MEMBERS MATTER!
MEMBERS MATTER: The intermediate workshops held at Regency
Lodge in Omaha on June 3 focused on Objection to Consideration of
the Question and Unfinished Business and General Orders led by
Virginia Berberick, PRP, and Lori Bucholz, PRP respectively. The
workshops were a great way to LEARN!

Omaha on June 3 handled business important to the Nebraska State
Association of Parliamentarians (NSAP). Being a participant in a state
meeting was a great way to LEARN!
MEMBERS MATTER: What was the topic of study at the last unit meeting you attended? Participat-
ing in and/or leading a lesson at the unit level are great ways to LEARN!
MEMBERS MATTER: There is a theme in those three statements: LEARN! We can be better pre-
pared to help others when we as members are learning all the time.

The 56th annual meeting of the Nebraska State Association of Parliamentarians was held on Saturday, June 3,
2017, at 9:45 a.m., at the Regency Lodge, 909 S. 107th Avenue, Omaha, NE 68114, the President being in the
chair and the Secretary pro tem, Nylanne Scheidegger being present.
Donna Thompson led the members in reciting the Pledge of Allegiance to the Flag of the United States of
America.
President Cook welcomed guest Virginia Berberick, immediate past president of the Kansas State Association
of Parliamentarians and affiliate member and District V Director Denise Irminger.
President Cook declared the meeting in recess until the call of the chair after the Celebration of Leaders
Luncheon.
Virginia Berberick presented a workshop entitled Appeal from the Decision of the Chair and Lori Bucholz
presented a workshop entitled Unfinished and General Orders.
During the Celebration of Leaders luncheon, Sandy Olson presented the following 2017 awards:

Ms. Olson concluded by reading the Sparkle Principle from Viola Brannens book entitled Ive Been Elect-
ed, Now What?
Following the recess, President Cook called the meeting to order at 1:00 p.m.
Without objection, Cody McCain, PRP and Karen Watson, PRP were appointed to the Minutes Approval
Committee.
Vice-President Lori Bucholz reported that fifteen voting members and one guest were present. Ms Bucholz
moved that the report be adopted. The motion was adopted.

Ms Scheidegger read the annual meeting standing rules as follows:
1. All participants in attendance shall register before entering the meeting room and shall pay the registration fee.
2. Participants shall wear the identification name tag for admission to the meeting room.
3. A committee to approve the minutes of the Annual Meeting and workshops shall be appointed by the president during the
opening of the meeting.
4. Main motions and amendments may be made by NSAP members. Provisional members may debate, but not vote
5. Main motions and amendments shall be written, signed, and delivered to the president.
6. An individual wishing to speak shall be recognized by the president.
7. Debate is limited to TWO (2) minutes per speaker. The timekeeper shall signal the end of the allotted time. No speaker
shall speak more than twice on the same question without consent of the voting body, granted by two-thirds (2/3) vote
without debate.
8. Debate shall be directed to the president, and it shall be germane to the pending question. Debate shall be alternated be-
tween pro and con.
9. Reports shall be limited to THREE (3) minutes each, except those of the president and the treasurer.
10. Only official recording devices shall be permitted in the meeting. No personal recording devices shall be permitted.
11. Cell phones and similar devices shall be muted or turned off.
12. These Standing Rules for the Annual Meeting and workshops may be adopted, amended, or suspended by a two-thirds
(2/3) vote to establish the method of conducting business.
Ms. Scheidegger moved on behalf of the bylaws committee that the rules be adopted. Motion was adopted.
Without objection, President Cook appointed Beverly Traub, the timekeeper.
There were no corrections to the June 17, 2106, annual meeting minutes.
President Cook presented Virginia Berberick and Donna Thompson honoraria.
Secretary pro tem Scheidegger read thank-you correspondence from Hundter Biede, Mia Kegley and Allison
Sheen who are members of FBLA.
President Cook recognized Sandy Olson, past NSAP president and NAP officer; elected NSAP officers: vice-
president Lori Bucholz; treasurer Nylanne Scheidegger; appointed NSAP officers: editor Karen Watson and
parliamentarian Cody McCain; committee chairmen: auditing George Woolstrum; education Sandy Olson;
membership Lori Bucholz; and nominating Cody McCain.
President Cook recognized at the national level, Sandy Olson for serving as president and Lynna Gene Cook
for serving as a trustee of the National Association of Parliamentarians Educational Foundation.
Sandy Olson reported that Cody McCain, PRP received the Alice Ragona Dues Scholarship and Alice Levis
received the Young Professional Scholarship.
Treasurer Scheidegger updated the ending balance by including deposits made after the last bank statement.
Caroline Sedlacek, RP chairman of the scholarship committee reported that information for the scholarship
will be in the next issue of the newsletter.
Sandy Olson moved that Article VII Section 3.B. No elected officer shall serve more than two consecutive
terms in the same office be struck and the article re-lettered. The motion was adopted.
Without objection, Lynna Gene Cook, PRP, Lori Bucholz, PRP, Cody McCain, PRP, Jaci Knuth, RP, and
Nancy Sylvester, PRP were elected delegates to the Biennial Convention . It was noted that Sandy Olson was
elected delegate from the Grand Island Unit and Caroline Sedlacek and Polly Goecke were elected delegates
from the Omaha Unit.

Karen Watson moved that the stained glass lamp be a part of the Nebraska basket for the NAPEF auction.
Motion adopted.
President Cook announced that the 2018 annual meeting and intermediate workshops will be held May 18-19
at the Fellowship Community Church in Lincoln. The tentative plans are: workshops by Donna Thompson
and Alison Wallace and a visit to the state capitol.
Whereas, Lynna Gene Cook, PRP, President of the Nebraska State Association of Parliamentarians, the officers, chairmen, and
members have served this organization with distinction; now, therefore be it
Resolved, That Lynna Gene Cook, PRP, the President of the Nebraska State Association of Parliamentarians be commended for
portraying the future with her vision of an outstanding body of knowledge which was created by the members of NAP, for leading
the members in amending the bylaws and building community support and for moderating other business of the organization which
demonstrate clearly the principles on which parliamentary law is based;
Resolved, That the officers and committee chairmen of the Nebraska State Association of Parliamentarians be commended for the
interesting and informative reports on the activities of the organization during the year;
Resolved, That Denise Irminger, PRP, District Five Director be commended for her leadership and continued efforts to provide
quality parliamentary education in the District;
Resolved, That Donna Thompson, PRP, and Sandra Olson, PRP be commended for their contributions to parliamentary education
by providing the Conventions A to Z workshop on June 1 and 2, 2017;
Resolved, That, the workshop presenters, Virginia Berberick, PRP and Lori Bucholz, PRP, be extended our appreciation for educa-
tional contributions that will be long remembered;
Resolved, That the attendees at this annual meeting hereby express their appreciation to the board of directors for a most memorable
annual meeting;
Resolved, That appreciation be expressed to the staff of the Regency Lodge, for the courtesies and amenities provided to the annual
meeting attendees;
Resolved, That appreciation and gratitude be expressed to all members and guests in attendance for making this annual meeting a
most memorable experience in promoting the object; and
Resolved, That this resolution be incorporated in the minutes of this annual meeting.
In June, NSAP recognized members who returned point sheets to the awards committee. The following are to

Why were other members point forms not returned? Did you keep a calendar of activities for all events dur-
ing the year? Could you go through your calendar and include those items on the point form that indicated
your parliamentary participation? These sheets are important for the continued efforts of promoting our educa-
tional purposes to our network and community. Our participation indicates that we are all in this together and
work in various ways to promote effective meeting management. The other awards were presented as a result
of our efforts to grow and promote. The Margaret Hasebroock Award was earned by Grand Island as they had
the most members submitting their information as well as the most points generated per unit; The Bertha
Hughes was earned by Star City in their efforts to bring in new members to NSAP. We are extremely proud
that Cody McCain is now a professional registered parliamentarian and can continue to promote our education-
al purpose throughout his practice. Lynna Gene Cook, PRP, was admitted into the Parliamentary Hall of Fame
because of her continued efforts to grow parliamentary procedure in Nebraska and nationally. Congratulations
and thanks for your many contributions.
Now, where do we go from here? Point forms are not for competitionthey are for charting our plans for the
future. On the point forms, we can see where we have been. We can also see the areas we seem to lack partic-
ipation. Those lacking areas could help us build a strategic plan for a more progressive, futuristic organiza-
tionan organization that appeals to the needs of organizational leaders. Commitment to an organization re-
quires setting priorities that include participation in the organization. So what are we looking for in belonging
to this organization? Is it fellowship with friends, additional parliamentary and leadership education, strategies
that help us be more fulfilled and complete our bucket lists, a feeling of being needed and appreciated for our
contributions? The Nebraska State Association of Parliamentarians is your organization. What place does it
acquire in your life? We have only a couple of important meetings a yearand if you are not on the board,
only one meeting a year. Can we make time in our busy lives for this meetingand share our strengths and
stories with others who share our love for effective meeting management? We need you and your commitment
to NSAP.
The officers for SCAUP are: President Cindy Lugan 2016-2018, Vice President Jim Peterson 2016-
2018. Secretary Chris Marks 2017-2019, and Treasurer Jim Peterson 2017-2019.
Six scheduled membership meetings were held. These meetings were held at 7:00 p.m. on the third
Thursday of the odd-numbered months at the Fellowship Community Church (86th and Holdrege).
Five scheduled study groups were held on even-numbered months (excluding December). Different
topics were discussed at the various Study Sessions. Study groups are held in the same church, at
the same time, as the membership meetings.
SCAUPs current membership consists of ten members: seven primary members and three PRPs.
Two members are new since last year: Tom Havelka and Nathan Leach. Two members passed the
membership exam in 2017: Tom Havelka and Raymond Meester.

GRAND ISLAND UNIT of PARLIAMENTARIANS
2016-2017 ANNUAL REPORT

Your Grand Island Unit has been busy Creating the Future for the Nebraska State Association of Parliamentarians. The
unit meets monthly. The topics are advertised in the newspaper as well as via email to those interested in learning more
about parliamentary procedure. The topics are: (regular monthly meetings) January, Lay on the Table; February, Con-
ducting Board Meetings; March, Parliamentary Team Training; April, Presiding; May, Minutes; June, Advanced Bylaws;
July, Reconsider and Rescind; August, Committees; October, Communication Skills; December, Previous Question.
The unit encourages the study of parliamentary procedure using various professional resources. Many of these re-
sources are shared at each meeting. Steve Smalls Wording Manual, Viola Brannens Ive Been Elected Now What?, and
A Presidents Guidebook are several of the resources recommended for members. The units under the direction of Ange-
la Davidson, RP and Sandy Olson, PRP, are presenting parli tips via Facebook for weekly consideration of parliamentary
issues. The purpose of the parli tips is to encourage more people to understand effective meeting management and uti-
lize the resources available.
The unit is pleased to have as a new PRP Cody McCain, the past FBLA State President.
The unit encourages attendance by other NSAP members. Edith Abbott Memorial Library is the meeting place for the unit
meetings. The Grand Island Unit has also obtained a proclamation from the Grand Island Mayor citing April as Parlia-
mentary Law Month.

2016-2017 Annual Report
Report by Caroline Sedlacek, RP, President
Meetings have been held monthly from September through May, except December. Members have been
asked to attend the NSAP annual meeting in June as well as the workshops. Brief business meetings are
held as needed using informal consideration. Lessons from NAPs Unit Lessons CD were presented by Caro-
line Sedlacek, RP who volunteered to lead these lessons. Some of the topics were bylaws; voting, elections
and tellers; disciplining members; and review of the ranking motions.
At the annual meeting in January 2017 the following were elected: President-Caroline Sedlacek, RP; Vice
President-Jesse Stathem; Secretary-Polly Goecke, RP; and Treasurer-Lori Bucholz, PRP.
Beginning in September 2017 meetings will be held on the second Wednesday of the month from noon to
2:00 pm at the Swanson Library, 90th and West Dodge.
Member Elizabeth Butler who had been City Clerk for Papillion City Council is now City Clerk of the Omaha
City Council.
The president continues as parliamentarian for the League of Women Voters of Nebraska (LWV-NE) board
meetings and annual membership meeting. Last October she was appointed to the Governance Committee
of the League of Women Voters of the United States for a two year term. She serves on the Board of the
Friends of the Omaha Public Library.
The vice president is Committee Chair for his homeowners association; is a member of the Institutional Re-
view Board (IRB) at the VA Hospital (for human research) and advises the Chair and Vice Chair on meeting
protocol; attends the Adams Park Senior Center and gives suggestions on conducting the meetings; and fre-
quently observes the Omaha Public School Board meetings.
The secretary serves on the Board of the Friends of the Omaha Public Library and is membership chair and
Virginia Frank Writing Contest chair. She served on the bylaws committee of her PEO this past year and is
on the board of the Salvation Army Auxiliary.
The treasurer is NSAP vice president. For the American Quarter Horse Association she is a National Director
-representing Nebraska, is Chair of International Committee, is Affiliate Advisory Board-Region 2 representa-
tive and is Hall of Fame selection committee member. For the Nebraska Quarter Horse Association she is
Secretary/Parliamentarian and member of the Board of Directors. She recently conducted a workshop for the
Junior League of Omaha on basic parliamentary knowledge and procedures.
The president and secretary will attend the NAP Convention as Unit delegates. The president will also
attend the Leadership Conference the day before the Convention opens.

Facebook Page Information
The Facebook page has been the primary focus of marketing and publicity at the present time.
The page started March 27, 2015 (happy almost 2 year birthday!) by Sandy Olson and Angela Da-
vidson as an educational Facebook page.
The page provides three parliamentary tips weekly, posts upcoming events, and is a resource for
individuals seeking assistance. While started by Olson and Davidson, the page has expanded to
be marketed as a NSAP resource.
