Rede in der Sitzung des Zentralausschusses

Genossen und Genossinnen! Der I. Weltkongre war das Sammelbecken der

revolutionren Parteien und schuf das Fundament der Kommunistischen Internationale.
Der II. Weltkongre gab die 21 Bedingungen und ging gleichzeitig dazu ber, die Parteien
aufzustellen, die sich auf den Boden der 21 Bedingungen stellten. Der III.Weltkongre
legte Richtlinien ber die Ttigkeit der Kommunistischen Internationale fest. Der IV.
Weltkongre wird die allerwichtigste Aufgabe zu erfllen haben: er wird ein Programm fr
die gesamte Internationale schaffen mssen.

Die drei wichtigsten Punkte, die auf dem Weltkongre eine Rolle spielen werden, sind
meiner Auffassung nach: erstens fnf Jahre russische Revolution und die Perspektive der
Weltrevolution; dann die Beratung des Programms und drittens die Weltoffensive des
Kapitals und die taktische Linie des Weltproletariats. Ich mchte bei dieser Gelegenheit
hervorheben, da bei dem ersten Punkt der Tagesordnung, bei der Perspektive der
Weltrevolution, folgende Gesichtspunkte eine Rolle spielen werden. Im Referat des
Genossen Brandler haben wir schon gehrt, da die Orientkrise, die im Referat selbst
nicht so behandelt worden ist, wie es notwendig war, zwar keine proletarische Bewegung
ist, aber immerhin eine Bewegung gegen den Imperialismus, die den Imperialismus
zersetzt, die eine Verschiebung der Mchtegruppen im Orient vornimmt, die auerdem
die mongolische Bewegung bis weit in die Kolonialgebiete Englands hineintrgt. Ich
erinnere, da ber die Trkei hinaus Indien von dieser nationalrevolutionren Bewegung
erfat wird und da vor allen Dingen die Weltmacht Englands zweifelsohne sehr stark
dadurch erschttert ist, da der Landweg nach Indien zwar nicht versperrt, aber doch
wesentlich erschwert ist. Dadurch werden sich auch ohne weiteres Anzeichen der
revolutionren Bewegung bei den mongolischen Vlkern zeigen. Ich deute darauf hin,
weil man diese nationale Bewegung nicht ohne weiteres beiseite schieben kann. Weiter
kommt hinzu, da durch die Zersetzung des Imperialismus zugleich auch eine Zersetzung
in der Gruppe der kleinen Entente eintritt.

Die zweite Frage bezieht sich auf die besiegten Lnder in Verbindung mit der
Reparationskrise, wozu sterreich und Deutschland gehren. Hierauf brauchen wir nicht
einzugehen.

Das dritte Problem, das mit eines der wichtigsten sein wird, betrifft die Frage: Wie verhlt
sich das Proletariat in den Siegerlndern, und wo sind in den Siegerlndern England,
Frankreich und Amerika revolutionre Erscheinungen zu bemerken? In diesem
Zusammenhang mchte ich herausgreifen, da von der Kommunistischen Partei viel
zuwenig Gewicht auf den Kampf der amerikanischen Bergarbeiter gelegt wird, der einer
der wichtigsten Kmpfe, der ein proletarischer Sieg war. Besonders, da seit dem vorigen
Weltkongre das Proletariat in keinem Lande in der Lage gewesen ist, berhaupt einen
Sieg zu erringen, wir vielmehr in den allermeisten Fllen nur eine Abwehraktion gesehen
haben. Dieser siegreiche Kampf der amerikanischen Bergarbeiter war gerade deswegen
ein Sieg, weil trotz der geringen finanziellen und materiellen Mittel, die ihnen zur
Verfgung standen, und trotz der kleinen Kommunistischen Partei, die allerdings dort
diszipliniert und gut organisiert ist, der Kampf siegreich zu Ende gefhrt werden konnte.

Der vierte Machtfaktor, der zweifelsohne die grte Rolle spielen wird, ist Sowjetruland.
Im Orient hat sich bereits gezeigt, welche Machtposition es einnimmt; es wird natrlich im
Laufe der ganzen Entwicklung, bei allen internationalen Abmachungen und Konferenzen
in den Vordergrund zu treten haben. Wenn wir uns also die Frage vorlegen: befinden wir
uns in einer revolutionren Epoche oder nicht? - so sehen wir schon in dem
Produktionsrckgang eine der wichtigsten Zerfallserscheinungen. Die
"Wiederaufbaupolitik " und die Verschrfung der Klassengegenstze in Mitteleuropa
zeigen, da wir uns in einer revolutionren Epoche befinden. Auerdem sehen wir - weil
in den Siegerlndern der direkte Lohnabbau, in den besiegten Lndern der indirekte
Lohnabbau vorgenommen wird - berall ein Erwachen der revolutionren Bewegung.
Objektiv sind die sachlichen Grundlagen vorhanden, und die Kommunistische
Internationale hat die Aufgabe, zugleich auch die subjektiven Grundlagen zu schaffen.

Die Genossin Clara Zetkin hat bereits gestern zum Ausdruck gebracht, da bei der
Festlegung der Taktik das Strkeverhltnis der Bourgeoisie, die Weltoffensive in
Verbindung mit den Kmpfen des Weltproletariats selbst eine Rolle spielen werden;
ebenso werden die besonderen Umstnde des einzelnen Landes bei der Festlegung der
Taktik eine auerordentlich groe Rolle spielen. Im vorigen Jahre waren es drei groe
Kmpfe, der tschechoslowakische Kampf, die Mrzaktion und der italienische Kampf,
nach denen man die Taktik der Internationale festlegte. Wir werden in diesem Jahre mit
Rcksicht auf die Kmpfe, die stattgefunden haben, einen Entwurf fr den Weltkongre
schaffen. Ich kann mir nicht vorstellen, da man auf dem Weltkongre schon das fertige
Programm vorlegen wird. In diesem Zusammenhang wre es notwendig gewesen, da
die deutsche Kommunistische Partei, die eine der wichtigsten Parteien der
Kommunistischen Internationale ist, unbedingt in der Mitgliedschaft zu dieser
Angelegenheit htte Stellung nehmen knnen. Der Programmentwurf der deutschen
Partei ist viel zu spt in die Presse gebracht worden, und wir mssen ganz entschieden
dagegen protestieren, da hier im Zentralausschu ein Entwurf angenommen werden
soll, ohne da die Mitgliedschaft diesen Entwurf geprft hat. Ferner kommt hinzu, da
aller Voraussicht nach nur die deutsche und die russische Partei einen Entwurf vorlegen
werden und da dadurch dem Entwurf der deutschen Partei erhhte Bedeutung
zukommt. Von diesem Gesichtspunkt aus ist es notwendig, da der Entwurf ganz klar
formuliert und inhaltlich grundstzlich so gehalten ist, da man sich nicht vor den
gesamten Sektionen auf dem Weltkongre zu blamieren braucht. Wenn wir im vorigen
Jahre in der deutschen Delegation so geteilte Meinungen in der Frage der Taktik, soviel
verschiedene Auffassungen in der Beurteilung der Mrzaktion hatten, so mssen wir,
besonders die Mitglieder der Zentrale, in diesem Jahre eine einheitliche Auffassung
vertreten.

Zum Schlu mchte ich sagen: Der Kommunismus ist ein Weltmachtfaktor geworden.
Aber wir als deutsche Partei drfen uns nicht so wie die alte sozialdemokratische Partei
einstellen, da wir zuviel Gewicht auf die Gre der Kommunistischen Internationale
legen, sondern viel mehr Gewicht auf ihren Inhalt. Gerade dieser Inhalt der
Kommunistischen Internationale mu so sein, da alle abweichenden Tendenzen ganz
klar beseitigt werden mssen. Opportunistische Tendenzen in der Kommunistischen
Internationale sind unter allen Umstnden auszuscheiden, und sie scheiden nur dadurch
aus, da man im Programm klar formuliert, welche Einstellung die Kommunistische
Internationale hat, damit den Opportunisten keine Gelegenheit gegeben wird,
Seitensprnge zu machen. In diesem Zusammenhange ist die Programmdebatte hier im
Zentralausschu von Bedeutung; denn die deutsche Partei hat eine wichtige Aufgabe zu
erfllen, und die Delegierten auf dem Weltkongre werden diese klare Stellungnahme zu
verfechten haben, wie es im Interesse der kommunistischen Bewegung notwendig ist.

On the tasks of the IV World Congress

Speech at the meeting of the Central Committee

15 and 16 October 1922

Comrades and comrades! The First World Congress was the pool of revolutionary parties
and created the foundation of the Communist International. The Second World Congress
gave the twenty-one conditions, and at the same time proceeded to set up the parties
which laid themselves at the bottom of the twenty-one conditions. The Third World
Congress established guidelines on the activities of the Communist International. The
Fourth World Congress will have to fulfill the most important task: it will have to create a
program for the entire International.

The three most important points which will play a part in the World Congress are, I
believe, the first five years of the Russian revolution and the perspective of the world
revolution; Then the consultation of the program and, thirdly, the world offensive of the
capital and the tactical line of the world proletariat. On this occasion, I would like to
emphasize that the first point of the agenda, the perspective of the world revolution, will

The second question relates to the defeated countries in connection with the crisis of
reparation, including Austria and Germany. We do not need to go into that.

The third problem, which will be one of the most important, is the question: What is the
situation of the proletariat in the victorious countries, and where, in the victorious countries
of England, France and America, are revolutionary phenomena to be observed? In this
connection, I would like to point out that the Communist Party is far too weakly placed on
the struggle of American miners, one of the most important struggles, a proletarian
victory. Especially since, since the previous World Congress, the proletariat has not been
able to gain any victory in any country, we have seen in most cases only a deviation. This
victorious struggle of the American miners was a victory precisely because of the small

The fourth power factor, which will play the greatest part without doubt, is Soviet
Russia. In the Orient, it has already been shown which power position it occupies; It will,
of course, have to come to the fore in the course of all development, at all international
agreements and conferences. So when we ask ourselves the question: Are we in a
revolutionary epoch or not? - as we see in the production decline one of the most
important decay phenomena. The "reconstruction policy" and the intensification of class
antagonisms in Central Europe show that we are in a revolutionary epoch. Moreover, in
the winners' countries, direct wage dismantling, and in the defeated countries indirect
wage dismantling is carried out, we see an awakening of the revolutionary movement
everywhere.

Clara Zetkin, the comrade, has already said yesterday that in the determination of tactics,
the strength of the bourgeoisie, the world offensive, will play a role in connection with the
struggles of the world proletariat; And the special circumstances of the individual country
will play an extraordinarily great part in determining tactics. In the previous year there
were three great struggles, the Czechoslovak struggle, the martyrdom, and the Italian
struggle, according to which the tactics of the International were determined. We will
create a draft for the World Congress this year, with due regard for the battles that have
taken place. I can not imagine that the final program will be presented at the World
Congress. In this context, it would have been necessary, That the German Communist
Party, which is one of the most important parties of the Communist International, should
have been able to express its opinion on membership in this matter. The program draft of
the German party has been brought far too late into the press, and we must very much
protest against the fact that a draft is to be adopted here in the Central Committee without
the membership having examined this draft. Moreover, it is in all probability that only the
German and the Russian parties will submit a draft, and that the German Party's design is
of increasing importance. From this point of view, it is necessary that the draft be
formulated very clearly and, in principle, That one does not have to be embarrassed
before the entire sections at the World Congress. In the last year, when we had so divided
opinions in the question of tactics, and so many different opinions in the evaluation of the
marriages, we must, especially the members of the headquarters, present a uniform
opinion this year.

Finally, I would say: Communism has become a factor of world power. But as a German
party, we must not, like the old Social Democratic Party, admit that we place too much
emphasis on the size of the Communist International, but much more on its content. It is
precisely this content of the Communist International that must be removed from all
deviant tendencies. Opportunistic tendencies in the Communist International are to be
ruled out in all circumstances, and they are distinguished only by the clear formulation of
the attitude of the Communist International in the program, so that the opportunists are
given no opportunity to make side-steps. In this context, the program discussion is
important in the Central Committee; For the German party has an important task to fulfill,
and the delegates at the World Congress will have to defend this clear position, as is
necessary in the interest of the Communist movement.
