On 1 January 1993 the Netherlands Administration introduced the Harmonized System of Survey and Certification
on merchantships of the Netherlands Kingdom. In June 1993 the Netherlands Shipping Inspectorate published a
brochure in which the general outline of the history, the provisions, the advantages and the disadvantages of the
HSSC-system was given.
In January 1996 guidelines were published with detailed particulars of the provisions of HSSC, certificates, surveys,
endorsements and procedures, thus enabling surveyors and masters to act in conformity with the provisions and
to make the ultimate use of the HSSC system.
On the 2nd of February 2000 the 1988 HSSC Protocols entered into force worldwide. Because of this fact and the
further authorization of recognized organisations by Shipping Inspectorate the 1996 HSSC guidelines have been
updated.
The guidelines can also be used for non-classed ships whereby for Recognized Organisation should be read
Shipping Inspectorate.
On 1 January 1993, the provisions of the Harmonized System of Survey and Certification (HSSC) Protocols
entered into force for ships registered in the Netherlands, the Netherlands Antilles and Aruba. In a time span of 5
years the whole fleet of ships registered in the Kingdom of the Netherlands to which the Netherlands Shipping Act
is applicable, has been brought into the HSSC-system.
Other Administrations were informed through the IMO that the HSSC was being used by the Netherlands. In
accordance with the regulations, HSSC certificates issued by the Netherlands Administration bore the header:
"issued... in accordance with Assembly resolution A 718(17) relating to the early implementation of the
harmonized system of survey and certification".
As on the 3rd of February 2000 the 1988 HSSC Protocols have entered into force the header in the certificates is
not needed anymore. At renewal modified certificates will be issued.
The HSSC regulations as applied in the Kingdom of the Netherlands are practically identical to the international
HSSC regulations contained in the 1988 SOLAS Protocol and the 1988 Load Line Protocol. The Kingdom has not,
however, adopted the provisions laid down in regulation 14 (b)(iii), (h)(i) and (h)(ii). Under this regulation, the
anniversary date will be amended when the surveys are performed more than 3 months before the anniversary
date. The Netherlands regulations stipulate that the anniversary date can not be changed and additional surveys
shall be carried out.
As per April 2000 the Netherlands Shipping Inspectorate has further authorized the Recognized Organisations to
perform duties, the agreement has been amended. Consequently the detailed guidelines and instructions, laid
down in the HSSC guidelines, has been amended as well.
Unless stated otherwise in the following guidelines, ships are ships registered in the Kingdom of the
Netherlands.
2. BACKGROUND INFORMATION
INFORMATION
Under the HSSC system, the following elements are significant to these guidelines:

Under the HSSC, the activities in connection with the survey and certification of cargo ships are divided between
the Shipping Inspectorate, the Recognized Organisations and RDR as follows:
1. Initial or renewal surveys for the purpose of issuing an (international) certificate, excluding surveys performed
in connection with Load Line, Construction or Radio Safety Certificates, will always be performed by the Shipping
Inspectorate. In exceptional cases, the Head of the Shipping Inspectorate may authorize a Recognized
Organisation or foreign Administration to perform these surveys.
2. Initial or renewal surveys for the purpose of issuing certificates concerning Load Line or safety construction will
be performed by a Recognized Organisation. The regulations pertaining to the approval of drawings are specified

request of the Head of the Shipping Inspectorate, interim or short-term certificates may be issued by a Recognized
Organisation on behalf of.
4. The Recognized Organisations have a permanent authorization to conduct surveys relating to Load Line,
Construction Safety, Life-Saving Appliances and Gas/Chemical/IOPP aspects, as indicated in the table in section
2.2. Constructional aspects and equipment required for the carriage of dangerous cargoes ( in compliance with
Reg. II-2/54 of SOLAS) shall be surveyed in the scope of the aforementioned surveys.
In compliance with the authorization the initial and renewal surveys are carried out by NSI, the annual surveys by
Recognized Organisations.
The Recognized Organisation have no permanent authorization to conduct the periodical surveys of safety
equipment on cargo ships and the intermediate inspections of gas and chemical tankers (see table section 2.2).
In exceptional cases, the Head of the Shipping Inspectorate may authorize a Recognized Organisation on a case-
by-case basis to perform these surveys.
5. If the results of the survey are satisfactory, the surveyor may endorse the certificate concerned (or part of it).
Confirmation of this endorsement, together with the by NSI required information regarding the inspection(s)

If an inspection has not been satisfactory, NSI shall be notified about the outstanding items by means of an
inspection report, using the codes of the Paris Memorandum of Understanding on Port State Control.
6. The RO statutory surveys may only be performed by "exclusive" surveyors, i.e. surveyors who work solely for
the Recognized Organisation concerned.
Where RO is not able to offer statutory survey services by exclusive surveyors, then another recognized
organisation may, with the full knowledge and consent of RO, render such services on request of the NSI.
Exceptionally, by prior agreement a non-exclusive surveyor may be accepted.
7. The Shipping Inspectorate is responsible for supervising the activities of the Recognized Organisations.
8. Surveys performed in connection with the issue or renewal of special certificates, such as those required for
MODUs (Mobile Offshore Drilling Units), SPSs (Special Purpose Ships), Dynamically supported craft and High
speed craft, will be performed by the Shipping Inspectorate. In exceptional cases, the Head of the Shipping
Inspectorate may authorize a Recognized Organisation or foreign Administration to perform these surveys.
9. Surveys of radio-installations and -equipment will be performed in the Netherlands by officials of the
Radiocommunicatios Agency (RDR) of the Ministry of Transport, Public Works and Water Management and
abroad by a Recognized Organisation (RO). The master, owner or agent may contact directly RDR or the RO
abroad for application of a radiosurvey.
10. In Chapter 3 reference is made to "Guidelines for HSSC inspections (Res. A 746)" as amended. Herewith it is
emphasized that application of this GL shall be in accordance with the general authorization of tasks to
Recognized Organisations. For instance, some construction items will be looked after by NSI at initial survey.
Recognized Organisations are not authorized to deal with manning aspects.
11. The regulations for surveys, the certification and endorsement of international HSSC certificates for ships are
practically identical to the regulations contained in the 1988 SOLAS Protocol, the 1988 Load Line Protocol and the
HSSC-Resolutions of the Marine Environment Protection Committee (MEPC) and the Maritime Safety Committee
(MSC) which apply to MARPOL 73/78 and to the gas and chemical codes. The Netherlands has not, not however,
adopted the provisions laid down in regulation 14 (b)(iii), (h)(i) and (h)(ii) of the 1988 SOLAS Protocol. Under
this regulation, the anniversary-date shall be amended when the surveys are performed more than 3 months
before the anniversary date. The Netherlands regulations stipulate that the anniversary date must not be changed
and additional surveys must be carried out.

The above arrangements for "ships which are not passenger ships" also apply to Mobile Offshore Drilling Units
(MODUs) and Special Purpose Ships (SPSs). The initial, renewal and additional surveys required for these ships are
performed by the Shipping Inspectorate.

The HSSC regulations for passengerships are different from the regulations for cargoships. To avoid confusion, the
main differences are listed below:
- A passenger ship will be issued with a Safety Certificate with a validity for a maximum of one year.
- A passenger ship will be issued with a Certificate of Seaworthiness with a validity for a maximum of one year.
- The outside of a passengership's hull and bottom must be inspected every year. This can be performed in dry
dock or, alternatively, take the form of an in-water-survey, using divers and underwater video cameras (see
2.3). The Recognized Organisations have detailed instructions for these surveys.
The tables below show the various surveys and the organizations authorized to perform them.

Actions to be taken when a mandatory survey has not been carried out or when the survey has been carried out
outside the "windows"
The mandatory surveys (renewal, intermediate, annual and periodical) shall be carried out within a period
("window") of three months before or after the anniversary date. For sake of clearance, an intermediate or
periodical survey shall be held, and is then replacing, at the time the second or third annual inspection. When the
survey has not been performed at all or outside the "window", endorsement of the certificate is not permitted and
consequently the validity of the certificate expires.
The owner of the ship shall contact the Shipping Inspectorate and shall explain why the relevant survey has not
been carried out or why the survey has been carried out outside the "window".
The Head of the Shipping Inspectorate will consider this information and lay down the scope and depth of the
additional survey which have to be performed. When this survey has been carried out to the satisfaction of the
surveyor, the relevant certificate (or part thereof) shall be endorsed by the surveyor of the Recognized
Organisation or an official of the Shipping Inspectorate.
The certificate shall be provided with the following remark:
at the request of the Netherlands Administration a thorough and stringent survey has been carried out, after
which the validity of this certificate has been restored.
The outside of a cargo ship's bottom must be inspected twice every five years. This five-year period need not
coincide with the anniversary date, allowing the ship owner some flexibility with the surveys. The period between
When issuing a new Safety Certificate for a cargo ship, the Shipping Inspectorate will indicate the dates of the last
two bottom surveys on the Safety Certificate.
For non-Solas vessels these dates are indicated on the annexes of the Certificate of Seaworthiness.
If a survey of the ship's bottom is part of the renewal surveys, the date of this survey is indicated in the new safety
certificate.
On 1 January 1996 IMO Res.A.744 entered into force requiring a dry docking to be part of the renewal survey for
bulkcarriers as defined in regulation IX/1.6, crude tankers > 20.000 tons and product tankers > 30.000 tons.The
Kingdom of the Netherlands has adopted this resolution.
At the 1997 Solas conference amendments to the convention have been adopted aimed at enhancing the safety
of bulkcarriers. At the same time amendments to Res.A 744 were adopted.
The Enhanced Survey Programme is from the 1st of July 1999 applicable to oiltankers and bulkcarriers 500 GT.
IMO has been informed that also other ships to which the Enhanced Survey Programme is not applicable may
choose for a docking cycle in which the anniversary date is linked to the dry docking. In this case the "5 year
period" synchronizes with the validity date of the certificate.
Inspection of the outside of the bottom of passenger ships shall be part of the renewal survey.In a 5 year period
two of these inspections shall be performed in dry-dock, the other inspections may be in-water surveys in
compliance with the ROs guidelines for these surveys.
HS craft shall be inspected out of the water
wate as part of the renewal and periodical survey. On a case by case base a
HS craft may be exempted from this requirement.
2.4 CERTIFICATES
The following less common certificates are also issued under the HSSC regulations:
- Safety Certificate for Special Purpose Ships (SPS)
- Certificate of Fitness for the Carriage and Processing of Limited Quantities of Noxious and Harmful Liquid
Substances for offshore supply vessels (COF for offshore supply vessels)
- Safety Certificate for Mobile Offshore Drilling Units (MODU).
- Dynamically supported craft safety certificate
Certificate of Seaworthiness
All ships are provided with a national certificate, the Certificate of Seaworthiness.
With the introduction of the HSSC system, the Certificate of Seaworthiness (C.o.S) for cargo ships will now have a
validity of five years.
A distinction is made between a C.o.S for SOLAS and non-SOLAS vessels. A C.o.S of a vessel 500 tons, with
propulsion, does not require endorsements.
A C.o.S of other vessels has to be annually endorsed as these vessels do not have (all) Solas certificates. Therefore
such a C.o.S is provided with page(s) for the required endorsements.
(see 3.10, 3.10.1, 3.10.2 en 3.10.3).
The endorsement is made by the surveyor who has completed the last inspection. This surveyor may be a surveyor
of a Recognized Organisation. If the endorsement is made by a surveyor from a Recognized Organisation, he
must notify the Shipping Inspectorate, through his organisation.
The Kingdom of the Netherlands has decided to take advantage of the option provided for in the Protocol to
replace the Safety Construction Certificate, the Safety Equipment Certificate and the Radio Safety Certificate by a
single Safety Certificate for cargo ships. This new certificate consists of a General Certificate, an Equipment Report
and annexes for the endorsements, and is valid for a period of not more than 5 years.
If during a survey a minor amendment to the equipment report is necessary, this may be done by the surveyor of
the Recognized Organisation or the Shipping Inspectorate and this amendment shall be certified with name, date,
signature and stamp of the organisation or Shipping Inspectorate.
By applying the HSSC-system the Safety Equipment Certificate, the Safety Construction Certificate and the Radio
Safety Certificate therefore no longer are used on board of ships of 500 tons gross tonnage and upwards. Only
ships of 300 tons gross tonnage and more but less than 500 tons continue to need a Radio Safety Certificate.
The next chapter explains the procedures for surveys and endorsements in greater detail.

Period of validity:
Up to 5 years after initial or renewal survey date.
Extension of validity:
Extension of validity of a 5-year LLC is possible in two cases. The validity may be extended with a period not
longer than 3 months to enable a vessel to reach the port of inspection. The validity may be extended with a
period not longer than 5 months when the renewal inspection has been carried out but the new certificate is not
available yet.
For these extensions endorsements are available on the certificate.
Application:
A written application for an LLC must be submitted to the Head of the Shipping Inspectorate by a Recognized
Organisation.
Special application forms shall be used.
Issue:
A LLC is issued by the Head of the Shipping Inspectorate. When the Shipping Inspectorate has completed the
other inspections, the LLC is sent to the Recognized Organisation, which then issues the certificate to the
owner/master of the ship.
Surveys:
Surveys relating to the issue of an initial LLC or to renew an LLC are performed by a Recognized Organisation.
The Recognized Organisation also conducts the compulsory annual surveys, which should occur within 3 months
either way of the anniversary date of the first survey.
The surveys should be performed as described in IMO Resolution A.746(18) "Survey Guidelines under the
Harmonized System of Survey and Certification", as amended.
Endorsements:
After each annual survey the LLC shall be endorsed by the surveyor of the Recognized Organisation. The Shipping
Inspectorate shall be notified of this endorsement.
Reporting procedure:
RO shall immediately inform NSI when in the course of a survey, a ship is found to be in operation with
deficiencies or discrepancies such that the condition of the ship or its equipment does not correspond substantially
with the particulars of its certificates, or the requirements of applicable international conventions and/or national
or class requirements.
Any outstanding recommendations and/or conditions of class shall be reported to NSI.
When reporting to NSI the codes which are used in the Paris Memorandum of Understanding on Port State
Control (see list in 5)
5 shall be added to the deficiencies.
Exemption:
If a ship under the provisions of Article 6 (4) (period of validity for a voyage of up to one year) and Article 6 (2)
(period of validity not exceeding five years) of the Load Line convention,does not need to comply with all of the
load line regulations, an International Load Line Exemption Certificate can be issued with the LLC.
Convention:
International Convention for the Prevention of Pollution from Ships, 1973/1978, Annex I (MARPOL 73/78);
Resolution MEPC 39(29) (HSSC for Annex I of MARPOL 73/78) and resolution A.883(21).
Applies to:
Oil tankers of 150 tons or more and other ships of 400 tons or more.
Period of validity:
Up to 5 years after initial or renewal survey date. The period of validity of the IOPP Certificate coincides with that
of the Safety Certificate (SC) and the Load Line Certificate (LLC).
Extension of validity:
Extension of validity of a 5-year IOPP certificate is possible in two cases. The validity may be extended with a
period not longer than 3 months to enable a vessel to reach the port of inspection. The validity may be extended
with a period not longer than 5 months when the renewal inspection has been carried out but the new certificate
is not available yet.
For these extensions endorsements are available on the certificate.
Application:
A written application for an IOPP Certificate must be submitted to the Head of the Shipping Inspectorate by the
builder or owner of the ship.
Issue:
A IOPP Certificate is issued by the Head of the Shipping Inspectorate. In exceptional cases, the Head of the
Shipping Inspectorate can request a Recognized Organisation to issue the IOPP Certificate on his behalf. An IOPP
Certificate issued by a Recognized Organisation is valid for a maximum of three months.
Ships which, under the MARPOL convention, are not obliged to have an IOPP Certificate are issued with a
national Declaration of Compliance.
Compliance
Surveys:
Surveys relating to the issue of an initial IOPP Certificate or to renew an IOPP Certificate are performed by the
Shipping Inspectorate. The annual and intermediate surveys are performed by a Recognized Organisation, which
is also responsible for endorsing the certificate. These inspections should as far as possible coincide with the annual
and intermediate surveys relating to the Safety certificate.
The procedures for the Declaration of Compliance are the same as for the IOPP Certificate.
The surveys should be performed as described in IMO Resolution A.746(18) "Survey Guidelines under the
Harmonized System of Survey and Certification", as amended.
Endorsements:
After each annual and intermediate survey the IOPP certificate shall be endorsed by the surveyor of the
Recognized Organisation. The Shipping Inspectorate shall be notified of this endorsement.
Reporting procedure:
RO shall immediately inform NSI when in the course of a survey, a ship is found to be in operation with
deficiencies or discrepancies such that the condition of the ship or its equipment does not correspond substantially
with the particulars of its certificates, or the requirements of applicable international conventions and/or national
or class requirements.
Any outstanding recommendations and/or conditions of class shall be reported to NSI.
When reporting to NSI the codes which are used in the Paris Memorandum of Understanding on Port State
Control (see list in 5) shall be added to the deficiencies.
The application-procedures for the International Pollution Prevention Certificate for the Carriage of Noxious
Liquid Substances in Bulk (NLS Cert.) are equivalent to those for the IOPP Certificate.
3.4 (INTERNATIONAL) CERTIFICATE OF FITNESS FOR THE CARRIAGE OF LIQUEFIED GASES IN BULK (COF)
WITH LIST OF SUBSTANCES
Convention:

IMO International Code for the Construction and Equipment of Ships Carrying Liquefied Gases in Bulk (IGC code);

Applies to:
Gas tankers as defined in the Gas Carrier Codes.
Period of validity:
Up to 5 years after initial or renewal survey date.
Application:
A written application for a COF (with list of substances) must be submitted to the Head of the Shipping
Inspectorate by the builder or owner of the gas tanker.
Issue:
A COF is issued by the Head of the Shipping Inspectorate.
Surveys:
Surveys relating to the issue of an initial COF or to renew a COF are performed by the Shipping Inspectorate. The
intermediate surveys (every 2 1/2 years) are also performed by the Shipping Inspectorate. The annual surveys are
performed by a Recognized Organisation. For a gastanker which is abroad, the intermediate survey can be carried
out by a Recognized Organisation at the request of the Shipping Inspectorate.
The surveys should be performed as described in IMO Resolution A.746(18) "Survey Guidelines under the
Harmonized System of Survey and Certification", as amended.
Endorsements:
After each annual and intermediate survey the COF shall be endorsed by the surveyor of the Recognized
Organisation or the official of the Shipping Inspectorate.
The Shipping Inspectorate shall be notified of this endorsement.
Reporting procedure:
RO shall immediately inform NSI when in the course of a survey, a ship is found to be in operation with
deficiencies or discrepancies such that the condition of the ship or its equipment does not correspond substantially
with the particulars of its certificates, or the requirements of applicable international conventions and/or national
or class requirements. Any outstanding recommendations and/or conditions of class shall be reported to NSI.
When reporting to NSI the codes which are used in the Paris Memorandum of Understanding on Port State

Extension of validity:
Extension of validity of a 5-year CoF is possible in two cases. The validity may be extended with a period not
longer than 3 months to enable a vessel to reach the port of inspection. The validity may be extended with a
period not longer than 5 months when the renewal inspection has been carried out but the new certificate is not
available yet.
For these extensions endorsements are available on the certificate.
Application:
A written application for a COF (with list of substances) must be submitted to the Head of the Shipping
Inspectorate by the builder or owner of the chemical tanker.
Issue:
A COF is issued by the Head of the Shipping Inspectorate.

intermediate surveys (every 2 1/2 years) are also performed by the Shipping Inspectorate. The annual surveys are
performed by a Recognized Organisation. For a chemical tanker which is abroad, the intermediate survey can be
carried out by a Recognized Organisation at the request of the Shipping Inspectorate.
The surveys should be performed as described in IMO Resolution A.746(18) "Survey Guidelines under the
Harmonized System of Survey and Certification", as amended.
Endorsements:
After each annual and intermediate survey the COF shall be endorsed by the surveyor of the Recognized
Organisation or the official of the Shipping Inspectorate.

Extension of validity of a 5-year RSC is possible in two cases. The validity may be extended with a period not
longer than 3 months to enable a vessel to reach the port of inspection. The validity may be extended with a
period not longer than 5 months when the renewal inspection has been carried out but the new certificate is not
available yet.
For these extensions endorsements are available on the certificate.
Application:
A written application for a RSC must be submitted to the head of the Shipping Inspectorate by the builder or
owner of the ship.
Issue:
A RSC is issued by the Head of the Shipping Inspectorate.

The procedures for conducting load line, construction, equipment, radio and IOPP surveys are similar to those
mentioned before.The initial or renewal surveys of the typical MODU and SPS aspects are performed by the
Shipping Inspectorate.

Harmonized System of Survey and Certification", as amended.
Endorsements:
After each mandatory survey the certificate shall be endorsed by the surveyor of the Recognized Organisation,

the Safety Certificate must be endorsed on the appropriate page and the Shipping Inspectorate notified of the
endorsement through the organization of the Society.
The periodical survey of the safety equipment will be performed by the Shipping Inspectorate, which will also
make the endorsement. In exceptional cases, the Shipping Inspectorate may entrust this survey to a Recognized
Organisation.
Construction
All surveys (initial, renewal and periodical) will be performed by a Recognized Organisation. The results of the

Ships of 300 tons gross tonnage or more, but less than 500 tons
The survey procedure for this category of ships is identical as for the category of ships of 500 tons gross tonnage
or more, but the endorsement procedure is different because for these a Safety Certificate is not issued. Ships in
this category do, however, have an international Radio Safety Certificate. The endorsement for the radio
equipment is made on the radiosafety certificate and the endorsements for the safety equipment and the
construction are entered on page 3/3 of the Certificate of Seaworthiness.
Once all the necessary international certificates (*) and parts of the Certificate of Seaworthiness have been
endorsed by the various surveyors, the validity of the Certificate of Seaworthiness is confirmed.
On page 2/3 the extension of the validity of the certificate of Seaworthiness as approved by SOLAS protocol 1988
and Ships Order can be mentioned.
On page 3/3 the dates of the survey of the outside of the ships bottom can be mentioned.
(*) For ships smaller than 400 tons gross tonnage, this includes a Declaration of Compliance instead of a IOPP
Certificate.
Ships less than 300 tons gross tonnage and vessels irrespective gross tonnage without propulsion
These vessels are not provided with a safety, a construction and a radiocertificate but nevertheless they shall have
their construction, equipment and radio-installation surveyed regularly. The endorsements for the various surveys
must be entered in the appropriate places on page 3/3 of the annex to the Certificate of Seaworthiness. Once the
Load Line Certificate and the Declaration of Compliance (national "IOPP Certificate") have been endorsed, the
validity of the Certificate of Seaworthiness is confirmed.
The Head of the Shipping Inspectorate must be informed of the endorsements by the RO or NSI surveyor.

The validty of DOC and SMC shall not exceed 5 years from the date of issue. A provisional certificate may be
issued with maximum period of validity of one year in order to enable the company to implement a safety
management system in a new company and with a validity of 6 months to implement a SMC in a new ship or a
new type of ship.
Extension of validity
Extension of the 5 year validity of DOC and SMC is not permitted. On rare occasions an interim certificate with a
short term validity may be issued after a written statement of RO has been received that an assessment has been
performed and that no non-conformities has been determined. The date of the assessment will be the assessment
date of the interim DOC/SMC.
Application
An application for DOC/SMC shall be submitted by RO (on behalf of owner) to Head of the Shipping
Inspectorate.
