on the subject matter, to wit: Accreditation of Lupon Topdown Tricycle Operators and
Drivers Association (LUTTODA). Findings and recommendations were presented.

2. Committee Report No. 2011-07

ARFRAN L. QUIONES Reported by the Committee on Finance, Budget & Appropriation, chaired by
ABC President Hon. Santos Q. Alonzo, Jr. dated March 21, 2011, which dwelt on the subject matters,
to wit: Supplemental Budget No. 1 for CY 2011 in the General Fund of this local unit
and the Request of the Lupon Women Federation, Inc. (LWFI) for an additional
honorarium for the LWFI Barangay Presidents in the amount of Two Hundred
RHEYAN GLENN D. MANGGOB (P200.00) Pesos per quarter. Findings and recommendations were presented. There

presentor then moved for the approval and adoption of the committee report no.

16th Municipal Council Orally reported by the Committee on Rules & Privileges, Laws & Ordinances,
April 4, 2011 chaired by Hon. Capistrano V. Roflo, Jr. dated March 21, 2011, which dwelt on the
subject matter, to wit: Barangay Ordinance No. 001, series of 2011, entitled An
ordinance amending the Tax Ordinance No. 001-2011. Findings: The date of
approval is March 7, 2011; the date of transmittal is March 18, 2011; Inclusions (a)
Minutes of Barangay Assembly and (b) attendance; and the date of referral to the

Mun. Vice Mayor Committee on Rules & Privileges, Laws & Ordinances is March 21, 2011.
Recommendation: Although there is the belated (1 day) transmittal of the Barangay
Ordinance, it is found to be consistent with the law and within the powers of the
barangay government of Tagboa. However, the ordinance is in the vernacular and
SANTOS Q. ALONZO, JR. needs to be translated in English (check the rules). Also, the term ordinance in pages
Mun. Councilor 2 4 should be appropriately termed as Article. The title needs to be clarified
because the title amends the ordinance itself. The Committee agreed to return the
measure to the Barangay Council for clarification and amendments.
Hon. Quiones sought clarification the committee if there is a prohibition using
REDEN P. DACQUIADO the local dialect or vernacular in the ordinance because some of the barangays are

using their own version or terminologies for implementation purposes especially in the
collection of taxes.
The presentor, Hon. Roflo, Jr. replied that the whole ordinance is in the
vernacular. He further hinted that there was nothing wrong in using the vernacular for

translated in English version.
After thorough deliberation, the presentor then moved for the approval and
adoption of the committee report no. 2011-08.

subject matters, to wit: Barangay Tax Ordinance No. 01-2011, entitled An ordinance

Ordinance No. 03-2011, entitled An ordinance prohibiting astray animals such as

Mun. Councilor Davao Oriental. Findings: The date of approval is March 2, 2011; the date of

Privileges, Laws & Ordinances is March 21, 2011; and Inclusions (a) Minutes of
Barangay Assembly and (b) attendance. Recommendation: The said ordinances are

hereby in order.

ordinance prohibiting illegal fishing within the territorial jurisdiction of Brgy.
Cabadiangan, Lupon, Davao Oriental. Findings: The date of approval is March 2,
2011; the date of transmittal is March 4, 2011; the date of referral to the Committee on

SKMF President Minutes of Barangay Assembly and (b) attendance. Recommendation: The said
measure is found to be consistent with law and within the powers of the barangay
government of Cabadiangan, Lupon, Davao Oriental. However, there is a need for
clarification to enlighten the Sangguniang Bayan on the specific location of the bodies
of water within the territorial jurisdiction of Barangay Cabadiangan. The resolution

 confirming approval of the said measure is held in abeyance pending the response of
34th Regular Session the barangay to the clarification.
16th Municipal Council There being no comment and reaction from the honorable members of the
April 4, 2011
council, the presentor then moved for the approval and adoption of the committee
