Invitation for Proposal (IFP) Letter

The Saudi Arabian Oil Company (SAUDI ARAMCO) is pleased to invite you to submit a proposal for
accomplishing the work described below as required in the subject Requisition on a lump sum price
basis.

A Job Explanation Meeting (followed by a Work Site Visit) will be held by the Contracting Department,
SAUDI ARAMCO, on the date(s) and at the location(s) specified in the Procurement Schedule. Bidder
attendance of the Job Explanation Meeting and Site Visit is required in order for bidder to be
considered.

Questions concerning the preparation of proposals must be submitted through this ECN Contract Room
using the Bidder Q&A function on or before the Last Day to Ask Questions specified in the Procurement
Schedule.

SAUDI ARAMCO shall communicate all questions and responses to all bidders through the ECN.

The Bid Closing Date shall be as specified in the Procurement Schedule function for this ECN Contract
Room.

The Commercial Proposal shall be submitted in duplicate, and two copies of the Technical and
IKTVA Proposals shall be required. The copies of each proposal shall be contained in a separate
envelope, marked, as appropriate:

Only written requests for price proposals issued by the SAUDI ARAMCO Contracting Department should
be regarded by bidders as bona fide price solicitations. The Invitation for Proposals consists of this
document together with document available in the Invitation for Proposal function in this ECN Contract
Room.

In the event of conflict between any of these documents and the pro forma contracts, the pro forma
contracts control. The contents of the complete Invitation for Proposals shall be the basis for bidder
proposals, and only written revisions issued by the SAUDI ARAMCO Contracting Department shall change
or supplement such contents.

The subject contract will be awarded only to a bidder who is properly licensed or commercially
registered at the time of commercial bid opening.

SAUDI ARAMCO is financially evaluating the selected bidders and will soon advise each bidding entity
whether SAUDI ARAMCO considers him unconditionally financially qualified for the WORK, qualified with
a Parent Company or Bank Guarantee, or financially not qualified. In case of the latter decision, the
bidder will be requested to promptly return to SAUDI ARAMCO all documents, which he received in
relation to the subject Contracts.

The subject Contracts will not be executed until the required documents have been accepted and
approved by SAUDI ARAMCO and its affiliates. SAUDI ARAMCO and its affiliates will not enter into any
contract with a contractor who is required to provide a guarantee but fails to do so. Once SAUDI
ARAMCO and its affiliates have determined a guarantee is necessary, it will not waive the requirement.

SAUDI ARAMCO considers all aspects of this invitation to be confidential and requires all bidders to
limit knowledge of this letter and its contents to those employees and subcontractors, who
need to know, for the purpose of responding to this letter and preparing the related
proposals.
