Module Aim : The course is an introduction to electronic government (e-


Government). Our basic premise is that Governments use of ICT is not
an end in itself, but rather a tool to achieve better government. The need
for this course arises from the growing use of information and
communication technologies (ICTs) in the public sector, and from the
growing exposure of people to this phenomenon, as managers,
professionals, consultants or clients of the public sector. E-Government
encompasses all measures to further this goal with the combination of
ICT and the necessary organisational improvement. During this course,
we explore the different components of e-government, the reasons to
embrace e-government, planning of e-government, challenges to e-
government and its future directions.

Services; E-Democracy; Areas of E-Government: Tax Returns, VAT,
Passport, e-payment, Voting, Benefits (pension); Online Public
Procurement; e-banking (money transfer, e-filling, check balance);
Companies registration, driving licence applications etc.; Electronic
land registration; Health, Learning and Work bank; Culture Online;
Courts, Environmental Services, Official Information, Policy units;

LEARNING OBJECTIVES
Gain a familiarity with the basic concepts, terminology and technology of e-government
Describe the main components of e-government and place those components into a broader
socio-political framework
Identify and describe the various areas of implementation of e-Government
Examine the potential benefits of, and constraints faced by key e-government initiatives
Develop skills to critically evaluate government initiatives and e-services against current best
practice principles and standards
Be able to apply basic business case and government IT management concepts in preparing e-
government proposals, plans or strategies
Identify the future trends and evolution of e-government
