EXECUTIVE ORDER NO. _____ , Series of 2014

“AN ORDER CONSTITUTING THE PERSONNEL DEVELOPMENT COMMITTEE (PDC) AND PROVIDING FOR
ITS FUNCTIONS THEREOF”

WHEREAS, Rule VIII Sec. 14 of the Omnibus Rules Implementing Book V of Executive Order No.
292 mandates for the establishment of a Personnel Development Committee which shall provide
support function to the management in matters pertaining to selection of agency nominees to training,
development and scholarship programs in accordance with existing civil service policies and standards;

WHEREAS, Tagum Water District has established and implemented various career and
development programs for its officials and employees in its quest for better public service;

WHEREAS, to properly carry out the provisions of these programs there is a need to constitute
the Personnel Development Committee of Tagum City;

NOW THEREFORE, I, NELLY M. GENTUGAYA, MM, General Manager of Tagum Water District, by
virtue of the powers vested in me by law, do hereby constitute the Personnel Development Committee
with the corresponding composition and functions:

Section 1. COMPOSITION

The Personnel Development Committee shall be composed of:

Section II: DUTIES & FUNCTIONS

The functions of the Personnel Development Committee shall be as follows:

1. Receive applications/nominatios for study leave for bar/board examinations and completion of
master’s degree, scholarship grants and outside trainings which last for more than one (1)
month;

2. Evaluate the qualification of the applicant/nominee in relation to the requirements of the


specific Human Resources Development program to be availed of;

3. Review and verify the validity of the required documents submitted by the applicant/nominee;

4. Recommend the qualified applicant/nominee to the General Manager for his appropriate
action;

5. Receive and review capability building needs of the districts’ employees and recommend
measures to the General Manager from time to time; and

6. Perform other related functions assigned by the General Manager.

Section III. SECRETARIAT

The Secretariat of the Personnel Development Committee shall be composed of the following;

The Secretariat conducts preliminary evaluation on the qualification of the applicants and shall
provide all the administrative needs of the Personnel Development Committee including the
preparation of all minutes of meetings and records of the Committee.

Section IV. REPEALING CLAUSE

Any Executive Order or Memorandum Order inconsistent herewith is hereby repealed and
revoked accordingly.

Section V. EFFECTIVITY CLAUSE

This Executive Order shall take effect upon approval.

IMPLEMENTING GUIDELINES AND PROCEDURES ON AVAILMENT OF STUDY LEAVE

Section 1. BASIS: These guidelines and procedures are promulgated under CSC Resolution No. 041016
dated Sepetember 14, 2004 covered by CSC MC No.21, series of 2004.

Section 2. SCOPE OF APPLICATION:

This guidelines and procedures shall apply to qualified officials and employees of Tagum Water
District who wanted to avail the study leave privilege and who are expected to contribute to the
development and implementation of policies and programs of the agency.

The study leave is a time-off from work not exceeding six (6) months with pay for qualified
officials and employees to help them prepare for their bar or board examinations. This may also be
availed for the completion of master’s degree for a period not exceeding four (4) months.

Section 3. APPLICATION & SCREENING PROCEDURE:

1. The applicant shall submit a request to avail of the Study Leave addressed to the Head of the
Agency as recommended by the Department Head.

2. The Human Resource Management Officers (Secretariat of the Personnel Development


Committee) shall pre-screen the applicants to determine whether he or she meets the
requirements set by the CSC and this Implementing Guidelines and submit the same to the
Personnel Development Committee.

3. The Personnel Development Committee shall conduct a screening and interview with the
applicant.

4. The Personnel Development Committee shall conduct a meeting with the applicant’s head of
office to determine the relevance of the study to the agency’s mandate or the duties and
responsibilities of the concerned employee.

5. Submission of recommendation on study leave applications favorably acted upon.

6. Leave shall be covered by a Study Leave Service Contract between the agency head and
employee concerned which shall be reviewed by the districts’ legal officer.

7. Documents submitted for approval of the General Manager.

Section 4. QUALIFICATION REQUIREMENTS

Employees who possess the following qualifications shall be eligible to avail the study leave:

1. A Bachelor’s degree that requires the passing of the bar or a board licensure examination for the
practice of profession. For completion of master’s degree such as thesis writing or
comprehensive examination, the official or employee must have completed all the academic
requirements for a Master’s Degree.

2. The profession or field of study to be pursued must be relevant to the agency’s mandate or to
the duties and responsibilities of the concerned official or employee as determined by agency
head.
Section 6. RESPONSIBILITIES OF THE GRANTOR

1.1. Exercise full discretion in authorizing the GRANTEE to study leave on official time for the
number of months allowed.

1.2. Relieve the grantee of all the duties and responsibilities for the duration of the grant.

1.3. Pay the salary, allowances other benefits of the grantee during the approved study leave;

1.4. Monitor the grantee’s completion of the grant;

1.5. Require the grantee to submit the result of the Licensure Examination or Diploma for the
completion of Master’s Degree

Section 7. RESPONSIBILITIES OF THE GRANTEE

1.1. Report to work or office immediately after the expiration of the study leave contract or
completion or termination of the review and bar/board examinations and shall render the
required service obligations to the grantor. If unable to report back to work within a
reasonable time, he/she will be considered absent without official leave credits or salary
whichever is applicable.

1.2. Submit to the Human Resource Office the Certificate of Enrolment in a Review School and
Result of the Licensure Examination within thirty (30) days upon release by Supreme Court of
the Philippines/Professional Regulatory Commission. For completion of master’s degree, he shall
submit a photocopy of the Diploma, Transcript of Records and Copy of thesis or research paper.

1.3. Inform the grantor in writing through the Human Resource Office his failure, if applicable, to
pursue review or failure to take the Licensure Examination for which he was granted the study
leave;

1.4. Refund the total compensation received during the period authorized for his Bar/Board review
and examinations or complete his Master’s Degree due to failure to complete the review
classes and/or take the examination and non-completion of master’s degree;

1.5. Refund the gross amount of salary, allowances and other benefits received while on study leave
proportionate to the balance of the service obligation required based on the formula specified
under Item III of MC 21, series of 2004.

Section 8. MISCELLANEUOS PROVISIONS

1. Only one availment of the study leave is allowed per employee. No extension shall be
allowed if the grantee avail of the maximum period of leave allowed herein. If they need
more time to complete their studies, they may file a leave of absence chargeable against
their vacation leave credits.

2. Failure to take the bar/board examination or non-completion of the Master’s Degree


would bar the employee from future availment of study leave, training and scholarship
grants whether foreign or local.

3. That the maximum slot available for this program is set to only one (1) employee per
office or not to exceed two percent (2%) of the total existing permanent personnel per
annum.
Section 9. EFFECTIVITY CLAUSE

This Implementing Guidelines and Procedures shall take effect immediately.
