1. Application
This Painting Specification covers the execution procedure concerning painting works in
shop including surface preparation, corrosion protection and treatment procedure for not
painted parts for transportation and preservation for equipment, parts and material to
be supplied to the hypo chlorination system for Qurayyah IPP 1&2 Project.
The seller (MHIEC) shall comply with the relative painting schedule listed in Table-1 for
individual equipment and parts composed of the hypo chlorination system.

2. Technical Requirements
The following painting requirements shall be followed as a minimum requirement for
maintaining the painting quality in higher level.

2.1 Environmental conditions for painting works


Painting shall not be applied when any one of the following conditions is made.
(1) Surface temperature to be painted is less than 5℃.
(2) Surface temperature to be painted is more than 50℃.
(3) Surface temperature to be painted is less than 3℃ above the dew point.
(4) Wind strong enough to blow sand, salt spray, or other foreign matter onto the
surface being painted.
(5) Wind strong enough to cause dry spray or to otherwise seriously disturb the spray
pattern when application is by spray gun.
(6) It is preferable to conduct painting work in shop in windy environment.

2.2 Surface preparation


(1) Surface preparation using the either handy tool, power tool, sand/shot blasting or
solvent cleaning shall be conducted before painting to make a necessary grade
required for the applicable painting schedule.

(2) In order to allow any entrapped hydrogen gas to be released and to neutralize
alkaline formation, welded parts shall be exposed in the atmosphere for preferably
one week before the surface preparation.

(3) Unless otherwise specified, sharp corners and edges shall be chamfered to a grade
suitable for painting.

(4) Surface to be painted shall be cleaned using necessary method and to a grade
specific in the painting specification to make (generally cleaning is done with the
“acetone”).

(5) Surface preparation shall ensure that the surface to be painted is free of oil,
grease, dirt, loose paint, loose rust or other surface contaminants.

(6) Table-2 shows the required preparation class specified in Steel Structures Painting
Council (SSPC), and Seller (MHIEC) shall comply with the code of SSPC for
individual equipment and parts according to the specified painting schedule
attached in this specification.

2.3 Painting
-After clean up the surface to be painted, necessary painting shall be applied as soon
as possible in accordance with the relative painting schedules.

-Painting shall be applied by the air-less spray and/or with painting brush where the
air-less spray is not suitable and practical.

2.3.1 Paint Manufacturer


Following paint suppliers shall be applied generally for main components.
However sub-vendor’s standard paint shall be applied for small equipment and
parts such as the instrument, control valves, hand operated valves and special
tools (mobile chain block for maintenance), etc.
Final selection for the manufacturer shall be done by seller (MHIEC) in
consideration of the experience for painting quality and other factors, etc.
Seller (MHIEC) has a light to decide the paint suppliers as a seller’s (MHIEC’s)
responsibility for the project.

2.3.2. Painting in shop


(1). Painting shall be conducted up to finish (top) coat in shop for all the equipment
and parts to be painted except some following parts.
Process pipes (made of FRP), FRP made tanks, plastic valves and DC bus-bar
ducts made of UPVC shall not be painted.

(2). First coat (primer) shall be applied in accordance with the painting schedule
without delay after completing surface preparation and also after confirming the
surface to be clean and dry conditions in order to prevent the rust and stain occur.

(3). The paint manufacturer’s recommendations for painting work shall be followed for
establishing the thinning ratio, mixing of paint material, coverage and painting
interval between two coats for effective drying.

(4). Color code numbers for top coat


The color code number for top coat shall be followed in accordance with the
Table-1 for the equipment and parts to be painted.

2.3.2 Painting at site


(1) Touch up shall be applied at site with spot cleaning for damaged surface during the
transportation and installation. Paint for touch up shall be supplied by the Seller.

(2) Painting work for touch up at site shall be done by other (portion in erection).

(3) Plastic valves made of UPVC installed outdoors shall be painted at one coat with
the ultraviolet protection paint (polyurethane paint) at site after solvent cleaning
the surface to be painted, after completing installation works (piping assembly).
Painting works at site shall be by other (in erection portion).
The paint for above use shall be supplied by the Seller (MHIEC).

2.4 Dry film thickness (DFT) for painting


2.4.1 Dry film thickness (DFT) shall be measured and recorded based on the
requirements for each painting schedule after required drying time is passed.
If required DFT is not obtained, additional painting shall be applied until the
specified DFT is achieved.

2.4.2 The following criteria shall be applied to verify the DFT to be achieved.
(1) All measurements of DFT at various positions shall exceed 90% of the specified
value.
(2) The number of DFT measurements, which are less than the specified value shall be
lower than 20% of the total numbers of measurements.

2.4.3 Records for painting inspection shall be submitted including DFT measurements.

2.4.4 Painting inspection


The following inspections shall be generally conducted in shop painting.
-Painting color code (RAL code)
-DFT
-Damage
-Even color

2.5. Surface not to be painted


The following surfaces shall not be painted in principle. In case of including
discrepancy in this section, the seller (MHIEC) shall clarify it to the purchaser.

(1) Stainless steel, aluminum, bronze, nickel, lead and chrome parts
(2) Machine finished parts such as coupling, machined sliding surface
(3) Metal surface embedded in the concrete
(4) Lined surface such as FRP lined inside cell, etc.
(5) Copper bus-bar and UPVC made bus-bar ducts
(6) Internal surface of pipes, tubes and fittings
(7) Plastic material such as small instruments, etc.
(8) Glass surface such as gauges and meters
(9) Pumps made of PP
(10) Tanks made of FRP
(11) Surfaces to be insulated
(12) All name plates

2.6. Rust prevention on unpainted surfaces


2.6.1 Welding edge prepared in shop shall be protected with removable protective
compound for rust prevention during transportation and site preservation.

2.6.2 Special rust inhibiting oily agent for rust prevention during transportation and site
preservation shall be applied for all exposed machined surfaces of ferrous metals
without the painting.

SP-1 Solvent Solvent cleaning is a method for removing all oil, soil, rust, scale,

from steel surface.

SP-2 Hand Tool Hand tool cleaning removes all loose mill scale, loose rust, loose

Cleaning paint, and other loose detrimental foreign matter. It is not intended

that adhered mill scale, rust, and paint be removed by this

procedure. Mill scale, rust, and paint are considered adherent if they

cannot be removed by lifting with a dull putty knife.

SP-3 Power Tool Power tool cleaning removes all loose mill scale, loose rust, loose

Cleaning paint, and other loose detrimental foreign matter. It is not intended

that adhered mill scale, rust, and paint be removed by this

procedure. Mill scale, rust, and paint are considered adherent if they

cannot be removed by lifting with a dull putty knife.

SP-5 White Metal A white metal cleaned surface, when viewed without magnification, Removal

Blast Cleaning shall be free of all visible oil, grease, dust, dirt, mill scale, rust, ratio for old

SP-6 Commercial A commercial blast cleaned surface, when viewed without Removal

SP-8 Pickling Pickling is a method of preparing steel surfaces by chemical

reaction, electrolysis, or both. The surfaces when viewed without

magnification shall be free of all visible mill scale and rust.
