Lord's Rebuke. If an enemy creature is within 5 feet of Dagult Neverember and


attacks a creature other than him, he can use his reaction to make an attack of
opportunity against that creature.
ACTIONS
Multiattack. Dagult Neverember makes two longsword attacks.

Longsword. Melee Weapon Attack: +5 to hit, reach 5 ft., one target. Hit: 7 (1d8+3)
slashing damage, or 8 (1d10+3) slashing damage if used with two hands.

Heavy Crossbow. Ranged Weapon Attack: +3 to hit, range 100/400 ft., one target.
Hit: 5 (1d10) piercing damage.
Taunt (Recharge 5-6). As a bonus action, Dagult Neverember taunts an enemy
creature within 20 feet that is not within melee range. That creature must make a DC
14 Wisdom saving throw or it moves within 5 feet of Dagult Neverember if it is able.
Dagult Neverember has advantage on attack rolls against that creature until the end
of his next turn.

Lord Protector Dagult Neverember is a male human noble originally from


Waterdeep, and the current Lord Protector of Neverwinter. He has brown hair that is
graying and receding, deep-set dark eyes, and broad shoulders. He has a quick
temper and secretly dislikes demihumans, although he holds the good of the city in
priority over his personal bias. He was originally unpopular with the people of
Neverwinter, but lately after a series of concessions to the wishes of the people, he is
gaining acceptance and opposition to his rule has died down. He claims to be
descended from Nasher Alagondar, the former beloved true Lord of Neverwinter, but
this is not the case.
o Mintarn: Island 400 miles southwest of Waterdeep, Neverember invested in them and
their mercenaries (mostly human, used to be pirates)
o Commander Sabine Wade, attractive human female, leader of Mintarn mercenaries in
Neverwinter. Dagger tattoo on arm. Goes to bars and inns often and puts herself in a
situation where she needs help, PCs help and she asks them to join her and help
Neverember. Rules with an Iron fist and hates cowards and deserters.
o So you started this tavern brawl in defense of the honour of a lady. Do you know
what this so-called lady does for a living? Anyway, Lord Neverember forbids
rowdiness in the city-and the man you laid out is one of my soldiers. So the way I see
it, you owe me, hero. We can use someone like you on the Wall.
o Neverember wants to build a trade empire in the north
o Some people see New Neverwinter as an insult to the previous king Alagondar, hence
the Sons of Alagondar.
o Neverember wants to give the people lots of stuff so they end up asking him to be king
o Neverember still open lord of waterdeep
o Neverember may hire PCs to join Mintarn and fight orcs or others
o Neverember may hire PCs to do surveillance on any potential heirs to the throne
o Neverember heritage relation to Vers Never, bastard son of Nasher Alagondar, moved
to wwaterdeep and married Mirtria Ember, hence Neverember. Hired scribes to write
books about this and has burned other books.
o For Oghma faithful? Neverember may send PCs to vaults to find evidence for his claim,
evidence can show either side and can be used as leverage. PCs might get a smear
campaign by Neverember.
o Oghma is a greater deity of knowledge followed by Bards
o Neverember may hire PCs to find Gauntlgrym and rebuild it
o Heard rumor that Thayan spies are in Neverwinter, Sabine was told to find the truth
o Allied with ashmadai though Neverember doesnt know much about them
o Doesnt know of the Netherese interests, though he has hired Shadovar agents for
assassinations
o Neverember finds plaguechanged at wall fascinating, may ask PCs to fight against
o Soman Galt Mayor of Neverwinter, dwarf running every day operations for
Neverember

o Neverember thinks of Galt as a stooge but Galt knows this and doesnt mind as he
serves the Abolethic Sovereignty
o Rohini, prophet of Helms Hold seduced Galt resulting in an aboleth corrupting his mind
o Aboleth can guide social policy and knows what parts of the wall are best guarded at
what time.
o Galt under multiple hypnotic suggestions, visits Rohini once in a while for conditioning
o Galt doesnt know of his Aboleth taint, might go crazy if he learns of it
o Mind has been ravaged repeatedly making him more eccentric with sunken eyes and
pale skin
o Usually neutral but chaotic evil under aboleth control
o If Galt is in danger Aboleths take control and his limbs start flailing and his body shakes
and contorts in uncontrollable fits.

underdark opening to an underground sea.
o Abolethic sovereignty manipulating little bit of spellplague experimenting on creatures
near and in Neverwinter.
o Many more mutated monsters after chasm opened and increased aboleth activity
o Been under Neverwinter for decades, see Neverember as a threat due to the
reconstruction which could hinder their experiments
o The incoming refugees could serve as additional subjects
o Test subjects to see if mind and body can survive, if they go insane they are sent to
wreak havoc

Known as the Prophet, those at Helms Hold treat her like a goddess
Looks like a nice human, attractive but not overly so. Infectious laughter,
presence is easing, easy to trust getting people to reveal secrets.
Started off as a succubus serving devil lords known as a seductress. Sent to
infiltrate Abolethic Sovereignty,
Infiltrated spellscarred treatment centre at House of Knowledge. Murdered
head researcher, Brother Anthus drawing aboleth attention. Sovereignty
corrupted priest Brother Vartan and exposed Rohini to Hex Locus. Imbued her
with foulspawn essence?
Moved to Helms Hold to prevent Hex Locus detection. Collects subjects for choir
and uses Helms Hold as base. Abolethic sovereignty uses her influence as a
prophet.
What she says usually comes true due to Aboleths making it come true
heals people, sometimes with a kiss, so creatures dont feel pain and are
content but get more ill and eventually insane
People work deep in Helms Hold know Rohini doesnt actually heal people

One is super loyal to Asmodeus and believes the Scepter the Thay have is a relic
connected to asmodeus. They think Valindra has the Scepter but Szass Tam took
it back. Led by Dwarf Favria, older and less studied cultists. More thuggish
The other sect is more cunning and manipulative, care about getting power. Led
by Mordai Vell, responsible for Neverwinter Ashmadai, manipulative
powerhouse. More conniving
Two sects dont interact as cultists are unaware of who else is in the group,
leaders do meet to discuss the cult though.
o Cant take Neverember on in daylight so they do it in the shadows
o Pod system:
Mordai Vell has high ranking members that report to him separately, they dont
know each other. Each high ranking member does the same with lower ranking
members who dont know each other. And so on.
Assign lower ranking people tasks without telling them the ultimate goal.
Recently become more aggressive converting people, promising wealth and
power and intimidating people with the sign of Asmodeus around the city.
People are getting afraid. Favria disapproves but cant deny the effectiveness.
o PCs may be approached subtly to join, dark rituals and branding may ensue.
o Dont like aboleth, want to close chasm so they can rule Neverwinter and not the
aboleth. Killing aboleth agents. Aboleth dont see them as a threat.
o PCs getting famous may get manipulated or negotiate with Ashmadai to help them kill
aboleth.
o Ashmadai want the Scepter they think Valindra has (Szass Tam has it) and Valindras
phylactery, with both they believe they can rule Neverwinter and shrug off Thay
influence and kill Valindra.
o Ashmadai arent incredibly strong alone but together can perform rituals to summon
devils and fiends. They need to bind a mortal creature to the devil essence to do so. So
thugs capture people and deliver them to pens. Can rescue a possessed person but the
longer a fiend is in a mortal body the more it decays.
o Cant sway Galt (Aboleth control him) Mordai is suspicious and wants to gather more
info before he kills him
o Mordai working on General Sabine and other Mintarn, inviting Sabine over often.
o Neverember enjoys spending time with Mordai, unaware of their plans.
o Ashmadai want to convert Neverember and send him back to waterdeep to control both
Nevewinter and Waterdeep.
o Control nearly all mercenaries guarding the chasm
o Members are gaining favor of Neverembers close allied
o Ashmadai in awe of Netherese, Mordai has been approached in secret so as not to alert
the Thay.
