B. Highlights
1. Opening of bids started with an opening prayer led by Ms. Gavina. EMECO International
Trading and Construction, Berto Lucci Builders and Supply and LDV Construction submitted
their respective bid proposals.
2. BAC shall determine the eligibility of the prospective bidders based on the bidders
compliance with the eligibility requirements. BAC then open the envelopes submitted by
EMECO the bidder who submit the bid proposal early.
3. Opening, examination of bids and determination of responsiveness:
Documents of the bidders were opened and read every document.

4. EMECO failed to submit PhilGEPS Certificate which is an eligibility requirement in accordance

with the 2016 Revised IRR RA 9184. EMECO was allowed to double check their documents
but upon checking said document was still lacking. Technical and financial documents
remained unopen because of such deficiency.
5. BAC then proceed in the opening the bid proposal submitted by LDV, all of which were
sealed and signed both Original and Copy (1 &2). BAC verified the information presented as
to the authority of certain KATLYN SALCEDO, who signed all the documents on behalf of
LUISITO DATO VENTURA. LDV clarified that there was a public document for authorization
and which can be found in Class B documents.
6. LDV passed all the eligibility documents needed, however failed on the qualifications of the
design personnel specifically the 5-year experience requirement for Sanitary Engineer. LDV
was also allowed to personally check their documents. Upon checking, they admitted that
their Sanitary Engineer lacks 7 months to qualify for the said requirement. Such deficiency
resulted in failure to bid.
7. Likewise, the Terms of Reference for Design Personnel provides that the Mechanical
Engineer must be a Professional Mechanical Engineer with at least five (5) years of
experience in HVAC and fire protection systems and preferably knowledgeable in emergent,
alternative energy-efficient HVAC technologies.
8. However, the proviso does not connote that it shall be 5 years experience as Professional
Mechanical Engineer. It can be gleaned that within the five-year experience he/she may be
either a duly registered Mechanical Engineer or a Professional Mechanical Engineer.
9. Lastly, Berto Lucci both passed the eligibility and technical requirements, and was given the
opportunity to present the three (3) perspective views (interior/exterior). They also provided
a provision for elevator since a four-storey requires such. Second floor was provided with a
lobby area to circulate the air to float inside. Recreation area was also provided facing west
considering the direction of sunlight. A built in cabinet in bed was specifically designed to
maximize the space considering the no. of occupants per room.

at 12:30 AM.
