1 RESOLUTION
2 APPROVING AND AUTHORIZING THE FILING OF A GRANT APPLICATION FOR
3 THE CENTRAL AVENUE RAPID TRANSIT PROJECT WITH THE FEDERAL
4 TRANSIT ADMINISTRATION (FTA) OF THE U.S. DEPARTMENT OF
5 TRANSPORTATION AND PROVIDING FOR AN APPROPRIATION TO THE TRANSIT
6 DEPARTMENT.
7 WHEREAS, Congestion Mitigation and Air Quality (CMAQ) funds in the
8 amount of $5,118,511 are available from the U.S. Department of Transportation,;
9 and
10 WHEREAS, the Environmental Protection Agency has classified the City of

11 Albuquerque and Bernalillo County as a maintenance area for carbon


12 monoxide; and
13 WHEREAS, the Central Avenue Rapid Transit Project is one of the projects
14 identified in the 2014-2019 Transportation Improvement Program (TIP) that will
15 ultimately provide another type of transit service within the Albuquerque
16 Urbanized Area; and
17 WHEREAS, the encouragement of the use of alternative transportation to
18 improve air quality and decrease traffic congestion has been identified as a
19 program strategy related to Goal 3 on Public Infrastructure of the Citys Five-Year
20 Goals Plan; and
21 WHEREAS, the City desires to appropriate these funds and City funds in
22 the amount of $872,256 from Transit Capital Implementation Program Fund 305
23 for the local match and includes the Citys portion of Indirect Overhead (IDOH).
24 BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF
25 ALBUQUERQUE:

1 Section 1. That the Transit Department desires to apply for $5,118,511 to
2 the Federal Transit Administration for the Central Avenue Rapid Transit Project.
3 Section 2. That in the event this grant is awarded, federal funds in the
4 amount of $5,118,511 are hereby appropriated to the Transit Department in the
5 Transit Capital Grant Fund 665 for Fiscal Year 2015, which includes IDOH of
6 $88,528.
7 Section 3. That in the event this agreement is approved, City matching
8 funds in the amount of $872,256 from the Transit Capital Implementation Program
9 Fund 305 is hereby appropriated to Transit Grant Fund 665 for Fiscal Year 2015,
10 which includes IDOH of $15,086.
