Statement of Work Risk Assessment and Threat Analysis Training

A. GENERAL INFORMATION

1. Background:

The Peace Corps (PC) is a government agency, founded in 1961, that focuses on promoting
world peace and friendship through sending trained men and women as Peace Corps Volunteers to
developing countries to live with and build the capacity of the people that they serve in a variety of
program areas requested by the host country.

To further this mission, the PC Office of Safety and Security is responsible for assessing and
monitoring the security environment in over 60 countries worldwide. Assessments and monitoring are
typically conducted by regionally based Safety and Security Officers who conduct both on the ground
assessments and remote monitoring of a variety of information sources to include both open source and
classified material. Security Officers are tasked with identifying threats to personnel and operations and
providing senior leadership with a brief summary of their analysis in addition to appropriate mitigating
measures.

2. Scope of Work:

Peace Corps has a need for One (1) 40-hour in-person, instructor-led training for up to 25
participants to provide Peace Corps Safety and Security Officers with additional skills on risk
assessments, threat analysis and analysis based recommendations for a variety of topics that include but
are not limited to global: terrorism, political and social instability, crime/banditry, narco-trafficking and
economic instability.

By the end of the training participants will be able to:

Effectively apply the Intelligence Cycle framework to analyze threats such as terrorism, political
and social instability, crime/banditry, narco-trafficking and economic instability.
Draft risked based recommendations based on threat assessment findings for Peace Corps
leadership to inform security management decisions.
Synthesize key findings from a threat analysis into a risk assessment report

Training shall take place at Peace Corps Headquarters, located at 1111 20th Street NW, Washington, DC
20526 or at another conference venue in Washington DC Metro Area to be provided by the Peace Corps.

3. Contractor Requirements

Training Deliverable Requirements

The training offered by the vendor must provide participants with an opportunity to learn and
apply skills associated with the Intelligence Cycle that includes a mixture of classroom lectures, scenario
based applications, and creating verbal and written briefs. The vendor shall provide participants with
the opportunity to practice the delivery of verbal and written briefs and will provide feedback on this
delivery during the training week.

The vendor shall be responsible for providing all curriculum materials, including electronic
copies of training slides, all course materials, and any other recommend resources relevant to the
curriculum. The vendor shall also be responsible for taking attendance each day and providing
completion certificates to all successful participants.

Other Requirements

Needs Assessment

Prior to the training event, Peace Corps will email a needs assessment survey to the participants
to assess their desired learning outcomes and shall share those results with the vendor. Peace Corps
may update the learning objectives, and the vendor shall design the curriculum based on the results of
this needs assessment.

Content Development

The vendor shall present Peace Corps with an initial draft of the complete training curriculum at
least two months prior to the specified training date. Peace Corps will provide feedback and the vendor
will modify the training materials accordingly to ensure Peace Corps training goals are achieved.

Training Delivery

The training event shall take place at Peace Corps Headquarters or at another location in
Washington DC Metro Area to be determined by the Peace Corps. Peace Corps will provide the training
venue at no cost to the contractor. The conference room will have a Windows-based computer
connected to the internet and a large TV or projection screen to display training slides, videos, and other
media. The training event shall take place across five consecutive business days (Monday-Friday) on a
date to be agreed upon between the vendor and the Peace Corps. The training shall not begin before
8:00 AM, shall not run past 4:30 PM, and shall include a break of at least 1 hour for lunch each day.

Follow-On Survey

The vendor shall conduct an evaluation to determine if the risk assessment and analysis training
skills associated with the Intelligence Cycle have been learned and applied effectively. This evaluation
shall take place 4-6 months after training completion to allow attendees to have time to apply the skills
learned and be able to provide meaningful feedback. Peace Corps shall review a draft of the evaluation
prior to delivery.

The vendor shall provide Peace Corps with a summary of the evaluation within 30 days of
evaluation date.

4. Delivery Date
The training will be delivered in Washington DC (Peace Corps will not reimburse contractor for travel
expenses). Training will be delivered over five (5) consecutive business days during Quarter 4 of Fiscal
Year (FY) 2017. The exact dates will be determined with the vendor upon award of the contract.

5. Government Furnished Information

Peace Corps will provide the vendor with participant biographies, needs assessment results, and general
learning objectives for the training.

6. Period of Performance

Coordination for curriculum development shall take approximately 3-4 months.

Training will last five business days (forty hours)
