NARRATION:
The POLCOM was created in order to
professionalize the level of service of the police
force by raising the bar of efficiency to top-notch
quality service in the organization, administration
an d operation of the local police agencies.

Through the years, the commission went through
various stages of organizational restructuring. In
1972, POLCOM reorganized and became the
National Police Commission or NAPOLCOM. In
1975, under the Office of the President, it was
transferred to the Ministry of National Defense
by the declaration of the Police Integration Law.

Article 16 Sec.6. To implement this
constitutional provision, Republic Act No. 6975
was enacted on December 13, 1990, the
Philippine National Police was established under
Department of the Interior and Local
Government. A new and improved NAPOLCOM
was created within the DILG. And on February
25, 1998, Philippine National Police Reform and
Reorganization Act of 1998 or RA No.8551,
strengthened the power of the commission to
exercise administrative and operational
supervision over the PNP.

through various functions and powers, some of
which include the development of policies, the
recruitment and admission of qualified police
force, the inventory and audit of personnel,
facilities and equipment of the PNP.

It is very important that you have systems
and procedures in placed, so that things are,
services are delivered to the public on time.
They dont suspect you of anything
especially in this agency where there are a lot of
financial transactions, because you provide
benefits to dead policeman, living policeman
who have been victims of certain violence in the
course of their work.
So its very important that the public
knows how we do things and that we do things
properly, without being accused of you know,
corruption, things like those.
With PGS, I think when you systematized
everything, and even the employees know their
respective role, then you are able deliver efficient
service to the public, to the police, to the widows
of the policemen, which are our principal client.

The creation of the Philippine National Police,
defined the function of the police, One is the
peace and order function, the other one is public
safety, but there was the third one.

 The way I look at it, the reason behind is that,
pag nag-fail ang delivery ng basic services, there
will be crimes.

If you deliver the basic services, the trust and

confidence will develop. In the organizational
aspect and the dynamics of CSOP, it is the
triumvirate.
It is the executives, which is the local
government and different agencies, the law
enforcement and the community. And the most
critical here of course is the community. If you
look at a positive or a successful program related
to CSOP, so you have to get the trust and
confidence of the community.

They have to participate. And they have to

realize the relevance of their roles in
prevention. They must know what to observe and

 whom to call.

Thats a simple you know, being interested,

reporting garbage, or even by yourself you know,
have the community and say it to them. Police
have to say that. And who can see this, as far as
the government is concerned, pulis kasi nag-
patrol siya e. And the organization of police, siya
lang aabot hanggang barangay.
