NATIONAL UNIVERSITY OF SINGAPORE PM5106 DESIGN MANAGEMENT Semester 1, AY2014/2015 ‘Time Allowed : 2 Hours INSTRUCTIONS TO CANDIDATES 1 This examination paper contains FOUR questions and comprises NINE printed pages. Page 2 Mr Visoth decided to develop his plot of land (See Appendix 1) in Phnom Penh, Kingdom of Cambodia. He entered into a Joint Venture agreement with Oasis Land (OL), a real estate development company from Singapore. A joint venture company, Trident Development Company Pte Ltd (Trident) was set up with both parties having equal equity share holding. Trident formed a Development Committee (DC) with the following members: a) Mr Visoth; b) Ms Thanith, daughter of Mr Visoth; c) Mr Danny, CEO of Oasis Land; and 4) Mr Smith, Chief of Operations, Oasis Land. Mr Visoth envisioned an entry-level mixed development comprising residential apartments and retail. He felt that the residential apartments would appeal to the working class if the prices were affordable. Ms Thanith pointed out that the river view would be a selling point for the project. Mr Visoth had pledged his land as his equity contribution to the joint venture company. OL is providing financing for the entire project. OL agreed to buy over the entire retail space upon its completion, They intended to operate it as a shopping mall with retail and F&B and entertainment outlets. OL had spoken to one of the largest supermarkets Big-D, to take up considerable space in the basement and first storey as one of the anchor tenant, SAP cautioned Trident on the authority's requirement to ensure there would be sufficient car park lots for the apartment owners as well as visitors. There would be 400 apartment units and the authority's requirement was to have apartment unit to car park lot ratio of 1:1. There was also a requirement to provide additional 20% of car park lots for visitors who patronize the shopping mall. SAP’s current massing options are having all car park lots located in the basement levels. Lotta Cinema Group (Lotta) had approached OL and expressed their interest to have their cinemas located at the top floor. Lotta would require column-less spaces for their multi-plex cinemas. You were appointed as the Project Manager by Trident, Trident had also appointed the following consultants: a) Spatial Architects & Planners (SAP); b) Mason Civil & Structural Engineers (Mason); ¢) H2 Mechanical & Electrical Engineers (112); d) Accura Quantity Surveyors (AQ); ©) Wattanac Real Estate Agency (WRE) ‘The land details and planning parameters are stated below: a) Land size: 8,151 sqm b) Allowable site coverage: 40% ¢) Allowable storey height: No height restrictions 3 PMS5106 DESIGN MANAGEMENT Page 3 Question 1 ‘Trident would like you to arrange for the first kick-off project meeting for the entire project team, The agenda for the kick-off meeting is as follows: a) Brief on overall timeline for the project, explaining the progressive design phases from inception of project until the construction stage; b) Propose discussion items with Big-D and Lotta You are to brief the Development Committee on the above matters prior to the actual kick-off mecting, Explain in brief the different phases of design and the discussion items that are relevant to Big-D and Lotta. (10 marks) Question 2 With the 40% site coverage requirement, the total building footprint allowable is 3,260.40sqm. SAP had completed 4 options of massing plans based on the planning parameters (refer to Appendices) Option 1: 4 towers with footprint of 815.10 sqm each Option 2: 2 towers with footprint of 1,630.2sqm each Option 3: 4 typical towers with footprint of 640sqm and a low-rise block of 700sqm footprint Option 4: 6 typical towers with footprint of S40sqm each All four options achieved the same sellable arcas for the residential and also leasable areas for the retail. All 4 options were designed with two levels of basement for car and motorcycle parking, and four-storey podium block(s). All the towers are currently 10 storey high. MA advised that although there were no height restrictions, a more economical structure of between 15 to 20 storeys was preferred. H2 remarked that the mechanical and electrical works would cost more if there were to be more towers. AQ concurred that the overall costs would be higher if there are more towers. SAP and WRE shared the same view that slimmer block tended to yield units with better views and natural ventilation. Trident asked for your views and recommendation, Discuss the pros and cons of each massing plan option and recommend one of the options, stating your reasons. Page 4 Question 3 The consultant team proposed a list of design initiatives and features as part of the sustainable design study requested by OL. The aim was to obtain Green Mark certification. AQ advised an estimated of 5 to 15% increase in costs depending on desired level of certification to be obtained. Ms Thanith and Mr Smith had differing views over the implementation, Ms Thanith was unwilling to increase their contribution to the additional budget required. Trident looks to you as an independent consultant for resolution. You are to suggest ways to Trident on how to move forward on implementation of sustainable design. (10 marks) Question 4 The consultants commenced their work on the design for the project. SAP received direct instruction via email from OL to decant the car park lots in the basement in order (o free the space for Big-D’s future use. State the potential implications this may have on the project if OL’s instruction is to be complied.
