Abstract In recent yearsas issues including the crossStrait political arrangements under the special
condition that the country is yet to be reunified and the construction ofOne CountryTwo Systemsmodel in
Taiwan becomes more and more significantand the problem of powers arrangements also become the theoreti-
cal research focus and principal contradiction in the practice ofOne CountryTwo Systems. With the com-
parison and analysis on the authorization systemand separation of powersin the practice of One Coun-
tryTwo Systemsthe article puts forward a basic contradiction during the construction process of One
CountryTwo Systemsmodel in Taiwan and makes further deliberations over current related researches
