1)
year term, elected Outfit Senior Crew Leader, Assistant Senior Crew Leader, Outfit Scribe, Outfit
Historian, Outfit Quartermaster, Outfit Librarian which are been appointed by the Senior Crew
Leader, Outfit Guide, Outfit Advancement Coordinator and Crew Instructor which is been appointed
by the Scoutmaster based on performance, Crew Leaders which elected by their crew and Assistant
Crew Leaders which is been appointed by the Crew Leaders all of which has a six (6) month term.
2. The following positions shall be appointed depending on the number of members.
3. Only active and enrolled scouts are allowed to be appointed.
4. Depending on the number of members, an officer can hold two to three positions at the same time
depending on his capability.
5. Elected Officer who has appointed delinquent, irresponsible and incompetent personnel’s will be
liable.
6. Candidates for all SCO position shall:
a. Be a bonafide students
b. A member of the said organization
c. Be of good academic standing with a general average of 85 and above without any failing
grade during the 1st to 3rd grading period of the current school year.
d. Be of good moral character
e. Have not been subjected to any disciplinary sanction.
7. If an officer in a current position had encounter problems stated in article VIII chapter 2, he/she will
immediately vacate his position to prevent degradation of the organization.
8. Any vacancies among officers must be filled by election or appointment as soon as possible.
9. A member of the Executive Committee may be removed for misconduct or failure to perform their
duties as outlined in this by-law. The charge must be brought before the Executive Committee and
posted on the Outfit 031 bulletin board for a week prior to the meeting at which the removal is
approved. The officer is only removed upon a ¾ approval of active Scouts present at a Crew Leaders
Council Meeting.

Article IX – Duties and Functions of Officers

1. The Outfit 031 is organized in accordance with the BSP guideline which is patented in the BSA
organization.
2. The Scoutmaster or Outfit Advisor shall serve as the “chief executive officer” of the SCO. He shall
have the following duties:
a. Recruits boys and girls, organizes and registers the outfit.
b. Prepares and implements an Annual Outfit Program and submits same to the Institutional
Scouting Committee.
c. Sees to it that Scouts are advanced to at least the next higher rank with in the year and are
recognized.
d. Train Scout Leaders.
e. Submits monthly reports to the Institutional Scouting Representative on the progress of
Outfit operations.
f. Responsible for overseeing the operations of the Outfit.
g. Serves as treasurer, training coordinator, web master, newsletter editor and liaison officer to
district and council advancement committee.
h. Write letters, permits and requests.
i. Live by Scout Oath and Law

3. The Assistant Outfit Advisor for Administration shall have the following duties:
a. Maintains and keeps an up-to-date records and reports of the Outfit.
b. Prepares the Outfit budget.
c. Keeps an inventory of outfit equipment and supplies.
d. Administers the finances of the Outfit.
e. Serves as an Outfit Advisor as necessary.
f. Prepares monthly reports to the Institutional Scouting Representative on the progress of
Outfit operations.

j. Perform additional duties assign by the Advisor.
4. The Assistant Outfit Advisor for Program shall have the following duties:
a. Assists the Outfit Advisor in following:
i. Training of Scout Leader
ii. Ensuring that the Crew System is operational in the Outfit.
b. Advises the Scout Leaders in planning Outfit meetings and other activities.
c. Encourages and helps the Scout to work on their Advancement Requirements
d. Serves as Outfit Advisor when necessary.
e. Live by Scout Oath and Law
f. Show Scout Spirit
g. Set good example
h. Perform additional duties assign by the Advisor.
5. The Junior Assistant Outfit Advisor shall have the following duties:
a. Must be preferably be, an older Scout of at least fourteen years old and must have attained
the Pathfinder Rank).
b. He/ She should be proficient in some activities like first aid, pioneering, etc.
c. Do functions same as the Assistant Outfit Advisor if necessary.
d. Live by Scout Oath and Law
e. Show Scout Spirit
f. Set good example
g. Perform additional duties assign by the Advisor.
6. The Senior Crew Leader shall have the following duties:
a. Sets agenda and presides at all Crew Leaders Council Meeting
b. Runs the weekly Outfit meetings, all events, activities and the program planning conference.
c. Assists the Scoutmaster with Junior Leader Training.
d. Appoints other Scout leaders assigning specific responsibilities needed.
e. Assumes leadership during Outfit formations and activities especially during outdoor
activities (camping, hiking, outing, etc.) and special events.
f. Encourages and assists the Crew Leaders in their Crew Meetings and outdoor activities and
keeps himself well-informed on what goes on in every Crew.

7. The Assistant Senior Crew Leader shall have the following duties:
a. Assists the Senior Crew Leader in conducting meetings.
b. Act as the Senior Crew Leader in the Senior Crew Leader’s absence.
c. Responsible for training and giving direction to the Quatermaster, Scribe, Outfit Historian,
Librarian and Instructor.
d. Serves as a member of the Crew Leader’s Council.

h. Perform additional duties assign by the Advisor.
8. The Outfit Scribe shall have the following duties:
a. Record the minutes of the Crew Leader’s Council.
b. Keeps record of the decisions made by the Crew Leader’s Council.
c. Maintain Crew attendance records for Outfit meeting
d. Collect dues and turn them in to the Assistant Scout Master.
e. Record Scout attendance at all Outfit level and give a report to the Outfit Historian,
Scoutmaster and Outfit Scribe Advisor.
f. Write Article for Outfit Newsletter and Website regarding upcoming events.
g. Maintain updated list of Outfit members, including address, phone numbers and e-mail
address.
h. Set good example.

k. Perform additional duties assign by the Advisor.
9. The Outfit Historian shall have the following duties:
a. Gather pictures, facts, and memorabilia about Crew activities and keep them in an historical
file or scrapbook.
b. Maintain the Outfit bulletin board updated.
c. Take care of Outfit awards and souvenirs of troop activities.
d. Display Outfit awards, scrapbooks and Rank Board at Courts of Honor.
e. Make sure the Outfit website is updated at least montly.
f. Set a good examples

i. Perform additional duties assign by the Advisor.
10. The Outfit Quartermaster shall have the following duties:
a. Gets the Philippine, School, Outfit and Crew flags for meetings and ceremonies and put them
away afterwards.
b. Play his/her role as the CSO Center Manager.
c. Insure that scouts who enter the CSO Center will log-in and out.
d. Issue equipment to the Crew and make sure it is returned in a good condition.
e. Receive damage reports and new equipment requests and convey it to Committee
Quartermaster.
f. Make reports to the CLC on equipment condition once every three months.
g. Maintain the SCO Scouting Center in neat order. Label all storages boxes with contents.
h. Encourages the Scouts and the Crew to make their own equipment, e.g. first aid kit, camp
tools and equipment.
i. In camp, he/she works with the Assistant Outfit Advisor in charge of supplies and physical
arrangements such as food, fuel, etc.
j. Set good example.

11. The Outfit Librarian shall have the following duties:
a. Maintain a check-out/check-in system for all Outfit literature.
b. Follow-up on late returns.
c. Add new or replacements items as needed.
d. Collect programs and scripts from Outfit and Eagle Court of Honor for reference material.
e. Keep the inventory of the Outfit Library contents up to date.
f. Set a good examples

i. Perform additional duties assign by the Advisor.
12. The Outfit Guide shall have the following duties:
a. Introduces new Scouts to Outfit operations.
b. Guides new Scout through early Scouting activities.
c. Shield new Scout from harassment by older Scouts.
d. Helps new Scouts earn Explorer rank in their first year.
e. Teaches basic Scout skills.
f. Attends campouts and work with new Scout Crew when needed.
g. Coaches the Crew Leader of the new Scout Crew on his duties.
h. Works with the Crew Leaders at the Crew Leaders Council meeting.
i. Attends Crew Leaders Council meetings with the Crew Leader of the new Scout Crew.
j. Assists the Assistant Scoutmaster with training.
k. Counsels individual Scouts on scouting challenges.

13. The Outfit Advancement Coordinator shall have the following duties:
a. Be responsible for monthly boards of review.
b. Maintain merit badge counsellor list available from the district advancement chairperson.
c. Take part in planning, with the Crew Leader’s Council, Outfit Courts of Honor and the
proper presentation of all Scout earned awards.
d. Work with Scoutmaster and Outfit Scribe in maintenance of all Scout advancement records.
e. See that advancement reports forwarded to Council.
f. See that all supplies for Scout advancement are on hand:
i. Badges
ii. Certificates
iii. Insignia
iv. Merit badge application
v. All other record forms as needed
g. Work with Outfit Librarian in building and maintaining Outfit Library of current merit badge
pamphlets.
h. Advise with Scoutmaster and Eagle applicant on the Eagle Scout service project and help
candidate to obtain approval from the Outfit Committee and Council/District before applicant
starts project.
i. Help Outfit with all special awards.

14. The Crew Leader shall have the following duties:
a. Responsible for their individual Crew at all times.
b. Presides at Crew meetings as well as control their crew during Outfit functions
c. Represent their Crew at the Crew Leaders Council meetings.
d. Report to the Senior Crew Leader for all matters concerning their Crew.
e. Appoints the Assistant Crew Leader
f. Plans and steers Crew Leader
g. Helps Scouts advance
h. Keeps Crew members informed
i. Knows what his patrol members and other leaders can do.
j. Follows the Crew Method and understands the 10 things to be a better leader.
k. Act as the chief recruiter of new Scouts.
l. Set a good examples
m. Live by Scout Oath and Law
n. Show Scout Spirit
o. Perform additional duties assign by the Advisor.
15. The Assistant Crew Leader shall have the following duties:
a. Helps the Crew get ready for all Crew Activities.
b. Lends a hand controlling the crew and building crew spirit.
c. Must be well informed in case of Crew Leader is absent.
d. Follows the Crew Method and understands the 10 things to be a better leader.
e. Set good example.
f. Live by Scout Oath and Law
g. Show Scout Spirit
h. Perform additional duties assign by the Advisor.
16. The Crew Instructor shall have the following duties:
a. Develop training program
b. Ensure that Crew members, especially new scouts have the opportunities for training
c. Apply the master method policy of training
d. Encourage buddy system.
e. Be responsible for youth protection training within the Outfit
f. Encourage periodic crew training within Outfit and Council
g. Report to the Outfit Committee at each meeting. If not in attendance, submit written report.
h. Set good example.

k. Perform additional duties assign by the Advisor
17. As an officer, do not engage in any activities that might degrade the code and the organization.
18. Always follow the chain of command.

Article X – Permanent Committee in the Senior Scout of Caloocan High School Organization

1. There shall be eight (8) permanent committees in the SCO; namely the Executive Committee,
Internal Affairs and Disciplinary Committee, Secretariat, Finance and Vocational Committee,
Publicity and Social Committee, Outdoor Committee, Awards Committee, and Special Projects
Committee. Members of each committee in the SCO shall be appointed by the Senior Crew Leader
from among the officers.
2. The Executive Committee shall be headed by the Senior Crew Leader and shall act as the
administrative arm of the SCO.
3. The Internal Affairs and Disciplinary Committee shall be headed by the Assistant Senior Crew
Leader and shall take charge of all the matters regarding the members of the SCO, their function and
look after the rights of the Scouts and act upon the their complaint.
4. The Secretariat shall be headed by the Outfit Scribe and shall be the official SCO work group.
5. The Financial and Vocational Committee headed by the Outfit Quartermaster will take charge of all
monetary matters, properties of the SCO, fundraising activities, solicitations/ sponsorships and
vocational activities whether outdoor or indoor.
6. The Publicity and Social Committee headed by the Outfit Historian will be in-charge of all social
gatherings, cultural activities, and dissemination of information on matters concerning SCO.
7. The Outdoor Committee headed by the Senior Crew Leader and shall implement all outdoor
programs such as field trips, camping, etc. Ensure equipments and transportations are prepared ahead
on time.
8. The Awards Committee headed by the Outfit Advancement Coordinator will take charge of the
awards for advancement and events, prepare list of awards to be given and the list of awardees.
9. The Special Project Committee shall be headed by a person appointed by the Senior Crew Leader
and shall implement programs and projects
10. Other committees, permanent or ad hoc in nature, may be created by the SCO as the need arises.

Article XI – Designations of Scouts

1. All students , duly enlisted and active in Senior Scout Course shall be designated as Scout, as for the
Junior Scoutmaster, he/she shall be designated as Scouter, as the case may be.
2. Pledge are consider non scout unless promoted to member then they are designated as Scouts.
3. In official communications, the name of the writer shall be indicated as follows:

4. Senior Scout Courtesy and Discipline shall be required to all Scouts during the prescribed periods of
Scouts instructions.

Article XII – Scout Courtesy and Discipline

1. Courtesy is the expression or manifestation of consideration to others. It is expected of all


individuals because it promotes good relationships, closer coordination, and teamwork among the
members of the organization.
2. Officers should be addressed as Mam and Sir by the enlisted members and Junior Leaders.
3. Institutional Scouting Representative which is the school Principal, Institutional Scouting
Coordinator which is the MAPEH Department Head, and the Outfit Advisor which is the
Scoutmaster should be given the full courtesy.
4. The salute is required on and off office hours.
a. Scouts are entitled to salute to all commissioned officers of Scouts, both male and female,
Commissioned officers of friendly nations when they recognized as such.
b. The salute must be returned by those entitled to it. It is not rendered when running but at a
halt or walk.
c. A salute shall not be executed in a haphazard or perfunctory manner.
d. Salute is rendered but once if the senior remains in the immediate vicinity and no
conversation take place.
e. In making reports, the person reporting salutes first regardless of rank.
f. During flag ceremony.
g. When not to salute:
i. Standing to horse or leading a horse
ii. While at work.
iii. Indoor, except when reporting to an officer.
iv. When carrying an article with both hands
v. When riding in a fast moving vehicle and other is dismounted.
vi. When meeting with enlisted officers.
vii. In case of doubt due to absence of specific instructor.
viii. When not wearing handkerchief
5. When an officer enters a room or tent, officers junior to him and enlisted members present will
uncover and stand at attention until the officer directs otherwise leaves the room.
6. When an officer enters a room or tent used as an office, workshop or recreation room, those at work
or at play is not required coming to attention unless addressed by the officer.
7. When accompanying a senior, a junior walks or rides on his left except when accompanying a senior
during inspection.
8. When entering a car or a small boat, the junior goes in first and others follow in the inverse rank
order of rank.
9. All Scout personnel under the SCO are addressed by their full titles in official correspondence.
10. All Scout personnel should follow this chain of command.
11. All orders will come from the Institutional Scouting Representative, Institutional Scouting
Coordinator which is the MAPEH Department Head, and the Outfit Advisor which is the
Scoutmaster
12. Orders that come from other sources aside from officers listed in Article XII sec 9 are null and void.
13. All orders come from the listed officers in Article XII sec 9 will be transferred to the subordinates.
14. Listed here is the observe chain of command.
a. Junior Scoutmaster will be reporting to the Scoutmaster and a position that is higher than the
Senior Crew Leader.
b. Senior Crew Leader will be reporting to the Scoutmaster and a position that is higher than the
other position except Scoutmaster and Junior Scoutmaster.
c. Assistant Senior Crew Leader will be reporting to the Senior Crew Leader and Scoutmaster
and address him/her Mam/Sir and a position that is higher than the higher position except
Scoutmaster, Junior Scoutmaster and Senior Crew Leader.
d. Outfit Scribe, Historian, Quartermaster and Librarian will be reporting to the Assistant Senior
Crew Leader Leader and he/she will be addressed as Mam/ Sir. The following equal
positions and they will be addressed by the juniors as Mam/Sir.
e. The Outfit Advancement Coordinator has the same position as the Assistant Senior Crew
Leader and he/she will be addressed as Mam/Sir by the juniors. He/she will be reporting to
the Senior Crew Leader, Junior Assistant Scoutmaster or Scoutmaster and addressed as them
as Mam/Sir.
f. Outfit Guide will be reporting to the Scoutmaster and has the similar position same as Outfit
Scribe, Historian, Quartermaster, and Librarian but lower than Outfit Advancement
Coordinator and he/she will be addressed as Mam/Sir by the juniors.
g. The Crew Instructor are position higher than the Crew Leaders and juniors and must
addressed as Mam/Sir and will be reporting to the Outfit Guide.
h. Crew Leaders and Assistant Crew Leaders will be addressed as Mam/Sir by his own Crew
and other Crew which are juniors who will be reporting to the Senior Crew Leader.

Article XIII – Senior Scout SCO Implemented Tittles

3. Scouts and non commissioned scouts are not allowed to wear insignia of grades.
4. Insignia and ranks are presented to patch, stickers, pin buttons, identification cards and identification
card laces.
5. Titles are considered positions and rank title.

7. Ranks like Member, Explorer, Pathfinder, Outdoor, Venturer and Eagle are place after the name and
before the position title. Numbers indicate on how many years the scout hold the rank or title.
8. Pledge are placed before the name and not allowed to write a title of position and rank unless
promoted, appointed or elected.
9. Pledges are not allowed to use scout or scouter and SCO title unless promoted to member.
10. The SCO title is place at the end of name and title.
11. The titles represent the chain of command and shall be observed.
12. Violation to this policy is indicated in Miscellaneous.

Article XIV – Pledges Policy

1. To protect this organization against students who used the name of this organization in a degraded
situation, avoid walk-ins and to test the capabilities of our recruits, we come up with this policy.
2. The pledge process will last for 8 weeks.
3. Returning scouts are considered pledging.
4. The pledge is scouts who are not yet a full member of the scouting organization but willing to
become one.
5. In order to be a new member of the organization, one must undergo the following requirements.
a. Must attend all the meetings required.
b. Absence from any of the events without proper notification will be noted when evaluating
your petition for membership
c. Interview 100% of the pledge class and signature.
d. Participation in review in progress.
e. Have good standing.
f. Must participate in community service/ service in the institution.
g. A score of 76% is required on the official SCO exam at the end of the pledging process.
h. Quizzes will be given to assist in learning the material for final exam.
i. Dues are not required to pay by the pledge except for the fifteen peso for the Information
Packet.
j. During the pledge process, pledge is required to complete a signature book which contains
signatures and information about the current members.
k. The pledging process is based on a point system for the admittance to our organization.
l. Must receive the total number of points and attend the Board of Review and Court of Honor
for final interview.
6. As a pledge, he/she must observe the following responsibility:
a. If pledge is absent, he/she must call the Outfit Guide or any officers to be informed and
provide a written letter explaining their absence.
b. Pledge must call or coordinate with any officers if they will not be able to be in a service
project and provide a written letter explaining their absence.
c. If the pledge does not pass a test with 76% or better they must complete a pledge worksheet.
One worksheet will make up to their one pledge test.
7. Consequences for Incomplete pledge requirements are listed below:
a. Must complete an additional three hours of service by activation.
b. If the pledge does not complete the four crew meetings they must repledge according to
chapter by laws.
c. If the pledge does not attend five outfit meetings they must repledge according to chapter by
laws.
d. If the pledge does not complete the interviews with activities and pledges by activation they
must repledge according to the chapter by-laws.
e. If the pledge does not complete the two office hours an alternate requirement may be
assigned at the discretion of the Outfit Guide.
8. In accordance to REPUBLIC ACT NO. 8049, any form of hazing whether it is verbal or action, is
strictly prohibited.
9. Violation to Article XIV, section 8 will be punishable by termination and subjected to school
disciplinary office for further action.

Article XV - Outfit Uniform Policy

1. Wearing uniform “shows Scout spirit.” It is not the purpose of the Scout uniform to hide the
differences between scouts or make them feel they are all the same.
2. B.S.P. policy allows the outfit several options regarding uniforms. The Outfit 031 has elected the
following.
a. Field uniform (Type A)
i. Scout Shirt without strap (light olive green, patches are properly placed)
ii. Neckerchief (red)
iii. Carabao slide
iv. Long pants (olive green)
v. Black closed toe shoes (low cut, rubber, leather, no high heels and sandals)
vi. Block shocks for male, white shocks for female
vii. Scout belt
viii. Scout Hat or Red beret

Note: Sashes are only worn during special occasions and not all regular Outfit meetings.

b. Activity Uniform (Type B)


i. Scout T-shirt (any but preferably an Outfit 031 T-shirt)

3. Uniform inspections will be conducted by the leaders at least once a quarter.


4. Wearing of earings for male, dangling earing for girls, polish nails and colored hair for boys and
girls are strictly prohibited.
5. Beards, goatches and moustaches are not authorized.
6. Scouts should wear their uniform for all Scouting activities. Encourage your Scout to comply. An
entire uniform will be required for courts of honor, some district, council and out of council events.
A merit badge sash will be required.

Article XVI – Advancement Policy

1. Advancement is the process by which youth members progress from rank to rank, a means to an end,
not an end in itself. It is designed to help the boy/ girl have an exciting and meaningful experience.
2. The rank requirements shall furnish the basis of the activities of the Outfit.
3. Recognition is gained through the leadership in the Outfit, attending and participating in its
activities, living the ideals of Scouting and proficiency in activities related to outdoor life, useful
skills and career exploration.
4. All advancement procedures shall be administered under conditions that harmonize with the aims
and purpose of the BSP; strengthen character, body, mind and the concept of being a participating
citizen.
5. The Scouts requirements for rank advancements shall be the basis for the Scout’s advancement.
There are four steps in t he procedures: Preparation, examination, review and award.
6. Ranks are Membership, Explorer, Pathfinder, Outdoor, Venture and Eagle. Anahaw awards may be
awarded for additional merit badges until the Scout’s 18th birthday.
7. The responsibility of the Institutional Committee is to ensure the Outfit’s program is conducted in
such a way that the Scouts have an opportunity to advance on the basis of preparing, examination,
review and award.
8. The responsibility for merit badge qualifications shall rest with the counsellor. Merit badge
counsellors shall be registered adult members. There is no board of review procedure for merit
badges, but public recognition may be given at a court of honor.
9. Advancement in BSP is totally dependent upon the boy/girl. Each boy/girl is expected to pursue the
various advancement requirements, awards, badges and ranks at his own pace. We encourage
him/her to involve his family, teachers, friends, other Scouts, the Scoutmaster and any other sources
to help him.
10. The Outfit routine program will emphasize Scouting skills and leadership training; both at weekly
meetings and at camping trips. As a matter of routine, merit badges will not be taught as part of
Outfit 031’s regularly scheduled meetings. Some meetings may focus on a particular merit badge as
a means of introducing Scouts to the subject, but completion of the badge is an individual effort
by the Scout.
11. The Outfit will provide guidance and assistance in completing merit badges outside the weekly
meetings, i.e., classes prior to meetings or on camping trips. (On occasion, a merit badge may be
taught in the regular meeting if for a unique reason.).
12. The extra effort and experience gained by pursuing merit badge through approved counsellors is
important in maintaining the quality and maturity of the upper ranks of Explorer, Pathfinder,
Outdoors, Venture and Eagle.

Article XVII – Merit Badges

1. Earning merit badges give Scouts self-confidence by teaching them to overcome obstacles to achieve
a goal. The Scout also learns career skills, develops socially and may develop physical skills and
hobbies that give a lifetime of healthful recreation.
2. To earn merit badge, Scout must obtain a merit badge application form from the Scoutmaster or
Assistant Junior Scoutmaster. The form is signed by Scoutmaster showing his approval.
3. Contact a merit badge counsellor and arrange a meeting.
4. Complete the merit badge requirements under the guidance of the counsellor, you may ask for
assistance coming from others.
5. Ensure counsellor sign the form verifying completion of all requirements.
6. In Outfit 031, group instructions for merit badges are strongly discouraged.
7. Merit badge will not be offered as part of the regular Outfit Annual Calendar as a matter of routine.

Article XVIII – Youth Protection Policy

1. All activities are conducted in a safe manner, without the risk of health of the Scout.
2. It is the responsibility of all the person to:
a. They do not endanger the health and safety of themselves and other.
b. They observed rules established for the safety of those involved in scouting activities.
3. A Scout is require to have at least one other person with him at each meeting.
4. The Outfit prohibits one-on-one situations between adults and Scouts.
5. The buddy can be friend, sister or brother, relative, parents or guardian or other Scout.
6. Having a buddy in an opposite sex is not allowed except for parents, guardian and relatives.
7. Tickler should be signed by the officer in charged before leaving the premises.
8. Scout should log-in and log-out before and after entering the Scout Center.
9. To protect our Scouts from outside forces, article XII section 11 should be observed.
10. Always observed the “No permit, No participation” policy.

Article XIX – Merit Badge Counsellor

1. The Advancement Coordinator and Scoutmaster will maintain a list of approved merit badge
counsellors.
2. A merit badge counsellor must be a registered scouter.
3. No Scout, parent, assistant Scoutmaster or committee member will arrange a merit badge class to run
concurrent with the regularly scheduled Outfit meeting unless specifically approved by the Crew
Leaders Council.
4. Outfit meetings are reserved for conducting skill and leadership training and general Outfit business.
5. With the approval of both Scoutmaster and Advancement Coordinator, merit badge classes may be
scheduled prior to the regular meeting.
6. No adult leader will be allowed to be a merit badge councillor for his/her son/daughter unless the
merit badge is being conducted in a group setting.
7. There will be no conflict of interest or favouritism tolerated in Outfit 031.

Article XX – Service Projects

1. Explorer service project shall focus in participating in an Outfit, school or community program on
the prevention of Drug Abuse, explaining to a group of teen-agers the danger posed by drug abuse
and the harmful effects of alcohol and tobacco to the body.
2. Pathfinder service project shall focus in planning and conducting a safety and accident prevention
inspection in your community or school. Identify safety hazards and remove them in coordination
with your school or community officials.
3. Outdoor service project shall focus in planning and participating in a special community service
project such as reforestation, garbage disposal, soil and water conservation, healthful environment
information, etc.
4. Pathfinder service project shall focus in being a member of a Emergency Service Corps in your
community/ school and participate in at least one rescue or other emergency situations.
5. Eagle service project shall focus in planning and carrying out two community service projects
designed to improve the physical environment in your community.
6. Scouts of any rank can arrange for service project that benefit the community or institution as long
as it’s approved by the Scoutmaster. However, if the project will require Outfit 031 resources then
the project should be presented to the Crew Leaders Council for discussion, scheduling and
Scoutmaster Approval.

Article XX1 – Leadership, Scout Spirit and Participation Requirements for the Promotion of Ranks

1. One or combination of the following positions will be accepted as fulfilling the leadership
requirements for the above ranks.
2. In addition to simply holding a position, the officers holding scribe, quartermaster, librarian,
historian and advancement coordinator will be required to perform one major project to improve his
respective area. These projects will be separate and distinct from the “service projects” required for
above ranks.
3. Scouts must demonstrate Scout Spirit by living the Scout Oath and the Law and Senior Scout Code
in his everyday life.
4. All Scouts of Outfit 031 are welcomed and encouraged to take advantage of all Outfit activities. For
participation to count toward rank a 75% attendance rate in required.

Article XXII - Discipline

1. The Outfit 031 policies will, primarily, be handled by the leaders with adult intervention only to
maintain safety, preclude property damage, and avoid disrupting other organization’s activities and or
restore order in extreme cases of unruliness.
2. Respect for Adult and Scout leadership is always expected coming from the member.
3. Under no circumstances will adult or leader administer punishment for any reason. Maintain zero
tolerance on physical abuse. No hitting, shoving, pushing, kicking or other aggressive physical contact
nor insulting words are used.
4. The discipline has been reworded to physical challenged resulting in as push-ups, extra camp duties, etc.
Safety will always be considered.
5. Hazing, of any type, as stated in article XIV section 8, will not be tolerated and subjected for further
disciplinary action.
6. If any rule or additional rule is violated by the Scout, they are corrected by the Scout’s immediate Crew
Leader.
7. Discipline in the crew will be handled by the Crew Leaders.
8. Scout who continues to violate a rule, the Crew Leader calls the attention of the Senior Crew Leader.
9. Crew Leaders have the authority to ask any crew member to leave a crew meeting and report to the
Senior Crew Leader.
10. When the problem cannot handle by the Crew Leader, she/ he must obtain help coming from Senior
Crew Leader.
11. The only person the Senior Crew Leader will accept a complaint from is the Crew Leader.
12. The Senior Crew Leader has the authority to ask that Scout to leave the meeting area and report to the
Scoutmaster.
13. When the Senior Crew Leader cannot handle the problem, he/ she must obtain the help of the
Scoutmaster.
14. The only person the Scoutmaster will accept complaint from is the Senior Crew Leader.
15. When the Scoutmaster is approached with a complaint, the complaint will be recorded on the Scout’s
record.
16. Procedures for disciplinary actions:
a. First Senior Crew Leader complaint – Conference with the Scoutmaster.
b. Second Senior Crew Leader complaint – Conference with Scoutmaster and a written or text
message to parents explaining the problem and stating that one or more complaint may result in a
suspension for one month. Parent(s) may be assigned to appear before a board of review as a
lesser disciplinary action prior to suspension from Outfit activities.
c. Third Senior Crew Leader Complaint – Conference with Scoutmaster and parents. Based on the
Scoutmaster’s recommendation and the degree of offense, the Scout may be suspended from all
Outfit Activities for a period of time as recommended by the Scoutmaster.
d. The Scout leaders should remember and use their chain of command.
17. If the complainant is not member of the organization, who witness or discovers the commission of a
minor or a major offense, shall file a written Incident Report before the Scoutmaster preferably within
three school days from the commission or discovery of the offense.
18. The Scoutmaster will furnish a copy of the Incident Report to the parents of the Scout involved and
informs the parents that their child is being represented by teacher/ adviser.
19. The Scoutmaster will impose sanction within two days from the deliberation and evaluation of case.
20. The Scoutmaster records the action taken and informs the parents for first and second offenses and calls
the parents for a conference on the third offense and in multiple cases.
21. The Scoutmaster keeps a record of the Incident Report.

23. Scoutmaster has the authority to confiscate and destroy all items deemed inappropriate or dangerous.
24. Firearms will be permitted at Outfit meetings only if the Outfit program calls for such activities. Any
activities will have the approval of the Scoutmaster and Outfit Committee.
25. Scouts carrying pocket knives will have to earn their permits.
26. Fixed blades knives are not permitted in Outfit 031.
27. Confiscated materials/ equipment shall issue a receipt.
28. Confiscated materials shall be deposited at the Office of the Prefect of Discipline and shall be disposed
as follow:
a. Cell phones will be returned to the parents.
b. Cards and toy/ toy guns shall be returned to the owner at the end of the school year.
c. Cigarette and pornographic materials shall be burned or destroyed and thrown in the garbage.
d. Alcoholic beverages will be disposed.
e. Knives, knuckles, bladed and pointed instruments shall be returned to the parents.
f. Prohibited materials like drugs and guns shall be turned over to the appropriate government
authorities.
29. The Reinstatement Review Board headed by the Scoutmaster will evaluates Scout who have been
suspended from the Outfit as a result of third Senior Crew Leader complaint as well as committing
major offense.
30. Based on the conclusions of the Board, the Scout will either:
a. Resume Outfit participation and activities.
b. Continue suspension for a period as recommended by the Scoutmaster and approved by the
board.
c. Continuation of the suspension requires a meeting with parents and Scoutmaster to discuss the
position of the board.
d. Upon reinstatement a Scout will be on probation for a minimum of two months. Additional
infractions within the probation period are grounds for immediate dismissal by the Outfit
Committee.
e. Failure by the parent(s) or scout to attend the review board meeting will result to automatic
dismissal from the Outfit.
31. Each Scout is responsible for making restitution for any damage caused by his actions or negligence. A
Scout is trustworthy.
32. Scouts passengers in vehicles to and from events will remember they are a guest of the driver/ owner of
the vehicle. Scout will follow the rules set by the driver/ owner e.g.
33. Fighting, mock fighting, wrestling, stick fighting, etc. is not permitted and is grounds for immediate
disciplinary action.
34. Foul language, swearing, cursing, blasphemy and abusive/ suggestive gestures are not in keeping with
the ideals of Scouting and will not be allowed. A scout is Reverent, Courteous and Clean.
35. Outfit 031 prohibit Scouts from using cell phones, personal radios, televisions, compact disc or cassette
players and/ or electronic video games or any kinds during activities. Arrangement can be made for the
use of the above equipment during travel or break.
36. No name calling or making fun of other scout.
37. Be On-Time for ALL activities.
38. No lighting stoves or lanterns except under supervision of adult.
39. Three (3) non-excused absences result in denial of next Outfit activity. A Scout must call his Crew
Leader, Assistant Crew Leader, Senior Crew Leader or Scoutmaster and present his reason.
40. Five (5) non-excused absences result in denial of next Crew activity.
41. Scouts may be denied Outfit activity based on their behavior.
42. Major disciplinary items will be discussed with parents at an Outfit meeting.
43. Disrespect of any kind is not in keeping with Scout spirit and disrespect to an adult leader or to Scouts in
leadership positions is not allowed.
44. The SCO code of conduct is part of this article and should be abide.

Article XXIII – Outdoor Policy


1. Article XXII is the foundation of this policy and must be observed and followed.
2. Always maintained cleanliness.
3. Observed buddy system.
4. Scouts are not allowed to be out in the area or premises without permission coming from the
Scoutmaster.
5. Always observe taps.
6. “No permit, No participation” policy is implemented.

Article XXIV – Registration and Dues Policy

1. The outfit re-charters every September. At that time each scout and scouter is requested to renew
his/her membership with the outfit and the BSP.
2. Parents are urged to register with the Outfit and help support the Outfit Committee.
3. As a registered scout, you are eligible to participate in all Outfit and Scouting activities.
4. In addition, scouts should pay his/her monthly dues costing around twenty to thirty pesos to cover
the cost of equipment, newsletter, certificates, merit badge awards, merit badge books and handouts,
and other miscellaneous materials deemed necessary to run the Outfit.
5. Scouts who want to participate in an Outfit, district, or other scouting event, scout should pay the
necessary amount three days (3) prior to the event. Failure to comply will prohibit scouts for
participating in the event.
6. Scouts who are delinquent in their dues will not be permitted to participate in troop camping, trips or
events.
7. Paying registration and dues are voluntarily and optional.
8. In accordance with DepEd Order No. 49, s. 2007,it is stated that Membership of the Boy Scout of
the Philippines which the Senior Scout is under, is voluntary and shall not be made a condition for
enrolment, transfer or clearance of pupils and students.
9. Membership fees and other fund-raising activities of the BSP shall be collected by the BSP unit
leader who shall immediately remit in full to the BSP Local Councils duly chartered by the National
Office.
10. No quota on membership shall be required.

Article XXV – Annual Calendar of events

1. Outfit meetings and other events are planned by the Outfit Leader’s Council and approved by
Scoutmaster and Outfit Committee.
2. The Outfit annual calendar of events begins in May and runs through February.

Article XXVI – Meetings

1. Outfit Meetings are held weekly from 1:00 p.m. to 2:00 p.m. every Wednesday unless otherwise
denoted on the annual calendar.
2. To ensure the full 60 minutes, Outfit 031 gathers at 12:50 p.m.
3. Loitering is not permitted. If scout does not report to the Scout meeting, Outfit 031 is not responsible
for him/ her.
4. Scouts who are late for more than 15 minutes without any valid reason will not be accepted to attend
in the meeting.
5. During meetings and other events, do not leave your things unattended. The Outfit 031 will not be
responsible in any lost or missing items.
6. Individual crew meetings and activities may be held anytime and place as long as it does not
interfere with any Outfit function, during school hours and has the Scoutmaster approval.
7. Permit to held a crew meeting must be signed by the Outfit leaders and then finally to the Scout
master.
8. Before and after the crew and outfit meeting, to ensure the safety of the scout, Leaders should signed
timed in and timed out and for the scouts, they should signed on the log book, both timed in and
timed out.
9. Outfit Leaders Council meeting are usually held every Monday from 1:00 p.m. to 2:00 pm unless
otherwise denoted on the annual calendar.
10. Annual planning meeting are held in January and the activities are planned for the coming year.
11. Scouts are only allowed to be absent provided they have their excuse letters.
12. Two consecutive absences without prior notice will be immediately terminated in the organization.
13. To ensure safety of the scouts and administration, time in and time out are stated in the tickler and
signed by at least 3 officers in charged.

Article XXVII – Scout Center

1. Always observe self discipline. No caps and earrings.


2. Be punctual and follow the prescribe schedules.
3. If you don’t have any appointment and during class hours, Scouts are not allowed to stay in the Scout
Center.
4. Don’t forget to log-in and log-out in the log book.
5. Always turn of electrical devices before leaving the center.
6. Maintain cleanliness, don’t forget to empty the trash bin, removing the plugs and turning off the lights
before leaving the center.
7. Non-members, parents and visitors are not allowed to enter the Scout Center provided that they have the
permission coming from the Institutional Committee and Outfit Advisor.
8. Willful possession, use or distribution of alcoholic drinks, drugs and cigarette inside the center is
punishable by termination and subjected for further disciplinary action.
9. Abusive or obscene language is prohibited inside the center.
10. Vandalism of facilities is prohibited.
11. Do not sit on the table.
12. Place equipments in their proper places.
13. Gambling and possession of pornographic materials is not allowed.
14. Indecent or scandalous behavior and intimate display of affection which includes but not limited to
kissing, necking, petting and other similar act is punishable by termination.
15. Maintain equipments free from damage. Damage equipment caused by misused will be immediately
replace by a person who is involve.
16. Always preserve the secrecy of the Scout Center. Observe courtesy. Follow rules before entering and
leaving the portal.
17. Other offenses not included in the above but resulting in similar moral injuries or material damage may
be included.

Article XXVIII – Newsletter and Website

1. The SCO Newsletter will be known as the Courage.


2. The SCO Newsletter is published every two months to help keep Scouts and parents informed of past
activities and upcoming events.
3. The SCO Newsletter may be delayed or not available depending on the availability of funds.
4. Members of the SCO can contribute to the Newsletter.
5. The SCO has its own web site at www.cso031.schoolpad.com.ph. It contains Outfit calendar, pictures
and about past activities.
6. Scouts can download forms and find useful links to other websites.
7. The SCO website is updated every one or two months.
8. The SCO website can be change or may be deleted.
9. The webmaster of the SCO website must inform the members about changes done in the website
10. Members of the SCO can contribute to the Website.

Article XXIX – Parents Participation

1. The adults who provide supervision, support and time to make Outfit 031 a success are volunteers.
They will need your help. How you support your son and daughter outfit depends on your talent and
available time. Both mothers, fathers or guardians can give a few hours to provide transportation,
help maintain outfit equipment, be a speaker in a seminar, be a merit badge counsellor, serve on our
outfit committee or serve in some other operating as a quality unit which makes our outfit worthy of
the fine Scouts it serves.
2. The Scoutmaster will discuss with your son and daughter strengths and interests and recommend
ways he/she can use these in his Scouting activities. It will be up to your son/ daughter to decide the
goals he/she sets for himself as a growth agreement. The Scoutmaster will encourages and counsel
your son/daughter along the way. Your interest in his growth in Scouting is vital in helping him/her
to realize his personal responsibility.
3. Each Scout is asked to share the cost of camping trips. Encourage your scouts to look for jobs where
he can earn his own money for the cost of activities. “A Scout is thrifty.”

Article XXX – Outdoor Activity

1. Camping, trips and activities shall be planned for as part of the process of planning the Outfit annual
calendar of events.
2. Camping, trips and activities shall be related to Outfit meeting themes and are the responsibility of
the Crew Leaders Council.
3. Two registered adult leaders or one adult leader and a parent of participating Scout (at least one
leader must be 21 years of age) are required for trips or events.
4. The Scoutmaster, an Assistant Scoutmaster or the Institutional Committee will be assigned
responsibility for each camping, trips and event.
5. Listed are the following responsibilities which include:
a. Notifying Scouts and families, via flyer two weeks in advance of camping trip details to
include approximate cost
b. Filling camp/ facilities request forms
c. Arranging transportation
d. Accounting for necessary fees (camp fees and food costs)
e. Assuring adequate leadership is available.
f. Obtaining Permission slips.
6. No horse playing, making names, insulting fellow scout during the activities or none activities.
7. Scout must behave in accordance with Article XXII.
8. An adult leader (at least 21 years of age) must be in charge and accompany the group.
9. All trips, except short trips, should be done in daylight
10. During transportation to and from planned Scout outings
11. Meet for departure at a designated area on time.
12. Prearrange a schedule for periodic checkpoint stops as a group.
13. Plan a daily destination point.
14. A common departure site and a daily destination point are a must. If you cannot provide two adults
for each vehicle, the minimum required is one adult and two or more youth members-never one on
one.
15. No more passengers than there are seating locations.
16. Luggage and equipment fastened securely to prevent being thrown around in case of sudden stop.
17. Emergency exits clear of people or things.
18. Don’t lean out of windows or doors.
19. On overnight trips, activities, one leader should be on watch duty at all times.
20. Scouts participating in camping, trips and activities will be responsible for the cost of the event.
21. The Outfit dues do not provide sufficient funds to sponsor Outfit Camping, trips and events.
22. The adult leader responsible for particular trips, activities and camping will advise Scouts, with a
flyer/note two weeks in advance, of any camp, trips and events fee required.
23. Food will normally be the responsibility of the Crew.
24. As part of the camping, trip and activity planning process each Crew will determine a camping or
trip menu and derive a shopping list approximately two weeks prior to camping, trips and activities.
25. Scouts participating in the event will have to bring own money.
26. Fees for chaperones attending camp will be required to pay for their own participation.
27. Scouts participating in camping, trips and activity will be responsible for the cost of the events.
28. The Outfit due do not provide sufficient funds to sponsor Outfit camping, trips and events.
29. The adult leader responsible for a particular camping trip will advise Scouts, with a flyer/note two
weeks in advance, of any camp fee required.
30. In some cases, if a scout has not paid their expense in events most especially outdoor events three
days prior to the event, will be denied for his participation.
31. In some cases, if an Outfit has not yet organized things in preparation most especially outdoor
events within one week, must decline participation to avoid incoming problems.
32. Food will normally be the responsibility of the Crew.
33. A part of the camping trip planning process each Crew will determine a camping trip menu then
derive a shopping list approximately two weeks prior to the camping.
34. From the shopping list the Crew will assign a member(s) to purchase food.
35. The typical cost for a food expense per Scout is 40 pesos per meal.
36. Meals for adults who chaperone an Outdoor event planned separately.
37. Fees for chaperones of non Outfit event will be handled in case to case basis.
38. Scouts intending to participate in camping, trips and events shall be present on the Wednesday
meeting one week prior to the camping, trip and event with funds or they will not be allowed to
participate unless he/she makes prior arrangements with the Scoutmaster, Crew Leader and the
committee member arranging transportation.
39. On occasion the Outfit will practice Outfit dining rather than the normal Crew method.
40. In cases the same procedure described in Article XXX sec. 32 above will be used to plan and
purchase food.
41. Crew Leaders will prepare a duty roster for each camping, trip and post it at the Crew campsite.
42. The Crew Leader shall maintain a Crew record on menu planning and food purchasing duties to
ensure all members share in the responsibility.
Article XXXI – The Crew on Outings

1. Whenever possible Crew shall camp as individual units and practice the Crew Method. The intent is
that each Crew will have:
a. A separate campsite (tent group)
b. Its own cook stove
c. Its own cookware
d. Its own crew flag/ banner.
2. Scouts will not leave a camp site without permission of the Scoutmaster. The buddy system will be
used on all camping trips; any Scouts leaving the camp site will be accompanied by a buddy.
3. All Scouts will share in the work and duties of their individual campsites. Crew Leader or
equivalents will establish rotating schedules to assure that work such cooking, cleaning, filling
water jugs and gathering wood is done by all in fair manner.
4. All member of Outfit 031 will observe the outdoor code. This will include leaving the campsite
better than found.
5. Various forms of cooking will experienced, including individual, Crew and Outfit. Camping trip
format will be determined by the Scoutmaster and will depend on the other activities scheduled.

Article XXXII – Visitors on Outings

1. Adult family members are encouraged to participate in Outfit camping trips. Guest will pay the
same camp and food fees as other members of the Outfit.
2. Guest will be expected to provide their own camping equipment i.e., tents, bedding. The Outfit may
be able to provide some equipment but requirements shall be identified in advance and the Outfit’s
ability to respond will depend on the number of members participating in the event.
3. Prospective Scouts may be invited to attend camping trips/ events in accordance with the BSP
regulations. A Scout intending to invite a guest for a camping trip will notify the Crew Leader,
Senior Crew Leader and Scoutmaster to insure the guest is factored in the planning for logistic
support.
4. A permission slip from the parent authorizing the guest to attend the event and a medical release
form authorizing the treatment.
5. Non adult female guest under 18 will permitted on overnight camping trips if they have parental
permission and on site supervision by parents on at least one of the parties.
6. Under no circumstance will unmarried male and female campers share tents.
7. Scouts will not allowed to sleep alone on the first two campouts they attend or more at the
discretion of the Scoutmaster.

Article XXXIII - Equipment

1. Outfit 031 responsibility is to secure adequate communal outdoor gear. The outdoor/ activities
chairman shall work closely with the Outfit quartermaster to maintain the Outfit equipments with
adequate repair and storage.
2. Equipments are categories based on the following:
a. Personal Equipment – Includes items such as pack, sleeping bags, individual cooking and
eating utensils, canteen, flashlight foul weather gear, etc. Scouts not in possession of
personal equipment, safe for the conditions of an event, shall not be allowed to participate,
i.e., rain or cold weather clothing, sleeping bag suitable for the climatic conditions, etc.
b. Outfit Equipment – Generally limited to those items necessary to provide for group
activities, special events and to support adult participation at camping trips; dining fly,
tarpaulins, ropes, saws, camp shovels, etc.
c. Crew Equipment – The Outfit will provide each Crew the major portion of available
equipment to include small group items such as chef kit, large cooking pots and pans,
lantern, stove, propane bottle with hose and tree, Crew box, dish pans etc.
3. Equipment should be control based on the following:
a. Each Scout is responsible for the purchase and use of his own equipment. It is strongly
recommended that individual equipment be labelled or etched with the Scout’s name, initials
and or identifying mark to avoid disputes over ownership of similar items.
b. The Outfit Quartermaster is responsible for storage and control of Outfit equipment. The
Outfit Equipment is issued to the Crew Leader, Assistant Crew Leader or Acting Crew
Leader and is returned to the Outfit Quartermaster in clean usable condition.
c. For use by members of the Crew. Each item shall be marked with the Crew number and
stored in the Crew box or locker.
4. The duties and responsibilities of the following personnel involved in the safe keeping of the
equipment:
a. Committee Quartermaster
i. Supervising the Outfit Quartermaster in the responsibilities of this duty.
ii. Providing recommendations to the Outfit Committee on equipment purchases
iii. Overseeing one major project which the Outfit Quartermaster must perform during
his/ her tenure.
iv. Instructing the Outfit in safe use of all Outfit equipment and others.
b. Outfit Quartermaster
i. Outfit equipment, under the guidance of the Committee Quartermaster.
ii. Ensuring that an accurate inventory of Outfit equipment is maintained and that
equipment is stored in a clean, neat and orderly manner.
iii. Issuing equipment for use by individuals or Crew.
iv. Ensuring that equipment is returned in a clean and serviceable condition
v. Making recommendations concerning equipment and it use to committee
quartermaster.
5. The Crew Leader of Assistant Crew Leader will check out and return Outfit equipment used by the
Crew and will assure that it is returned in a clean and usable condition.
6. The Outfit will furnish compressed gas (propane) stoves and lanterns for all camping trips. These
items will be operated under the supervision of knowledgeable adults and in accordance with the
Guide to Safe Scouting and the regulations of the camping trip facilities.
7. Liquid or propane fuelled heaters are prohibited at Outfit camping functions.
8. Lanterns and or stoves shall not be operated inside tents under any circumstances.
9. Crew Leaders, under the supervision of their Assistant Scoutmaster, will hold Crew inspections for
all Scouts of their Crew, attending an event, prior to departing the meeting place. Concerns with
serviceability of a Scout’s personal gear will be brought to the attention of the Scoutmaster. Scouts
not in possession of personal equipment suitable for the conditions of the event will not be allowed
to participate, i.e. rain or cold weather clothing, sleeping bag suitable for weather conditions.
10. All axes, saw, and hatchets shall be kept in an approved sheath when not in use. The Outfit
Quartermaster will ensure that only equipment which has the required safety sheath is issued.
11. Personal sheath knives are not authorized at any Outfit Activity.
12. Willful damage to property is a violation of the Scout Law “A Scout is trustworthy” Any Scout
wilfully damaging Outfit, Crew or personal equipment will be subject to committee disciplinary
action and afforded the opportunity to replace damage equipment.
13. Accidental damage to equipment will be investigated by the Outfit Quartermaster under the
supervision of the Adult Quartermaster. If determined the accident was a result of negligence the
negligent party shall be afforded an opportunity to replace the damage equipment.
14. Gear damage or worn through normal wear and tear will be replaced by the Outfit as recommended
by the Adult Quartermaster.

Article XXXIV – Fundraising

1. Fundraising activities are made available to the Scouts to earn funds to finance their Scouting
events.
2. At any time a fundraiser is undertaken by the Outfit and calls for volunteer time from the scouts, the
Outfit profits will be pro-rated based on time put in by the scouts. It is the Scout’s responsibility to
sign-up volunteer and to sign-in/sign-out during the fund raising event.
3. In the spirit of Scouting, a scout and his family are encouraged to participate in these service
projects as much as possible. It shows community involvement and brings pride in the Outfit and
the Scouting program in the Philippines.
4. Profits are divided unless otherwise specified, in this manner: 25 percent goes to the participating
scout’s and 75 percent goes towards the Outfit.

Article XXXV - Finance

1. The SCO’s funds shall be classified into Trust Funds and Special Funds. Trust Funds shall be
consist of the Membership Fee, the amount of which shall be regulated by the BSP in consultation
and with the approval of the Institutional Representative but in no case shall it exceed the limit set
by the Department of Education in an appropriate official issuance. The Special Funds are funds
that come from donations, sponsorship, fund-raising projects and or any amount derived from
legitimate sources.
2. All receipts of moneys from all sources shall be evidenced by acknowledgement receipts.
3. A monthly report on the receipts and/ or collections made duly signed by the appointed Outfit
Treasurer and the Senior Crew Leader and noted by the Outfit Adviser shall be posted on the SCO
bulletin board and submitted to the Institutional Committee.
4. The SCO shall deposit all funds received and collected immediately to a reputable bank under the
account of the SCO.
5. The organization may accept cash donations from any member or any public or private person or
institution, as long as it will not affect or compromise the integrity of the Outfit.
6. The SCO may undertake fund-raising activities to subsidize its projects or activities.
7. The SCO shall enjoy the freedom to determine its priorities in the disbursement of its funds,
provided that it shall be actually, directly and exclusively used to support and/ or finance the SCO
programs, projects and activities.
8. All disbursements and bank withdrawals shall be made in accordance with the programs, pjects and
activities of the SCO as embodied in the yearly action plan duly approved by the Institutional
Committee.
9. The Senior Crew Leader and the appointed Treasurer shall be the signatory of all fund
disbursements and bank withdrawals of the SCO. All fund disbursements and bank withdrawals
must be accompanied with an SCO resolution duly noted by the Outfit Adviser and all expenses
supported by official receipts. The Institutional Committee shall provide a copy of all resolutions
relative to the disbursements made.
10. The SCO, through the appointed Treasurer, the SCO shall liquidate expenses before another
disbursement or bank withdrawal shall be authorized. Funds of the SCO shall be audited at the end
of the term of the SCO and at the end of every activity.
11. Financial statements shall be posted in the SCO bulletin board every month, printed in every issue
on the newsletter or website and furnished the Institutional Committee.

Article XXXVI - Amendments

1. This Constitution and By-Laws may be amended or modified in full or in part once every three (3)
years from its official issuance.
2. The Senior Scouts of Caloocan High School Organization, the Council and/ or National Scouting
Committee may propose amendments. Such proposal shall be carried through a resolution duly
signed and concurred in by a majority vote of the SCO officers, Council and/ or National Scouting
officers concerned.
3. Amendments to this Constitution and By-laws shall take effect immediately upon the approval of
the Institutional Committee.
