INTRODUCTION

A healthy community reflects a sense of well-being. It is the foundation for


achieving all other goals and is essential for productive community. Thus, a
barangay health plan is created.

The Barangay health plan is a guide in the delivery of basic healthcare


services among its clientele. It is a plan that envisions addressing the most vital
issues and concern for health. It aims in formulating an effective and up-to date
health care interventions to the health needs of its population and to have access to
equitable, effective and quality health care services.

The utilization of best available and verifiable data was considered in the
process of crafting the Barangay health plan. It gauged to identify strengths and
weaknesses in the hope of formulating a durable and effective Barangay health plan
which will enable the Barangay to achieve desired results. More so, documented
information was analyzed to enable stakeholders to understand their relevance as
basis for decisions.

The Barangay health plan also integrates aspects of healthcare delivery: the
promotive, preventive, curative and rehabilitative health care services. Moreover,
interventions were in response to peoples health needs were evidence-based that
proven to be effective and efficient.

I. History of Barangay San Miguel

The part of Barangay San Rafael as a Sitio, San Miguel was created regular
Barangay by virtue of the Resolution No. 347 passed by the Cateel Municipal
Council on May 15, 1969. It was formerly called Sook because it is situated at the
most interior part of the town. It was only in the year 1994 when the barangay got its
present official name in honor of the Patron Saint San Miguel Archangel (Saint
Michael). Its distance is 3.50 kilometers away from the towns trade center if its by
water transportations through Cateel River and if by land transportation, 8.5
kilometers from Purok Proper of San Miguel to Poblacion Cateel.

San Miguel has a total population of 754 people in the year 1995 report of
National Statistic Office (NSO) with a total land area of 800 hectares equivalent to a
ratio of 0.028% for the urban-rural distribution population density and 1.71% for the
land area distribution by Barangay for 27,211 inhabitants, the total of the town as
reported by the Municipal Planning Development Office (MPDO) Cateel in the same
year. As of this year, San Miguel has the total population of 1,066 inhabitants in the
2014 report base on Rural Base Institution. It has a clay/salty clay loam type of basic
soil.

San Miguel had only few houses made of nipa and round timber in the previous
years but as of now, there are many houses that are made of cement and zinc that
could be seen already. Previously, this place was a brush land full of trees with many
united carabaos roaming around the village but after having been hardly hit by the
Super Typhoon Pablo now seldom you see that united carabaos roaming around or
other animals, even the coconut trees are seldom to see now. But people had
started intercropping and poultry rising as means of livelihood.

In the past, the means of transportation is by banca baroto or bamboo rafts


used for transporting agricultural products to the trade center. Then it was powered
by either Johnson or ventured motor band. The advent of modern transportation
such as the availability of motorcycles and mini cabs for hire made it easier for the
San Miguel folks to commute from the village up to now either to go on shopping or
watch entertainment shows in the towns trade and social centers.

II. DEMOGRAPHIC PROFILE
Barangay San Miguel has a total population 1,254 (2017) which comprises
the 3% of the total population of the Municipality of Cateel. It consists of 335
household with an average of 6 per family size.

Distribution of Population
Barangay San Miguel consists of five (5) Puroks namely: Cabac, Calarian,
Papag, Proper and Tamu-ag. About fifty-two percent (52%) of the population are
male and forty-eight percent (48%) are female. Purok Cabac has the highest total
population which comprises the twenty-eight percent (28%) of the overall population
in Barangay San Miguel while Purok Calarian constitutes only nine percent (9%).

Age and Sex Distribution
In Barangay San Miguel, there are three hundred eighty-one (381) individuals
belong to child and youth age group (0-14 years old) which comprises the thirty
percent (30%) of the total population. In contrast with the working age group (15-64
years old), there are eight hundred (800) individuals or the sixty-four percent (64%)
of the total population.

Barangay San Miguel is dominantly Mandayan tribe that accounted to ninety-


six percent (96%) of the total household population or 320 households as shown in
table 4. The remaining 4% (15 households) are Bisayan.

III. GEOGRAPHICAL LOCATION
Barangay Maglahus is approximately 7.5 kilometers away from Barangay
Poblacion, Cateel. It is bounded by Barangay San Rafael on the north and east side,
Barangays Alegria and San Vicente in the west and Barangay Taytayan in the
South.

LAND AREA
Barangay San Miguel comprises a total land area of 380 hectares. Majority of
the land was used in agriculture (305 hectares) and 50 hectares for residential area.

CLIMATE AND RAINFALL


Barangay San Miguel generally belongs to Type I Climatological
Classification. It is characterized by no lengthy dry season with a very pronounced
maximum rainfall during the months of January, March and November to December.
It has an average annual rainfall of 36mm. It is highest in the month of February and
lowest in March. Its dry period falls on the months of April to October.

IV. ECONOMIC DATA

AGRICULTURE
Barangay San Miguel is an agricultural land. The type of soil- clay loam is
identified suitable in any crops. The main crop in Barangay San Miguel is corn and
planting rice ranks second.

V. IRRIGATION DEVELOPMENT
Barangay San Miguel has an area for low land production rice production.
They already developed an irrigation but not yet functional.

VI. ENVIRONMENTAL MANAGEMENT


SOLID WASTE MANAGEMENT
The Puroks along the national highway are covered by collecting vehicles of
the local government unit. Segregation of biodegradable and non-biodegrable is

poorly practiced in the Barangay. Other households in the far-flung puroks still
practice burning and dumping as their way of garbage disposal. To ensure proper
implementation of Solid Waste Management in the Barangay level, the Barangay
adopted the RA 9003 or the Ecological Solid Waste Management Act of 2001
through the implementation of E.O. 008 or the Barangay Ecological Solid Waste
Management Council.

The Barangay Health Station is located at Purok Proper, Barangay San


Miguel. The referral facility is the Municipal Health Office and the Davao Oriental
Provincial Hospital Cateel which is roughly 7.5 kilometers away. In cases where
the most advanced facilities are required, patients are referred to higher level
facilities either in Tagum, Mati or Davao City.

Barangay San Miguel has 11 health workers consisting of 1 DOH deployed


nurse personnel (NDP), 1 DOH deployed Rural Health Midwife (RHMPP), 1
barangay nutrition scholar (BNS), 8 barangay health workers (BHW) and 1 barangay
sanitary inspector (BSI) which also acts as one of the BHW.

LEADING CAUSES OF MORBIDITY


The leading causes of morbidity in Barangay San Miguel for the year 2016
which ranks first is the Acute respiratory infection with a total of 134 cases,
hypertension ranks second with 51 cases while Diabetes Mellitus ranks fourth with a
total of 12 (see Table 8).

Since the leading cause of morbidity in San Miguel is a communicable


disease, health teachings such as proper handwashing, covering of nose and mouth
while sneezing and coughing is always taught. It is suggested that IEC activities
should be established to prevent further spread of communicable diseases.

The four indicated causes of death in Barangay San Miguel has the same
total number of cases as shown in table 9.

WATER FACILITY
Barangay San Miguel has level 1 water facility. To date, the said water facility
needs water analysis to assess its potability. However, some puroks fetched potable
water in artesian water pump (Level I) located in Cateel Park as their main source of
drinking; and for some, they bought purified water. The DSWD through their
KALAHI-CIDDS Foundation, installed an additional water system (Level II) in the
barangay.

The table above shows the comparative nutritional status of Barangay San Miguel for the year 2015 2017. From 3.65% in
2015, it increases to 3.97% in 2016 with zero (0) severely underweight child. In 2017, a decrease number of malnourished children
in Barangay San Miguel with a percentage of 2.0%. However, one (1) severely underweight child was identified. The nutritional
status in Barangay San Miguel can be linked to the socio-economic status and the basic knowledge in nutrition.

FAMILY PLANNING
The table below shows the number of current users of family planning method
in Barangay San Miguel for the year 2016. Most women of reproductive age in
Barangay San Miguel prefer Pills that accounted to 45 users and was followed by
NFP-LAM with 11 users. The BTL and Injection has the same number of users which
is accounted to 5.

VIII. ANALYSIS OF GAPS AND DEFICIENCIES IDENTIFIED


1. The Prevalence of Malnutrition
Though Barangay San Miguel ranks eleventh (11th) in malnutrition, still
it threatens the over-all good impression of the health delivery system in the
barangay. However, the barangay health personnel in coordination with the

Barangay Council proposed a feeding program to rehabilitate the identified
underweight and severely underweight children.

2. Availability of Emergency Health Transport


Availability of emergency health transport in Barangay San Miguel was seen
necessary because there is difficulty in acquiring transport vehicle due to its
geographical location. Furthermore, the presence of emergency transport vehicle
will entice the residents to be referred at the nearest health facility thus, increasing
facility-based delivery and skilled birth attendant resulting to the prevention of
maternal and neonatal deaths. The barangay health personnel requested an
emergency transport vehicle to the incumbent Barangay Counsel but still, it was
not yet fully realized.

3. Repair/ Upgrading of Level 3 Water Facility


The need of a level 3 water facility is deemed necessary by the residents of
Barangay San Miguel to prevent future outbreaks of water-borne diseases.
Moreover, the presence of level 3 water facility is highly beneficial not only in health
per se but also in the residents financial aspect as well.

4. The Prevalence of Home Deliveries


Over the years, home deliveries continued to be major threat or gap in
Barangay San Miguel. The presence of a trained hilot which was once
acknowledged by the DOH were seen as a direct contributor in the increased of
home deliveries in the barangay. Furthermore, geographic location and dispersed of
population also puts weight in the problem.

5. Poor Referral System


Poor referral system is one of the challenges that Barangay San Miguel is
facing now. Some clients directly proceed to the main health center with no referral
from the BHS due to their lack of awareness in the referral system. With continued
teaching and constant reminder, the residents will be able gain awareness of the
referral system.
