H
ow appropriate that my first commentary of the new year and my
last as Chairman of NAPA is about change. Change is the only
constant there is in this world and our industry has certainly seen
its share, especially these past few years. But, whether we like it or
not, more change is on the way. This change is more subtle, but it
will impact our businesses in very real ways. As always, those of us who embrace
it will survive and prosper. Those of us who dont, will not.
Change is evident in the month-to-month funding schemes that are keeping
our highway program running. It is evident in proposed environmental
legislation and regulations that seem to have nothing to do with highway By Jim Weeks
funding, but will ultimately impact how we do business. And, change is evident
in the livable communities initiatives of this new administration, supported in
large part by a generation that is coming of age.
The first big change coming our way has to do with transportation funding.
For now, we are stuck on a short-term, stop-gap roller coaster ride. Not only is
the current funding too low, but the lack of a real bill, makes it nearly impossible

for companies to plan for the future. And, while the Congress plays politics

We need increased funding and a plan for the future.
The climate change debate will also bring changes for asphalt. While the
Congress struggles to reach a compromise, the Environmental Protection
Agency is moving ahead with regulations. For now, asphalt plants (at least those
that produce less than a million tons annually) are exempt, but this regulation
is only the beginning. A climate change bill, if enacted, is certain to have a
transportation component. Going forward, transportation projects will most
likely be measured by their impact on the environment. The two will be linked
in ways that they have never been before. NAPA has done a great job getting
the word out about the sustainable qualities of asphalt, but we need to keep that
drumbeat going.
Finally, we have an administration and a new generation of Americans
driving the movement towards more livable communitiescommunities where
people can live and work without a car. Transportation funding dedicated solely
for road building is no longer a given. In the future, highway projects may be
competing with intermodal projects for funding. All initiatives will need to meet
established sustainability goals.
So, where does that leave asphalt? It leaves us exactly where we have always
beenat the top of our technological game, embracing change and advancing
developments that help our products compete and take advantage of new
markets. Our technological advances are being used to become even more
sustainable (through increased use of RAP and warm mix), safer (through
open-graded surfaces) and economical (through Perpetual Pavement). Livable
communities also present future markets for asphalt. High-speed rail and bus
rapid transit should run on a bed of asphalt. New sidewalks and bike paths can
and should be laid with asphalt.
Americas roads are vital to the nation and they will always be part of
Americas future. We need funding and a plan for the future. New initiatives are
an opportunity, not a threat to our industry. In more ways than one, we are the
flexible pavement and best pavement! Let us seize the day. HMAT

Loop 360 was constructed with conventional
impervious asphalt in February 2004 and was overlaid
with OGFC in October, 2004 giving the researchers
eight months of runoff water samples representing
conventional impervious pavement to compare
against future samples from the pervious OGFC
pavement.
In February 2007, Barrett and Charbeneau added
another dimension to their research. They installed
two more samplers about 1.5 kilometers from the
established collectors. One of the new devices
sampled water from a Loop 360 intersection that
had not been overlaid with OGFC. The other device
sampled water from the adjacent OGFC pavement.
The new samples allowed the researchers to
compare same-event water samples from pervious
and impervious pavements.

Results
Data produced by Barrett and Charbeneau
showed the same dramatic reduction in total
suspended solids (TSS) from the OGFC pavement
that the European researchers discovered. One site
had a 93 percent reduction in solids, while the other
had an 88 percent reduction.
The porous pavement proved to be especially
efficient at reducing undissolved particles of
pollutants, including phosphorus, lead, copper
and zinc. As the Table 1 shows, concentrations of
these metals in the porous pavement runoff were
38 to 88 percent lower than in the runoff from the
impervious pavement.

Barrett and Charbeneau also observed no appreciable


increase in runoff solids from the permeable pavement
over the 52-month period of the study.
The authors say the long-term effectiveness of OGFC in
reducing solids and pollutants in runoff water is the focus
of ongoing research.
Barrett and Charbeneau also grappled with why the
OGFC was successful in producing runoff water that
is lower in solids and pollutants than impermeable
pavement.
A critical component in the assessment of the water
quality benefits of (OGFC) is whether the relatively
low pollutant concentrations observed in this study
are a function of the removal of pollutants within the
pavement, reduced generation of pollutants through
reduction in washoff from vehicles, or the lack of
accumulation of pollutants on the new road surface,
they wrote.
They discount the newness of the pavement as an
explanation because it was just as effective after four
years as it was in its first month in reducing pollutants.
They note that as particles collect in the pore
structure of the OGFC, clogging the pavement, it
might perform more like a conventional, impervious
pavement. They note there is an answer to that, citing
the use of specialty cleaners in Europe to remove
accumulated pollutants.

and-fill just extended the life of the pavement at a low
cost.
In 2001, IDOT gave I-180 a 2-inch overlay. The

Contractor Dick Nelson also emphasizes how vital the
pavements flexibility has been to its longevity. Indeed,
he has worried that some modern mixes have become too
brittle, and hails the trend toward warm-mix pavements as
a step in the right direction.

Roadtec Screed Boost Can Increase Mat Smoothness
Screed Assist has been a staple in the industry for some time and simply helps to support
the weight of the screed whether the paver is moving or stopped. Roadtec now offers an
exclusive, additional option called Screed Boost to manage the settling of the screed only
when the paver is stopped. The feature also compensates for settling of rubber-tired pavers
during stops, caused by the tires compressing and squatting. Rubber tire compression
causes the screed to descend and has led some in the industry to conclude that it is more
difficult to get the same mat smoothness from a rubber-tired paver than a track paver.
Screed Boost effectively addresses this issue giving road builders the tools to pave even,
smooth mats with both types of pavers.
Roadtec Screed Boost pressurizes the bottom of the screed lift cylinders only during
stops and thus prevents the screed from settling and causing a dent in the mat. This
pressure will be enough to help the screed from dropping plus help account for tires being
compressed with added loads. The operator can adjust the pressure as needed.
When the paver starts back into motion the screed boost shuts off and the screed
returns to free floating. Screed Boost has a delay switch that allows the boost to stay on 0,

Low Emission Asphalt (LEA) is a warm-mix technology that has been used in dozens of projects
since 2006. It is based on the Low Energy Process developed in France and relies on a chemical
additive and sequential mixing to yield a 35-50% reduction in energy consumption over HMA.
LEA signicantly reduces greenhouse gas emissions, uses existing HMA mix designs, equals or
outperforms HMA, improves working conditions, can be used with reclaimed asphalt pavement
(RAP), and minimizes plant modications. Additionally, LEA is eligible for a total of 1-4 LEED credits
in the Materials & Resources and Innovation & Design categories.
LEA production is compatible with both drum and batch plants, but it does require that the plant
have RAP capability. For rst-time producers, no expensive plant modication is necessary. A mobile
trailer contains the necessary equipment to enable production of LEA. An on-site technical team will
assist in initial production as well.

Nov. 19, 2009 At the World of Asphalt Show & Conference in Cincinnati Feb. 16-18, Wirtgen America Inc. will introduce
two new large cold mills the W 200 and W 210 cold milling machines that will prove to be the most exciting half-lane
machines in a generation.
Their Parallel-to-Surface technology automatically keeps the cutter housing level as the W 200 and W 210 move into a
cut, accelerating production, and their smart WIDRIVE technology offers new microprocessor-controlled enhancements to
machine control systems, tying all main functions to a single source to manage fuel costs, tooth costs and other variables.
Their Intelligent Speed Control system incorporates an electronic ow divider that makes the four tracks work in
harmony when turning a radius. Skipping and notching are eliminated, track wear is minimized, and the machine operates
smoother. They incorporate the familiar Level Pro, Wirtgens existing automatic leveling system which is highly user-friendly, and regulates the pre-set milling
depth and actual readout electronically.

Oct. 26, 2009 Pavement construction and preservation equipment incorporating the highest technology
will be displayed by Wirtgen Group at the World of Asphalt Show & Conference 2010 in Cincinnati Feb. 16-18.
Front and foremost will be the new HD+ Series of asphalt compactors from Hamm Compaction Division.
The HD+ 120 and HD+ 140 rollers the rst of the HD+ line are articulated tandem rollers, with respective
operating weights of 13.8 and 14.5 tons, and respective drum widths of 78 and 84 in.
Operators benet from the huge platform, which is 10 in. lower than its predecessor, and facilitates
unsurpassed visibility not only to the drum surfaces and water spray systems, but also to the leading drum edges.
The HD+ Series features Hammtronic control as standard, which provides engine management (auto deceleration) for considerable fuel savings, some contractors claim
up to 40 percent; programmable speed control to maintain a consistent rolling speed together with automatic slip control; and the ability to independently control vibration
frequency and amplitude to either drum. The drum offset feature has almost doubled, to approximately 7 in., for better maneuverability.
