1.Introduction
1.1 ATECOs business interests spans into Generators, Physical & Electronic
Security, Banking Automation, Business & Home Automation etc. ATECO
has evolved as a Systems Integrator due to its strength in engineering
practices in all related disciplines including Design, Application
Engineering, Planning, Quality Assurance, Project Management,
Installation, Application Programming, Commissioning and Product
Support.
1.2 ATECO undertakes and performs the installation of the Smart Fence
Sensor Line for HBN2 Project.
1.3 The installation shall be done as instructed by AIS
1.4 The Project shall be conducted to the highest possible standard and in
full co-operation with AIS, ADCO, the End User and all other third parties
that may be required for successful performance of the Project.
2. Scope of Work
ATECO involvements in the SOW for the HB2NP project are given below.
The safety plan will be prepared by the HSE Officer in consultation with key
members of the project team. The safety plan will be authorized by the Division
Manager / Project Manager who will sign off on the safety plan.
To ensure adequate control of this safety plan the distribution of the plan will be
as follows:
(ATECO /Mr. Bosco Paul and Mr. Manjeet Singh) Site Supervisors (Held on site)
AIS Representative.
Reports to the Division Manager regarding overall progress and other matters
regarding the Project.
Report to the Project Manager for all document related things for the project.
Project Engineer-QA/QC (Syed Ameeruddin):
He is responsible for the execution of the Quality Management System
requirements and is direct line with AIS and authorized to act in behalf of ATECO
to AIS Representative on QA/QC Matters. He is responsible to check all the
materials as per the client requirements before submitting the WIR. He is also
responsible for the quality of work during the entire project process.
HSE-Engineer (Solkettan P):
Assisting the Site Engineer/ Site foremen to develop and implement the
Workplace/ Occupational Health Safety and Rehabilitation procedures.
Communicating safety performance to the Engineers/ Site Supervisors.
Providing advice and assistance on OH&S to all employees.
Monitoring OH&S legislative requirements for the trade package.
Monitoring compliance with safe work procedures.
Coordinating rehabilitation/ return to work for injured employees.
Reviewing & reporting safety reports and inspections.
Preparing and participating in safety meetings and programs.
Facilitating Tool Box Talks on a regular basis.
Insisting on correct and safe practices at all times.
Preparing and conducting project safety inductions.
Investigating and developing new OH&S initiatives for the trade.
Conducting accident/ incident investigations.
Communicating with the WHS/ OHS&R Site Manager on matters relating to
health and safety.
Facilitating the maintenance of all records as required under this system
participating in regular work place inspections and ensure that any
improvements resulting from.
Understand fully the specifications and drawings related to the works. Achieve
targets as shown in project schedule by setting out priorities, obtaining necessary
The Project Engineer, Site Engineer and Site Supervisors are ultimately
responsible for Workplace/ Occupational Health Safety and Injury Management
(WHS/ OHS & IM) and their duties include:
Defining the WHS/OHS & IM responsibilities for key position holders in the
organization.
Implementing WHS/OHS & IM procedures in HB2NP site.
Managing compliance with WHS/ OHS & IM legislation, regulations,
standards and codes of practice.
Ensuring that all staffs are adequately trained in WHS/OHS & IM.
Establish WHS/OHS standards for all HB2NP site.
Provide the resources to implement WHS/ OHS practices effectively.
Monitoring, reviewing and reporting the WHS/OHS & IM System weekly &
monthly to the Project Manager & (AIS) HSE Manager.
Report to Project Manager/ Project Engineer for all site related safety issues.

5.1.1 ISO 9001:2008 - The ISO 9001 is the foundation for our Quality
Management System. The adoption of ISO 9001 ensures a strong foundation for
well-established processes and a Quality Management System that supports
continual improvement, business growth and efficiency. ISO 9001 requires
documented procedures for:
Control of Documents;
Control of Records ;
Control of non-conforming products / services;
Corrective and preventive actions;
Internal Audit.
5.1.2 ISO 14001:2004 - The ISO 14001 is a standard for the environmental
management elements of the Integrated Management System. The addition of
ISO 14000 provides a framework for conducting business in an environmentally
responsible manner. Our core EMS procedures are:

5.1.3 BS OHSAS 18001: 2007 - The BS OHSAS 18001 is a standard for the
Occupational Health &Safety Management elements of the Integrated
Management System. The addition of BS OHSAS 18001:2007 provides a
framework for conducting business in an atmosphere which is safe from the point
of view of occupational health and safety.
The links between the ISO 9001, ISO 14001 & OHSAS 18001 elements and our
integrated system procedures are illustrated by the index of ISO, EMS & OHSAS
elements and our procedures.
Required processes along with the supporting processes have been identified,
logically sequenced, and mapped to effectively implement, maintain and
continually improve the Integrated Management System. Some of the important
processes are;
Where we have chosen to outsource any processes that can affect the conformity
of product / service requirement, we ensure that such processes are controlled.
Such processes and their controls are identified in the appropriate procedures.
Internal meetings.
Display at prominent locations throughout the workplace.
Through training programs conducted for the employees from time to time
and during induction for new employees.
All contractors / subcontractors engaged by us to perform any activity on
our behalf, are apprised of our Integrated Management Policy. Information
about our IMS is an integral part of the contract document. It is the
obligation of the contractors/subcontractors to ensure the activities carried
out by its employees are in accordance to our IMS policy.
IMS policy is made available to the public / interested parties by posting at web
sites. Additionally, a printed copy of the policy will be made available to the public
/ interested parties on written request to the Management Representative.
First-Aid kit will be carried out in all ATECO staff vehicles, which the personals are
involved in
HB2NP site.
All work injuries and illnesses are to be reported to one of the following:-
a. Site Manager
b. Project Engineer
c. Safety officer / Site Foremen/ Supervisor
d. Office
Initial first-aid treatment is only to be applied by the Site Manager / Project
Engineer
Project Engineer is to evaluate the seriousness of the work injury or illness
and determine whether further treatment is necessary offsite.
If further treatment is necessary determine how the patient is to be moved.
Management to arrange or take the patient to the doctor or hospital for
treatment
Or ambulance required taking the patient to hospital.

An adequate number (and relevant type of fire extinguishers) will be carried out
in all ATECO staff vehicles, which the personals are involved in HB2NP project.
This requirement will apply without except on to any hot work such as coring and
drilling. ATECO / Project Engineer will ensure all personnel carrying out hot work
are fully trained in the use of extinguishers. The fire extinguishers are to be
serviced and maintained by competent persons and are cord completed and
Dust masks, safety glasses, face shields, gloves, harness, ear plugs, ear muffs,
etc, will be made available where ever there is a requirement. Personal Protective
Equipment is to be looked after if it is damaged, it does not do its job properly and
does not protect you. UV cream, hat brims, shirts and eye protection (clear &
tinted) will be supplied to all employees as required. It is recommended to use all
U.V. protection whilst working in the sun. If you are not sure how to use the
Personal Protective Equipment supplied to you, ask your supervisor. All workers
will be instructed in the use of personal protective equipment, especially hearing
protection. They are also supplied with and are instructed on the use of the
following:
All rubbish and off-cuts will be removed and or stored correctly so as to provide a
safe and clean working environment. An untidy work area causes accidents,
inefficiency, and creates fire and other hazards. Use receptacles provided and
remember that there is a place for everything and everything belongs in its place.
Do not throw materials or equipment of any kind down from elevated work areas.
Do not leave it lying around working areas for it may cause someone to trip and
cause injury.
Within the organization, communication takes place among the various levels and
functions through e-mail, memos, notice board, and internal meetings. We use
these communication channels to keep the workforce informed on our EMS and
OH & S performance, investigation results of incidents, progress and
improvement in all areas concerning quality, environment and health & safety,
achievement of IMS objectives, action point arising out of MRM (Management
Review Meeting), relevant part of external and internal audit findings, complaints
from customer & Interested parties and associated corrective actions, product,
service and process non conformities.
2 External communication
The information about our companies, the range of products and services offered
by us are given to the AIS through;
Project Manager of ATECO becomes the focal point of all communications with the
AIS. All correspondence is therefore routed through Project Manager only.
Communication with AIS within the works place is mostly through the E-mail, Fax
or in the form of letters. For all communications related to Integrated
Management System, an acknowledgement is obtained. Acknowledgement may
be through e-mail or by fax or in any other written form.

HSE Policy
HSE POLICY
It is the policy of ATECO to conduct its activities in such a way as to take into account the
health and safety of its employees and clients and to give proper regard to the conservation
of the environment.
On Health:
Conduct activities in such a way as to prevent harm and occupational illness to the
workforce.
Provide Medical assistance at all work locations.
On Safety:
Make every effort to prevent all accidents, fires and injuries.
Provide appropriate training to employees.
Develop procedures for enhance the work practice.
Conduct regular meeting to review HSE performance.
Minimize road related accident/incident.
Committed to provide PPE at free cost.
On environment:
