Community Impact Statement for Parkdale United Church Representative: Rev. Dr. Anthony Bailey Coordinating Minister Statement: This statement reflects views from the community and from me. We will not be seeking restitution. It is clear to me and to our community that given the racial epithet and hate-filled symbols used to attack and desecrate our Church building, the offender intended to cause emotional harm and distress. It was hurtful and outrageous. Between a quarter and a third of our congregation is black. However, as an intercultural congregation of Jove and faith, we all stand with each other, and in the words of Dr. Martin Luther King Jr., “what affects one directly, affects all indirectly”. In speaking with and consulting many members of the congregation, as well as others who use our building, including children and youth, Ihave had reported to me the following kinds of comments - With this second racist attack this year, I am feeling more vulnerable when I come to the church for worship, meetings and events; - Lam now more vigilant Tam sad and heart-broken - We do feel fearful for our minister Rev Bailey, because he seems to have been particularly targeted. We are praying for him and are proud of his leadership - [feel less secure in my own church...this is supposed to be a safe place 1 feel more worried now 23 Tam outraged, hurt, angry and saddened by this attack Tt has made me feel like the church is more vulnerable now T want to protect my church - wish this person would come to meet us and see we are nice and loving people I feel like some of my safety has been taken away I feel offended because whoever did it is comparing us to Nazis because they were horrible - Iam afraid people will start thinking these actions are ok - I feel so encouraged by all the people who are standing with us because they oppose what was done - As terrible as what this person did was, look at all the good and coming together that has come of it Weare seeing that we are uniting with Muslims and Jews even more because of this....that is a positive thing Personally, this racist and hateful action of the offender caused me some emotional and psychological distress. It acted as a trigger for the memory and trauma of the murder of my brother John in Montreal some decades ago. It was a racist attack against him and me. Four men charged us with knives having yelled let’s go kill these ‘Ni****rs’, He bled to death in my arms on the street before help could arrive. So the use of the same epithet in the graffiti was traumatizing. I have to concede that I have had to be more personally vigilant and alert, knowing that I was being targeted in this way. It sometimes weighs on my mind. In spite of this I am tremendously impressed with the support we have received from the wider community. The offender’s unintended impact was to unleash a generosity, love and solidarity that is not only impressive, but also showing signs of becoming more and more enduring. 24 Also, I am undeterred in speaking out and standing up for love, respect, welcome, and justice. I unapologetically privilege hope and reconciliation over hatred, division and hyper suspicion of others. The offer of a restorative justice process to the offender, that I made clear in the media was testimony to the trust and commitment I have to the teaching of Jesus to “love your enemies and pray for those who persecute you”. Economic Impact Economically-speaking, our congregation will incur expenses since the Police have strongly recommended that we install additional exterior lights and cameras along the Gladstone ave and Parkdale ave sides of our Church building. We are in the process of gathering quotes for this work. Also, we have no way of telling what groups or individuals may have decided not to rent space from us due to the racist attack. Perhaps they may have felt this is not a safe venue for their event. Thave me! ed above some of the community’s security concerns as well as mine. I happened to see the racist graffiti attack being aired on the news. I was very upset by the actions of the perpetrator on each of the places of worship, it was shocking. The hurt I felt for each of the individuals within these religious buildings was lessened when I heard Rev. Dr. Anthony Bailey give his response to the crimes committed. His response reflected my own thoughts and feelings on how this young individual should be treated, which in turn lead me to Parkdale United. I would like to see part of this young person's sentence include an attendance to a service in each of the places of worship, if indeed that is what they would like. He took the opportunity to show his hatred on the outside of the building, now let him come inside and see the love within. Let him know that paint, etc 25 cannot destroy our faith and that we willingly forgive him. He could attend our service without anyone knowing who he was, the lesson is for him to learn and to grow in a healthy direction. Rosemary I just want to state that this was really a wake-up call from my complacency that this sort of hateful behavior is happening in other places in the world but does not happen to our church - Parkdale United. We are a church of love and justice trying to live in a way to help not only our members but our community, We feed the needy and help the poor in so many other ways. This shocking action jolted me out of my comfort zone toa realization that I could be shot in church. The place where I felt safest became as one of those churches or mosque whose people have suffered the wrath of one person riddled with hate and anger. But we trust in God who did not promise us to be on earth forever. He already knows how and when we will leave this earth. We need not worry. So I continue to pray for the young man, our members, our community and the world at large with all its troubles. On any giver day, there are several hundred people who come onte the campus ard ullize the facies. (On Sunday morning, November 12th, | received a phone cal! at home to let me know that Kehilat Beth Jerael, a synagagoue cf wh ch | am 2 memoer, had beon painted with swastikas and vile anti-Semitic and racist graffi. itwas upsetting news and the pictures were deeply disturbing. We immediately activated our securty protocols. it was upsetting, bt unfortunately something with which Jewish communities have previous experience. (On Teesday moming, November 15th, | woke to the shocking news that the home of a community member has been similarly attacked. An attack on the home of a private citizen was not something our comunity had ever previously experienced, In fac, | believe it is unprecedented escalation. While | did not acimit this to anyone, as a visibe leader in the Jewish community, was personally ‘frightened, and felt vulnerable since | ive alone. For many cays and weeks. | weke up every morning after a restless night's sleep and felt apprehension as | operied my front docr for fear of what I might find, AE night, {as | arrived home, [faced a moment of dread at what might be on my door. ‘On Thursday November 17th, | received the news of yet another attack ir the middle of the night, this ime at ‘Congregation Machzikei Hadas, another relgious institution of which | am personally a member. I came out of that experience emotionally disturbed, physically crippled, financially handicapped and { am afraid for the future. The graffiti brings back all the horror and trauma I lived through, ‘What can be done to put this horrible repetition to a stop? All those years I worked diligently to assimilate to Cansdian customs and I enjoyed it and 1 hope that we will be able to maintain a peaceful life for us and everybody. Hatred does not help a good life. It brings me back to the beginning and the memories of my trauma are coming back in nightmares. [ have nightmares. I do not sleep at night. | am fearful for my safety and the Jewish community. f do not want to give my name in fear I will hurt my children’s safety and | live in the shadow of thet. My tears run as I give this statement. at fror jish yout! 1 can cleaty recall the moming | woke up and read about the disturbing incident that shook our community to the core. My immediate reaction was that of shack and dismay. The image of a Swastika crudely painted on the walls and doors of some of the most notable landmarks of our Jewisn Commundy in Ottawa rough back long forgetten endomment fears of Europe in the 1830s and 40s. | have always considered Canada, and partculary Ottawa, a haven, where any person may fely practice their preferred feth and religion, as ‘2 constiutional ght, without fear of discrimination o- persecution. Ottawa, which has been my home for over sixteen years, always offered a sense of safely and security relative to some of the other major cites Canada. This safety and security has now been putin jeopardy as a result of hateful acts of intolerance and bigotry. A significant number of my relatives have perished in the Holocaust as a result of such Ant-Semiic ‘acs. | trust that the Canadian authorties will root out any such Anti-Semitic and racist sentiment from our society before it escalates into a problem that is out of our contro. fim Impact ish wo! - This past November | had the privilege as Chair of the Jewish federation of Ottawa to act as one of the leaders of a trip of 36 Ottawa women to Israel. Many were visiting Israel for the first time. All are mothers with young children who made the challenging choice of leaving their children and partners at home to explore their history and heritage for 2 weeks. One highlight of the trip is the ceremony at Which we each receive our own personal prayer book. It is donated and individually inscribed to each one of us from a previous participant of the trip. It is so incredibly special and meaningful. And after you receive your “siddur" as it is called / you then walk a8 a group to the western wall for the first time in Jerusalem / our holiest site to pray and celebrate and feel uplifted and connected. Just after the first few received their prayer books amongst tears of joy / it became my unfortunate 32 responsibilty to advise our 36 women of the anti Semitic incident of graffiti at rabbi Anna Miranda's home. At one of the most special spiritual and poignant moments of our trip | had to share this news with our group as posts regarding it were already appearing on Facebook and it had to come from me first. The fear, shock and tears were heartbreaking. Here they were so far from home, missing their loved ones, yet immersed in this wonderful experience, when the news shook them back to the reality that only for the fact that we are Jews, we are targets of hate. They were so upset that they weren't able to be at home to convey calm and the appropriate messaging to their children. ‘The impact on the 36 of us as a result of these hatred acts was magnified and exacerbated by physical distance, time change and our daily Jewish experiences including a full day of holocaust education and remembrance. Many of the women had family murdered in the holocaust including me. This brought it all too close to home. No one should have to live in fear for their children and themselves because of acts like this. The impact on all of us and our families will forever form a part of the memories of that trip. 33 Victim I from the ‘At 6:30 AM Friday November 18th | received a call from imam Samy Metwally, the Imam of the Ottawa Mosque. ‘The message was very disturbing and shocking, he told me in a fearful and very conceming voice that there: is a hateful painting “graffiti” on the south entrance door of the mosque and the side wal of the mosque. It took me few minutes to get out of the state of shock, disbelief and deeply fearful thoughts for the safety of the community, kids and vulnerable members coming to the mosque for their peaceful prayers. | got dressed and drove to the mosque. On my way to the mosque | was trying to locate a store selling (graffiti removal products to remove this hateful message to minimizeits impact on the community and the Volunerable groups who comes to the mosque for different activities. ‘My goal was to minimize the negative impact on the community and not to give the opportunity to this hater. individual to deliver his message or negatively impact the community feal of safely, peace and belonging at their own place of worship. Most importantly not to engrave the hateful message of islamophobia and exclusion in the minds of the new immmigrants, refugees, children and community members who are stil trying to build their own ifs in their new home. Also | had a major safety concem as the mosque was hosting two fund raising events organized by high ‘schoo! students. One was organized to provide winter clothing for the homeless and the second was to hel ‘supporting the needy schoo! kids facing poverty. My main concer was the safety of these kids as they will sset alone outside the mosque during the Friday service. Out of my fear for their safety, it came to my mind ‘many times just to call them and give them the very disappointing news and cancel the two events. When | arrived to the mosque, | found a member of the Ottawa police oficer, the imam and few members of the media standing outside the mosque. At this moment, it was the frst time my eyes catches the hateful graft painted at the door of my peaceful place of worship. Deep in my heart i felt the pain and { had to stop for a mornent to gather my thoughts and just to be abl to breath normaly. ‘When i say the hateful painting, | fet anger, discomfort, sadness and a momentary loss of belonging to my ‘own home. | was thinking how this hateful message was damaging to the community sense of belonging end insutting tc my religion linfew moments, | realized | had to gather myself and hide my own feeling to see what can be done to minimize this message damaging impact. | went to the few community memebers and officer standing outside the mosque, We talked for few minutes and checked that everyone is safe and there are no more damages or hateful drawings or messages on the Imam house or the property beside the imam house. ‘We had some relief by not finding any more damages on the Ottawa Muslim Association properties. 34 ‘ounly bauR w une Uarnaged mosque enuance, just joKing aL UIE paNUn arte UIE 1S cannot be done except by a criminal minded individual, ‘The minute the police gave us the clearance to start removing the painting, we started removing it as quickiy ‘a8 we can as the Friday prayer was approaching and we will be expecting over 800 worshippers from all ‘ages for the Friday service. It tock us almost one hour to remove most of the painting fram the doors, At 9:30 AM after making sure mos Of the despicable painting is removed, | had to leave to my work as | was almost 2 hours late already. After this hateful and extremly disturbing incident, everytime i receive a cail from the imam or the Ottawa mosque office, my heart just jump of fear expecting the worst. ‘So many times, | would change my schedule and daily routine just to go to the mosque to make sure everything is fine and the building and worshippers are secure. Hy hush td ond 36 16. | agree that my actions have caused some persons of the Black, Christian, Jewish and Muslim community to fear for their personal safety and the safety of their loved ones and hurt them emotionally. fer of. ice 17, | understand that the Crown was willing to consider no jail if | was willing to engage in restorative justice and work with the impacted communities. The Crown had the support of Dr. Anthony Reverend Bailey, Ms. Andrea Freedman, Rabbi Eytan Kenter, Rabbi Idan Scher, Rabbi Anna Maranta, and Mr. Ahmed Ibrahim, as representatives of the Black, Christian, Jewish and Muslim communities. ‘On agreement of the Crown to keep the contents of the conversation between Dr. Anthony Reverend Bailey and myself confidential, and not use it against me if there was a trial”, a meeting was arranged between Dr. Anthony Reverend Bailey and me at the detention facility in December of 2016. | considered the offer of collaborative Justice and rejected it. The contents of the discussion are confidential on consent of ‘the Crown and with the agreement of Dr. Reverend Anthony Bailey, 19. All the community leaders of Jewish and Muslim faith extended the offer of collaborative justice that Dr. Reverend Anthony Bailey had. For example, Rabbi Eytan Kenter, Rabbi Idan Scher, Rabbi Anna Maranta, and Mr. Ahmed Ibrahim, were willing to meet with me or have their representatives meet with me. Nevertheless, | understand that at this time the Crown is seeking to have me sentenced as an adult with two years in jail less presentence custody, three years of probation and/or potentially a Long Term Supervision Order if the Crown considers that to be appropriate. 21, Dr. Fedoroff met with me for about two hours on January 28", 2017. Dr. Fedoroff writes: ‘Asked why he chose the synagogue he targeted, he commented, “It could have been a church or mosque, but I prefer synagogues because | get a better reaction." Asked why he did it he said, ‘Why not? I wanted to get my point across that not all people will be like everyone else. | was trying not to get caught and when ! got away with the first one, | realized it was easier than it looks. After | went to bed and slept fine. Nothing happened. " | asked him why he changed religious buildings and he replied, “There are only so many synagogues in Ottawa.” He added he had chosen the first synagogue purely because it was convenient to where he had been staying. Again, he said he spray painted swastikes, He sad he targeted the church and mosque, simply because they were close together, and because he thought the police were monterng him. Report of Dr. edoroff dated January 28°. 2017, page 3 38 understand that I don’t have to agree with Doctor Fedoroff and my lawyer may seek to cross-examine or question Doctor Fedoroff at the sentencing hearing. 24. | have a youth criminal record and involvement with police as a youth. The Crown says the following about it: August 18", 2016 conviction for one count of assault in October-November of 2015 which he received months and a discreti ‘bition order” ‘The assault was against one Di] AMEE. 2 fellow student of the accused at HHMI High School. Despite having no prior enmity, as of October 2015, the complainant indicated that the accused would follow him around, never speak to anyone else, and would repeat the complainant's home address. [NN scratched a swastika into his binder and damaged it with screws, made sexual comments and made Jewish and Nazi references. It appears that although David Armitage is not Jewish, for some reason [MN subjected the complainant to anti-Semitism. Over the course of about 3-4 weeks from late October to late November of 2015, the complainant reported that he was punched on 3 separate occasions, twice in the stomach and once in the back. He suffered no physical injuries. During this time line the complainant also reported that (NII stared at him and held a tool while making a stabbing motion and a motion to slit the throat. 25. | agree / isagree (circle the choice) with the above facts. If | disagree with the above facts, the Crown may try to have David Armitage testify at the sentencing hearing and I may oppose it. 26.
