SARION FILES MOTION FOR RECONSIDERATION
DAET, CNORTE-The former
mayor of this town, Tito S. Sarion
has filed a motion for reconsidera-
tion in the Sandiganbayan in the
latter’s recent ruling finding him
guilty of malversation and graft.
The September 29, 2017 ruling of the
Sandiganbayan stemmed from Sarion’s
alleged act of allowing the contractor of
the construction of the municipal market
to be paid the sum of P1,000,000.00 from
public funds in violation of certain exist-
ing rules and requirements which in all,
constitute malversation under Article 217
of the Revised Penal Code.
In his motion, Sarion said that the San-
diganbayan erred in convicting him of
malversation as not all of the elements of

ing him guilty of violating Section 3(E) of
Republic Act No. 3019 or the Anti-Graft
and Corrupt Practices Act, as not all ele-

able negligence as the Court ruled.
Sarion also presented other grounds for
his motion including the regularity of his
act, that his guilt was not proved beyond
reasonable doubt and that there is a pend-
ing appeal on the notice of disallowance
from the Commission on Audit on which
the latter has not yet ruled with finality.
In a statement, Sarion said the filing of
his motion for reconsideration is one that

There was an old PNR ad once which
says that “where the train goes, progress
follows.”
So the announcement of Rep. Joey
Salceda that the PNR will once again run
in 2022 comes as an “advancer,” as we call
it in the media.
This means, we still have to wait for five
years before we can expect the train of
progress coming to the region, particularly
those what we call the railroad towns.
This means that for now, we have to rely
on the ever moon-cratered Quirino Highway,
specifically at the perennially rehabilitated
Sipocot section at Sigamot, the source of
much suffering for commuters.
From an ordinary citizen’s point of
view, the endless repair or re-blocking
or rehabilitation done or whatever
technical terms the DPWH is using to
euphemistically soften the hardships
commuters experience, is simply showing
the agency’s incapacity to implement
something lasting.
If the problem is underground water
seepage, certainly, we have an old adage
that water finds its own level and that can
be a starting point for fixing the problem.
If it is the softness of the ground, then
the agency perhaps can think of diatabs or
Viagra. Think harder, guys.

The City Health Office
(CHO) reported 399 den-
gue cases as of the month of
September this year— an in-
crease of 147.82% compared
to the 207 dengue cases re-
