DAI Pakistan, through its USAID-funded Khyber Pakhtunkhwa Governance (KPG) Project, is
seeking concept papers from prospective partners to implement activities that support the
projects objectives. The purpose of this Semi-Annual Program Statement (S-APS) is to solicit
concept papers from organizations interested in partnering with KPG. Concept papers that
best align with KPGs objectives will then be asked to submit full grant applications.
Who is KPG?
Khyber Pakhtunkhwa Governance Project (KPG) is a 4-year program funded by USAID which
aims to support transitional activities in Khyber Pakhtunkhwa Province that promote democratic
processes, strengthen the ability of provincial government to be responsive to citizen needs,
and create opportunities for gender equality and womens empowerment. The end goal of the
activities supported by KPG is to bring about positive changes in attitude, perceptions and
behavior about the quality of governance in the province.
Below are some illustrative examples of grant activities eligible for KPG funding:
Facilitating sports, cultural and recreational events for local women and youth to promote
dialogue, civic education and advocacy
Launching public awareness and education campaigns to inform citizens of newly enacted
laws by the Provincial Assembly
Provision of training and capacity building to local government officials
Organizing dialogues between local government officials and communities to address key
grievances that are the root cause of instability
Amplifying the voices of community leaders, celebrities, women, youth and other agents
of positive change through media and communication
Developing the skills of young leaders to serve as catalysts for positive change in their
communities
Creating platforms for multi-ethnic and multi-religious communities to develop
neighborhood and resilience plans, to collaboratively improve living conditions and
address local community grievances
Pursuant to 22 CFR 226.81, it is USAID policy not to award profit under assistance instruments
such as grant awards. However, all reasonable, allocable, and allowable expenses, both direct
and indirect, which are related to the grant program and are in accordance with applicable cost
standards (22 CFR 226, OMB Circular A-122 for non-profit organization, OMB Circular A-21 for
universities, and the Federal Acquisition Regulation (FAR) Part 31 for-profit organizations), may
be paid under the grant. Awards to U.S. organizations will be administered in accordance with
22 CFR 226, OMB Circulars A-21 (for universities) or A-122 (for non-profit organizations), ADS
303 and USAID Standard Provisions for U.S. nongovernmental organizations. For non-U.S.
organizations, USAID Standard Provisions for non-U.S. non-governmental organizations would
apply.
Pursuant to AIDAR 752.204-71, all recipients of DAI Pakistan awards above $25,000 must
comply with vetting requirements of all key individuals under the given award. No cash or in-kind
disbursements will be provided until the recipient organization and all key individual(s) under the
organization have passed vetting. The purpose of vetting is to mitigate the risk that USAID funds
and other resources do not, even inadvertently provide support or benefit individual or entities
that are terrorists, supporters of terrorists or affiliated with terrorists.
DAI will be funding activities ranging from $5,000 to $50,000. All award activities must have a
period of performance of no more than 6 months and be closed out by September 2018. DAI
may choose to fully fund or incrementally fund the selected application(s). The number of
awards and amount of available funding is subject to change and DAI reserves the right to make
no awards as a result of this S-APS.
All applicants are required to submit a concept paper no longer than 4 pages (including cover
page) that is specific, complete and concise. The concept paper should demonstrate the
applicants capabilities and expertise with respect to achieving the goals of this program. All
materials must be in English.
The concept paper must be submitted by email to: KPGgrants@dai.com no later than the
deadline on the cover page of this S-APS or subsequently announced deadlines if additional
reviews are announced. All correspondence must include the relevant S-APS number and title.
Applicants whose concept papers successfully align with the objectives of KPG will be asked to
submit a full application.

Any prospective applicant desiring an explanation or interpretation of this S-APS must request it
in writing by the stated deadline for questions to allow a reply to reach all prospective applicants
before the submission of their applications. Any information given to a prospective applicant
concerning this S-APS will be furnished promptly to all other prospective applicants as an
amendment of this S-APS, if that information is necessary in submitting applications or if the
lack of it would be prejudicial to any other prospective applicants.
