YoumighthavenoticedabouttheDemandforGrantswhilegoingthroughIndianBudget.Thesearedemands
usuallymadeinrespectofthegrantproposedforeachMinistry.ButParliamentbeingtheauthoritytocheckthe
expenditureofthegovernment,itmaynotapprovealldemands.Cutmotionsaremotionsinthe
parliamentmovedtoreducetheamountofademand.

Cutmotions

Amotionmaybemovedtoreducetheamountofademandinanyofthefollowingways:

1.DisapprovalofPolicyCutMotions
ADisapprovalofPolicyCutmotionismovedsothattheamountofthedemandbereducedtoRe.1.
Itrepresentsthedisapprovalofthepolicyunderlyingthedemand.
Amembergivingnoticeofsuchamotionshallindicateinprecisetermstheparticularsofthepolicywhich
heproposestodiscuss.
Thediscussionshallbeconfinedtothespecificpointorpointsmentionedinthenoticeanditshallbeopen
tomemberstoadvocateanalternativepolicy.

2.EconomyCutMotions
AnEconomyCutmotionismovedsothattheamountofthedemandbereducedbyaspecified
amount.
Itrepresentstheeconomythatcanbeeffected.
Suchspecifiedamountmaybeeitheralumpsumreductioninthedemandoromissionorreductionofan
iteminthedemand.

Thenoticeshallindicatebrieflyandpreciselytheparticularmatteronwhichdiscussionissoughttobe
raisedandspeechesshallbeconfinedtothediscussionastohoweconomycanbeeffected.

3.TokenCutMotions
ATokenCutmotionismovedsothatthattheamountofthedemandbereducedbyRs.100.
ThisistoventilateaspecificgrievancewhichiswithinthesphereoftheresponsibilityoftheGovernment
ofIndia.
Thediscussionthereonshallbeconfinedtotheparticulargrievancespecifiedinthemotion.

Admissibilityofcutmotions

Inorderthatnoticeofmotionforreductionoftheamountofdemandmaybeadmissible,itshallsatisfythe
followingconditions,namely:

1.itshallrelatetoonedemandonly
2.itshallbeclearlyexpressedandshallnotcontainarguments,inferences,ironicalexpressions,
imputations,epithetsordefamatorystatements
3.itshallbeconfinedtoonespecificmatterwhichshallbestatedinpreciseterms
4.itshallnotreflectonthecharacterorconductofanypersonwhoseconductcanonlybechallengedona
substantivemotion
5.itshallnotmakesuggestionsfortheamendmentorrepealofexistinglaws
6.itshallnotrefertoamatterwhichisnotprimarilytheconcernoftheGovernmentofIndia
7.itshallnotrelatetoexpenditurechargedontheConsolidatedFundofIndia
8.itshallnotrelatetoamatterwhichisunderadjudicationbyacourtoflawhavingjurisdictioninanypartof
India

9.itshallnotraiseaquestionofprivilege
10.itshallnotrevivediscussiononamatterwhichhasbeendiscussedinthesamesessionandonwhicha
decisionhasbeentaken
11.itshallnotanticipateamatterwhichhasbeenpreviouslyappointedforconsiderationinthesamesession
12.itshallnotordinarilyseektoraiseadiscussiononamatterpendingbeforeanystatutorytribunalor
statutoryauthorityperforminganyjudicialorquasijudicialfunctionsoranycommissionorcourtofenquiry
appointedtoenquireinto,orinvestigateanymatter:ProvidedthattheSpeakermayinhisdiscretionallow
suchmatterbeingraisedintheHouseasisconcernedwiththeprocedureorstageofenquiry,ifthe
Speakerissatisfiedthatitisnotlikelytoprejudicetheconsiderationofsuchmatterbythestatutory
tribunal,statutoryauthority,commissionorcourtofenquiry
13.itshallnotrelatetoatrivialmatter.

Speakertodecideadmissibility
TheSpeakershalldecidewhetheracutmotionisorisnotadmissibleundertheserulesandmaydisallowany
cutmotionwheninhisopinionitisanabuseoftherightofmovingcutmotionsoriscalculatedtoobstructor
prejudiciallyaffecttheprocedureoftheHouseorisincontraventionoftheserules.

Noticeofcutmotions
Ifnoticeofamotiontoreduceanydemandforgranthasnotbeengivenonedayprevioustothedayonwhich
thedemandisunderconsideration,anymembermayobjecttothemovingofthemotion,andsuchobjection
shallprevail,unlesstheSpeakerallowsthemotiontobemade.
