GENERAL

Intent

The intent of this Safety procedure is to establish safe working practices and standard, which
shall be employed on the SITE to comply by the TSPL during execution of job.

TSPL shall (a) comply with the H.S.E. Tasks, Rules, Regulations and Procedures prescribed
in this plan as well all instructions issued in relation thereto and (b) participate in the
Project Management’s Safety Program (Safety Meetings, Safety Audits, and Safety
Inspections & Safety Awareness Programs) in order to improve the safety awareness of
employees and their (Safety) performance.

It is the duty of our Project Management to consider accident prevention an integral part of
every operation and a task of each functionary. The purpose of this Project Health, Safety
and Environment (HSE) Plan is to provide maximum safety of personnel and property, and to
avoid any adverse impact on the environment.

Definitions

In this Procedure the following words and expressions are used and they have the respective
meanings hereby assigned to them, except where the context otherwise requires:

1. “RSPL” means RSPL LIMITED.

2. “HSE” means HEALTH, SAFETY AND ENVIRONMENT.

3. “JACOBS” means the PROJECT MANAGEMENT CONSULTANT, who is JACOBS


ENGINEERING INDIA PVT LTD and includes its personal representatives and permitted
assignees.

4. “TSPL” means Thermosystems Pvt Ltd

5. “PLANT” means the plant(s) and other associated facilities and installations, all of which
shall be completed for the RSPL.

6. “SITE” means the place or places so designated by the PLANT for the construction of the
PLANT, including such places adjacent thereto which are for storage and assembly of
equipment and materials.

7. “PM” means PROJECT MANAGER.

8. “SI” means SITE INCHERGE.

9. “SM/SE/SO” means SAFETY MANAGER / ENGINEER / OFFICER , who is responsible for


the safety as to the construction works performed at the SITE, and who shall be engaged in,
carry out and/ or coordinate the required actions for observance of safety regulations, and
cause other persons to observe the safety regulation.

10. “SUB-CONTRACTOR” means each company entered into sub-contract with CONTRACTOR.

TASKS AND REPONSIBLITES IN RESPECT OF HSE

The quantum of SITE management shall establish a Safety committee comprising of the
following

1. The Site In-charge / Engineer

2. The SM/SE/SO

The Site In-charge / Engineer Responsibilities

1. Should be responsible for Health, Safety & Environmental Protection on the project
SITE and arrange for the correction of deficiencies in these matters.

2. Plan construction activities so that all work will be done in compliance with the rules,
regulations and procedures established in this Health & Safety Plan.

3. Instruct the Supervisors, on (additional) specific HSE requirement.

4. Arrange appropriate Personal Protection Equipment for his employees that include
helmets, safety shoes, and safety belts with full body harness (For height job) as
minimum.

5. Arrange for the availability of proper safety materials and protective devices and for
their use.

6. Organize the safe working order of all constructional plant & equipment (to be)
assigned to and (to be) employed on the project SITE and ensures the proper
maintenance thereof.

7. Review HSE activities and requirements as first subject on the regular SITE Staff
Construction Meetings.

8. Review accidents and ensure correction of unsafe practices.

9. Participate in all HSE review (Bi-weekly), SITE Safety Committee meetings


(Monthly) and ensure the compliance of the recommendation from SUB-

CONTRACTOR.

10. Accompany the SM/SE/SO/Supervisor in safety inspection.

The SM/SE/SO Responsibilities

1. The TSPL as a minimum requirement shall designate / deploy following safety


personnel to the SITE whose primary responsibility shall be to ensure that a works
carried out at the SITE shall meet JACOBS’s safety standard.

Safety Observer: : At all times minimum one observer for workers not
exceeding 100 in numbers. That means contractors
are expected to deploy additional safety observers
when number of workers crosses beyond 100 and
thereon.
No. of workers deployed up to 250 : Designate One Safety Supervisor / Steward
Above 250 & up to 500 : Deploy one qualified and experienced SE / SO
Above 500 (for every 500 or less) : One additional SE/SO, as above + One SM
Safety Manager : Minimum of One Safety Manager at all times
required to be at site

2. The SM/SE/SO responsible to the SITE whose primary responsibility shall be to


ensure that a works carried out at the SITE shall meet JACOBS’s safety standard.

3. The SM/SE/SO shall establish close working ties with all other SM/SE/SO’s and shall
lend assistance or advice as required, to maintain a safe working environment.

4. The SM/SE/SO shall conduct regular safety meetings with all their employees to
prevent any incident at the SITE.

5. The SM/SE/SO shall establish and maintain close ties with hospitals and clinics
nearby the SITE.

6. The SM/SE/SO shall be responsible for Health, Safety & Environmental Protection of
their employees on the project SITE and correct any deficiencies in these matters.

7. The SM/SE/SO shall be responsible for upkeep their First aid boxes.

SAFETY CONTROL

Orientation / Induction Course

Each (group of) employee(s) of TSPL will be given an orientation/induction course


under direction of the SM/SE/SO prior to start of any work. The TSPL shall not be
deployed on the job unless introductory briefing from SM/SE/SO so as to locate
project facilities, channels of communication relating to accident prevention &
reporting, fire prevention & fire fighting, personal responsibilities, etc is given.

Toolbox Talk

Tool box talk will be conducted daily in a group of workers of TSPL by the
SM/SE/SO’s for specific work as required to reach the required level of competencies.
During this meeting the hazards involved in the activity and preventive measures
will be highlighted. All topics in connection with SITE activities will be covered in the
meeting to create awareness among the workers regarding safe practices. It will be done
as per job/specific SITE requirement.

Work Permit System

Required work permit shall be obtained by CONTRACTOR from RSPL for specific
work as required in the document of RSPL. Concerned employees at SITE will be
made aware regarding the basic acquirement of the work permit system.

The permit shall be kept at work SITE during the execution of work. The following
are the permits, which shall be obtained as per the standard rules and job
requirement.
Hot Work Permit

A hot work permit is required to carry out any work involving the use of a local
source of ignition capable of igniting flammable of gases, liquids or any other
materials in a restricted hazardous area. Example: Welding, burning, grinding,
blasting, soldering, open fire, opening up of electrical equipment in gaseous area.

Height work permit

Height work permit is required to work at the height above 2 meters.

Confined Space Entry Permit

Vessel entry permit is required for entries into any confined space e.g. vessel, tanks,
furnaces, pits, sewers etc. The permit is required to protect personnel against hazards
of oxygen deficiency, toxic, flammable material and power driven equipment etc.

Excavation Permit

Within the restricted area excavation authorization is required for all excavations
regardless of depth. In addition to that other appropriate work permits shall be
obtained prior to start of excavation.

In addition, permits shall be taken for the activities like Radiography.

Medical and First Aid

TSPL will keep adequate number of First Aid Kit in a weatherproof metal or plastic
box for initial medical care. The SM/SE/SO will check dressings, splints, & cold packs
once a month to ensure the expired items are replaced. The SM/SE/SO should report

all accidents and near misses to RSPL Safety Chief.

Vehicle and Road Safety

The SM/SE/SO shall take care of all the vehicles entering the project SITE should
have necessary documents & register the necessary details at the security gate record
at the SITE. The SM/SE/SO should take care that all their vehicles shall be equipped
with an audible reverse signal alarm, which operates automatically with & all times
during backward movement.

HOUSE KEEPING

1. Good housekeeping must be practiced by TSPL personnel at all times while within
the PLANT. During and after completion of the work, they are to ensure that their
work area is kept clean and tidy.

2. Rags, paper, wood shaving and other flammable materials shall not be scattered over
and shall be collected and disposed of in sufficient frequency.

3. Wooden planks with protruding nails, sharp object rising above ground should be
removed immediately from the Work area where people are likely to step on them.

4. Temporary electrical cables shall be so installed as not to cause a tripping hazard to


personnel, nor be liable to Mechanical damage by equipment.

5. Elevated cables shall be installed at such height as to allow unrestricted movement of


construction, equipments and Vehicles.

6. Particular emphasis shall be placed on maintaining platforms, scaffolding, stairways


or other elevated places free of Construction debris.

7. Shuttering materials, platforms or scaffolding segments should be kept in orderly


manner before use as well as after dismantling so that they do not cause hindrance to
the movement of man and materials.

8. Equipments or materials stored at SITE shall not obstruct to essential facilities and /
or equipments such as fire Extinguisher, fire hydrants, valves gauges, emergency
exits etc.

SAFE WORKING PRACTICES

Safe working practices should be followed by all CONTRACTOR’s/SUB-


CONTRACTOR’s at the SITE and SM/SE/SO shall strictly observe the safe working
procedures detailed below.

Personal Protective Equipment (PPE)

All employees shall wear Personal Protective Equipment (PPE) at the project SITE,
except inside offices, rest-room and accommodation buildings.

SUB-CONTARCTOR shall arrange appropriate Personal Protection Equipment for


their individual employees that include helmets, safety shoes, and safety belts with
full body harness (For height Job) as minimum. All other PPE’s like goggle, ear plug,
hand gloves etc. shall be provided as per specific job requirement

Working at Height and Scaffolding

CONTRACTOR has to obtain the permit for working at height duly approved by
competent authority. For any work that has to be carried out over water or at height
of greater than (2.0 m) above ground, well designed scaffolding of adequate strength
shall be used as a safe means of access. It will be mandatory for every person working
at SITE to wear Safety Belt with full body harness before commencement of job at
height more than 2.0 mts. Scaffolding to be certified by SM/SE/SO.

During erection and dismantling, either scaffolding components or tools shall never
be allowed to be thrown up or down. Slippery conditions on scaffolds must be
eliminated as soon as they occur.

Welding and Gas Cutting

Frames of electric welding machines operated from a power circuit shall effectively
Grounded. The electrode & the ground cables should be completely insulated.
Electrodes should be removed from holders when not in use. Holder should be
protected so that it cannot make electrical contact. Welders and their helpers should
be given necessary PPE during welding. For gas cutting job, the torch should be
equipped with flash back arrestor. Appropriate PPE should be given to the person for
doing job. Gas cylinders should be kept away from source of heat and should be
securely held in upright position. Valve protection caps should be fitted on the
cylinders when not in use. Acetylene and Oxygen hoses should be distinguishable and
care should be taken that hoses are not interchanged. Welding or Cutting / burning of
metals having toxic significance such as Zinc, Lead, Calcium and Chromium should
be done in open air and welder should wear a fitter type respirator.

Fire Extinguishers

An adequate numbers of hand fire extinguishers of adequate type (Generally ABC


type) and size shall be placed by TSPL in their workplace.
Once in a Quarter the fire extinguishers shall be inspected by the manufacturer or
distributor on proper operating conditions and records shall be maintained.

“No Smoking”, “No Mobile “signs should be displayed at particular locations where

and when necessary.

Excavation

Prior to excavation, drawings shall be checked by CONTARCTOR to determine if


there are any underground installations pipes, cables exist. These shall be protected
against damage.

As far as possible, excavated material should not be placed within 1 m from the edge
of excavation or depth of excavation whichever is greater.

Barricades shall be erected at 1 m from the edge of excavation adjacent to pedestrian


or vehicular traffic.

Each excavation is checked daily. If there is any cave-in or slide, all the work in the
excavation is stopped forthwith.

Don’t allow vehicles to operate too close to excavated area. Maintain at least 2m
distance from edge of excavation.

Radiography Safety

Before commencing the job, “Radiography safety permit” shall be filled and taken
approved.

The radiography test will be carried out using radioactive material and which
produces radiations. Radiations are very dangerous to human and other lives like
animals, birds etc. Hence this test shall be carried out taking all necessary safety
measures to avoid its dangers/effects.

The following safety measures are recommended for safe operation:

1. It is preferred to carry out test during night shift to avoid exposure to people
except an urgency/emergency.
2. During test affected area shall be barricaded properly to avoid unauthorized
entry.
3. Proper warning signage shall be posted around for awareness.
4. Other agencies working nearby area shall be informed in advance.
5. Persons involved in test shall use all required PPE’s during test.

Steel Erection

It is a sequential activity after the supports/foundations are ready to erect the steel
structure. All necessary safety precautions shall be ensured to carry out safe erection.

1. Hoisting bundles of steel, sheets or other materials shall not be attempted

until each piece in the bundle has been secured. Baskets or wooden boxes shall
be used to hoist small pieces having less weight.
2. Hoisting shall be done in such way that loads are not passed over workers
except where appropriate overhead protection has been installed.
3. Walking or shifting on a skeleton beam is only permitted when the worker is
properly wearing a safety harness attached to an appropriately secured life
line except in areas where a safety net has been installed as fall protection.
4. Ladders or stairways shall be used for safe access to or egress from the work
areas. Climbing or walking on (cross) bracings is absolutely forbidden.
5. Erected structure shall be given guy rope support until cross bracing has been
fixed. These guy ropes shall not be removed until bolting/welding finished.
6. Wherever necessary, a safety net can be used inside the structure to protect
the workers working on it.
