1. George Washington set up many precedents (standards for presidents).

USA is a product of the

precedents. First president to set up cabinet. Cabinet is the board of hihg ranking officials that
help the president make decisions.

• Alexander Hamilton: Born in 1755, died 1804. Died at the hands of the VP of USA,
Aaron Burr. Shot by him. Hamilton was not born in the USA, but in British West indies,
came at an early age, settled in New York, during revolutionary war, he was George
Washington's trusted aid.
• Hamilton was part of the First Cabinet: first secretary of treasury. Ideas influenced
American History to this day. Pressing point was the lack of money, and great debt from
the Revolutionary War. There was also domestic debt assumed by the states. Hamilton's
problem was to get the United States finances up to speed.
• Hamilton's idea: first pay foreign debt. The problem was paying the state debt, Hamilton
said that it should be paid.
• Speculator: person who takes a chance to make money. Speculator pays less than value,
hoping for price increase.
• Alexander figuring out way to develop confidence in New Govt. of the USA. Hamilton
funds the bonds at par, Government will pay $1.00 for bond, speculator makes money,
citizens lose. Jefferson was dubious of Hamilton's plan. Alexander was in favor of the
wealthy, Tying rich to govt. rich people would support govt. and Govt. would be
success.
• Hamilton said the people are bestial.
• Report on Manufactures, proposes national bank. National bank ensures Commerce
takes place across the United States. In order to have a national bank, Hamilton said that
the national bank was constitutional by the elastic clause. National Bank was met with
violent opposition.
• Opposing group led by Thomas Jefferson. Thomas Jefferson believed exact opposite of
Hamilton. National Govt. can do only what is in the constitution, This is what Jefferson
Believed. Jefferson was the secretary of state under Washington. Washington said I will
accept the idea of Alexander Hamilton.
• Hamilton encouraged manufacturing, commerce, industry, and business. Again, opposed
by Thomas Jefferson. Hamilton supported higher tariffs on imported goods, so
manufacturers could get local support.
3. Foreign Policy: Bad, Spanish and British convincing Natives to raid states, Slaves running away
to Spanish America. Make Mischief for American Settlers. Frontiersmen sell crap on the river,
stop at New Orleans, American settlers confiscated goods from Americans, and then sell them.
• Right of Deposit: Put in warehouse, sell them. Settlers wanted Right of Deposit in New
Orleans.
• 1794, George Washington sends John Jay to Great Britain to discuss Treaty with the British.
Jay negotiates the treaty, British vacate the lands in the USA, stop the embargo of trade,
Settlement of Loyalist trade, USA agreed to trade issues, Drew Canada border, failed
imprisonment of Sailors, reparations for Destroyed Land and runaway slaves.
• Jay's treaty was hated by the citizens of the USA. Calls for the USA to go to war with Great
Britain. George Washington ignored the calls for war, Jay's Treaty was accepted. Helped
stop the issues country was facing with Great Britain.
• Edmund Jenay: Edmund Jenay was a french ambassador who used his power to encourage
Americans to fight against British and support the ideas of French Revolution. Jenay hoped
Americans would line up against British, create another front to worry British in the period
 of time. Jefferson liked french, but Washington didn't. Lot of support for him. Washington
kicked out the Frenchman, ordered him home. Issued Neutrality Act, USA won't take
position in any disputes unless attacked.
• Presidents say their viewpoint on the world and the important events of the world in the
farewell address.
• George Washington said in his address: US should treat all other countries just, Americans
should have unity in backing their country. Beware of political parties, political parties
cause nothing but problems. George Washington hates partisanship. Beware of entangling
alliances. Stay clear of European affairs. Will make America a weak country. George
Washington was a badass. He is the Chuck Norris of the 1700's.
4. Pinkney's treaty:
• 31st Parallel: Implied that Spanish won't go into Georgia and stage Native American raids.
Idea was that people couldn't come into Georgia.
• Rights to use Mississippi for goods and transport. Got Right of Deposit.
