1. Clearly understand the laws on the Comprehensive Agrarian Reform Program (RA 6657),
the Emancipation of Tenants (PD 27), the Agricultural Tenancy Act (RA 1199), the Abolition
of Tenancy (RA 3844) and other agrarian reform laws.
2. Have an intimate knowledge of the dispute resolution mechanism within the Department
of Agrarian Reform (DAR) regarding the administrative implementation of the CARP, as
well as within the DAR Adjudication Board (DARAB) involving agricultural tenancy issues
and the valuation of landholdings and just compensation issues.
3. Apply their knowledge and analytic skills in handling a live case by way of writing a case
matrix and a draft decision.
4. Acquire a working knowledge of the SSS Law and the GSIS Law, its benefits, liabilities and
dispute resolution mechanisms.
