High Speed Two: Phase zb route announcement

Dear resident,

On r5th November zo16, the Government announced its preferred route forthe next phase of the High
Speed Two (HSz) railway from Crewe to Manchester and West Midlands to Leeds (known as Phase zb).

Two public consultations were also launched: one on seven proposed changes to the Phase zb route, and
one on the compensation and assistance ihat the Government is proposing for people affected by HSz in
your area.

Letters to residents

On the day of announcement, we wrote to those people who were within rkm of the proposed line of the
route. However, we have identified an error made during the preparation of that mailing, meaning that
some postcodes were missed off the distribution list. We believe your postcode was one of those missed.

While we don't believe your property is directly affected by the railway, it is still within rkm of the
proposed line of route. We are verysorryforthe errorthat has been made. Enclosed is a copy of the
original letter and booklet you should have received. We have also written to your local MP and Local
Authority to advise them of the situation.

Responding to the consultations and information events

ln order to ensure that you will have sufficient time to respond to the two consultations, we will continue
to accept responses from those people affected by the mailing error until 3'd May zor7.

We are running a series of information events for members of the public to come and talk to the HSz team.
Despite advertising widely we recognise that there may not.have been enough notification time for the
event in your area, so we are looking to arrange an additional event to ensure people have the same
opportunities to meet with us. Once they have been organised, we will contact you again to give you more
information about them.

Dear resident,

The Government has announced its preferred route for the next phase of High Speed Two (HSz).
This is the section from Crewe to Manchester and the West Midlands to Leeds - known as Phase zb.
The preferred route is the line the Government believes the new high speed railway should take.
I am writing to you to explain what this means for you and your property. You do not need to take
any action now, but we have included information about how you can find out more and get
involved.

Ienclose a booklet which includes more detail on the announcement and what it might mean for
you, but in summary the Government has:

o Confirmed the majority of the Phase zb route - This will provide ceftainty for people living
in these areas.
o Launched two consultations:
o A consultation on route refinements - There are changes to the route we proposed
in zor3. Where these changes are substantial, the Government is seeking views from
those affected before taking a decision. The consultation is open now and will run
for 16 weeks.
o A consultation on property schemes - We ,recognise that the railway will have a
significant impact on property owners and we are committed to providing support
forthose affected. We are launching a consultation on property compensation and
assistance schemes for this part of the route. This will enable you to have your say
about the assistance we are proposing for homeowners and businesses affected by
plans for HSz. The Government is also launching some interim property assistance
schemes which come into effect immediately.
r lssued Safeguarding Directions - Safeguarding Directions are issued to protect planned
infrastructure from conflicting development. The Secretary of State for Transport has issued
Safeguarding Directions for the entire Phase zb route. This includes sections which are subject
to consultation. Safeguarding is a normal part of the planning process for major infrastructure
projects. lf your property is subject to safeguarding, you will receive a separate letter with
details of what this means.

We recognise that some of the changes announced today may be unexpected. We are committed
to working with you and others who are affected to understand your concerns and provide support.
The enclosed booklet gives more information on the proposed route, including any changes, as
well as the compensation schemes available. lt also sets out how you can find more details about
HSz in your area. ln January and February 2017, we will be holding a series of information events
along the whole of the Phase zb route and we will write to you about these in the coming weeks.

What's the annorJncetnent ahout?

which runs from Crewe to Manchester and West Midlends to Leeds:

the proposed railway.

We are launching a consultation on the property compensation and


assistance schemes we are proposing for people affected by the plans
for H52. We are aiso launching sorne schemes from today, to ensure
that people who are most directly affected can start planning for
their future now.
Changes to the route on which we're consulting
The right route for H52 needs to balance different factors, including
serving communities effectively, delivering value for taxpayers and
passengers, and limiting disruption for local residents and businesses.
We are proposing seven substantial changes to the route consulted on
in 2013:

Move the proposed rolling stock depot from near Golborne to a site
north of Crewe near Wimboldsley. Manchester

Change the route in the Middlewich-Northwich area to avoid


existing infrastructure and to minimise the risk of subsidence.
Stockport Sheffield
Change the approach to Manchester Piccadilly so the station can
operate more efficiently, avoid direct impacts on residential
properties and a school at West Gorton and reduce flood risk.

Move the route to the east of Measham to avoid some significant


impacts on the town, businesses and a major development site.

Avoid the need to tunnel under East Midlands Airport by instead


passing to the east of the M1.

Amend the route through Long Eaton to address local concerns over
the creation of a physical barrier and impacts on the road networl<, Stoke-on-Trent

Move the alignment of the route from Derbyshire to West Yorkshire,

Rother Valley to Meadowhall, the new proposed route follows the
