I. LEGAL BASES AND GENERAL CONDITIONS

1 This European Technical Approval is issued by the Centre Scientifique et Technique


du Bâtiment (CSTB) in accordance with:

- Council Directive 89/106/EEC of 21 December 1988 on the approximation of laws,


regulations and administrative provisions of Member States relating to
construction products1, modified by the Council Directive 93/68/EEC of 22 July
19932;

- Décret n° 92-647 du 8 juillet 19923 concernant l’aptitude à l’usage des produits de


construction;

- Common Procedural Rules for Requesting, Preparing and the Granting of


European Technical Approvals set out in the Annex of Commission Decision
94/23/EC4;

- Guideline for European Technical Approval of “Timber frame Building kit” ETAG
no. 007, edition 2001.

2 The Centre Scientifique et Technique du Bâtiment is authorised to check whether the


provisions of this European Technical Approval are met. Checking may take place in
the manufacturing plant (for example concerning the fulfilment of assumptions made
in this European Technical Approval with regard to manufacturing). Nevertheless, the
responsibility for the conformity of the products with the European Technical Approval
and for their fitness for the intended use remains with the holder of the European
Technical Approval.

3 This European Technical Approval is not to be transferred to manufacturers or agents


of manufacturer other than those laid down in the contact of the European Technical
Approval; or manufacturing plants other than those announced to the Centre
Scientifique et Technique du Bâtiment.

4 This European Technical Approval may be withdrawn by the Centre Scientifique et


Technique du Bâtiment pursuant to Article 5 (1) of the Council Directive 89/106/EEC.

5 Reproduction of this European Technical Approval including transmission by


electronic means shall be in full. However, partial reproduction can be made with the
written consent of the Centre Scientifique et Technique du Bâtiment. In this case,

II. SPECIFIC CONDITIONS OF THE EUROPEAN TECHNICAL APPROVAL

1. Definition of product and intended use

1.1. Definition of product

ALAMCO building kits are predesigned and prefabricated timber frame building kits for
individual houses including external walls, internal walls, floors and roof.

Every building element is pre-assembled in the factory including doors and windows and
eventually completed with external and internal finishes.

These elements are then assembled on site on an existing concrete base slab or on top of
the basement floor.

Every building element (wall, floor and roof) is described later on as well as the assembly
principle.

All the materials data are given in Annex 6.

1.1.1 External wall

The external wall is constituted as following:

• Rendering system:
- Finishing coat 1,5 mm.
- Reinforced base coat 2,5 mm.
- EPS 40 mm.
• Gypsum fibreboard 12,5 mm.

• Timber frame 140 x 80 mm or 140 x 60 mm – every 625 mm.

• Mineral wool 140 mm.

• Vapour barrier.

• Gypsum fibre board 12,5 mm.

The external covering system shall comply with its own technical specification.

The usual height of the wall is 2630 mm.

The maximal height of the wall is 2900 mm.

The maximum size of the openings is:

• Height: 2220 mm.


• Width: Timber frame is redefined case by case accordingly.

The internal linings are not part of the kit.

1.1.2 Shared wall

See Annex 6N, 6O.

The shared wall is constituted as following:

• Gypsum fibreboard 12,5 mm.

• Vapour barrier.

• Timber frame 140 x 80 mm or 140 x 60 mm – every 625 mm.

• Mineral wool 140 mm.

• Gypsum fibre board 15 + 15 mm.

1.1.3 Internal wall

The composition of internal partition is as following:

− Gypsum fibre board: 12,5 mm.


− Timber frame: 80 x 80 mm every 625 mm (Option: 80 x 60 mm every 625 mm).
− 60 x 120 mm for the post, only in case of load bearing walls.
− Mineral wool: 60 mm.
− Gypsum fibre board: 12, 5 mm.

In case of non-loadbearing internal partition, the nominal height is 5 cm less than the
internal loadbearing wall.

The internal linings are not part of the kit.

1.1.4 Suspended floor

See Annex 6G, 6H, 6I and 6J.

The composition of internal partition is as following:

− Particle board P5: 22 mm.


− Joist: 240 x 60 mm or 240 x 80 mm.
Type n° 1 − Mineral wool: 140 mm.
(see note 1) − Lathing: 21 mm.
− Gypsum plaster board: 12, 5 mm.
− OSB: 22 mm.
− Joist: 240 x 60 mm or 240 x 80 mm.
Type n° 2 − Mineral wool: 140 mm.

− Gypsum plaster board: 12, 5 mm.
− Particle board P5: 22 mm.
− Joist: 200 x 80 mm or 200 x 100 mm.

Note 1: For the types 1-2- 3- 4: floor covering, screed, layer, thermal insultion are not part of
the kit. The relevant recommendations are given by the applicant:

− Floor finishing (not part of the kit): ∼ 10 mm.


− Reinforced screed: 50 mm.
− Separating layer
− Thermal insulation: 50 mm.
Note 2: For the types 5 -6: gypsum plaster board and mineral wool are not part of the kit.

1.1.5 Roof

See Annex 6K, 6Q, 6R and 6T.

The roof structure is made of solid wood rafters and battens or with industrial prefabricated
structural members either for:

− habitable attic,
− non occupied attic.

In case of occupied attic, the composition of the roof includes:

− Flexible sheet for water proofing: Delta vent.


− Mineral wool: 180 mm.
− Vapour barrier.
− Lathing: 24 mm.
− Gypsum plaster board: 12, 5 mm.

The design of the roof (slope, ventilation section, protection against driving snow, …) can be
adapted case by case depending on national requirement.

1.1.6 Unheated attic

Optionally, the composition of internal partition could be as following:

− Joist: 200 mm or 240 mm.


− Mineral wool: 200 mm.
− Vapour barrier.
− Lathing: 21 mm.
− Gypsum plaster board: 12, 5 mm.
1.1.6.2 Suspended floor

− Particle board P5 or OSB 3, 22 mm or 19 mm


− Joist: 200 mm or 240 mm.
− Mineral wool: 180 mm.
− Vapour barrier.

1.1.7 Fixing devices

All connections are detailed on the cross sections in Annex 6 as well as the different staples
or screws to fix the boards on the timber frame.

1.2. Intended use

The intended use for the building kits is a single or a shared family house of maximum one
storey, with or without basement. The roof space is intended for living purposes.

The building kits are to be used in European countries.

The intended use shall be evaluated in each individual case depending on the climatic
boundary conditions.

The provisions made in this European Technical Approval are based on an assumed
working life of “ALAMCO”, of at least 50 years for the building, of at least 25 years for the
exterior wall cladding, provided that the conditions laid down in sections 4.2/5.1/5.2 are met.
The indications given on the working life cannot be interpreted as a guarantee given by the
producer, but are regarded only as a means for choosing the right products in relation to the
expected economically reasonable working life of the works.

The timber is not treated against termite attacks.

No performance has been determined regarding the seismic action.

The anchors to the substructure are designed case by case according to their own ETA.

2 Characteristics of product and methods of verification

2.1 Mechanical resistance and stability (ER1)

The mechanical performance of the building elements is determined according to Eurocode


1995-1-1: 2003.

The load capacities of the building elements are presented in Annex.

No performance has been determined on the complete building elements. The design shall
be performed case by case.

No performance has been determined regarding the seismic action.

2.2 Safety in case of fire

2.21 Reaction to fire

The classification of a certain range of components has been given with material data in
evaluation report.

No performance has been determined on the complete building element.

2.22 Resistance to fire

Resistance to fire is based on full scale testing. Classification is given according to EN


13501.

External wall: REI 30 for timber frame 140 x 80 mm – every 625 mm.

Shared wall: REI 90 for timber frame 140 x 80 mm – every 625 mm.

For the floor, resistance to fire is given on the bases of calculation according to Eurocode
1995-1-2 (10.2002).

Floor: R 15 without any decrease of load capacity and for the case of floor types n° 1-2-3-4
with or without screed.

No performance determined for the roof.

2.23 External fire performance of roof covering

The roofing system is not part of the kit.

For certain type of roofs, the external fire performance is given in the commission decision
2000/553/CEE without further testing.

2.3 Hygiene, Health and Environment

2.31 Water permeability and moisture resistance

Water vapour transmission of the water vapour control layer used for the external envelope,
inside the thermal insulation, is sd ≈ 150.

Water vapour transmission of the wind barrier layer, outside the thermal insulation, is
sd = 0, 02.

The overall design of the kit’s external envelope, including the air tightness of the relevant
building details, has been assessed to provide adequate moisture control for the intended
use.

Where the climate so requires (e.g. in regions with high external temperature and/or high
vapour pressure), or cooling systems are installed and used for longer periods of the year,
the kits should not be used unless the risk of moisture condensation has been assessed for
each individual works.

2.32 Watertightness

The standard construction details allow assessing the watertightness of the building
envelope favourably.

Regarding the watertightness of internal surfaces of wet areas, the performances depend on
the floor and wall finishes which are not parts of the kit. It has to be evaluated case by case
depending on the real construction details on site.

2.33 Release of dangerous substances

Based on the declaration of the manufacturer, the building kit ALAMCO meets the
requirements of the directive 76/769/CE.

The use of wood preservative meets requirements of directive 98/8/CE.

The treatment of the kit and/or of components of the kit with fire protections agents is not
subject of this ETA.

The wood based components satisfy class E1 according to EN 13986.


As far as components of the kit in this ETA are specified via a hEN, the requirements Stated
in the respective hEN shall be met and the supplementary implemented national legal and
administrative provisions shall be observed.

In addition to the specific clauses relating to dangerous substances contained in this


European Technical Approval, there may be other requirements applicable to the products
falling within its scope (e.g. transposed European legislation and national laws, regulations
and administrative provisions). In order to meet the provisions of the EU Construction
Product Directive, these requirements need also to be complied with, when and where they
apply.

2.4 Safety in use

2.41 Slipperiness of floor finishes

Due to the large range of possible floor finishes to be installed in the house, the
performance has not been determined.

The slipperiness has to be evaluated case by case where national requirements are
applicable.

2.42 Impact resistance

For both the external wall and the floor, the thickness of the panels and the space between
the timbers corresponds to well known construction details. The impact resistance is then
assessed positively without testing for the intended use.

On the inner side of the external wall and partition, there is one Gypsum fibre boards which
limit indentation makes eventually due to hard body impacts.

2.5 Protection against noise

2.6 Energy, economy and health retention

basis of the data precised in evaluation report.

Attention has to be paid to the fact that calculations were performed with tabulated values
for thermal conductivity either from EN 12524 or from CE marking of insulating materials.
Those values do not take into account eventual increase to be applied in accordance with
national regulations.

2.62 Air permeability

The current construction details shown in Annex 6 present the continuity of both the internal
vapour barrier and the external weather membrane.

The kit is then providing sufficient air-tightness to be in accordance with the intended use.

2.63 Thermal inertia

No performance determined.

2.7 Aspect of durability

The external finishes are not assessed in the framework of this ETA. The systems shall
comply with the relevant technical specifications.

Structural components are in hazard class 2 according to EN 335-1 for French market.

Structural component may have an other hazard class according to EN 335-1 in


accordance with national regulations.

2.8 Aspects of serviceability

2.81 Limit deflections

The load bearing calculations have been performed taking into account the following
criteria:

2.82 Vibration behaviour

In order to check the vibration behaviour of floors, it is indicated in tables Annex 3A and 3B
those requiring a special investigation (fundamental frequency lower then 8 Hz).

3. Evaluation of Conformity and CE marking

3.1 Attestation of conformity system

The system of attestation of conformity specified by the Commission decision 99/455/EC is


system 1 according to Council Directive 89/106/EEC Annex III.

The certification of conformity of the product by a notified body is based on.

a) Tasks of the manufacturer:

• Factory production control (FPC).


• Further testing of samples taken at the factory by the manufacturer according to a
prescribed test plan.
b) Tasks of the Notified Body:

• Initial type testing.


• Initial inspection of factory and factory production control.
• Continuous surveillance, assessment of FPC.

3.2 Responsibilities

3.21 Tasks for the manufacturer, factory production control

The manufacturer has a factory production control system and exercises permanent internal
control of the production, being directly responsible for the correct fulfilling of each
production step.

3.22 Tasks of the Notified Bodies

3.221 Initial assessment of the product

Initial assessment of ALAMCO building kits has been carried out by the approval body and
will serve as the initial product assessment for the notified body.

3.222 Initial inspection of factory and of factory production control

The notified body shall assess the manufacture’s factory production control plan in full, and
approve the control plan that is documented in the quality manual. The notified body shall
also ensure that the manufacturer has the necessary competent staff, premises and
production equipment to produce the timber frame kits as described in the ETA.

3.223 Continuous surveillance

The notified body shall normally visit the factory twice a year for routine inspections, and
primarily check that the production is in conformity with the factory production control plan.

The notified body shall particularly check that the manufacturer only uses materials and
components which are specified in this ETA, and that all the specified case by case
structural designs have been made and filed for each kit that is produced and delivered.

During the factory visits, the notified body shall also make audit/visual inspections of
prefabricated elements, components and material made ready for shipment to the building
site, and that the kits and assembly instructions are in conformity with the construction
details in Annex 6.

3.224 Certification

When all criteria for conformity attestation are fulfilled, the notified body shall issue a product
Certification of Conformity with this ETA.

3.23 CE marking

The CE marking shall be affixed on the document going with the supply of the house. The
symbol «CE» shall be accompanied by the following information:

• identification number of the certification body,

• name or identifying mark of the producer and manufacturing plant,

• the last two digits of the year in which the CE marking was affixed,

• number of the EC certificate of conformity,

• number of the European Technical Approval,

• identification of the type of components (external wall A1, A2 or B1),

• dangerous substances.

4. Assumptions under wich the fitness of the product for the intended use
was favourably assessed

4.1 Design

For every house, a set of specific plans and a set of details are available, based on specific
design and also including eventual local specification.

The mechanical design is performed case by case.

4.2 Manufacturing

The kit is manufactured by SC ALAMCO SRL – PRAHOVA – ROMANIA which has been
using a specific manufacturing process summarised here after and identified during
inspection of the plant by the Centre Scientifique et Technique du Bâtiment and laid down in
the technical documents.

For each building kit element (wall, ceiling, roof) the main manufacturing stages are as
following:

• Preparation of the timber frame according to the production plan.


• Fixing on one of the boards with vapour barrier.
• Preparation of electricity tubes and plugs as to the production plan.
• Installation of insulation.
• Fixing of the other board to close the element.
• Installation of the internal and external coverings.

At the end of each assembly belt, the elements are vertically loaded on a trailer and covered
with a canvas cover and stored until delivery.

4.3 Installation

For the panel installation, there are several conditions that have to be fulfilled, in order to
assure a proper way of mounting.
As for the manufacturing, the erection is ruled by specific process policies.
• Proper infrastructure (access way).
• Proper machines, tools and mounting devices.
• Lifting devices for panels according to mounting area (ex crane).
• Measurement tools (ex laser).
• Checking of the foundation before erection.
• Preparation of montage materials (mechanical connectors etc, …).

The installation is generally performed within few days with a team of 4 people:
• Erection of external walls immediately anchored on the foundation and to each
other.
• Fixing of internal walls.
• Installation of the floor/ceiling elements.
• Fixing of jamb wall and gable.
• Installation of purling and collard.
• Fixing of roof elements.
• Covering of the roof.
• Filling the joints between the elements.
• Application of the screed.
• Internal finishes.
Before the erection of the timber frame, the installator checks the substructure and the
respect of the following tolerances (provision for a correct application and installation of the
kit):

• Length, width : ± 0,01 m.


• Squariness: ± 0,01 m on 10 m long.
• Flatness: levelled surface with a tolerance of ± 0,01 m on 10 m long and ± 2 mm on 1 m
long.
• Straightness on the edge: ± 5 mm.

The assembly team is also required to apply an adequate hydro-sealing material (ex:
bitumen) on the complete slab surface. The hydro-sealing material should be glued to the
slab and the edges should be properly covered and overflow to cover 20-25 cm of the
surface of the sub-structure. This application will ensure a preventive protection against
moisture from the soil.

5 Recommendations

5.1 Packaging, transport and storage

Elements are packaged vertically, to limit deformation and degradation during


transportation.

They are covered with a canvas protection cover.

Delivery of panels on the site, as well as their storage, has to be carried out in such a way, to
avoid mechanical damages or any other damages caused by weather conditions (ex:
humidity).

Transportation is scheduled in a way to complete erection as soon as possible, normally in


a few days.

5.2 Maintenance and repair of works

When delivering the house, the client receives also a maintenance manual, taking into
account the type of the house as well as its aspects. Technical assistance is also provided.
