SO WHAT?
There are only an average monthly train
riders of eleven thousand in Bicol, so said

on the oft-lamented Bicol Express trains.
The number, supposedly based on an
ADB study, has an effect on the commercial
viability of the train as well as on the kind
of train technology that will be utilized in
the reconstruction of the PNR South Line,
Chavez explained.
Hence, while the tracks will now be
standardized (i.e. bye-bye narrow gauge),
Bicol will still be served by not-so express
trains. The latter are earmarked for the North
line of the trains.
When the study was conducted is
important we believe, as if it is only recently
done as pointed out by train advocate Vic
Nierva, then it did not consider the time when
the Bicol Express was at its glory days when
thousands and thousands of Bicolanos were
leaving for or going home from Manila.
That is to say, the number is low because
the trains stopped and it had been slow in
coming or returning.
We also believe the 11-k reasoning is a
justification of the Northward thrust of the
train upgrade.
This certainly will not change the
economic landscape of the Bicol region
as the Northward thrust shows that the
development direction is to prop already
developed regions like Calabarzon, Metro
Manila and Central Luzon.
It is not also a forward-looking strategy,
contrary to what Chavez boasted that
development planning should be future-
oriented. Of course it should be, but why
can’t the government look at the 11-k as
a challenge instead to spur development
in Bicol? Surely, there will be other daring
investors out there who will see beyond this
limitation.
We are saying that if the government wants
to upgrade the trains and have the Bicolanos
in mind, then it should take the risk. Build,
build, build, as its battle cry says.
Otherwise, we will think of the story of
a frustrated man who once contemplated
suicide by having himself run over by the
PNR. He died of hunger as the latter did not
arrive at all.

In June 2017, the Office of
the Cabinet Secretary (CabSec)
and the Presidential Commu-
nications Operations Office
(PCOO) convened the differ-
ent departments of the govern-
ment to discuss the HDPR on
how government can address
the needs of the Filipino popu-
lation especially those in the
marginalized sector.
Hence, Kilos Sambayanan
was coined for the program
which is the media advocacy
platform and aimed to pro-
vide a venue for presenting to
the Filipinos what the national
government is currently doing
in terms of social services and
poverty reduction programs
with the theme: “Pabahay.
Lupa. Pagkain.”
The main forum which was
streamed live was held at the
Bureau of Soil and Water Man-
agement (BSWM) Gymnasium
in Diliman, Quezon City and
was simultaneously conducted
in six (6) regions, namely: Re-
gion 1 in Vigan City, Region 5
in Naga City, Region 7 in Cebu
City, Region 11 in Davao City,
and Region 13 in CARAGA
where participants from the re-
gions could watch and listen.
At the forum, Department of
Agriculture (DA) Undersecre-
tary for Special Concerns Atty.
Ranibai D. Dilangalen gave the
Welcome Remarks where she
reiterated the importance of
having the forum.

The feast of All Saints, on
its current date, is traced to the
foundation by Pope Gregory
III (731.741) of an oratory in
St. Peter's for the relics "of the
holy apostles and of all saints,
martyrs and confessors, of
