SUBJECT: Interim 365-Day AEF Sourcing Procedures for Rated Officers (O5 and below)

Current AEF sourcing processes are degrading our Airmen's quality of life. Under the
current method, Airmen are experiencing short-notice 365-day deployments (365s), rotational
deployments after six months on station from short tours, and 365s following minimum dwell time
from rotational deployments. Remedying this problem requires a two-pronged approach: increasing
the notification time on 365s and aligning the sourcing criteria for 365s and rotational deployments.

To increase notification time for rated officers (COREID of 11X, 12X, 13B, 18X)
tasked for a 365, effective immediately, begin identifying and officially notifying the most-
vulnerable non-volunteers to fill existing 365s one year prior to the First Movement (FM) date.
For existing requirements within one year of the FM, expedite official notification. Use current
timelines and processes to source emergent and short-notice 365s.

To align our sourcing criteria, I tasked an A3-led working group with MAJCOM, ARC, HAF
FAM, AF/Al, AF/A3OD, and AFPC representatives to conduct a thorough review of existing criteria,
determine courses of action for the way ahead, and coordinate policy changes for AFIs 36-2110 and
10-401. As interim guidance while we formally realign the sourcing criteria, include both short tours
and rotational deployments as sourcing criteria when tasking 365-day deployments for rated officers.
Use existing AFI 36-2110 guidance (#Short Tours, Short tour Return Date, Overseas Return Date) for
sourcing a rated officer for a 365; however, if the rated officer has returned from a deployment (45 days
or more in duration) within the last five years from the sourcing date, the officer would be ineligible
for tasking. If all available officers have deployed in the last five years, select the officer with the
earliest deployment or short tour return date.

The combination of these efforts will assure earlier deployment notifications for our Airmen
and their families, and a more equitable distribution of deployments across our force. My POC for
