RESEARCH PROPOSAL

1.0 Introduction

Petaling Jaya (PJ) facing a serious urban transport problems, due to the increases in population in
urban areas as a result of increasing of population and affects from sub-disctrict urban population such
as Shah Alam, Klang, Kuala Lumpur and Subang Jaya. The increase in the number of motorized
vehicles and in the commercial and industrial activities has further added to transport demand in
Petaling Jaya urban areas. In many cases, this demand has outstripped the existing road capacity. This
is becoming more and more evident in the form of greater congestion and delays, which are
widespread in Petaling Jaya urban areas and indicate the seriousness of transport problems. A high
level of pollution is another undesirable feature of these overloaded streets.

The rapid population growth in Petaling Jaya has not only increased the number of sales of cars, it has
also caused severe traffic congestion for the residents of Petaling Jaya area over the past few years.
The congestion get worse during peak hours between 0800 to 1000 and 1700 to 1900 throughout the
urbans major inbound and outbound routes. Most of the vehicles on the road are private cars and
mostly occupied with one or two passengers.

Traffic congestion is only one the negative impacts besides air pollution and accidents that could be
identified visually, there are many other impacts which are invisible. While people get frustrated for
being caught in the middle of traffic jam, it brings inverse impacts to the environment simultaneously
and the time wasted waiting in the car. How can people lives improve with a better public
transportation system?

3.1 Public Transportation

Along with the increase of the population and the development of the industries and urbanization, the
urban area in Petaling Jaya is extending day by day and the interactions between people in the urban
area are more frequent than the past days; therefore, the public transportation is an important means to
connect the people to each other. The basic purpose to develop the public transportation is to help the
citizens to make a trip easily and ensure the normal operation of the fundamental social organizations
and their activities. Nevertheless, the experiences of a number of cities around the world have
revealed that the advantages brought about by an effective public transportation service are not only
on this aspect, it also brings enhancement to the city environment in a quite comprehensive range.

Public transport, also called public transit, consists of all shared-ride transport service systems in
which passengers do not travel in their own vehicles. The public transportation available in Petaling
Jaya area is consists of public bus, Light Rail Transit (LRT), taxicab services and any system that
transports members of the public. It shows that LRT and public bus is more utilized by the public
because of its lower in cost and much more competitive.

3.2 The Coexistence of the Public Transport and Private Car

Beside the public bus and LRT service in Petaling Jaya, the existing private cars in Petaling Jaya
cannot be neglected and it is impossible to create a zero-private car in the urban areas. In fact,
coexistence of public transportation and private car is possible. For instance, people can take public
transportation to go and back from work during weekdays to avoid congestion whereas they could use
their own cars for leisure purposes during the weekend. Through this way, the number of private cars
in the future can be reduced gradually starting from reducing the utilization of private cars today. The
increasing amount of car within urban areas in Petaling Jaya will create the problem of congestion and
hence will become a threat to economic growth, poor air quality, noise and global warming.

As an overall, the issue on urban transport problems can be summarized as Figure 1 below where the
3 major problems on congestion, pollution and accidents where the main alternative measure is to
increase on public transportation services.

4.0 Research Objective

There are 2 main objective of the study;


a) To study the issues of the existing public transportation service in Petaling Jaya.
b) To propose suggestions to enhance the existing public transportation service in Petaling Jaya.

5.0 Scope of Research

This study proposed to examine the insufficiency of the existing public transportation service in
Petaling Jaya area. These include the appraisal of the existing public transport such as bus service,
Light Rail Transit (LRT) and other public transport mode by operators and the identification of
relevant factors or issues that influence the development of public transport in Petaling Jaya.
