I APNPD CL: APNPDCL and APEPDCL are unaffected by State
bifurcation except the 7 Mandals in APNPDCL. For the employees
of 7 Mandals affected by state bifurcation, options were called by
APNPDCL as per established procedure and finalized the issue.
Thus it is a settled matter. Therefore there is no possibility for
negotiation with APNPDCL and they have to take back all the g2
relieved employees. The Bi-furcation Cell was formed with Chief Engineer/IPc & PS as a Nodal
officer along with Accounts and P&G Employees as members of the cell.
Therefore, all the Associations are hereby requested to pose any issue
pertaining to Bifurcation of the employees through Bifurcation Cel1.

/, The cost of wind and sola-r power have come down drastically Renewable Energv Issues
Further CERC is insisting for competitive bidding whereas i) APDISCOMs have frlled petition (O.P.No. 5 of 2O17) in APERC on O4.O3.2OIZ
APDISCOMS are entering PPAs without bidding process (for with a request to permit DISCOMs to procure power from Wind power producers
wind). The existing PPAs of the wind and Solar energies may be in the state of AP from FY:2O18-19 onwards through
competitive bidding route
reviewed and refixed for bringing down the cost of power to the in consonance with the guide lines of MNRE,
GoI and National Tariff policy -
consumer. 2016
It was also prayed in the petition that duly considering the latest
technologz being adopted by wind generators, market discovered price and
formulating appropriate parameters such as Capital cost, Return on Equity, and
cuF etc., for determination of the wind tariff for Fy: 2oLZ-Lg.
The APERC is yet to dispose the said petition.
ii) The GoAP directed the APDISCOMs to sign tJ e PpA with the M/s Axis India
hrt. Ltd & M/s Suzlon Energr Ltd., for the year 2OlT-1g and seek consent of
APERC for the sarne and request APERC to determine the project specific tariff
for the above 600 MW after taking into consideration the pievailing competitive
bidding Tariff for wind power in the countqr.
In view the above, the said developer is not entitled the ApERC tariff
of Rs. 4.76 /KwH applicable for Fy: 2OtT-t8
iii) APTRANSCO is following the T.O.O. 4O6 Dated. 06.03.2017 scrupulously for
adopting the uniform procedures for s5rnchronisation of Wind and Solar
projects. Further APSLDC is ensuring the measurement of total harmonic
distortion, DC injection, flicker etc., for upcoming projects solar power projects

generators are achieving a PLF of 33 to 35 Yo. Therefore the
has to be lowered keeping the higher PLf into account. Karn, iv) No new wind PPA's are being signed by Ap Discoms as per orders of
and ramilnadu States have reduced the tariff on these rines. Government of AP MOM dt:1O.8.2O17.
v) While admitting the wind bills, the PLF is being restricted to only 23.5o/o
irrespective of whether the generation is generating more pLF. So, no loss to
Discoms.
PLF depends upon the real time operation which has minimal impact on the
finances of APGENCO. APPCC has assured first preference will be given to
ENCO in despatch as well as payment.APGENCo will take all necessa,ry
steps to achieve 80% PLF
In AAR for Financial Year 2018-19, APGENCO has been given'Must run- Must
Pay Stations'.
Hence the financial and operational viability of APGENCO has been ensured
13 Expansion of APGENCO in Non Conventional Energr: APGENCO is having 4LYo of share in Andhra Pradesh Solar Power Corporation
A11 the future expansions in the NCEs must be given to APGENCO Private Limited.
only as non convetional ener$/ share of APGENCO is very less in
total installed capacity of NCE share in the State APGENCO has already taken up 4OO MW solar Power Plant at Tadipatri, and
decision was taken to expand NCE capacity in future as per the regulations.
per Section -63 of Electricity Act, 2OO3 the future capacity addition has to
be made through competitive bidding only. Hence the projects can not be
allotted to APGENCO on nomination basis.
However, a decision has been taken that APGENCO will participate in bidding
process in future capacity additions in NCE Projects.
