CourseDescription
Studentswillgetanoverviewofthedeterminantsofhealthandhowhealthstatusismeasured.
Studentswillalsoreviewtheburdenofdisease,whoismostaffectedbydifferentdisease
burdens,riskfactors,andkeymeasurestoaddresstheburdenofdiseaseincosteffectiveways.
Specialattentionwillbepaidthroughoutthecoursetohealthsystemsissues.Thecoursewill
coverkeyconceptsandframeworksbutbepracticalinorientation.Thecoursewillbeglobalin
coveragebutwithafocusonlowandmiddleincomecountries,thehealthofthepoor,equity,
inequality,andhealthdisparities.Particularattentionwillbepaidthroughoutthecoursetothe
linkagesbetweenhealthanddevelopment.

HealthNow.ItwillalsobeimportanttokeepupwiththepublicationsoftheDiseaseControl
PrioritiesProject(DCP3).TheCenterforDiseaseDynamicsalsohasanewsletterofvalue.It
focusesonmicrobialresistancebutwhichalsocoversbreakingnewsinglobalhealth.
ClassStructure
Mostclasssessionswillbeginwithbriefcommentsbytheinstructor,settingthestageforthe
sessiononthebasisofwhathasbeencoveredtodate.Thiswillbefollowedbyadiscussion
guidedbytheinstructorthatwillcoverthetopicforthatclasssession.Thesessionwillendwith
summarycommentsbytheinstructor.Thesewillsynthesizetheoutcomesofthediscussionand
tiethemtothethreadofthecourse.
Whenguestspeakersjoinaclasssession,thatsessionwillnormallyhaveafullpresentationby
theguest,followedbyadiscussionbasedonthepresentationandtheassignedreadings.These
classeswillalsoendwithsummarycommentsbytheinstructor.Studentswillbeinformedvia
v2ofsessionsthatwillfeatureguestspeakers.Someoftheguestspeakerswilljoinaclassroom
session.OtherswilljointhesessionviaSkype.
Manyclasseswillbeespeciallypolicyoriented,withtheinstructorplayingtheroleofa
MinisterofHealth,aMinisterofFinance,oraninternationallynotablepersoninglobalhealth
whoisworkingwiththeclasstoformulatevariousaspectsofhealthpolicyfordifferentlowand
middleincomecountries.

Eachstudentmustsignupforoneoftheweeklydiscussionsections,whichwillbeginthesecond
weekofthecourse.Thetimingandroomassignmentsforthesesessionswillbeannouncedon

Thepreparation/assignmentforeachsectionwillbegivenatleastaweekinadvanceandwillbe
foundintheDiscussionSectionFolderoftheResourcesSectionofv2.

Therewillbethreewritingassignmentsinthecourse.Eachofthemshouldbewrittenasapolicy
brieffromyou,theSecretaryofHealth,totheMinisterofFinance.Asyouwritethebrief,you
mustputyourselfintotheroleoftheSecretary.
Eachpapershouldbefourpageslong,doublespaced,in12pointTimesNewRomanfont.The
papercannotbelongerthanfourpagesoritwillnotbegraded.
Thepapershouldbewritteninaveryclearandverycrispmanner,withshortsentences,short
paragraphs,andasfewwordsaspossible.
EachpaperneedstobewritteninamannerthatwillallowtheaideoftheMinisterofFinanceto
briefhim/heronthecontentsofthebriefinabout3minutesinacaronthewaytosomemeeting,
sincethatiswhatoftenreallyhappens.
Eachpapershouldbewrittenaboutadifferentcountryinadifferentregionoftheworld.The
papersshouldbewrittenonlowormiddleincomecountries,sincetheyarethefocusofthe
course.Thiswillallowyoutousethepaperstoexploreselectedhealthanddevelopmentissues
inavarietyofsettingsinamannerdeeperthanyouwillbeabletodoonlyintheclassroom.
Thepapershouldanswerthefollowingquestions:
Whatisthenatureandmagnitudeoftheproblem?
Whoisaffectedbyit?
Whataretheriskfactorsfortheproblem?
Whatarethehealth,economic,andsocialconsequencesoftheproblem?
Whatfewprioritystepsdoyourecommendbetakentoaddresstheproblem,atleastcost,
andwhatisyourrationalefortheserecommendations?
WritethesummaryandeverytopicsentenceasifitistheonlythingthattheMinisterofFinance
isgoingtoread.Yourevidencebasedstorylineshouldincludewhogetsthedisease,whythey
getit,whyIshouldcare,andhowtheproblemcanbeaddressedinthefastestandleastcost
manner.Whenyoumakeyourargument,giveinformationabouttherelativecosteffectiveness
ofyourproposalwithevidence.
Thebriefingnoteshouldfollowtheaboveoutline,withoneexception.Itshouldstartwitha
singleparagraphthatsummarizesfortheMinisterallofthepointsyouwanttomake.That

Regular classroom attendance is expected of all students. While Yale College
enforces no general regulation concerning attendance, instructors of
individual courses may require it of all students. This is particularly the case
in discussion groups, seminars, laboratories, and courses in foreign
languages.

A student who, in the opinion of the instructor and of the residential college
dean, has been absent from a course to an excessive degree and without
excuse may at any time be placed on Cut Restriction in that course or in all
courses. A student on Cut Restriction who continues to be absent from a
course may, with the concurrence of the college dean and the Committee on
