1. EXECUTIVE SUMMARY

The proposed project of 15.20acres or 6.151hectares area is on the bed of river


Kuanria for mining of minor mineral (sand) falls under “B2” category as per EIA
notification 2006 of the Ministry of Environment & Forests, New Delhi. The mining
lease area is located at Krushnaprasad Village of Nuagaon Tahasil of Nayagarh
District, Odisha State. The proposed project activity shall be carried out in the sand
bed Govt. land of river Kuanria.

INTRODUCTION

1.1 Identification of project & Project proponent


The project is being proposed by the Tahasildar, Nuagaon and after due scrutiny the
lease was awarded to the applicant Sri Rabindra Kumar Mohanty, vide letter No.
722,Dated 26-03-2015.
The details of the project and its proponents are given below:

1.2 Brief description of the nature of the project
It has been proposed to remove 1,000 cum of sand per year from the sand bed in the
Khata No. 309, Plot No. 296/P & 404/p of Krushnaprasad village in Nuagaon revenue
circle of Nayagarh Tahasil in Nayagarh district of Odisha State.

Surface mining : The mining is confined to extraction of sand only from the sand bed
from river kusumi. The operation shall be manual. No sand shall be collected from the
in stream of the river Kusumi. Sand mining will be carried out only 3 mts. from the
existing surface. Mining will be carried in the day time only. Extraction of sand in the
monsoon season is not possible due to unfair weather conditions.

1.3 Need for the project and its importance to the country and region
The rivers are primarily Monsoon Rivers that cause flood during rainy season but not
usually completely dried up after winters. The sediment in the form of River Bed
Material (RBM) deposited in the last many years has changed the shape of the river
from a valley to a raised land. Because of this, every year during monsoon season
heavy and devastating floods damage large tracts of land lying on both the banks of
the river. This project is one of such causes of heavy loss. Hence it is necessary to
remove such sand from the existing deposits which divert the original channel of the
river. It is highly essential to remove such sand deposits in order to regularize the flow
channel of the river Kuanria.

This sand mining project will provide employment directly and indirectly to the
people living in the vicinity, thus improving the socio-economic status of the area.

1.4 Demands-supply Gap


The demand for sand is ever growing with the growth of the infrastructure sector in
our country. The minor mineral is used mainly in the construction industry like
buildings, bridges, roads, etc. The requirement for the mineral is always high in the
nearby cities and towns. Therefore, there is a good demand for the mineral in the
domestic market.

1.5 Domestic/Export market


The demand of the mineral is high especially in the nearby city and towns and hence
the need of sand mining.

1.6 Employment Generation


The project operation will provide livelihood to the poorest section of the society. It
will give employment to the people residing in the vicinity and indirectly to the
development & supporting to the infrastructure industry.

2. PROJECT DESCRIPTION

2.1 Project including interlinked and inter depended projects, if any:


The project is for the excavation of sand from the agriculture field which was sand
cast in the devastating floods occurred in the year 1980. There is no extraction of sand
from the river bed. Hence there is no negative impact of environment in the area.

2.2 Location
The mining lease area is located in Krushnaprasad village of Nuagaon Tahasil,
Nayagarh District of Odisha State. The proposed project activity shall be carried out
on the River Bed of Kuanria at Krushnaprasad village. The mining lease falls in
survey of India Toposheet No.F45S/15.

2.3 Detail of alternate sites considered


No alternate site was considered as the project is mineral specific.

2.4 Size or magnitude of operation


The proposed mine has spread over an area 15.20 Ac. And the total extractable
material would be approx. 1,000Cum. per annum.

2.5 PROJECT DESCRIPTION with process details

3.5.1 Method for developing and working the deposits


The Sand/deposited in river bed material will be collected in its existing from.

3.5.2 Method of mining


The mining is confined to extraction of Sand from the river bed as mentioned in the
mining plan. The operation will be manual which the minor mineral will be collected
in its existing from. Mining will be carried out only during the day time. Extraction of
sand will be completely stopped during the monsoon season.

Working Depth (below ground level)


The deposits occur in the middle/bottom of the land. During the lease period, the
deposit will be worked from the top surface to 3m. below ground water level
whichever is less. The depth would be worked out based on the existing sand deposit.

2.6 Raw Material Required Along with Estimated Quantity, Likely Source,
Marketing Area of Final Product/s, Mode of Transport of Raw Material and
Finished Product
No raw material will be required in the proposed project. The operation involves the
extraction of Sand in its existing form and loaded into trucks/trolleys which will

transport the material to the local market. The existing roads will be utilized for the
transport of Sand from mine site to market.

2.6.1 Use of Mineral


No mineral Beneficiation is involved

2.6.2 Surface Transport


The transportation of Sand will be carried out by the purchaser through their own
transport. There are all weather metalled road and then a kacha road right up to the
mines to dispatch the material from mines to the market. It will be purchased by the
customer at mine site and transported by them through their own arrangement of
trucks/dumpers and tractor trolleys. The practice is quite sound in the area and ensure
continuous lifting of the material. However necessary arrangement of truck can be
done from the local truck operation union.

2.7 Resource optimization/recycling and reuse


Not envisaged.

2.8 Availability of water source, energy/power requirement and source

2.8.1 Water Requirement


In the proposed project there is no need of water to carry out operation but for
drinking water which will be required for the working people and for the dust
suppression. The number of working people will be 5, so the water requirement for
drinking (0.2 KLD) and for dust suppression (2.2 KLD) will be around 2.4 KLD. This
water will be supplied for the dug wells/bore wells by tankers.

2.8.2 Power Requirement


All the activities will be carried out in a manual manner. The operation will be done
only form sunrise to sunset hence there is not power requirement for the project at
site.

2.9 Quantity of wastes to be generated (liquid and solid) and scheme for their
management/disposal

2.9.1 Solid Waste Generation & its Disposal
There are no mineral rejects of any kind produced during mining, therefore, no
provision of stock yard is proposed. The entire mineral produced is saleable.

2.9.2 Liquid Effluent


No liquid effluent will be generated at the mine site.

3. SITE ANALYSIS

3.1 Connectivity

3.1.1 Nearest Railway Station


Nearest railway station is Begunia Railway Station which is about 45 km. away in SE
direction from Nayagarh Town.

3.1.2 Nearest Airport


Nearest Airport is Bhubaneswar airport which is about 120 Kms. in SW direction
from NayagarhTown.

3.1.3 Nearest Highway


Nearest highway is National Highway NH-57 which is about 7 Kms. SE direction
from proposed site.

3.2 Land form, land use and land ownership


The proposed activity is to take place in the sand cast land on the River bed of
Kuanria and hence there will be no change in land use.

3.3 Topography
Krushnaprasad is located in the plateau of central India, an area dominated by rocky
reliefs and minerals underneath the soil. It has a natural slope in the South as it lies on
the South Eastern border the elevation rises on the North. It is known for its rich
deposits of pyrophyllite, morrum, granite diasporas, sand, etc.Cuttack district itself

has got rich mineral deposits like Quartz, granite stone etc. and known as boarder of
Eastern Ghat of India.
3.4 Existing land use pattern
The area considered for mining of river bed material has not been utilized for any
purpose other than for the natural flow of the river. The objective of this operation is
only to regulate the flow in its natural course which is presently being hindered by the
sedimentation over a long period of time.

3.5 Soil classification


The sand cast sand is of sandy type.

3.6 Climate data from secondary sources

RAINFALL& CLIMATE

The average annual rainfall is 950 mm. The climate is sub-humid and it is
characterized by a hot dry summer and cold winter. About 91% of rainfall takes place
from June to September. During monsoon surplus water is available for charging
ground water.

December is the coldest month of the year when the mean daily temperature is 22
degree Celsius and the minimum temperature is 170 C. May is the hottest month with
mean daily maximum temperature at 420 C and minimum temperature at 28.8 0C.

In the summer season the air is very dry and during the monsoon season the moisture
content of air is high. The mean monthly relative humidity is 37%. During the post
monsoon and winter season winds are light and in summer and monsoon season the
winds strengthen slightly. The mean wind velocity is 4.8 km/h. The potential evapo-
transpiration is 1530.3 mm.

4. PLANNING BRIEF
4.1 PLANNING CONCEPT
Mining Plan is not required for the minor mineral i.e. sand in the State of Odisha.
Production will be done as per market demand not exceeding 1,000 cums. per annum.

4.2 Population Projection
The project will employ most of the workers from nearby village. There will not be
any increase in population due to this project.

4.3 Land use Planning


The land use of the mine area is on the banks of River Kuanria. The sand will be
excavated every year and once sand is excavated again there is every chance of
refilling of the sand in the projected area in the rainy season but the flow channel will
be free from obstruction.

4.4 Amenities / Facilities


Temporary rest shelters and first aid facilities will be made available to the workers.

5. PROPOSED INFRASTRUCTURE

5.1 Industries area (Processing Area)


No Industrial area is proposed.

5.2 Residential Area (Non-Processing Area)


The mine workers will be hired from nearby villages, so residential area will not be
made.
5.3 Green Belt
It is proposed to plant trees along road sides and nearby civic amenities in
consultation with district administration.

5.4 Connectivity
There are metal roads and a kacha road up to the mine site. The mine site is well
connected to all places of Nayagarh district.

5.5 Drinking Water Management


Water for drinking purpose is required to be about 0.2 KLD. It is proposed to obtain
water for drinking purpose from ground water from Krushnaprasad village by
Tankers.

5.6 Sewerage System
No Sewerage system is proposed at the mine site.

5.7 Industrial Waste Management


Not applicable

5.8 Solid Waste Management


No solid waste generation is expected from the mining operation.

5.9 Power Requirement & Supply Source


All the activities will be carried out in manual manner and the operation shall be done
in day time from sunrise to sunset hence no power is required at the site.

6. REHABILITATION AND RESETTLEMENT (R&R) PLAN

Not Applicable.

7. PROJECT SCHEDULE & COST ESTIMATES

The project will start once environmental clearance and other necessary certificates
are obtained from the respective departments. The cost of project would be around
Rs.4 lakhs.

8. ANALYSIS OF PROPOSAL

The project involves collection of river bed materials. This is very essential in order to
prevent widening of river beds and to prevent folding off and the age to the adjoining
areas. This can only be achieved by maintaining the existing course of the river.

The river banks, on both sides are covered by vegetations and human habitats.
Widening of river banks results in excessive erosion; resulting in damage to flora,
agriculture land and settlement which are situated at close proximity.

This project operation will provide livelihood to the poorest section of the society. It
provides employment to the people residing in vicinity directly or indirectly by the

project. The sand extracted is in high demand in the local market. This also ensures
scientific method of sand extraction.

Krushnaprasad is a town in on the banks of Kuanria River in Nayagarh district of


Odisha State. Krushnaprasad village, the proposed mining site is situated 7kms.
North-eastern direction from the Nuagaon town. The proposed sand quarry is situated
on the river Kuanria.

The proposed mine site is in the foothills of the quaint Eastern Ghats. The nearest
access points are the Airport at Bhubaneswar which is 120 kms. and the begunia
Railway station which 45 kms. from the proposed mining site.

The regular and frequent bus services connects Krushnaprasad to important cities like
Cuttack, Bhubaneswar, Nayagarh & Puri, etc. in the State of Odisha and Kolkata,
Howrah etc. in the State of West Bengal. Geographically the town Krushnaprasad is
located at Latitude 200 20‟ 9.9”N to 200 20‟ 30.7”N & Longitude 840 57‟ 33.5” E to
840 58‟ 31.2”E. The village Krushnaprasad is 21 kms. from the district head quarter
i.e. Nayagarh in Nayagarh district of Odisha State.
