As one of the five decentralized parts of the IFRC Secretariat, the Asia Pacific Regional Office (APRO) leads the support to National Societies
of 38 countries through eight Country Offices and five Country Cluster Support Teams. The Bangladesh Country Office is one such office
and is responsible for overseeing IFRC support to the Bangladesh Red Crescent Society (BDRCS), including in implementing humanitarian
and development programmes that address the needs of vulnerable people in Bangladesh. The Country Office has an Operational Plan
which is aligned to the IFRCs Plan and Budget 2016-2020, with eight Areas of Focus and four Strategies for Implementation. In addition, it
is supporting BDRCS in implementing three active Emergency Appeal operations: Cyclone Mora (MDRBD019), Population Movement
(MDRBD018) and Floods (MDRBD020).
In August 2017, heavy monsoon rains above the seasonal average caused intense flooding in almost two-thirds of Bangladesh, affecting
over 8 million people in 32 districts of northern part of Bangladesh. The floods left millions of affected people in need of humanitarian
assistance and as a result, IFRC launched an Emergency Appeal operation to address immediate and early recovery needs of affected
communities. The operation covers a range of sectors including food security, livelihoods, health, shelter, water, sanitation and hygiene
(WASH) and disaster risk reduction as well as support to strengthen BDRCSs level of preparedness for future disasters.
Job purpose
The Programme Officer will be responsible for all aspects of the day to day management of the Project. He/She will ensure effective
implementation of the projects in the field according BDRCs and IFRC guidelines and procedures.
Under the supervision of the Operations Manager and the technical focal points in Dhaka office, the Programme Officer is responsible for
the daily technical planning, supervision, monitoring and reporting of the field activities. The position requires extensive field work and
movement between several worksites.
Project Coordination: the Programme Officer with the support of the technical team in Dhaka office and the Logistician as well
as Finance & Admin. Officer will ensure that all funds for the projects are managed and reported in a manner which achieves the
goals of the project and are in line with BDRCS/IFRC and donor policies and procedures and demonstrates sound resource
management and accountability.
Coordination and Communication: this position will coordinate and facilitate that all activities are closely coordinated with the
respective branches, local government and other agencies in the project area to ensure the full integration of the activities in close
coordination with the Operations Manager.
Administration & Logistic Management: to oversee the smooth functioning of all project related administration, logistic and
transport
Reporting: to prepare progress reports and ensure adherence to a regular internal reporting structure. To ensure that all
preparation of regular and final reports to head quarters are done on time.
Monitoring and Evaluation: to manage and implement monitoring and evaluation systems in close coordination with the
Operations Manager for the activities and to support the respective national staff in this regards and to monitor and evaluate the
activities according to the set resources and respective budget. Support the Dhaka office team in conducting evaluation and
monitoring activities. Undertake field visit to monitor and review the program performance and share the findings with the project
team
Technical input: Provide Shelter technical assistance to the project team and ensure compliance with accountability mechanisms
in line with different standards such as the SPHERE standards and WASH and Shelter cluster performance standards in
coordination with project team.

Education Required Preferred
University degree in Civil-Engineering or related field or proven experience in managing projects with
a shelter component X
