Introduction

TheDistrictshallprovideappropriateeducationalservicesinordertodevelopthepotentialgiftswithin
eachchild.Giftedandtalentedchildrenarethosewhohaveevidencedhighperformancecapability
incognitiveabilitysuchasintellectualoracademicachievement;orincreativityandtalentareas.The
termgiftedreferstoapersonwhohasthepotentialforperformingataremarkablyhighlevelof
accomplishment,whiletalentedreferstosomeonewhoisabletoperformataremarkablyhighlevel
ofaccomplishment.Inotherwords,onecanbegiftedandnotbetalented,whileonewhoistalentedis

alsogifted.TheNormanPublicSchoolsGifted/TalentedProgramwillidentifystudentswho
demonstratehighpotentialandprovideopportunitiesthatdevelopcognitiveandcreativetalentsin
thosechildrenthroughsitedevelopedprogramplans.Gifted/TalentedSitePlanswillprovidemultiple
optionsandmultipleopportunitiesforstudentstodeveloptheirgiftsandtalentswhichareinalignment
withthemissionandgoalsoftheDistrictsGifted/TalentedEducationProgramPlan.

I. Definition

Giftedandtalentedchildrenmeansthosechildrenidentifiedatthepreschool,elementaryand
secondarylevelashavingdemonstratedpotentialabilitiesofhighperformancecapabilityand
needingdifferentiatedoracceleratededucationorservices.Forthepurposesofthisdefinition,
categoryonestudentsarethosewhohavescoredattheninetyseventhpercentile(97th
percentile)oraboveonanynationallystandardizedtestofintellectualability.

A. Saiddefinitionmayalsoincludecategorytwostudentswhohaveadvancedintellectual
andacademicabilitiesandwhomeetthemulticriteriarequirementssetforthinthe
NormanPublicSchoolsIdentification/SelectionMatrix.

B. Saiddefinitionmayalsoincludecategorythreestudentswhoexcelinoneormoreofthe
followingtalentareasandwhomeetthecriteriaontheTalentIdentification/Selection
Matrix.Talentareasinclude:

1.Creativethinkingability
2.Leadership
3.Visualandperformingarts
4. Specificacademicability

Childrenandyouthwithoutstandingtalentperform,orshowthepotentialforperforming,at
remarkablyhighlevelsofaccomplishmentwhencomparedwithothersoftheirage,experience,
orachievement.Thesechildrenandyouthexhibithighperformancecapabilityinintellectual,
creative,orartisticareas,possessanunusualleadershipcapacity,orexcelinspecificacademic
fields.Theyrequireservicesoractivitiesnotordinarilyprovidedbytheschools.Outstanding
talentsarepresentinchildrenandyouthfromallculturalgroups,acrossalleconomicstrata,and
inallareasofhumanendeavor.

II. MissionStatement

TheNormanBoardofEducationbelievesthattherearegiftedstudentswhoseintellectual
capacity,rateoflearning,andpotentialforcreativecontributionsdemandexperiencesdifferent

from,butconnectedto,theregularcurriculum.Thesestudentsexhibithighperformance,orthe
potentialtoachieve,inintellectual,creative,orartisticareas;possessstrongleadershipcapacity;
orexcelinspecificacademicfields.Itisessentialtoprovidediverse,appropriate,andongoing
learningexperiencesandenvironmentsthatincorporatetheacademic,psychological,andsocial
needsofstudents.Itisourresponsibilitytoprovidestudentswitheducationalopportunitiesthat
teach,challenge,andexpandtheirknowledge,whilesimultaneouslydevelopingindependent,
selfdirectedlearnerswhocontinuouslygeneratequestions,analyze,synthesize,andevaluate
informationandideas.

Wearecommittedtothebeliefthatitistheresponsibilityoftheentirestafftomeettheneedsof
giftedandtalentedstudentsbyidentifyingtheirhighperformancepotentialandproviding
learningexperiencesthatdevelopthosegiftsandtalents.

III. ProgramGoals

Toachievethismission,theNormanPublicSchoolsGifted/TalentedProgramwillprovidea
continuumofoptionsdesignedtoaddressspecificneedsofmanydifferenttypesandlevelsof
giftednessand/ortalentdevelopmentfrompreKthroughgrade12.TheGifted/Talented
Programwillhelpstudentsdeveloptheiracademic,psychological,andsocialabilitiestotheir
maximumpotential.Gifted/talentedprogrammingoptionsareprovidedduringtheregularschool
schedule,andshallbeginwithinthreeweeksofthebeginningoftheschoolterm.

A. GoalIAffectiveSupport:Gifted/talentedstudentsarefoundinallraces,cultures,
genders,andsocioeconomicgroups.TheNormanPublicSchoolswillseektoidentifyall
childrenwhomeetthecriteriafortheprogramandwillincludeopportunitiesforall
studentsthroughschoolwideenrichment.Affectivesupportincludesanongoingprocess
ofidentificationofstudentsforprograminclusionfromthetimeofschoolentrythrough
the12thgrade.Programoptionsshallbematchedwithstudentsneedsandabilitiestohelp
studentsreachtheirmaximumpotential.Giftedresourcecoordinatorswillprovide
additionalsupportbymonitoringidentifiedgifted/talentedstudentsacademic,social,and
emotionalprogress.AllstudentsintheNormanPublicSchoolswillhaveasafelearning
environmentwherestudentsareencouragedtoactivelyparticipateinindividualandgroup
activitiestoenhanceindependence,interdependence,leadership,andlifelonglearning.
Allschoolstaffmemberswillprovideacademic,social,andemotionalsupportfor
gifted/talentedchildren.

1. Theacademicandsocial/emotionaldevelopmentofstudentsidentifiedasgifted
andtalentedfortheStateDepartmentofEducationsGifted/TalentedChildCount
willbemonitoredbythegiftedresourcecoordinatorand/orcounselor(s)aswellas
schoolstaff.

2. Thegiftedresourcecoordinator,teacher,and/orcounselor(s)willcoordinate
learningexperiencesforidentifiedgifted/talentedstudentswhomayneed

academicguidance/counseling.Theseserviceswillconsistofplannedactivities,
sessions,andpolicieswhichwillassiststudentsinplanningfortheiracademic
careersthroughschoolandposthighschoolchoices.

3. Gifted/talentedresourcecoordinatorsand/orschoolstaffwillprovideinstructional
activitiesthathelpstudentsdevelopawarenessofgroupstereotypingandits
implicationsinhistoricalandcurrentdiscrimination.

4. Gifted/talentedstudentswillhaveinstructionalopportunitiesthatpromoteself
awarenessandappreciationoftheirownandotherslanguageandcultural
heritage.

5. Gifted/talentedstudentswillhaveinstructiononappropriatemethodsofself
advocacy.

6. Thespecificsocialemotionalneedsofthegifted/talentedshallbeaddressed
throughprogramoptionssuchassmallgroupbookreviewsdoneinapullout
sessionorwholegrouppushinguidance/counseling(i.e.,underachievement,
perfectionism,ordealingwithasynchronousdevelopmentamonggifted/talented
individualsandpeergroup).

7. Mentor/counseloropportunitieswillbemadewithclassroomteachers,otherschool
staff,orcommunitypeoplewhosharethestudentsinterests.

B. GoalIIAppropriatePacingofCurriculumandInstruction:willbematchedto
studentslearningreadinesslevel,paceorrateoflearning,andstyleoflearning
(differentiationofcurriculumandinstruction).Studentswillreceiveinstructionthat
promotesbothchallengingandenjoyablehighendlearningbyblendingstandard
curriculumactivitieswithmeaningfulenrichmentopportunitiesthatencouragestudentsto
developpersonalrelevanceintheirlearning,tocreateoriginalproductswiththeirlearning,
andtoofferpossiblesolutionstorealworldproblems.Highendlearningopportunities
willbeinfusedintothetotalschoolprogram,(schoolwideenrichment)forallstudentsto
developtotheirmaximumpotential.Studentswillreceiveinstructionthatcreatesa
climateofsupportforpsychologicalandsocialwellbeing.Allstudentswillacknowledge
andrespectthecontinuumoflearningneedsaspartofaffectivesupportforholistic
developmentofthegifted/talentedchild.Thislearningcontinuumincludesdifferencesin
learnerspaceorrateoflearning,differencesintopicsofinterest,differencesinreadiness
level,anddifferencesinstudentspreferredmethodsforpresentationoflearning.Action
stepsmayincludethefollowingoptions:

1. DifferentiationofCurriculumandInstruction:Curriculumandinstructionis
modifiedtoprovideforthestudentslearningneedsbyadaptationsincontent,
process,and/orproducts.

a. AssessanddocumentontheGifted/TalentedStudentLearningProfilethe
learningreadinesslevelofstudents.

b. Provideoptionsincurriculumand/orinstructionthatprovidesteadychallengeas
wellasopportunitiesforexplorationanddevelopmentofstudentsinterests.

c. Accommodateavarietyoflearningratesandstyleswithflexibleskillorinterest
grouping,studentprojects,andchoicesindemonstrationoflearning.

d. Utilizepreassessmentandstudentcontractsforcompactingcurriculumor
makingtieredassignmentstomakecleartheexpectationsforthosestudentswho
havedemonstratedmasteryoftheexpectedlearningobjectives.Providestudents
differentiatedoptionstoallowthemtomoveforwardorexpandthecurriculumas
theyachievemasteryofcontentandskills.

e. Accelerationofcurriculumandinstruction:Studentsvaryintheirrateorpaceof
learning.Somestudentsmaybebestservedbyaccelerationoptions.Options
availableincludethefollowing:

i. Crossgradegrouping:student(s)maygotoahighergradelevelfor
instructionincurricularsubject(s).

ii.Compactingcurriculumandinstruction:student(s)maydemonstratemastery
ofaunitorachapterofstudythroughteacherobservation,orthrough
classroomassessment.Studentsmayreceivecreditfortheassignments
skippedinordertodospecialprojectsthatareofhighinterestorare
broadeningordeepeningthestudentsknowledgeand/orabilities.Students
maybegradedbasedupontheirdemonstratedmasterythroughassessment,
orincombinationwithalternativeprojectgrade(s)asthecontractagreed
uponbytheteacherandstudentspecifies.

2. Proficiencypromotion:studentsmaydemonstratemasteryofagradelevelorsubject
areaorearnhighschoolcoursecreditbydemonstratingmasteryonaproficiency
promotionexam.Masteryisdemonstratedbystudentsscoringninetypercent(90%)
onaproficiencytestthatcoverstheskillsandobjectivestaughtinagradelevelor
subjectareaorhighschoolcourse.Proficiencytestsareofferedtwiceeachyearand
applicationsmaybefiledwiththeDirectorofGifted/TalentedandAdvanced
PlacementPrograms.Elementaryandmiddleschoolstudentsdemonstratemastery
ofanentiregradelevelbyscoringanaverageofninetypercent(90%)ondistrict
gradelevelproficiencyexamswhichcovermath,reading,languagearts,science,and
socialstudies.Secondarystudentsdemonstratemasterybyscoring90percent(90%)
onaproficiencytestcoveringtheskillsandobjectivescoveredinacourseandcan
earnhighschoolcredit(s).Studentswhoscoreninetypercent(90%)orbetterwill

receivecreditforthecourseandanAwillberecordedonthestudentstranscript.
Thetranscriptwillreflectthatthecreditwasearnedthroughexamination.

C. GoalIIISchoolwideEnrichmentwillbeprovidedtoallstudentsthroughlearning
opportunitiesthatallowstudentstopursueinterestsandtoworkindepthtocreate
productsthatexhibitauthenticlearning.Curriculumwillbesupplementedbypurposeful
planningthattakesintoaccounttheneeds,interests,andcapabilitiesofparticularstudents;
isflexibleinordertoallowstudentstomoveintoandoutofthreetypesofenrichment
learningopportunitiesasstudentsneedsandinterestsareidentifiedandtalentsdeveloped.
Enrichmentcanhelpstudentsdevelopabroadenedperspectiveaswellasadeepened
understandingofafieldofstudy.Connectingandapplyingknowledgetosituationsand
circumstancesmotivatesstudentstolearn.

1. TypeIEnrichmentincludesthefollowingfeatures:

a. Experiencesandactivitiesthatarepurposefullydesignedtoexposestudentstoa
widevarietyofdisciplines(fieldsofstudy),visualandperformingarts,
topics,issues,occupations,hobbies,persons,places,andevents

b. Materialsand/oractivitiesthatareordinarilynotcoveredintheregular
curriculum

c. Contentthatisalreadyormaybedevelopedintoanongoinginterestofthe
students

d. Mayusestudentinterestsurveys,communityresourcesurveys,and/orsurveysof
facultyinteresttoassisttheGiftedEducationandTalentedProgrammingSite
Committeeinselectingtopicstobeexplored

e. Encouragementoftopicsrepresentingadiversityofdisciplines

f. Generalexploratoryactivitiessuchasinterestcenters,guestspeakers,
demonstrations,specialfieldtrips,video,orfilmprograms

g. Communityresourcepeoplewhoaremodelsofcreative/productiveperformance,
orwhoareknowledgeableintheirrespectivefieldsmayprovideenrichment
learningopportunities

h. Targetaudience(s)forTypeImaybeallthestudentsinaschool,grade,classor
level,oritmaybeaspecialgroupofinterestedstudents

2. TypeIIEnrichmentincludesthefollowingfeatures:

a. Processskillsusingmaterials,methods,andinstructionaltechniquespurposefully
designedtopromotethedevelopmentofthinkingandlearningprocesses

b. Higherlevelthinkingskillssuchascriticalthinking,creativeordivergent
thinking,problemsolving,orquestioningtechniques

c. Informationandresearchskills,andadvancedcommunicationandproduction
skills

d. Encouragementforstudentstoinitiateandpursuefurtherstudyintheirareasof
interest

e. TargetaudienceforTypeIImaybeanentireclassoraspecialgroupofinterested
students

f. RecognitionofneedforTypeIIbytheclassroomteacher,bythegiftedresource
coordinator,orbythestudentswhowishtopursueaTypeIIactivity

3. TypeIIIEnrichmentshouldincludeallofthefollowingfeatures:

a. Investigativeactivitiesandartisticproductionsinwhichthestudentbecomesan
actual
investigatorofarealproblemortopic

b. Appropriatemethodsofinquiry

c. Opportunityforthestudenttobeginthinking,feeling,andactinglikeapracticing
professional

d. Projectinitiationbythestudentwhohasthedesireandwillingnesstopursuean
advancedlevelofstudy

e. Realpurposeandproduct

f. Projectwillbepresentedtoarealaudience

g. Otherinstructional/enrichmentoptionsmayinclude:

i.Learningcenters

ii.Mentorships

iii.Seminars/Convocations/Symposia

iv.Guidedresearchthroughindependentstudy

IV.IdentificationProcedures

Identificationofgiftedstudentsisanongoingprocessextendingfromentrytoschoolthrough
gradetwelve.Opportunitiesshallbeprovidedforstudentstobenominatedandconsideredfor
placementingiftedprogramoptionsthroughouttheirschoolexperience.Proceduresusedinthe
identificationprocesswillbenondiscriminatorywithrespecttogender,race,ethnicity,economic
background,nationalorigin,orhandicappingcondition.Proceduresusedintheidentification
processwillbecommunicatedtostaffandparentsinavarietyofways.Informationaboutthe
Gifted/TalentedProgramwillbeavailableonthedistrictwebsite.TheDistrictDirectorof
Gifted/TalentedandAdvancedPlacementProgramswillmaintainawebsitethatcanbeaccessed
fromtheNormanPublicSchoolswebpage.TheDistrictGifted/TalentedPlanaswellasthe
identificationcriteriaandproceduresarepostedonthewebsite.Formsfornominationcanbe
downloadedfromtheDistrictGifted/TalentedProgramwebsite.Theformscanbeemailedor
printedbycontactingtheDirectorofGifted/TalentedandAdvancedPlacementPrograms.Each
schoolwithintheNormanPublicSchooldistrictwillhaveaGifted/TalentedSiteCommittee
consistingofadministrators,Gifted/TalentedResourceCoordinators,teachersandothercertified
personnelthatmeettoreviewstudentrecordsandnominations.Afterreviewingthecriteriafor
Gifted/Talentedidentificationandreviewingstudentnominationsandrecords,thecommitteewill
makeadecisionregardingstudentplacementintheNormanGifted/TalentedProgram.
Confidentialityproceduresarefollowedinregardtorecordsofplacementdecisionsanddataon
allnominatedstudents.Recordsofplacementdecisionsanddataonallnominatedstudentsare
keptonfileforaminimumoffiveyearsorforaslongasneededforeducationaldecisions.Ifthe
committeedecidesthatachildmeetsthecriteriafortheGifted/TalentedProgram,aletterissent
totheparents/guardiansofthechildaskingfortheirwrittenpermissionforthechildtoparticipate
intheprogramanditsservices.NotificationandrecordsarereturnedtotheDistrictDirectorof
Gifted/TalentedandAdvancedPlacementPrograms.informationaboutindividualstudents
obtainedduringtheidentificationprocess.Recordsthatmaybeusefulforinstructionwillbe
sharedwiththeappropriatemembersoftheinstructionalstaff,regardlessoffinalplacement.The
SiteGifted/TalentedCommitteewillreviewavailableprogramservicesandshallmake
appropriateserviceoptionsavailableforindividualidentifiedstudents.TheGiftedResource
Coordinatorandclassroomteachersshallrecordserviceoptionsprovidedonastudentprofile
sheet.Thisdocumentationofservicesshallbeupdatedeachyear.Placementletterpermission
slipsthataresignedbytheparentsarekeptbytheDirectorofGifted/TalentedandAdvanced
Placement.StudentsplacedintheprogramwhileintheNormanPublicSchoolswillremainin

theGifted//TalentedProgramfortheremainderoftheirschoolcareer.Allrecordspertainingto
placementdecisionsanddataregardingallnominatedstudentsarekeptonfileforaminimumof
fiveyears.ThoserecordsshallbeforwardedtotheDirectoroftheGifted/TalentedProgramand
shallbekeptforaminimumoffiveyears.ParentsmaycontacttheDirectorofGifted/Talented
andAdvancedPlacementiftheydisagreewiththeGifted/TalentedSiteCommitteesdecision.
Furtherreviewwillbedoneandparentswillbeinformedoftheresultsafterthereview.An
appealofaschoolsitedecisionregardingplacementcanbepresentedtotheDistrictDirectorof
Gifted/TalentedandAdvancedPlacementPrograms.

A. StepsintheIdentificationProcess

1. Anationallystandardizedschoolabilitytestshallbeadministeredperiodicallytoall
students.

2. TheNormanPublicSchoolswillutilizeavarietyofassessmentsappropriatetothe
childsskillsandabilitiesandwillmakethoseavailableforstudentswhohavebeen
nominatedfortheGifted/TalentedProgram.

3. Parentswillbecontactedforwrittenpermissiontoassessstudentswhohavebeen
nominatedforplacementintheGifted/TalentedProgramwhentheexamisnotpartof
theentiregradelevelassessmentthatisroutinelyadministered.Whenstudentsdonot
qualifybasedonthetestresults,parentsmayrequestanadditionalassessmentby
contactingtheschoolsGiftedResourceCoordinator,ortheDirectorof
Gifted/TalentedandAdvancedPlacementPrograms.

4. Studentsscoringatorabovethe97thpercentileonthecompositescoreofanationally
standardizedschoolabilitytestshallbeidentifiedfortheNormanPublicSchools
Gifted/TalentedProgram.

5. StudentsmovingintotheNormanPublicSchoolsfromanotherdistrictorschoolshall
beidentifiedasgifted/talentedwithapreviouscompositetestscoreof97thpercentile
orbetteronanationallystandardizedschoolabilitytest.Theirrecordswillbe
reviewedandanalyzedbythegiftedsitecommitteeforcategory2identificationusing
theMatrixForm.

6. Nominationsmaybemadebyparents,teachers,students(selforpeers),community
members,andotherprofessionalsatanytimeduringastudentsschoolexperience.
NominationsforCategory2identificationshallbereviewedbythecertifiedstaff
memberswhoserveonthegiftedsitecommittee.Alltestscoresandperformance
criteria,includingtalent,willbeanalyzedforidentificationpurposes.Thesite
committeewillbechairedbytheGiftedResourceCoordinatorwhohashad
professionaldevelopmentingifted/talentededucationandinprocedurestobe
followedintheidentificationprocess.Talentformsshallbeusedtonominatestudents
whoexhibittalentataremarkablyhighlevelofaccomplishmentwhencomparedto
othersoftheirageandgradelevelandcanbefoundontheGifted/TalentedProgram

website.Nosinglecriterionorscoreisusedtoexcludeastudentfromplacement.
TalentnominationformscanbesubmittedtotheGifted/TalentedSiteCommitteeof
theschooltowhichthechildattends.Thenominationformwillbereviewedby
certifiedstaffmembersservingontheGifted/TalentedSiteCommitteeforCategory2
identification.

7. Agifted/talentedsitecommitteeormiddleschoolcoreteamwillusetheNorman
PublicSchoolsIdentification/SelectionMatrix.Atotaloftwelvepointson
theMatrixqualifiesstudentsforinclusioninCategory2oftheGifted/Talented
Programwhichutilizesmultiplecriteriatoidentifystudentsforplacementinthe
NormanGifted/TalentedProgram.Whenstudentsdonotqualifywithone
assessment,parentsmayrequestthatanadditionalassessmentbeadministered.No
singlecriterionorscoreisusedtoexcludeastudentfrombeingidentified.

8. AllstudentsmeetingtheabovecriteriawillbeidentifiedforGiftedChildCountand
shallreceiveprogramoptionsthatbestmeettheirneedsthroughaffectivesupport,
appropriatepacingofcurriculumandinstruction,andschoolwideenrichment,as
definedinSectionIIIabove.

9. ProfessionaldevelopmentisprovidedeachyeartotheGiftedResourceCoordinators
andsitecommitteemembersregardingtheproceduresforidentificationof
gifted/talentedstudents.

B. ParentNotificationandInformation

1. ParentsofallstudentsidentifiedfortheStateDepartmentofEducationChildCount
shallbenotifiedinwritingoftheirstudentsplacementintheGiftedandTalented
Program.Parentswillneedtosignandreturnthepermissionformfortheirchildto
participateinthegifted/talentedprogram.TheformsareonfilewiththeDirectorof
Gifted/TalentedandAdvancedPlacementPrograms.

2. Awrittensummaryofthesitegiftededucationprogrammingplanshallaccompany
thenotification.

3. Parentswillreceiveinformationontheidentificationprocessaswellasthe
implicationsforcurriculumandinstructionaswellasadvocacyandaffectivesupport
forgifted/talentedchildren.ParentscangetinformationabouttheGifted/Talented
ProgramanditsservicesfromtheDirectorofGifted/TalentedandAdvanced
PlacementProgram,thedistrictwebsite,andfromprincipals,teachers,andGifted
ResourceCoordinators.Theymayalsoreceiveinformationbyattendingsite
meetingsscheduledateachschoolandtheDistrictGiftedCouncilMeetings.Datesof
thosemeetingsarepostedonthedistrictandsiteeventscalendars.

4. ParentrepresentativesareselectedbyeachschoolsprincipalandGiftedResource

C.ReviewofProgress

1. Aninformalreviewofprogressandappropriateprogramoptionsshallbeongoingby
eachsitesGifted/TalentedResourceCoordinator.Optionsprovidedwillberecorded
onastudentprofileinformationsheetbyclassroomteachersaswellastheGifted
ResourceCoordinator.

2. Studentsmayberemovedfromaprogramoptionorservicewhichisnotmeeting
theireducationalneedswithpriornotificationtotheSiteGifted/TalentedResource
Coordinator,DistrictDirectorofGifted/TalentedandAdvancedPlacementPrograms,
andfollowingaconferencewithparentsandappropriateinstructionalstaff.

3. Studentswhoseneedsarenotmetbycurrentprogramoptionswillbeconsideredfor
otherprogramoptionsorstrategies,whichmaybettermeettheirneeds.

4. Studentsmayberemovedfromthegiftedprogrammingoptionorstrategybyparent
requestatanytime.Alternativeoptionsmaybesoughtinordertomeetthestudents
needs.

5. Strictconfidentialityprocedures,aselsewheredefinedinBoardpolicy,willbe
followedinregardtorecordsofplacementdecisionsanddataonallnominated
students.

6. Parentsmayappealaplacementdecisionwithwhichtheydisagree.Appealswillbe
madetotheGifted/TalentedSiteCommittee.Furtherappealsmaybemadetothe
DistrictDirectoroftheGifted/TalentedEducationProgram.

V.DueProcessProcedures

A. Parentsand/orteachersmayrequesttheadministrationofastandardizedwrittenororal
abilitytestforastudentwithoutrecentabilitytestscores,orforastudentforwhoma
writtenabilitytestmaybeaninadequatemeasureofthechildsability.Writtenparental
permissionisrequiredbeforeanindividualevaluationmaybeadministered.

B. Notestscoresarereleasedoutsidetheschoolexcepttotheparentorbywrittenpermission
bytheparent.

C.Recentnationallystandardizedabilityandachievementtestscoresprovidedbyother
schooldistrictswillbeacceptedinaccordancewiththeidentificationproceduresoutlined

VI. PlansandDevelopmentoftheGiftedProgram

1. TheDistrictwillsubmittotheStateDepartmentofEducationanyupdatesorchanges
totheGifted/TalentedEducationPlan.ThereporttotheStateDepartmentof
EducationwillalsoincludechildcountnumbersofidentifiedstudentsasofOctober
15theachyearwhohavebeenplacedinthegiftedprogram.Alsoincludedinthe
reportwillbeaGifted/TalentedEducationProgramproposedbudgetforthecurrent
schoolyear.

2. UpdatesorchangestotheNormanGifted/TalentedEducationPlanwillreflect
feedbackfromtheschoolsites,theDistrictGifted/TalentedEducationProgramming
AdvisoryCommittee,andtheNormanBoardofEducation.

B. Gifted/TalentedSitePlanandProgramDevelopment

1. EachschoolsGifted/TalentedSiteCommitteewilldevelopaplanthatisaligned
withthedistrictsGifted/TalentedProgramPlan.Itspurposeistoidentifymultiple
optionsandopportunitiesformeetingtheneedsofitsgiftedandtalentedstudents.A
copyofthatplanwillbefiledwiththeDistrictDirectoroftheGifted/Talented
EducationProgrambytheendofOctoberofeachschoolyear.Giftedchild
educationalprogrammingisongoingandapartoftheschoolschedule.Differentiated
educationshallbeinplacewithinthreeweeksofthebeginningoftheschoolterm.

2. TheGifted/TalentedSitePlanwillincludesitespecificinformationabouthowthe
schools
planaddressesthedistrictsgoalsforprovidingappropriatepacing,schoolwide
enrichment,
andaffectivesupport.TheplanwilllistthemembersoftheGifted/TalentedSite
Committee.TheGiftedandTalentedSitePlanwillincludethecriteriausedinthe

staffmemberswillincludeinformationaboutthegifted/talentedidentification

theprogramoptionsand
opportunitieswillbeevaluated.AproposedbudgetwillbeapprovedbytheSite
Gifted/TalentedCommitteeandsubmittedtotheDistrictDirectorofGifted/Talented

Recommendedlengthofserviceisfortwoorthreeyearsbeforeotherparentsare

parentswhoserveontheGifted/TalentedSiteCommitteewillallowmoreparentsto

Opportunitiesforprofessionaldevelopmentingifted/talentededucationwillbeprovided

certifiedstaffmembers.Theprofessionaldevelopmentwillhelpteachersunderstandthe
learningneedsandcharacteristicsofgifted/talentedchildrenandtodevelopstrategiesand

B. TheDistrictGifted/TalentedAdvisoryCouncilwillmeetfourtimesayeartoprovide
networkingopportunities,parenteducation,inputfortheDistrictprogramservices,and
giftedprogrammingplandevelopment.

C. TheDistrictGiftedEducationProgrammingAdvisoryCouncilwillelectatleastthree
parentrepresentativesfromwithintheCounciltobesubmittedtotheBoardofEducation
forapproval,andselectiontoserveontheDistrictGiftedEducationProgramming
AdvisoryCommittee.Allthreeschoollevels(elementary,middleschool,andupper
secondary)willberepresentedonthisCommittee.

VIII. DistrictGiftedEducationProgrammingAdvisoryCommittee

A. TheDistrictGiftedEducationProgrammingAdvisoryCommitteememberswillbe
appointedbytheBoardofEducationupontherecommendationoftheSuperintendent.
TheCommitteewillconsistofatleastthree(3)butnomorethaneleven(11)members,at
leastonethird(1/3)ofwhomshallbeselectedfromalistofnominationssubmittedby
associationswhosepurposeisadvocacyforgiftedandtalentedchildren.[70O.S.

B. TheDistrictGiftedEducationProgrammingAdvisoryCommitteewillbedemographically
representativeofthecommunity.Theparentrepresentativenamestobesubmittedtothe
BoardwillbeelectedbytheDistrictGiftedEducationProgrammingAdvisoryCouncil.

A. QualificationsofStaff

1. TeachersmustholdavalidOklahomateachingcertificateappropriatetothegrade
level(s)includedintheprogram.

2. GiftedresourcecoordinatorsmustholdavalidOklahomateachingcertificate.

3. Teacherswhosedutiesincludedirectinvolvementwithgiftedandtalentedstudents
shallparticipateeachyearininservicetrainingorcollegetrainingdesignedtoeducate
andassistthemintheareaofgiftededucation.

4. Giftedresourcecoordinatorsshallparticipateeachyearininservicetrainingor
collegetrainingdesignedtoeducateandassistthemintheareaofgiftededucation.

5. Eachyearadministratorsresponsibleforgiftededucationprogrammingwillattend
professionaldevelopmentrelatedtotheeducationalneedsofgiftedstudents.

B.ResponsibilitiesofGiftedEducationProgramStaff

1. TheSuperintendentortheDistrictDirectoroftheGiftedEducationProgramwillbe
responsibleforworkingwiththeDistrictGiftedEducationProgrammingAdvisory
CouncilandDistrictGiftedEducationProgrammingAdvisoryCommittee,overseeing
thesiteGiftedResourceCoordinatorsandGifted/TalentedSiteplans,andfilingsuch
reportsandinformationasarerequiredbytheStateDepartmentofEducationrelative
togiftededucationalprogramming.

2. TheprincipalorsiteGiftedResourcedCoordinatorwillberesponsibleforworking
withtheGifted/TalentedSiteCommittee,coordinatinggiftededucational
programmingrelatedtotheGifted/TalentedSitePlan,andcompletingsuchreports
andinformationasrequiredbythedistrictforgiftededucationalprogramming.

3. TheGifted/TalentedSiteCommitteewillworkwiththeSiteGiftedResource
CoordinatortodeveloptheGifted/TalentedSitePlaneachyear.TheGiftedResource
Coordinatorisresponsibleforcoordinatingthesitegiftedprogrammingoptions.
Giftedprogrammingisongoingandisapartoftheschoolschedule.Differentiated
educationshallbeinplacewithinthreeweeksofthebeginningoftheschoolterm.

4. UnderthedirectionoftheDistrictDirectoroftheGiftedandTalentedProgram,an
organizationaldocumentwillbedevelopedateachsitewhichclearlydelineatesroles,
responsibilities,andcoordinationproceduresinregardtogiftededucational
programmingoptions.

5. StrategiesformanagingtheGifted/TalentedSitePlanareaddressedbyboththe
regularclassroomteacherandtheGiftedResourceCoordinator.Theywillwork
closelytogethertoimplementappropriatepacing,planenrichment,coordinate
resources,andfacilitateaffectivesupportwhenneeded.

A. EachsiteGiftedResourceCoordinator,inconjunctionwiththeGifted/TalentedSite
Committeeandadministration,willprepareabudgetforgiftededucationalprogramming
asapartoftheGiftedEducationProgrammingSitePlan.

B. TheDistrictDirectoroftheGifted/TalentedProgramwillprepare,inconjunctionwiththe
SuperintendentandtheDistrictGiftedEducationProgrammingAdvisoryCommittee,the
districtbudgetforgiftededucationalprogramming.SubmissionoftheSummaryBudget
shallbedoneonlinebyAugust1steachyear.ThePreliminaryBudgetissubmittedasa
partoftheStateDepartmentsChildCountReportsubmittedbyOctober15theachschool
year.

C. Thedistrictbudgetforgiftededucationalprogrammingwillbepreparedonformsrequired
bytheStatementDepartmentofEducationandsubmittedasrequiredeachyearforthe
