The race for Ward 1 representation in the D.C. City
Council is shaping up as one of the most heated contests
leading up to the Sept. 14 primary if a recent candidates’
forum is any indication.
A July 29 forum convened in downtown Washington
to familiarize voters with Ward 1 candidates got off to
a contentious start after two of them, Marc Morgan and
incumbent Jim Graham, were criticized by some among a
crowd of 150 people for showing up nearly an hour late.
But things quickly got back on track as the pair joined
Jeff Smith, executive of DC Voice, and Bryan Weaver, a
four-term ANC commissioner in Adams Morgan in making
their cases before voters.
While the biggest hurdle for Morgan, Smith and Weaver
is the challenge to unseat Graham, who’s been in office 16
years, the ward’s hotbed issue is a lack of affordable housing.

Waters were filed July 28 by
a four-member investigative
panel, but not announced
until Monday. An eight-
member subcommittee of
four Democrats and four
Republicans will now conduct
the Waters trial. The specifics
of the allegations won’t be
made public until the panel
hold its still-unscheduled

Voting Change

Similar to an ATM printing a receipt, the voting machines
make a paper record of each vote, although unlike with an
ATM, the paper record is not dispensed at the end of the
process but kept in the machine and rolled up so the next voter
cannot see the previous voter’s choices.
The touch screen voting machines are optional, not
mandatory, and traditional paper ballots will still be available
for those who prefer to use them, McLaughlin said.
Besides the new voting machines, other voting changes
are being implemented, including new options and procedures
around early voting and creating a hassle-free same-day voter
registration process. The changes are the result of the Omnibus
Election Reform Act past by the D.C. City Council last year in
response to problems during the 2008 election cycle, including
problems with the city’s voting equipment.
The most significant change related to early voting is that
voters don’t have to provide a reason for voting absentee.
Previously, voters had to cite an excuse, such as having a
disability or being out of town, for why they could not vote the
regular way. “That was done away with,” McLaughlin said.
Now, voters can request an absentee ballot by mail or via
the D.C. election board’s Web site. Early ballots can be cast 15
days prior to the election, starting Aug. 30.
Early ballots can be cast in the old Council chamber room at
One Judiciary Square, 441 Fourth St., NW. Additionally, voters
can vote early at four satellite locations from 8:30 a.m. to 7
p.m. Sept. 4 to Sept. 11 at Chevy Chase Community Center,
Turkey Thicket Recreation Center, Hine Junior High School,
or the SE Tennis and Learning Center. However, all voting
locations will be closed on Sundays, Sept. 5 and 12.
McLaughlin said the sites will be networked to prevent
voting at two separate locations.
Same-day registrants may cast a special ballot, but may not
use the new touch screen voting machines. The special ballots
will not be “live” but will be reviewed in time for the results
to be certified 10 days later. Same-day registrants’ information
will be made public, and anyone in the district can challenge
the legitimacy of a same-day registrant’s vote, according to
McLaughlin. Same-day registrants may appeal if their votes are
not counted.
A toll-free number will be set up for same-day registrants to
check on the status of their votes. In order to register to vote on
the day of the election, voters must provide proof of residency,
which can include any government document that shows the
voter’s name and address, or a utility bill, bank statement,
driver’s license, government check or paycheck.
The elections board will take a variety of steps to verify the
legitimacy of same-day registrants, McLaughlin said, including
sending out notices to the addresses provided to make sure the
mail doesn’t come back as undeliverable. She said officials will
also review voting information in Maryland and Virginia to
make sure no one is voting in the district as well as those two
nearby jurisdictions.

The report said Waters told Rep. Barney Frank, D-Mass.,
chairman of the House Financial Services Committee, that
she was in a predicament because her husband had been
involved with the bank that needed help. Frank told the Office
of Congressional Ethics, “She knew she should say no, but it
bothered her.” Frank testified it was clear to him that this was a
conflict of interest problem.
His advice to Waters was to “stay out of it,” the report said.
Waters said in her statement, “The record will clearly show
that in advocating on behalf of minority banks, neither my
office nor I benefited in any way, engaged in improper action or
influenced anyone.’’
She added that she fully disclosed her assets as required by
House rules, “even going above and beyond the requirements
by disclosing my assets at several Financial Services
Committee hearings. In sum, the case against me has no merit.’’
She said the accusations stem from her advocacy work for
minority communities and businesses.
She said it was the National Bankers Association that
requested the meeting with Treasury Department officials. The
meeting was held on behalf of the association, not OneUnited
Bank, she said.
“I followed up on the association’s request by asking

D.C. Native Celebrates Life at 100

In 1910, the average life

expectancy was 50, milk was
32 cents a gallon and the
average cost of a brand new
car was $600. This was also
the year that Elmer Harris was
born. Now, 100 years later,
Harris is welcoming life as a
centenarian.

graduated from Armstrong
High School in the ‘20s
and immediately found
employment following
graduation.
“I knew I had to work hard
to get where I wanted to be,”
he said.
Harris first worked at a
shoe repair shop, often pulling
12-hour shifts until ultimately
settling at a Navy yard in
the southeast section of the
District.
But it wouldn’t be long
before Harris was drafted as
the country headed into World
War II.
In December 1941, Harris
was stationed in North
Carolina before later being
moved to Honolulu, Hawaii.
But he noted that during
his time in the South, he
witnessed the rampant racism
firsthand.
“[If you were Black],
you couldn’t even go in the
front of a store or restaurant,
you had to go around back,”
Harris said. “It was a heck of
a feeling to hear someone tell
me, ‘I’m sorry, you have to go
around back,’ and here I am
putting my life on the line. But
God let me live long enough to
overcome all of that.”
After serving in the Army,
Harris returned to the Navy
yard until finally retiring in
1965.
Now a resident of Takoma
Park, Md., Harris leads a
life that people even 30
years his junior would envy.
Despite recurring episodes of
arthritis, he doesn’t take any
medication and cites keeping
an active mind and body as
his secret to staying well.
In the days leading up to
his 100th birthday on July
31, he received a special
letter from President Obama
congratulating him on his
lengthy lifespan and having
the opportunity to witness
many famous events in
American history.
“It was a feeling that I
never would forget,” Harris
said, speaking about the letter.
“I’ve had some wonderful
memories…all in all, the old
man is still blessed.”

a group of local youths
dedicated to environmental
conservation.
Ranging from 14 to 21
years old, the 72 young
people—who come from
Northeast Washington
communities most
impacted by pollution
and other environmental
degradation—are distributing
energy-efficient light
bulbs throughout their
neighborhoods, educating
residents about conservation,
picking up trash along the
Anacostia and engaging
in entrepreneurship and
advocacy training.
“I’m excited to be a part of
Project Dream Green, because
we all need to go green for
the future of our children and
grandchildren,” said Shawnte
Smith, 21, a member of the
Project Green Team, in a
press release. “Everyone can
take action by recycling,
cleaning up their rivers and
parks, and using energy-
efficient products. Going
green is good for the planet,
good for people, and good for
your wallet.”
Project Dream Green,
which was funded by the
District Department of the
Environment (DDOE), aims
to empower young people to
address the environmental
issues within their own
communities, strengthening
the community as a whole.
“All communities
should be green, healthy,
and prosperous,” said Chris
Bradshaw, executive director
of Dreaming Out Loud, which
for Student Opportunity’s 2011 College Access & Opportunity
Guide, a comprehensive guidebook created to help first-
generation college-bound students from low-income families
achieve their aspirations.

working and we miss you,’”
Nixon recalled. “I replied,
‘But I’m right here’ [and] he
replied ‘It’s not the same.’ I
was working from home at
the time [but] it was a major
wake-up call for me when
my son said that. After that
statement, I returned to being
a mom again.”
With her priorities
balanced and family happy,
Nixon takes pleasure in
starring as a self-employed
business woman. The freedom
to come, go and do as she
pleases gives her all the
job security she needs; in
spite of a few life learning
experiences along the way.
“In the beginning, starting
my own business was a grand
idea,” Nixon adds. “But then
you have to learn how to live,
love, and work, and you also
have to learn how to separate
the three when the time
comes. Running any kind
of business large or small is
hard, but you need to have a
strong support system and a
grounded spiritual belief.”

Life is a ‘Pre-
existing Condition’
Last March, President
Obama invited me to join
him at the White House as he
signed our Patient Protection
and Affordable Care Act
(H.R. 3590) into law.
While waiting for the
Rep. Elijah president to arrive at that
Cummings historic ceremony, my
thoughts went out to the
millions of Americans whose lives will be transformed for the
better because of what we had been able to accomplish.
I thought back to July of last year when thousands of our
neighbors dialed into to my Healthcare Telephone Town Hall.
They knew that health care reform was a challenge we had to
meet.
My neighbors expressed their deep concerns about
skyrocketing insurance premiums, losing their coverage, and
being denied insurance because of “pre-existing conditions.”
They understood that out-of-control costs and bloated insurance
company profits were stifling our economy and forcing
thousands into bankruptcy.
Most compelling of all, they testified to an even harsher
truth. Tens of thousands of Americans have been dying each
year because they lacked insurance coverage.
Our president and I realized that these premature deaths are
an unacceptable blight upon our national morality. Standing
there with him last March, I recalled a press conference I had
held to project some humanity into a national healthcare debate
that was becoming too abstract.
I will never forget those who spoke then from their own life
experience.
Beverly Barkoye had suffered two strokes. Any humane
society would have assured her a regular doctor’s care – but she
was living in fear because she had no insurance.
Mr. George Kelly and Ms. Sandra Teplica had lost their
insurance coverage while being treated for cancer – and, then,
were denied alternative coverage because they had “preexisting
conditions.”
Blacks Split With Obama Over Education Reform
(NNPA) — At the recent
National Urban League
convention, President
Obama’s speech took aim at
criticisms launched by the
Black civil rights community
over the educational reforms
proposed by Secretary of
Education Arne Duncan.
The 17-page document,
“Framework for
Providing All Students
an Opportunity to Learn
through Reauthorization
Ron Walters of the Elementary and
Secondary Education Act,”
was put together by the Lawyers’ Committee for Civil Rights,
the NAACP, the National Urban League, Rainbow PUSH
Coalition, National Council for Educating Black Children
and the Schott Foundation for Public Education. These
organizations discovered last year that Duncan was putting
together a draft proposal known as “Race To The Top” with
little input from the African-American community, and this
document stands as an important critique of that proposal from
our point of view.
I knew that something was terribly wrong about the Duncan
proposals when Diane Ravitch, an architect of “No Child
Left Behind” in the Bush administration, wrote a piece in The
Nation explaining why she no longer supports NCLB. In that
piece she says, “I expected that Obama would throw out NCLB
and start over. But, on the contrary, his administration has
embraced some of the worst features of the George W. Bush
era.”
Racist Picture of Lynching in Your Paper
I was appalled to open this week’s edition of the AFRO to find a
racially insensitive, politically slanderous, and historically incorrect
picture of a lynching by an artist whose name appears to be Kofi
Tyus. This picture appeared beside the opinion piece: “The Great
American Racial Abyss,” which pretended to point out race-baiting
on both sides of the political spectrum, but which was clearly slanted
to favor the Democratic Party and its devoted operatives in the Black
community.
The photo which I am referring to features the words, “Right
Wing Propaganda” over a man in a hood and robe setting fire to a
Black woman (Shirley Sherrod) tied to a post or a tree, with the word
“FEAR” underneath the fire. This is an unmistakable association with
a lynching, as many of my ancestors were tied to trees and burned
alive by White men in hoods and robes. This is grossly insulting, as
the so-called “right wing” was never among these types. In fact, if
Mr. Tyus had done his research or knew his history, he would know
that it was the Democratic Party that launched the Ku Klux Klan, and
which lynched Black people for over half-a-century, continuing their
discrimination well into the 1960s and beyond. This picture serves to
undo all of the equivocation that the article beside it pretends to do. It
leaves in the mind of the reader the impression that Republicans are
lynching Black people. This is not very different from what I see in
your paper every week. You’ve done a terrific, though sophomoric
job of demonizing your opponent. If you can’t compare them to
Nazis (this has already been done) then compare them to the Klan.
Ignore the truth or the facts, and just demonize, demonize, demonize.
The other articles in your paper, especially the front-page article
titled “Obama, NAACP Caught by Race Bait” written by Zenitha
August 7, 2010 - August 13, 2010, The Afro-American

hospital care and prescription drugs – and it does so even when
the health care treatment is for pre-existing conditions.
This insurance is designed to be affordable, not free.

To be certain, this is not the national, single-payer health
insurance system based upon Medicare that I would prefer
(and believe this nation will ultimately adopt). However, it is

Act that saved the jobs of many teachers and the recent roll

proposals had to have a robust minority program.
He spent a great deal of time suggesting that while he
supported teachers, they were, in effect, the lynchpin of
accountability for his new reforms. Again, this view – very
little different from the Bush administration’s – also goes after
teachers unions as a barrier to the concept of accountability.
Moreover, since civil rights groups criticize the Duncan
plan as too charter school top heavy, the president defended
it by saying the bad ones [charter schools] would be closed
down. But this didn’t challenge the concept, since a recent
authoritative study by Margaret Raymond at Stanford
University, for the pro-charter Walton Family Foundation,
found that only 17 percent of charters out-performed matched
public schools; the other 83 percent were either no better or no
worse.
These findings are similar to those in Washington, D.C.,
which has the largest number of charters in the country.
The support for charters and public funding of private
schools is the modern version of the segregated academies
of the period before Brown v. Board of Education. Today,
Whites flee public schools demanding “choice” as they become
significantly populated by Black and Hispanic students and so
the neoliberal paradigm that devalues public education – where

advance the interests of “colored people,” but to advance and defend
the interests of the Democratic Party—the party that lynched my
ancestors, enslaved my ancestors, and which continues to persecute
my contemporaries and future generations through a godless, socialist
agenda based on self-hate, race-hate, and hatred of the founding, the
history, and the continued existence of the United States of America.
We have a house divided once again, and with the continued
baseless, devotedly partisan attacks like your paper is engaging in, it
will not long stand.

When will government officials in Washington keep their
promises to Black Americans? During the reconstruction period after
the Civil War, government officials promised emancipated slaves that

a life-saver for the nearly 10,000 Marylanders – like Beverly
Barkoye, George Kelly and Sandra Teplica – whose lives would
be at far greater risk without it.
For all of the ranting, partisan opposition, the debate
about health care reform is ultimately based upon a very
straightforward choice: Either we believe that every life has
value and that we all are in this life together or we do not.
No humane society can allow between 18,000 and 45,000
human beings to die every year, simply because they cannot
afford a health insurance plan. That, however, is precisely what
the greatest nation in the world has been doing – and what our
Affordable Care Act is designed to end.
After all, our survival and the survival of those we love are
also pre-existing conditions – to everything else in life that we
hold dear.

says should be providing the necessary resources to enrich the
academic culture to enable these schools to succeed.
In this scheme of things, accountability should be changed
to supplement the deficiencies in the resources foundation of a
school, not to assume that all the needed resources are there and
the teachers are the main culprit in lack of student achievement.
Teachers are but one factor. In a 21st century model of
excellent education, the mountain of research that links
poverty to education suggests that a more rigorous social unit
should be developed for schools. Otherwise, the NCLB model
of blaming teachers is what has led the Washington, D.C.
Chancellor Michelle Rhee to fire 241 teachers, with 700 more
on the list because they didn’t evaluate well on a questionable
measurement standard.
The president suggests that while Duncan is “trying to shake
things up,” those who oppose him either resist change or are
“comfortable with the status quo.” Does he really believe that
these civil rights organizations don’t want the best for Black
children?

citizenship: to own land, protect land and farm their own land for
their own profit and for the good of the community.
Well over 200 years later, the National Black Farmers’ Association
is still waiting for the approval of a $1.25 million settlement
(probably the sum of the 40 acres and mules freed slaves should have
received in the first place), as Black farmers have continued to suffer
discrimination and losses in financial opportunities and benefits from
the very government department created to partner with them… It
is important to note that for years, many Black Americans have felt
they were owed “reparations” for the years of toiling the land in
the slavery system of the United States. No bargains yet. However,
it is also important to note that other ethnic groups have received
reparations (Japanese-Americans due to the internment during
World War II; Native Americans due to lands stolen by the U.S.
government). My next question is: when will Black Americans, who
spent over 200 years of slavery farming this land, be compensated?
Where is the 40 acres and mule? When will Black farmers be repaid
for the years of discrimination since the Civil War? They don’t
need another chief in the civil rights department of the USDA. The
USDA secretary should use the full force of policy and programs to
enforce the policies and share the benefits with every farmer in this
country. There is a great need still, for governance in the government.
Government officials, let’s get it right!

eight seasons in the NFL.
Haynesworth then became
the talk of the locker room
after accepting a $21-million
roster bonus in April, then
proceeding to miss all of the
club’s offseason workouts
and minicamps. The 29-year-
old lineman has recently
said he’s fine with the club’s
switch and reported to the
team the day before training
camp last week but failed
back-to-back conditioning
tests before being set back by
a swollen knee.
Aside from Haynesworth,
the club has bigger
problems, including an
always-competitive NFC
East division and a table of
remaining questions.
Due to the flood of
upgraded talent, the offensive
line needs to gel quickly in
camp and in the preseason.
The unit could potentially
break in four new starters, so
quickly established continuity
is a must. A second receiver
option must emerge between
third-year veterans Devin
Thomas and Malcolm Kelly,
who both failed to impress
in the offseason according
to early summer reports.
And although the defense
performed admirably at times
last season, adjusting to a
new scheme could pose as a
challenge as well.
How Shanahan fares
in his first season as head
coach could also be time
consuming. Washington
underachieved notoriously
last season and was booed
off its home field habitually
by irritated fans. Mixing
the hard-nosed coach with
a group of underachievers
could be problematic if the
team gets out to a slow start.
The talent is definitely there
in Washington, however. The
team is littered with numerous
high-profile players, but
it will be interesting to
see how the club handles
breaking in a new coach, a
new quarterback, and new
offensive and defensive
schemes, along with
heightened expectations.

All Hail the DJ

Hip-hop pioneers honored at awards showcase

The historic components of hip hop—an emcee, microphone and disc
jockey—changed as the genre evolved over the years. The latter of the list,
once the fundamental backbone of classic hip hop, eventually started to fade
as music moved into a new era. But hip hop guru Eddie Myles aims to reassert
the DJ as a central figure in this genre and honor the masters of this forgotten
talent through an upcoming award show scheduled to take place in Atlanta.
The annual International DJ Trade Association Awards, founded by Myles,
spotlights DJ’s—those who are responsible for much of the music we hear today.
“Throughout the years, DJ’s were never really concentrated on or respected
in the game for breaking records,” Myles told the AFRO in a recent interview.
“DJ’s don’t make as much money as these artists do and DJ’s are the ones that
put them on the map.”
Myles, deemed “hip hop’s youngest forefather,” witnessed the
unrecognized contributions of DJ’s firsthand. Recruited in 1973 by the
famous hip-hop DJ Afrika Bambaataa, Myles was given the duties of ensuring
the safety of Bambaataa and DJ’s Kool Herc, Grandmaster Flash and Red
Alert. Over a decade later, he founded Edwin Myles Consulting Firm, an
organization that aims to promote numerous independent and major record
labels and artists.
As a veteran in the game and entertainment industry insider for over 25
years, Myles has helped to launch the careers of artists such as Master P, B2K,
Ginuwine and Mack 10, among many others. He launched the IDJ
Trade Association in 2008 and continues to extend his knowledge Courtesy Photo

The IDJT awards, now approaching its third year, spotlights various
radio DJ’s on a local, regional, national and international scale. In
addition, club and mixtape DJ’s are also honored, as they often
play pivotal roles in the industry.
“There’s over 3,000 DJ’s already registered this year…the
response is overwhelming,” Myles said. “It’s not just a hip-
hop situation; we’re dealing with all genres. We’re honoring
the oldest DJ alive to today’s DJ.”
The event will also feature a lineup of big names in
the industry including Crime Mob, the Force MDs and
Waka Flocka. Singers Montell Jordan and Angie Stone
are set to host the show.
The three-day event will also feature a trade expo,
celebrity basketball game, empowerment seminars and
an entertainment workshop among many other events.
The Annual International DJ Trade Association
Awards and Expo will take place on Aug. 8 and

D.C. Black Theater Festival

Makes Summer Debut

Black theater has long been a part of America’s
entertainment tradition, with stars such as “Cosby Show”
actress Phylicia Rashad and media mogul Sean “Diddy” Combs
frequently making appearances on stage. In honor of the craft,
the first D.C. Black Theater Festival showcased the works of
more than 70 playwrights, directors and theater companies
from around the world Aug. 1-7.
According to festival Executive Director Glenn Alan, the
event highlighted traditional and urban theater projects that
speak to the Black experience.
The festival included an array of visual presentations,
workshops, a monologue competition and a nightly one-act
competition at various theaters in the District. However, the
highlight of the week-long event was the series of plays –
dramedys, comedies, improvisations and more.
Among the featured production was Desi P. Shelton’s I
Killed My Baby’s Daddy, a one-woman play examining the
journeys of single mothers; The Black Man-o-logues, which

dog strikes. Ben’s Chili Bowl has announced a partnership with Six Flags America
that will bring their famed food to two locations throughout the Bowie theme park and
Hurricane Harbor Water Park. The new venue marks the first theme park location and

only to be murdered in broad
daylight for allegedly leering
at a White woman. On May
11, 1970, the 23 year-old
African-American veteran
left behind a pregnant widow
(Milauna Jemai) and two
young daughters, while the
perpetrators of the heinous
(Nick Searcy) and his son.
The outcome of the trial
was no surprise, after all,

changed that much in the tiny
Southern town since it was
founded during the slave days

3C FOR THE SEWER SYSTEM
The District of Columbia Water and Sewer Authority (DC Water), requests the
submittal of Qualification Statements for the performance of professional en-
gineering and related services under the proposed agreement EPMC 3C. It is
anticipated that the selected engineering firm, project team of engineering firm,
or joint venture, will perform work pertaining to the planning, design, and design
management related to the sewer system, including piping, structures, and
pumping stations. The services involve implementation of the recommendations
in the 2009 Sewer Facilities Plan and continual evaluation and monitoring of
sewer system requirements and priorities in support of the Capital Improvement
Program (CIP) but not limited thereto.
Engineering services may be renewable on an annual basis for a period up to
five (5) years and are anticipated to include management of the CIP for the
sewer system, assisting with EPA grant funding applications, infrastructure
condition assessment, performing routine designs and managing the designs of
other consultants, contract estimating project cost accounting and scheduling,
engineering records documentation, provide assistance to other DC Water
departments, engineering standards development, hydraulic analysis, preparation
of A/E and construction documents and tracking of industry trends, new
technologies and practices.
The agreement resulting from this request for qualifications statements submis-
sions may be subject to a Fair Share Objective for Minority and Women Business
Enterprises participation in this work of 28% and 4%, respectively. The program
requirements are fully defined in the EPA´s Participation by Disadvantaged
Enterprises in Procurement under EPA Financial Assistance Agreements, May
27, 2008.

Beaches
Searching For And Cleaning Up The Oil
Claims Every morning, over 50 spotter planes and helicopters search for oil off the coast,
Cleanup heading to areas previously mapped with satellite imagery and infrared photography.
Once oil is found, they radio down to the 6,000 ships and boats of all sizes that are
Economic Investment supporting the cleanup effort and working to collect the oil. These are thousands of
Environmental Restoration local shrimping and fishing boats organized into task forces and strike teams, plus
specialized skimmers mobilized from as far as the Netherlands.
Health and Safety
Wildlife We have recovered more than 27 million gallons of oil-water mixture from the Gulf.
Other methods have also helped remove millions of additional gallons of oil from the
water. We’ve deployed more than 8 million feet of boom to protect beaches and
sensitive wildlife areas.

Hurricane Preparedness
In the event of a hurricane, our first priority is keeping people safe. In coordination
with the Coast Guard and local officials, we may suspend operations temporarily but
have organized to resume them as soon as possible.

Our Responsibility
We have already spent more than $3.2 billion responding to the spill and on the
cleanup, and none of this will be paid by taxpayers. We will work in the Gulf as long
as it takes to get this done. We may not always be perfect but we will do everything
we can to make this right.
