RESOLUTION AMENDING ITEM NO. 1, PARAGRAPH 3 OF


COMMISSION RESOLUTION NO. 2004-235, SERIES OF 2004
REGARDING THE PERSONAL FILLING UP OF ENTRIES OF DATA IN
THE REGISTRY OF PROFESSIONALS

WHEREAS, Commission Resolution No. 2004-235 provides the “Guidelines To


Insure Security And Accountability In The Entries Of Data In The Registry of
Professionals;

WHERAS, Item No. 1 of Paragraph 3 provides: “1. A registering professional


should personally fill up all entries in the registry book, and affix his/her
signature and a “1 x 1” picture with complete nametag in it;” thereby making
personal appearance for initial registrants mandatory;

WHEREAS, lately it has come to the attention of the Commission that some
professionals have left for abroad immediately after their examinations or
before the results of the examinations are released so that it will be difficult
for them to comply with Item No. 1, Paragraph 3 of Resolution No. 2004-
235;

WHEREAS, the Commission, in response to the problem of these professionals


and to show its concern for their professional growth and advancement
abroad, resolves to make an addendum to Item No. 1, Paragraph 3 of
Resolution No. 2004-235 by providing for their registration under
exceptional circumstances through their duly authorized representatives;

WHEREAS, the Commission RESOLVES, as it hereby resolved, to allow initial


registration under exceptional circumstances of newly passed professionals
through their duly authorized representatives subject to the following
requirements and conditions:

1) The new registrant shall fill up personally the oath form required by
the Commission and shall personally take his/her professional oath
before any officer authorized to administer oaths in the Philippine
Consulate of the country where he/she is situated;
2) The registrant shall then designate his/her representative here in
the Philippines and shall execute the necessary Special Power of
Attorney which shall also be executed under oath, preferably before
the same Philippine Consulate Official who administered his/her
professional oath;

3) In said Special Power of Attorney, the new registrant should


expressly declare that his/her representative/Attorney-in-fact is fully
authorized for and in his/her behalf to accomplish, sign and execute
documents as well as do and perform all acts and things which are
necessary, proper or incidental to his/her registration; and

4) The professional concerned shall come to the Commission as soon


as he/she arrives from abroad and personally sign the Registry
Book of Professionals.

The foregoing shall constitute as an amendment/addendum


to Item No. 1, Paragraph 3 of Commission Resolution No. 2004-
235 to allow registration under exceptional circumstances of new
professional located outside the Philippines.

This resolution shall take effect fifteen (15) days from its publication in the Official
Gazette or in a newspaper of general circulation in the Philippines, whichever is
earlier.
