1. ELECTRONIC ACCESS CONTROL

1.1 General
This specification describes the minimum requirement for the hardware, software
functionality, and performance standards of a computer based Electronic Access
Control (EAC) System.

1.2 Standards and References

The Electronic Access Control (EAC) System set shall comply with the following codes
and standards:

BS 3900 Part E6: Method of Test for Paints

BS 4293: Specification for Residual Current-operated Circuit-breakers

BS 4752 Part 1: Specification for switchgear and controlgear for voltages up to and
including 1000 V a.c. and 1200 V d.c. Circuit-breakers

1.3 General Requirement

1.3.1 The Electronic Access Control (EAC) System shall be used to control and monitor the
movement of personnel through security doors within the SSP Line of KVMRT
premises.

1.3.2 It shall allow authorized staff using contactless smart cards to gain access to the
security areas with different levels of security. The access right shall be determined
according to access levels, time zones and locations.

1.3.3 The Electronic Access Control (EAC) System facilities shall jointly detect any breach of
security or unauthorised intrusion and raise an alarm. The alarm shall be logged and
transmitted to the EAC computer / server and visualised on the MMI in the operator’s
control rooms such as SCR, DCC, security control centre and security room.

1.3.4 The EAC System shall include, but not be limited to, the following:

a) Contactless Smart Card target;

b) Access Control Unit (ACU);

c) EAC computer; and

d) Access Management Computer (AMC).

e) All necessary communication equipment including Terminal Connector,


communication gateways, switching units, routers, hubs for connecting devices
in the EAC System;

f) All software, software licenses and development equipment and peripherals


required for the training and operation of the EAC System;

g) All cables, earthing and bonding, accessories and cabling necessary for the Works;

h) All secondary cable containment required for the Works;

i) All power supply and distribution panel, including all circuit breakers and
isolators;

j) All equipment associated with any interfaces, which is required to ensure


operation within the performance requirements;

k) Equipment cabinets, racks and cubicles;

l) All special test equipment and tools, including data configuration tools and
maintenance tools;

m) All training tools and equipment; and

n) All Spares including spare parts for the Defects Liability Period (DLP).

1.4 Performance Requirement

1.4.1 System Assurance Requirements

1.4.1.1 The Contractor shall carry out system assurance activities in accordance with the
requirements specified in this M&W, with reference to the General Specification.

1.4.1.2 Should any changes of requirements or design to be implemented, the Contractor


shall conduct relevant system assurance activities as specified in this M&W for the
design changes to ensure the achievement of the Reliability, Availability and
Maintainability (RAM)S targets specified in this Contract.

1.4.2 Safety Requirements and Analysis

1.4.2.1 General

1.4.2.1.1 The design of the EAC System shall incorporate measures to avoid presenting safety
hazards to people.

1.4.2.1.2 The system design shall incorporate measures to provide for its safe management and
operation.

1.4.2.1.3 The EAC System shall not give rise, or be subject to, dangerous interactions within the
railway or with other systems.

1.4.2.1.4 The design of the system shall consider potential interfaces with non-railway systems,
including potential interference with adjacent premises.

1.4.2.2 Functional Safety and Reliability

1.4.2.2.1 The Contractor shall prepare an Failure Modes and Effects Analysis (FMEA),
identifying the impacts on system function of failure of each component at the Line
Replaceable Unit Level, and the consequent impact on operational access, security
and emergency escape.

1.4.2.2.2 The Contractor shall ensure the failures are detected and informed to the Operator
and Maintainer, and that components can be replaced without interrupting system
operation.

1.4.2.2.3 The Contractor shall ensure that no credible failure of the EAC shall prevent escape
from any room in the event of an emergency.

1.4.2.3 Hazard Analysis

1.4.2.3.1 The Contractor shall conduct hazard identification and analysis via Hazard And
Operability (HAZOP) studies. The Contractor shall ensure that consultants,
subcontractors and suppliers actively participate in the HAZOP and the subsequent
analysis.

1.4.2.3.2 Unless as agreed by the PDPEmployer’s Representative, all HAZOP sessions shall be
chaired by the SA Manager in Kuala Lumpur at venues provided by the Contractor. All
interfacing or affected parties shall be invited to attend. All identified hazards shall be
entered into and maintained in the Hazard Log.

1.4.2.3.3 All hazards shall be reduced to As Low As Reasonably Practicable (ALARP) and
complied with the risk acceptance as detailed in GS Section 17.

1.4.2.3.4 The hazards shall be assessed with the risk matrix specified in GS Section 17.

1.4.2.4 Safety Critical Items List (SCIL)

1.4.2.4.1 Based on the result of the hazard analysis, the Contractor shall develop a SCIL as per
the requirement described in GS Section 17.

1.4.2.5 Safety Integrity Level (SIL)

1.4.2.5.1 The Safety Integrity Level of EAC shall be SIL 0.

1.4.2.6 Software Management

1.4.2.6.1 The Contractor shall carry out software management and submit the relevant plans
and reports in accordance with the requirements specified in GS Section 16 and this
M&W.

1.4.2.7 System Safety Report

1.4.2.7.1 The Contractor shall prepare a Safety Report for the system, comprising

a) System description;

b) Evidence of quality management, and evidence that Contract specification


requirements have been met;

c) Evidence of compliance to appropriate standards;

d) Reference to user documentation that identifies installation (is not installed by


the Contractor), operation and maintenance requirements; and

e) Evidence of acceptance by PDPEmployer’s Representative and by relevant


statutory bodies.

1.4.3 Reliability, Availability and Maintainability (RAM)

1.4.3.1 General

1.4.3.1.1 The Contractor shall ensure the system and equipment design to be complied with
the RAM targets at the design stage through RAM analysis. The achievement of the
RAM targets shall be demonstrated by RAM Demonstration Test.

1.4.3.2 Reliability Requirements

1.4.3.2.1 The EAC Equipment shall comply with the following Mean Time Between Failures

1.4.3.2.2 The Contractor shall conduct Reliability Analysis at design stage to verify the EAC
System and equipment design meets the reliability targets. The analysis shall take
into account of the environmental conditions which the Equipment may encounter
during the Equipment in revenue operations.

1.4.3.3 Availability Requirements

1.4.3.3.1 The EAC System shall be designed for operating 24 hours a day, each and every day of
the year. The control and monitoring functions of the EAC System shall be designed
to meet 99.99% availability.
1.4.3.3.2 Availability shall be calculated based on the MTBF and Mean Time To Repair (MTTR)
achieved, i.e.
Availability = MTBF / (MTBF+MTTR)

1.4.3.3.3 The calculated figures are the inherent availability, which excludes the time to
mobilise the operation and maintenance staff to fault location.

1.4.3.4 Maintainability Requirements

1.4.3.4.1 The EAC System shall have a Mean Time To Repair (MTTR) of 45 minutes. This shall
not include the travelling time.
1.4.4 System Performance

1.4.4.1 This section defines the performance requirements which are specific to the EAC
System.

1.4.4.2 The EAC System shall be operational 24 hours per day, 7 days a week.

1.4.4.3 The Contactless Smart Card (CSC) response time shall be within 350ms. This is the
time measured between the CSC being placed into the reading field (75 mm from the
target surface) of the target and the appearance of the successful or Failure signal at
the target display.

1.4.4.4 The EAC System shall be able to restore the databases and required software from
Failure in no more than 60 minutes, in order to allow the System to operate normally.

1.4.4.5 The EAC System shall provide sufficient system capacity. The following table shows
the capacity required for AMC, EAC and ACU..

1.4.4.6 The time between presenting a valid CS card to an ACU target and the associated
door being released by the controlling ACU shall not exceed 1/2 second when there
are the maximum number of users listed in the permissions table.

1.4.4.7 The time taken for a new permissions table to be downloaded from the AMC to the
connected EAC computers shall not exceed 5 minutes. The time taken for a new
permissions table to be downloaded from the EAC computer to the connected ACUs
shall not exceed 15 minutes.

1.4.4.8 The following table shows the performance requirement of EAC System.

1.4.4.8.1 All the equipment shall be designed to operate without performance degradation in
the environment in which it is installed. Exteriorly mounted equipment shall be
required to withstand the effect of temperature, humidity, vibration, noise, dust, air
pollution, wind, rain and storm.
1.4.5 Electromagnetic compatibility (EMC)

1.4.5.1 Resistance to Transient

1.4.5.1.1 All Equipment and system supplied shall be able to withstand without fault, power
supply surges, interference and transients as may be caused by lighting circuits,
power and traction supplies, switching effects, and lightning.
1.4.5.1.2 The Contractor shall provide anti-surge devices and any other protective devices as
necessary to fully protect the Equipment and the System against such effects.
1.4.5.1.3 The Contractor shall ensure that the supplied items will be designed and tested to
conform to EN 50121 – Electromagnetic Compatibility.

1.4.5.2 Electromagnetic Environment

1.4.5.2.1 The Contractor shall ensure that the Equipment can withstand high magnetic and
electric fields likely in the vicinity of train traction and power supply and the
Equipment will not cause electromagnetic interference to other electrical or
electronic equipment around.

1.5 System Requirements

1.5.1 General

1.5.1.1 The Electronic Access Control (EAC) System shall allow the EAC operator to control
and monitor the movement of personnel through security doors within KVMRT
premises. It shall allow authorised staff using staff/contractor CS cards, visitors using
visitor CS cards to gain access to the security areas with different levels of security.
The access right shall be determined according to access levels, time zones and
locations.

1.5.1.2 The EAC shall adopt a hierarchical, distributed processing and three layers
architecture. Each Subsystem (layer) shall be a self-contained system. Lower level
Subsystem shall receive access control data from the level above and shall store in
their own memories for use. In case of any malfunction of the upper level system or
communication network failure, the lower level Subsystem shall continue to function
as a standalone system.

1.5.1.3 The three layers shall consist of Access Management Computer (AMC), Electronic
Access Control (EAC) computers and Access Control Units (ACU). Each layer shall
include security mechanism in form of encrypted password to prevent unauthorized
access. The Contractor shall submit the Information Security Plan detailing the
security control processes for PDPEmployer’s Representative's approval.

1.5.1.4 The AMC and EAC computers shall provide a communication protocol based on open
standards architecture that allows seamless integration of other EAC Equipment
provided by various vendors supplied under the EAC Contract.

1.5.1.5 The AMC shall provide a central administration function such as administration of
access rights, recording of access events, generation of management information
reports.

1.5.1.6 The EAC computer at Master Station shall provide a group station control facility to
allow an EAC operator to control and monitor the access of Master and Satellite
Stations, Ancillary Buildings and each Satellite Station and Ancillary Building shall be
equipped with an EAC computer as a local backup to support its own control and
monitoring functions in the event of Failure at grouped control level.

1.5.1.7 The EAC computer at each depot shall provide a depot management function to allow
an EAC operator to control and monitor the access control in the Depot. Entry to and
exit from defined locations shall be through the use of an authorized staff card and/or
remote operation by the EAC operator at the DCC. Monitoring of equipment status
and in/out access records shall be provided.

1.5.1.8 The EAC computer shall be provided for the Administration Building to allow an EAC
operator to control and monitor the access control of the Administration Building.

1.5.1.9 Major system elements to perform the EAC functions shall include the following:

a) Field equipment such as intrusion detection sensors, magnetic door contacts,


targets and electromechanical door locks

b) Access Control Unit (ACU);

c) Electronic Access Control (EAC) computer;

d) Access Management Computer (AMC); and

e) Communication Network.

1.5.1.10 The EAC shall be designed for multi-tasking and multi-users operation with
redundancy in central equipment including database system. The AMC hard disk shall
be configured to RAID 1 architecture. The system architecture shall be based on
Ethernet TCP/IP protocols to interconnect all various nodes/subsystems.

1.5.2 System Security

1.5.2.1 The System shall support configurable grouping of door access and/or alarm points as
required by the operators whilst ensuring that:

a) the EAC shall be simple and user friendly;

b) the EAC performance shall never hamper the smooth running of the operational
railway; and

c) the EAC shall be safe to the public, staff or third parties.

1.5.2.2 The System shall provide means of opening access controlled doors with a CS card. It
shall provide a log detailing all staff movements or attempted movements through
controlled doors. This log shall be easily accessed through EAC computers and AMC.

1.5.2.3 All equipment in EAC shall be secure, and prevent unauthorised access by means of
devices including, but not be limited to, anti-tamper switches, user password
authentication and data encryption.

1.5.2.4 The password privilege shall adopt a hierarchical structure to suit the KVMRT’s
security requirements. The access of the data (card and transaction) shall be
protected from unauthorized modification during transit and storage. Data encryption
shall be adopted in data storage.

1.5.2.5 Mechanical locking / unlocking of doors shall be retained during a Failure of the EAC.

1.5.2.6 It shall be possible to blacklist card(s) to prevent the card(s) from being used in the
system on a real-time basis.

1.5.2.7 Field equipment shall be fitted with anti-tamper device, activation of which shall
cause alarms to be transmitted to the EAC computer.

1.5.3 EAC User

1.5.3.1 Each prospective user of the EAC shall possess a CS card. Normally this will be the
same card as that issued as a staff travel pass

1.5.3.2 The CS card shall be registered on the EAC before its use for access control. This will
be done by creating an entry in a database known as the user database held on the
Access Management Computer (AMC).

1.5.3.3 The entry in the user database shall hold the electronic serial number as read from
the CS card, name and staff details of the user, and the access permissions granted to
the user.

1.5.3.4 When a user has a door or a group of doors listed against that user’s entry in the user
database, the user is said to have access permission to that door or group of doors,
and can then unlock the door by presenting the CS card to a card reader, which is
referred to as a Target in the rest of this document, mounted next to the door.

1.5.3.5 The personal data stored in the database shall be minimal, encrypted and accessible
only to EAC system administrator.

1.5.3.6 No data shall be written to the CS card, as it merely serves as an electronic token and
reveals the identity of the user.

1.5.3.7 Access permissions per door or group of doors for a given CS card shall be removable.
Any CS cards so marked shall not be able to open any doors, but details from the
database shall still be included against any access attempts listed in the EAC system
log.

1.5.3.8 Access permissions for a given CS card shall also be removed by deleting the CS card
from the database. The CS card shall then be treated as any other unregistered CS
card, and the CS card serial number shall be included against any access attempts in
the EAC system log.

1.5.4 Multiple security access levels

1.5.4.1 At least 3 security access levels shall be provided to enable different levels of access
to specific applications and data. The EAC operator, supervisor and system
administrator shall be assigned with different security levels.

1.5.4.2 The EAC system administrator shall have full access rights of all EAC functions, the
EAC system administrator shall be able to create/delete/edit EAC supervisor and
operator.

1.5.4.3 The EAC supervisor shall be able to create/edit/delete doors, door groups, users and
functionalities including but not limited to the control and monitoring of the facility

and the EAC operator’s available to the EAC operator.

1.5.4.4 The EAC operator shall be able to control and monitor the facility and perform
housekeeping functions such as data backup, report viewing/printing.

1.5.5 Alarms

1.5.5.1 The alarms/events generated within the System shall be uniquely identifiable and
time stamped, the message content shall at least associate a station/depot/building
ID, equipment ID, description and event ID / error code. Critical alarms produced shall
be audible ( which can be disabled via a command until revoked). All alarms shall be
logged for onward transmission to the AMC.

1.5.5.2 Alarms shall be divided at least into 2 severity levels, only the highest critical alarms
require an user’s acknowledgement. The definition of the alarms and their severity
levels shall be submitted to the PDPEmployer’s Representative for approval during
preliminary design stage

1.5.5.3 The EAC shall allow the EAC operator to configure the routing (in AMC/EAC computer)
of the alarms on per-station basis. Normally all alarms occurred at the stations and
buildings shall be displayed and acknowledged at individual EAC computers. The EAC
shall allow the EAC operator to configure which alarms to be sent to the AMC.

1.5.5.4 The alarms shall include the following non-exhaustive items:

a) Systems errors, e.g. door groups download Failure.

b) Communication link Failure, e.g. an ACU in standalone operation.

c) Door Open Too Long (Propped) – After a valid CS Card has been presented, the
door is sensed to be open for longer than the configured time (e.g. 10 seconds,
which can be programmable by the system administrator);

d) Duress Alarm - Valid CS Card has been presented for entry and the requested
duress PIN has been entered;

e) Door Forced – If a door is sensed to be open with no valid passage, e.g. valid CS
card read;

f) Door Open by key/panic bar – Opening the door by means of the key below the
door handle or by using the panic bar.

g) Too many wrong PINs – Valid CS card has been presented for entry and the
requested PIN has been incorrectly entered more than the configurable times
(e.g. 3 times, which can be programmable by system administrator);

h) Entry PIN Timeout – Valid CS card has been presented for entry and the requested
PIN has not been entered within the configurable time (e.g. 5 seconds, which can
be programmable by the system administrator);

i) Denied Entry/Exit – A CS card was rejected by the EAC for entry/exit a zone;

j) Denied Anti-Passback (entry) – Valid CS card has been presented for entry to a
zone and has been logged as entered;

k) Denied Anti-Passback (exit) – Valid CS card has been presented for exit to a zone
and has been logged as exited;

1.5.6 EAC Transactions

1.5.6.1 A transaction shall be generated for every valid entry/exit.

1.5.6.2 A transaction shall be generated for every invalid entry/exit.

1.5.6.3 All transactions shall be logged for onward transmission to the AMC.

1.5.7 Hardware Requirements

1.5.7.1 General

1 The EAC shall include the following major hardware components:

a) Contactless Smart (CS) card (provided by AFC Contractor) as a communication


media with the ACU and to present the security level and authority of the staff
access;

b) CS Card Reader (Target), which links up with the ACU, for reading the identity of
the CS cards and indicating the status to users. The Target could be integrated
with a PIN pad so that the access will be given on presence of a valid CS card and
entry of a valid PIN;

c) Electronic Access Control (EAC) computers for overall management of the lower
tiers, including, but not be limited to, grouped station control / monitoring, access
level creation, monitoring, housekeeping, report printing and interface with AFC
System.

d) Access Management Computer (AMC) for overall management of the lower tiers,
including, but not be limited to, centralised user database management, access
level creation, monitoring, interface with EAC computers, open standard protocol,
housekeeping and report printing; and

e) EAC Communication Network for connecting all the EAC equipment within
individual stations / buildings, and provide the communication among the ACUs,
EAC computers and AMC.

1.5.7.1.1 Contactless Smart (CS) Card

2 The CS card will be complying with Mifare plus card standard and of MRT stored-
value type.

3 Each card will have a unique serial number, coding during card production.

1.5.7.1.2 Access Control Units (ACU)

4 ACU shall be a micro-controller with sufficient input ports to accept


signals/sensors inputs from the door(s), and provide power output to drive the
electromechanical lock(s) of the door(s). The ACU shall be installed at the secure side
of access point either individually for each door or for a group of doors , as per the
preliminary design proposed by the Contractor and approved by the PDPEmployer’s
Representative, to meet all prescribed functional and performance requirements of
this M&W.

5 Three variants of ACU shall be provided. The first is known as High Security, which
shall be wired with a CS card reader (Target) and a PIN entry keypad, while the
other is known as Medium Security and which shall be wired with a CS card reader
only. The third one shall be for door open/close status monitoring without CS card
reader (Target) or PIN entry keypad. The three variants of ACU shall be electrically
and mechanically interchangeable.

6 The Contractor shall be responsible for:

a) Integrating the CS card reader, PIN pad and associated API for access control
through the ACU; and

b) Complying with all relevant EMI / RFI requirements.

c) Interfacing and integrating with the CCTV system via the EAC computer and IDS
system.

7 The ACU shall interface with the CS card reader and associated firmware to
retrieve the required CS card data for doors access, the process shall be:

a) The CS Card Reader shall be capable of reading the card data (KVMRT
staff/contractor pass), when an CS card is presented within the reading range,
typically less than 75-100mm from the Target; and

b) The CS card shall be energized by the RF field and shall receive an encrypted
transmission from the Target. The CS card shall then reply with an encrypted
response containing its unique card number.

8 The ACU shall perform periodic health checks and forward the data from this
diagnostic testing to the EAC computer. Should the software stop normal operation,
the ACU shall be able to reset itself e.g. via a watchdog timer. Resets caused by the
watchdog timer expiring shall be logged as faults.

9 The ACU shall comprise at least the following major hardware:

a) Electronics Main Module;

b) Power Supply;

c) Battery;

d) Casing; and

e) Mounting Kit.

10 The Electronics Main Module (EMM) shall be a single compact module comprises
the following:

a) Control electronics with sufficient non-volatile memory to hold the operating


system, application code (e.g. watchdog timer), operating data such as the
permission tables for users and access control events and a store of transaction
records when the unit is off-line;

b) A real time clock indicating the second, minute, hour, day of month, day of week,
month and year. The real time clock shall be shown to all chronological events
which will occur during the service life of the Equipment;

c) Configurable input ports to accept inputs from the door sensors/signals, panic
bars and any local sensors such as anti-tamper devices. Where active sensors are
used, a provision to provide power to these devices shall be included.

d) Configurable output ports to send signals for door open/close control or lamp and
siren control as required;

e) 50% of additional I/O ports shall be provided for future expansion; and

f) The EMM shall be fitted with sensors to detect the opening of the ACU or removal
from the mounting point, and report this to the EAC computer.

11 The power supply of the ACU shall receive external power of 2430Vac, 50Hz, and
provide 24Vdc for the ACU, door locking mechanism of the associated doors, and
charging its internal battery. The power supply shall:

a) Be continuously rated at the maximum load over the entire operating


temperature range and input voltage range;

b) Survive a short circuit on any output without damage or fire risk;

c) Charge the associated battery in accordance with the manufacturer’s


recommendations when mains power is supplied to the unit;

d) Derive the power for the EMM, ACU and the electric locking mechanism from the
battery during mains power interruptions;

e) Have a terminal block to accept the mains input cable. Two sets of terminals
connected in parallel shall be provided to facilitate daisy chain mains wiring of a
number of units on one circuit; The mains terminals and other live parts shall be
covered with a suitable shroud that requires the use of a tool for removal. A
suitable warning label in both Bahasa Melayu and English shall be attached to the
shroud; and

f) Operate on the standard Malaysia mains supply and shall have suitable provision
for bonding the ACU case to mains earth as per the Earthing and Bonding Strategy
in Appendix J of this M&W.

12 The battery of the ACU shall be of a suitable standby type capable of operating the
ACU under normal loading for at least 4 hours, the battery shall be:

a) Sealed lead-acid type, in accordance with BS 6290 Part 4, and shall not release
explosive or corrosive gases or corrosive liquids into the ACU case under normal
operation;

b) The recharge time shall be less than 8 hours to 90% of full charge; and

c) At least 5 years working life.

13 The casing shall be made of stainless steel which is suitable for use in
unsupervised public locations. The casing shall be:

a) Sealed to at least IP65;

b) Fitted with sensors that shall detect any tampering with the unit. Any such
tampering shall be reported to the configured EAC computer;

c) Treated to withstand the intended environment without exhibiting corrosion for


the service life of the Equipment;

d) Fitted with a hinged locking cover which shall allow easy access through a secured
lock to all component parts of the ACU for maintenance purposes. The lock shall
come with a key. The Contractor shall provide common key for the same
equipment; and

e) Fitted with suitable brackets to support the electronics unit, power supply
components and battery. The main component parts of the case shall be fitted
with metal studs and grounding straps so that all component parts of the case
may be bonded to electrical earth.

14 The mounting kit shall house the ACU with suitable accessories at the back for
fixing (back box). Cable entry to the back box shall be from standard conduit via a
threaded conduit bush and coupler, and a means of sealing the cable entry against
the ingress of dirt, liquids and dust shall be utilised. The mounting kit shall allow the
ACU to be:

a) Mounted on walls with concealed wiring; and

b) Mounted adjacent to EAC doors.

1.5.7.1.3 Electronic Access Control (EAC) Computer

15 The EAC computer shall comprise a desktop computer fitted with suitable
software and network communication devices. One EAC computer shall be provided

for each station, depot, and building equipped with EAC.

16 The EAC computer shall be fitted with storage devices capable of holding and
backup of the operating system, application software, access-right database and at
least 90 Days of transaction data/access log, with at least 50% spare capacity for
expansion.

17 The EAC computer shall be capable of prolonged periods of unattended operation


without any manual intervention, deterioration of performance or System crash. If
the software stops functioning normally, the EAC computer (e.g. via a watchdog
timer) shall log this incident and perform a reset automatically.

18 The EAC computer shall be configured to perform all AMC administrative functions
as follows:

a) User Logon / Log off;

b) Orderly shutdown;

c) Create/Delete/Edit/View/Print Doors/Door Groups;

d) Shall be able to blacklist the CS card to prevent the card from being used in the
System;

e) Suspend/Restore Doors/Door Group; and

f) Configure a High Security door to use both valid CS card and PIN entry to gain
entry or only for certain time of a day.

19 The EAC computer shall automatically perform the following administrative


functions:

a) Whenever the EAC computer detects that it has been loaded with a version of
permissions table that has a later creation date than that last loaded into the
associated ACUs, the EAC computer shall automatically generate the ACU
permissions tables and download these to the relevant ACUs. The new
information shall be available for use at the ACUs within 15 minutes of the
initiation of the download;

b) If any ACU be unreachable, the EAC computer shall retry a programmable


number of times (initially set to 3) to download the permissions table to that
ACU. If the retries fail, the EAC computer shall generate a fault indication which
shall be displayed to the EAC operator and the fault condition shall be sent and
signalled to the AMC;

c) The EAC computer shall re-test the communications link to any unreachable ACU
after a programmable period initially set to every 5 minutes. When
communications are re-established the EAC computer shall proceed with the
download;

d) Periodically, the EAC computer, the system supervisor and administrator will
generate event reports due to the interaction with the EAC operator, and receive
event reports from the outlying ACUs. The EAC computer shall send these
events to AMC and add them to the local EAC System log in chronological order;

e) Periodically, fault reports / alarms will be generated locally or received from


outlying equipment. The EAC computer shall send these reports to AMC and add
them to a fault log in chronological order.

20 The EAC computer shall monitor and control the access of all associated EAC doors
located in the same station/building/depot in real-time basis, the EAC computer shall
allow:

a) The location and logical identification of every EAC door be shown in a


schematic station/ancillary building/administration and OCC building/depot
layout; and

b) Manually commanded initialization of an individual piece of door or all doors of


same types, or all doors of the station.

21 The EAC computer shall communicate with ACUs as follows:

a) Periodic status checks on associated ACUs. Data from this diagnostic testing shall
be displayed;

b) Receive alarms and access data from connected ACUs in a real time manner; and
only the alarms and access data from selected ACUs shall be displayed;

c) Download new operating data to ACUs. In the event of a communication link is


Failure, the EAC computer shall retry the downloading automatically for up to a
defined number of times; it shall also be possible to load a ACU with new
operating data by means of USB drive or DVD-ROM after a successful logon; and

d) Sent commands to ACUs.

22 The EAC computer shall communicate with the AMC as follows:

a) As soon as any operating data (such as access rights) are updated on the AMC,
the AMC shall download the new operating data to all the EAC computers, and
the EAC computers shall continue operation using this new set of data. In the
event of a communication link is Failure, the AMC shall retry the downloading
automatically for up to a defined number (configurable) of times; it shall also be
possible to load a EAC computer with new operating data by means of USB disk
or DVD-ROM;

b) As soon as any access data and equipment status are received from the lower
levels, the EAC computer shall upload these data to AMC for further processing;

c) The EAC computer shall be able to receive a new application program


downloaded by the AMC and hold this in a disk file until required. Upon
command from the AMC or initiated via a local Command, the EAC computer
shall shut down the current application and start the new one. It shall also be
possible to load a EAC computer with a new application programme by means of
USB drive or DVD-ROM; and

d) The EAC computer shall synchronise the time with the Master Clock of AMC
automatically during start-up, reset, and at periodic time intervals
(configurable). During each time synchronisation, if the EAC computer detects its
time is not within a specified time deviation of the Master Clock time, a “time
discrepancy event” shall be generated to alert the EAC operator.

23 The EAC shall support the group station control function as follows:

a) The System shall allow the EAC operator to configure a minimum of 12 station
groups;

b) A station group of station shall consist of one Master Station and multiple
Satellite Stations;

c) Each EAC computer shall be configured either as Master, Satellite or standalone;

d) Within a group, there shall be unique master EAC computer and multiple
satellite EAC computers;

e) Each satellite EAC computer shall be able to monitor and control the access of
associated EAC doors locally, and communicate with the AMC and master EAC
computer;

f) The master EAC computer shall be able to

i. monitor and control the access of EAC doors in grouped stations;

ii. view the status of every connected satellite EAC computer and the
communication links in the form of an unique schematic route map;

iii. view the access data and status of every EAC doors of one station or of all
stations within the group; and

iv. print real-time events and reports of every EAC doors of one station or of
all stations within the group.

24 The EAC computer shall allow the EAC operator to perform the following
commands:

a) Open Door - This command shall release any nominated door or group of doors
in premises such as station or depot. The opening may be either ‘single shot’, in
which case the door reverts to normal operation after one opening, or

continuous, in which case the door will remain unlocked until the command is
revoked using the command below;

b) Lock/Unlock Door – This command enables/disables the access.

c) Revoke Open Door - This command shall cause doors that were released using
the ‘Open Door’ command above to resume normal operation;

d) Disable Access - This function shall allow a command to be issued from the EAC
computer or AMC to disable any nominated door in that station or depot. Entry
through the controlled door is then only possible using the mechanical key. Exits
shall not be affected;

e) Revoke Disable Access - This command shall cause doors that were disabled
using the ‘Disable Access’ command above to resume normal operation;

f) Disable Door Propped Alarm - This command shall allow the door propped alarm
associated with any nominated door in that station or depot to be disabled. This
function is provided to prevent alarms from being generated when a door is
propped open to allow machinery delivery, etc.;

g) Revoke Disable Door Propped Alarm - This command shall cause doors that have
had the door propped alarm disabled using the ‘Disable Door Propped Alarm’
command above to resume normal operation;

h) Alarms acknowledgement – This command shall allow the EAC operator to


acknowledge a selected alarm(s) or all outstanding alarms;

i) Inhibit alarm – This command shall cause certain type of doors to inhibit their
alarms;

j) Door Access Mode – This command shall cause the door to be released by
presenting a valid CS card or remotely controlled by the EAC computer;

k) Reset Anti-Passback – This command shall allow the EAC operator to reset the
Anti-Passback flag; and

l) Door list command - This shall allow a Command such as ‘open door’ to be
issued against any nominated door or group of doors in that station, Depot or
ancillary building.

25 The EAC computer shall be installed at locations (e.g. SCR) with space and
installation constraints. The Contractor shall inspect the Site to appreciate the Site
conditions, restrictions before commencing the installation design.

26 The EAC computer shall comprise at least the following major hardware:

a) Desktop computer;

b) Laser printer for report/on-line event printing;

c) Network devices to communicate with the AMC, station LAN, and associated
ACUs; and

d) UPS for power Failure handling.

27 The desktop computer shall include at least a DVD writer, keyboard, pointing
device and the following:

a) A processor unit fitted with an Ethernet controller 10/100MBits/s base T with a


RJ45 connector; and fitted with a watchdog timer to monitor the operation of
the unit;

b) An internal clock maintains the second, minute, hour, day of month, day of
week, month and year. The internal clock shall be shown to all chronological
events which will occur during the service life of the Equipment;

c) A suitable mass storage device capable of holding the operating system,


application software, EAC equipment configuration data and permissions tables,
the mass storage device shall ensure, by mirroring or other means, that in the
event of a single software or hardware malfunction, the data held in the mass
storage device may still be retrieved; and

d) A display device shall have a 24” LCD screen with LED backlit.

28 The laser printer shall be a network printer which is used to print the EAC
event/reports. The laser printer shall be connected to the switch router and is
based on a commercially available product from an internationally recognized
supplier and shall be subject to PDPEmployer’s Representative's approval.

29 The network devices shall comprise a router and processor unit for the following
communications:

a) The processor unit shall be fitted with a suitable network card or through
Terminal Connector for local network connection to the ACUs and the
processing unit shall be able to connect a maximum of 128 ACUs; and

b) The router shall interface with the Station LAN for communicating the AMC and
EAC computers of other stations. The router shall have a 50% spare LAN port
capacity for additional equipment connection provisioning and speedy recovery
upon port Failure.

30 The UPS shall be provided to supply power to the EAC computer and perform the
following functions:

a) In the event of a mains power is Failure, the UPS shall supply power to the EAC
computer for at least 1 hour to enable it to perform an orderly shutdown;

b) The UPS shall detect any power Failure, which is longer than 30 seconds and
notify the EAC computer to proceed with an orderly shut-down; and

c) On resumption of normal power supply, the EAC computer shall restart those
suspended tasks automatically.

1.5.7.1.4 Access Management Computer (AMC)

31 The AMC shall be a centralised system which consists of administration console,


hot-standby database servers, workstations and printers for managing the EAC
System for KVMRT and any future new extensions, such that all central data
management and administrative functions can be performed at one location.

32 The AMC shall allow an EAC operator to perform at least the following
administrative functions:

a) User Logon / Log off;

b) Orderly shutdown;

c) Create/Delete/Edit/View/Print Doors/Door Groups;

d) Suspend/Restore Doors/Door Group;

e) Create/Delete/Edit/View/Print Users;

f) Suspend/Restore Users;

g) View and print System logs;

h) View and print Doors usage log;

i) View and print Users log;

j) Configure a High Security door to use both valid CS Card and PIN entry to gain
entry at all time or only for a certain time of a day;

k) Reports compilation;

l) Issue Commands to the doors via the associated EAC computer;

m) Backup/Archive; and

n) View system configuration and respective status (e.g. communication link).

33 The AMC shall automatically perform the following administrative functions:

a) Whenever the EAC detects that the user database has been modified, it shall
automatically generate a new permissions table and initiate a download of the
new table to all EAC computers;

b) To reduce download times and bandwidth requirements, the system shall only
download the data to all devices during initial commissioning. At other times,
only the modified parts of the table shall be downloaded and the recipient

devices shall insert/replace these table fragments into the appropriate parts of
the existing tables;

c) If an EAC computer cannot be reached, the AMC shall try again after a
programmable time initially set to 30 seconds. If, after a number of retries
initially set to 3, the EAC computer still cannot be reached, the AMC shall
generate a fault indication to the EAC operator;

d) The AMC shall re-test the communications link to any unreachable EAC
computer after a programmable period initially set to every 5 minutes. When
communications are re-established the AMC shall proceed with the download;

e) Periodically, the AMC shall generate event reports due to the interaction with
the operators, and receive event reports from the outlying EAC computers. The
AMC shall add these events to the EAC system log in chronological order;

f) Periodically, fault reports shall be generated locally or received from outlying


equipment. The AMC shall add all fault reports to a fault log; and

g) Periodically, the AMC shall generate alarms and receive alarms from the outlying
EAC computers. The AMC shall add these alarms to the system log in
chronological order.

34 The log-on password privilege at AMC shall adopt a hierarchical structure to suit
the user’s security requirements. The access of the data (card and transaction) shall
be protected from unauthorized modification during transit and storage.

35 The AMC shall be able to blacklist a CS Card to prevent the card from being used in
the system on a real-time basis.

36 The Contractor shall provide communication protocols based on open standards


for interfacing with other EAC products.

37 The communication protocols shall ensure data integrity and re-transmission


during link Failure. When pro-longed Failure occurred, an alarm shall be generated.

38 The communication protocols shall utilize programming methodologies that allow


information to be shared between different Supplier’s application software.
Examples of these programming methodologies are:

a) API (Application Programming Interface) – a set of conventions that allows third


party application to interoperate with the target application. The third party
application needs not to know the logic and programming skill of the target
application. The API shall accompany with sufficient documentation and sample
code; or

b) Wed-based programming language – an industrial standard tool for machine to


machine communication on the web / intranet, the service shall allow one

machine to receive authenticated Command from third party application and to


broadcast / send selected information / response to specific machines.

39 The Contractor shall conduct a “Communication Protocol Study” to determine the


method for the intended usage and submit the report to the PDPEmployer’s
Representative for approval within 180 days upon the Commencement Date of this
Contract. The report shall cover:

a) the details of the factors considered by the Contractor when determining the
optimum design of the communication protocol;

b) how the chosen design will achieve the requirements of the integration
requirement set out in this M&W; and

c) preliminary design descriptions and details of the chosen design.

40 The AMC shall provide the following major functions:

a) Provide a central database for management of security access information of


stations, depots, selected ancillary buildings and other specified premises;

b) Provide functions to exchange data, such as access rights, with EAC computers
through application-level protocols built on top of open protocols;

c) Provide a centralized and on-line monitoring of all selected EAC computers;

d) Provide facilities, tools and upgradeable capacity to support future expansion of


new stations or new extensions (e.g. add, update or delete new doors, new
users and new stations);

e) Support multiple remote workstations - The AMC shall allow external


workstations to login remotely. The workstations shall be able to connect to the
AMC via LAN interface.

f) Provide archive and data backup; and

g) Provide facilities and tools to allow the EAC operator to create, generate and
archive operation and management reports. The system shall be capable of
producing reports from either the current on-line storage or from archived
storage.

41 The date and time clock of AMC shall be synchronised with the Master Clock
System provided by Telecommunication System. The AMC shall act as the master
clock of the EAC and all the EAC computers shall be synchronised with the AMC, and
all the ACUs shall be synchronised with their associated EAC computers.

42 The AMC shall comprise at least the following major hardware:

a) Administration console, also designated as central AMC, for overall


administration function;

b) Database, also designated as central EAC computer, for database, configuration


and transaction storage and backup;

c) Workstation for database entry, report generation, etc.;

d) Laser printers for report / on-line event printing;

e) Routers for connecting the AMC to BTN;

f) Cabinet and rack for housing the computers, UPS and network equipment; and

g) UPS for power Failure handling.

43 The Central AMC shall consist of the following major hardware:

a) A desktop PC including at least a processor unit, DVD writer, data storage


device, display unit, keyboard and pointing device;

b) The processor unit shall be fitted with an Ethernet controller 10/100MBits/s


base T with a RJ45 connector;

c) The processor unit shall be fitted with a mass storage device capable of
holding the operating system, application software, EAC Equipment
configuration data and permissions tables;

d) The mass storage device shall ensure, by mirroring or other means, that in
the event of a single software or hardware malfunction, the data held in the
mass storage device may still be retrieved;

e) An CS Card target shall be connected to the processor unit;

f) A digital camera and a badge printer for printing high quality images on the
access cards. The Camera and Printer specifications shall be submitted for
PDPEmployer’s Representative’s approval; and

g) A display device shall have a 24” LCD screen with LED backlit.

44 The EAC computer for Administration Building shall consist of the following major
hardware:

a) A server-typed computer including at least a processor unit, DVD writer,


data storage device, display unit, keyboard and pointing device;

b) The processor unit shall be fitted with an Ethernet controller

c) The processor unit shall be fitted with a suitable mass storage device
capable of holding the operating system, application software, EAC
Equipment configuration data, permissions tables and the on-line/archived
events, alarms and transactions. The storage devices shall capable of

holding and backup of the operating system, application software, access-


right database and at least 90 Days of transaction data/access log, and with
at least 50% spare capacity for expansion

d) The processor unit shall be equipped with a means of transferring


transaction data from the on-line mass storage to a suitable archiving
medium;

e) The mass storage device shall ensure, by mirroring or other means, that in
the event of a single software or hardware malfunction, the data held in
the mass storage device may still be retrieved; and

f) The display device shall have a 24” LCD screen with LED backlit.

45 The laser printer shall be a network printer which is used to print the EAC
event/reports. The laser printer shall be connected to the switch router based
on a commercially available product from an internationally recognized supplier
and subject to PDPEmployer’s Representative's approval..

46 The router shall be provided to interface with the BTN for communicating with the
EAC computers at respective premises such as depot and stations. The router
shall have a 50% spare LAN port capacity for additional Equipment connection
provisioning and speedy recovery upon port Failure.

47 The cabinets and/or racks shall be provided to securely house and protect the
AMC and all supplied network devices. The cabinets and racks shall have,
securely mounted inside, power strips with enough power outlets to connect all
the Equipment, UPS and network devices installed inside plus two spare
outlets. Each power strip shall have its own power inlet and a maximum of six
power outlets.

48 The UPS units, one for central EAC computer and one for Central AMC, shall be
provided to supply power to the AMC, and perform the following functions:

a) In the event of a main power is Failure, the UPS shall supply power to the
AMC for at least 60 minutes to enable it to perform an orderly shutdown.;

b) The UPS units shall detect power Failures longer than 3 minutes and notify
the AMC to proceed an orderly shut-down; and

c) On resumption of normal power supply, the AMC shall restart those


suspended tasks automatically.

1.5.7.1.5 EAC Communication Network (EAC CN)

1.5.7.1.6.1 The EAC CN shall support the operation, control and status monitoring of all EAC
Equipment. The EAC CN shall download and upload EAC information such as the
access permission table and access events.

49 The EAC CN shall include EAC LAN and EAC Building Network (EACBN).

50 The EAC system shall integrate and utilise BTN (provided by Telecommunication
System Contractor) to connect the EAC computers to the AMC and the Master Clock
System. These connections are known as the EAC LAN.

51 EAC LAN shall be an Ethernet network, and shall be installed at all stations, the
Administration Building, the Depots and ancillary buildings provided with EAC
equipment. The EAC LAN equipment provided such as switches, router shall be from
an internationally recognized supplier and subject to PDPEmployer’s Representative's
approval.

52 The EAC shall utilise a second network, known as the EACBN, to connect Access
Control Units (ACU) to the local EAC computer. The Contractor shall design, supply,
install all cables, and all other materials that are required for implementing both the
EAC LAN and EACBN.

53 The EACBN shall cover all ACU locations at stations, depots, Administration
Building and ancillary buildings, as described in the respective Appendices of this
M&W.

54 The technology and topology used for the EACBN shall be proposed by the
Contractor and submitted to the PDPEmployer’s Representative for approval.

55 A single network device port Failure shall not affect the normal operation of other
ports on the same piece of network device.

56 A single network device Failure shall not affect the normal operation of other
network devices.

57 The EAC LAN and EACBN shall use the IP address range approved by the
PDPEmployer’s Representative, and

a) When computer type equipment (such as the AMC and EAC computers) and
network devices (such as routers and switches) are newly installed, the IP
address shall be either entered manually or acquired from an existing DHCP
server; and

b) The computer type equipment and network devices shall retain their IP
address during power outage, machine reset, and network interface card
replacement.

58 The EACBN and EAC LAN shall ensure no data loss or corruption due to network
Failure such that:

a) Network devices shall detect and recover all network and link Failures;

b) Network devices shall facilitate connected equipment to recover from


transport and session Failures; and

c) Network devices shall have a flow control mechanism to prevent input/output

1.5.8 Interface with Car Park Management System at Depots

1.5.8.1 The EAC shall interface with the CPMS to control the access of vehicle entrances at
Depots. Similar to the function of a door CS card reader, the car park CS card reader
shall restrict access only to vehicle with a valid staff card.

1.5.8.2 Authentication of the CS card shall be carried out against the EAC database when the
staff flashes his/her CS card at the CS card reader. If it is valid, access would be
granted and the vehicle barrier shall be lifted for the vehicle to pass through.

1.5.9 Intrusion Detection system (IDS)

1.5.9.1 For intrusion detection, motion detection type CCTV cameras will be provided under
the Telecommunication System Contract, at strategic locations for detecting any
unauthorized access to the SSP Line. This shall cover remote and unmanned locations
which are vulnerable to intrusion at ground level along the trackside of KVMRT
including:

a) Tunnel portals

b) Standalone TPSS

c) Embankments of viaducts

1.5.9.2 The EAC shall interface with the Telecommunication System (at the TER of a nearby
station) to continuously monitor and acknowledge any alarm generated by the
motion detection type CCTV cameras.

1.5.9.3 Alarm reporting, with pop-up display, shall be through the EAC computers installed at
the Security Control Centre of Administration Building and at the Security
Room,Station Control Room and DCC responsible for monitoring that particular areas.
The system activities shall be recorded and store on the hard drives of the EAC
computers.

1.5.9.4 The alarm reporting and display system shall be equipped with graphic user interface
(GUI), which shall provide visualized indication of the alarm location on a map.

1.5.9.5 Multiple alarms shall be allowed if intrusions were detected at different locations.
The alarm reporting and display shall allow the operator to reset the alarm.

1.6 Design Requirements

1.6.1 General

1.6.1.1 The following design requirements shall be adopted by the Contractor in the design
of the Permanent Works and are in addition to those stated elsewhere in this M&W
and in the GS.

1.6.1.2 The Contractor shall include requirement traceability information in every design
submission in order to assist the PDPEmployer’s Representative in verifying that all
requirements under the Contract are properly satisfied. The design traceability
information shall include, but not be limited to:

a) the document identification;

b) the paragraph identification; and

c) the parent document and paragraph identification against which the current
paragraph is addressing.

1.6.2 Design Approach

1.6.2.1 The Contractor shall adopt a structured, modular and top-down design approach in
the design of the System. The Contractor shall exercise proper design control to
ensure that the design of the Works is in accordance with the requirements given in
this M&W and the GS.

1.6.2.2 The technologies adopted for the System shall be:

a) field proven with past successful application references; and

b) open and conform to international standards.

1.6.2.3 The Contractor shall submit a design plan to the PDPEmployer’s Representative for
approval within two (2) Months of the Date for Commencement of the Contract. The
design plan shall be prepared in accordance with the requirements given in the GS.

1.6.3 Design Verification and Validation

1.6.3.1 The Contractor shall submit a design verification and validation plan to the
PDPEmployer’s Representative for approval within three (3) Months of the Date for
Commencement of the Works. The design verification and validation plan shall be
prepared in accordance with the requirements given in the GS and shall describe the
Contractor’s design verification and validation process.

1.6.3.2 In addition to the requirements given in the GS, the Contractor shall submit design
calculations for the applicable EAC Equipment to the PDPEmployer’s Representative
for approval.

1.6.3.3 The design calculations shall demonstrate that the Contractor’s design fully complies
with the requirements given in this M&W and the GS. The design calculations shall
also demonstrate that the ratings, capacity and quantity of the proposed equipment
are sufficient.

1.6.3.4 The Contractor shall provide the following calculations and analysis as a minimum:

a) Power consumption and heat dissipation estimation per equipment location;

b) Reliability and Availability prediction; and

c) System and network capacity, throughput, and performance.

1.6.3.5 In addition to the calculation submissions, the Contractor shall also conduct a
simulation to demonstrate that the System design can meet the performance
requirements of the Contract under different operating scenarios including, but not
be limited to, normal and degraded modes of operation.

1.6.4 Design Review

1.6.4.1 The Contractor shall submit a Document Submission Schedule to the PDPEmployer’s
Representative for approval within two (2) Months from the Date for Commencement
of the Works. The Document Submission Schedule shall cover all design and other
documents to be submitted as part of the Works. The Document Submission
Schedule shall identify each document by at least the following:

a) document number;

b) revision number;

c) document title;

d) description;

e) relationship with other documents;

f) dependency;

g) planned submission date; and

h) the actual submission date, if already submitted.

1.6.4.2 The Contractor shall update the Document Submission Schedule on a monthly basis
and submit the same to the PDPEmployer’s Representative for approval.

1.6.4.3 The Contractor shall ensure that all design submissions are accurate, fully compliant
and of good quality before submission to the PDPEmployer’s Representative for
approval.

1.6.4.4 The Contractor shall ensure that all the PDPEmployer’s Representative’s comments
have been properly incorporated or resolved before resubmission.

1.6.4.5 The Contractor shall minimise the number of resubmissions.

1.6.4.6 In addition to the Contractor’s own design reviews and the baseline design review,
the Contractor shall carry out design review meetings with the PDPEmployer’s
Representative at appropriate design stages with at least one prior to the conclusion
of the preliminary design and Final Design. The Contractor shall include the
presentation of their design at the meeting and demonstrate that their design meets

all aspects of the requirements of this M&W and the GS. The PDPEmployer’s
Representative’s comments shall be recorded and properly incorporated into the
design.

1.6.4.7 In particular, the following subjects shall be addressed in all design review meetings:

a) Reliability, Availability, Maintainability and Safety (RAMS);

b) Quality and Environmental Monitoring;

c) EMC;

d) Ergonomics and human factor engineering;

e) System resilience and Failure recovery;

f) Data integrity and error recovery;

g) Design progress;

h) Anticipated design concerns that may affect the Project time, cost, environment,
etc; and

i) Interface issues.

1.6.5 MMI and Ergonomic Design

1.6.5.1 All MMIs for the System shall follow the requirements given in M&W (Appendix S).

1.6.5.2 The MMIs of the Subsystem shall be of consistent design and adopt similar
conventions. All the System and USB interfaces shall be equipped with virus checking
facilities to prevent from virus infection.

1.6.5.3 The Contractor shall provide and organise MMI prototypes for demonstration and
submission to the PDPEmployer’s Representative for approval prior to their
implementation. The MMI prototypes shall include but not limited to the user
interface of the Access Management Computer and EAC computer. The prototype
shall include but not limited to the ACU housing and the CS card reader housing.

1.6.6 Submission of Sample

1.6.6.1 To assist the PDPEmployer’s Representative in evaluating the Contractor’s design


submission, if required and instructed by the PDPEmployer’s Representative, the
Contractor shall submit samples or prototypes of the major EAC Equipment to the
PDPEmployer’s Representative for approval.

1.6.6.2 The Contractor shall arrange site visits or videos for illustration if the items are bulky
or impractical to provide in the form of a submission.

1.6.6.3 Samples of installation and mounting accessories shall be properly mounted on a

board before being submitted to the PDPEmployer’s Representative for approval.

1.6.6.4 The Contractor shall provide samples of individual types of cables to the
PDPEmployer’s Representative before the commencement of cable installation. The
samples or prototypes shall be properly protected with transparent housing with
individual cable components such as sheath, armour and insulation so that cable
cores can be easily identified. The samples or prototypes shall be properly labelled
with the cable types.

1.6.6.5 All samples or prototypes submitted to the PDPEmployer’s Representative shall be


the property of the Owner.

1.6.7 Configuration Management

1.6.7.1 Configuration Mmanagement (CM) of system hardware and software components


shall commence at the on-set of development work and continue throughout the
entire Project life cycle.

1.6.7.2 A CM plan shall be submitted to the PDPEmployer’s Representative for approval


within three (3) Months after the Date for Commencement of the Works. The CM
plan shall be adhered to for the duration of all development and implementation
stages of the Works.

1.6.7.3 The Contractor’s staff responsible for CM shall be competent and fully trained to use
all relevant CM tools and procedures.

1.6.7.4 The CM shall be easy to use and provide no constraints on the development of the
System. It shall require changes to controlled items to be recorded and permit clear
reporting of configuration status on demand. Key considerations for CM are:

a) computer tool support for CM shall be provided;

b) configuration identification for software and hardware components shall follow


defined rules;

c) consistent replication of object code and executable programs shall be essential;

d) baselines shall be stabilised at appropriate times;

e) integral change control system shall be applied;

f) physical archiving and recovery shall be maintained through life cycle;

g) Contractor’s CM system shall be subject to audit; and

h) Software quality audit.

1.6.7.5 The Contractor shall identify the CM procedures to be applied to both software and
hardware development.

1.6.7.6 The Contractor shall ensure that procedures exist to identify, document, control and
maintain all software and hardware design changes.

1.6.7.7 The procedures shall include a method for each of the following:

a) registration and updating of software and hardware module product identification


code, serial number and version number;

b) obtaining approval to implement a modification;

c) producing build documents at baseline;

d) ensuring that modifications are properly integrated;

e) keeping secure masters at separate locations;

f) the provision of validated copies;

g) the proper marking, storage and handling of software media, documentation and
drawings;

h) the control of the identification inspection status;

i) the control of support software; and

j) ensuring that non-conforming software is identified and segregated.

1.6.7.8 A database shall be employed to maintain all configuration management records


including version control records. A copy of the database, subject to revision control,
will be held on each computer based system.

1.6.7.9 The Contractor shall hand over a copy of the configuration database to the Owner
prior to the issue of Certificated of Practical Completion of the Works.

1.6.7.10 The Contractor shall make provision for identifying, documenting and validating
software support tools, techniques and methodologies to be used to support the
development and maintenance of software. The extent and depth of testing for the
support software shall also be defined.

1.6.8 Software Management

1.6.8.1 The Contractor shall carry out software management and submit the relevant plans
and reports in accordance with the requirements specified in Section 16 of the GS.

1.6.9 System Expansion

1.6.9.1 The Contractor shall design the System with sufficient capacity such that the System
can operate properly under peak load or traffic conditions and with sufficient margins
in performance to ensure normal operation for any changes in design assumptions
and operating conditions.

1.6.9.2 The Contractor shall adopt a modular design approach such that the System
expansion can be achieved by minor modifications such as addition of modules or
parameter changes without the need of substantial equipment replacement or
software rewrites.

1.6.9.3 The System shall be 30% expandable to cater for the following situations:

a) increase in patronage;

b) station expansion including, but not be limited to, addition of station entrances,
interchanges, adits, increase of station areas;

c) addition of new stations;

d) addition of parking spaces;

e) addition of extension lines;

1.6.9.4 The Contractor shall submit a system expansion plan to the PDPEmployer’s
Representative for approval at least two (2) Months before the baseline design review
of the Works as described in the GS.

1.6.9.5 The system expansion plan shall address the details of the expansion of the System.
The details shall include:

a) the capacity of the System to be provided under this Contract;

b) the ultimate capacity of the System that can be expanded to;

c) compatibility with other systems or technologies;

d) the Works Package Contractor’s methods and arrangements to achieve the


required expansion;

e) the additional hardware and software required;

f) the parameters and settings to be modified;

g) the hardware and software needed to be replaced or removed from the System;
and

h) if any, limitations for expansion.

1.7 Installation Requirements

1.7.1 General Requirements

1.7.1.1 The Contractor shall supervise the installation of the Works and shall ensure all
technical, safety and quality matters are adhered to the design submissions which

have been approved by the PDPEmployer’s Representative.

1.7.1.2 The Contractor shall maintain the Site in a neat and tidy state at all times. The
Contractor shall clear the Site daily before leaving.

1.7.1.3 The Contractor shall take every precaution to protect existing equipment and facilities
on Site from damage, and shall make good any damage caused. Care shall be taken
by the Contractor not to interfere with the operation of existing equipment.

1.7.1.4 The Contractor shall provide all necessary and sufficient resources including tools,
test instruments, spares, equipment, manpower and communication facilities to
complete all the installation activities.

1.7.1.5 The Contractor shall ensure that their staff is competent and possess all the necessary
skills and licenses to carry out the installation in a proper and safe manner.

1.7.1.6 The Contractor shall carry out Site surveys to ensure sufficient knowledge on the Site
before submitting the installation drawings and installation related submissions to the
PDPEmployer’s Representative for approval.

1.7.1.7 The Contractor shall submit calculations, if required by the PDPEmployer’s


Representative, to demonstrate that the proposed brackets and mounting methods
are sufficient to withstand the wind loading and weight of the equipment.

1.7.1.8 The Contractor shall submit installation method statements for each type of
installation activities, at least 90 Days before the commencement of the activity, to
the PDPEmployer’s Representative for approval.

1.7.1.9 The installation method statement shall include details of the methods and
procedures for installation, Site arrangements, manpower resources, equipment and
tools required. Drawings shall be included to illustrate the proposed installation
details.

1.7.1.10 All installation activities shall commence only after the method statement and related
submissions have obtained approval from the PDPEmployer’s Representative.

1.7.1.11 The Contractor shall assign competent site supervisors for each work site to be
responsible for all site-related matters.

1.7.1.12 The Contractor shall carry out regular site audits on both technical and safety matters
and maintain records of site audits. The Contractor shall make the same records
available to the PDPEmployer’s Representative for inspection upon request.

1.7.2 Installation Works

1.7.2.1 The following locations will be provided by the Civil Works Contractors to house EAC
Equipment:
a) ACU shall be located near the Access Control Doors;

b) EAC computer shall be installed at Station Control Room, Security Room and
Depot Control Centre;
c) The AMC servers and workstations shall be located at Administration Building;
and
d) At Portals, Standalone TPSS and Intervention Shafts, EAC equipment for access
controls and IDS is located in the STER (Signalling and telecoms Equipment Room).
1.7.2.2 The Contractor shall supply and install all Equipment for the EAC System as described
in this M&W.
1.7.2.3 The Contractor shall supply and install all secondary cable containment, power
cables, data cables and control cables for the EAC System.
1.7.2.4 The Contractor shall supply and install all EAC LAN including cabinets, secondary cable
containment and cabling.
1.7.2.5 All floor mounted equipment cabinets at the equipment room shall be securely
bolted to ground, properly aligned and levelled.
1.7.2.6 The floor mounted equipment cabinets shall be arranged in the way to allow
sufficient space at the front and rear side of the cabinets for maintenance access.
Sufficient space shall be allowed for front maintenance access of the wall mounted
equipment.
1.7.2.7 All wall mounted equipment shall be installed at an appropriate height to avoid any
hazards to the person passing by. The Contractor shall coordinate with the Civil Works
Contractors to ensure that the wall is of sufficient strength and adopt appropriate
mounting method to hold the wall-mounted equipment in a secure and safe manner.
1.7.2.8 The Contractor shall submit the working drawings to the PDPEmployer’s
Representative for approval at least three (3) Months before the cabling activities
with the following minimum requirements:
a) cable routes diagrams;
b) details of the cables to be laid along the proposed cable routes such as cable
types, number of cables, cable diameter, core count, estimated cable section
length and cable identification;
c) sections of the Main Cable Containment to be used;
d) sections of equipment supports to be provided by the Contractor with details on
dimensions and types of cable supports for cable trays, trunkings and conduits.
e) drawings showing the equipment layouts and positions of the racks, cabinets and
enclosures;
f) racks, cabinets layout drawings showing the arrangement of individual module;
g) specifications, samples of all the mounting brackets and accessories;
h) equipment mounting and installation methods;

i) schematic diagrams and wiring diagrams of the EAC System; and


j) electrical distribution schematics within the room including the earthing details.

1.7.2.9 Installation work shall be carried out only after these submissions have been
approved by the PDPEmployer’s Representative.

1.7.3 Cabling

1.7.3.1 MainThe contractor shall provide all cable containment around station areas, depots,
ancillary buildings, Administration Building and car park area will be provided by the
Civil Works Contractors as shown in the civil drawings of respective Civil Works
Packages. The Contractor shall make use of the available mainrequired for the EAC
system. cable containment for cabling.

1.7.3.2 Any cable containment not shown in the civil drawings, which is required for the
Contractor to complete the EAC installation is defined as secondary cable
containment for cabling.

1.7.3.3 The Contractor shall provide all necessary secondary cable containment in addition to
the main cable containment provided, to complete the connection to EAC Equipment.

1.7.3.4 All cables shall be neatly run and fitted in ducts or conduits.

1.7.3.5 The Contractor shall make any wall and slab openings, including temporary removal
of architectural finishes that are required for their cabling. Upon completion of
cabling work, the Contractor shall seal all openings with fire resistant Materials and
reinstate the architectural finishes to their original state.

1.7.3.6 Before commencing work on any part of the Site, the Contractor shall ascertain that
each cable route has been approved by the PDPEmployer’s Representative.

1.7.3.7 After conduits and ducts have been laid, they shall be thoroughly cleaned by a
mandrel of diameter slightly less than the conduit or duct being drawn through. After
the mandrel has been drawn through the conduits, a draw wire of 1.6mm galvanised
steel shall be left in each conduit or duct to facilitate the drawing in of cables. The
duct ends shall be sealed temporarily to prevent the entry of foreign matter. The
conduits and ducts shall be cleaned again immediately before the cables are drawn
in.

1.7.3.8 The Contractor shall provide their own brackets and clips to secure all the cables at an
interval approved by the PDPEmployer’s Representative. Where cables shall be laid in
troughs, the Contractor shall remove and re-instate trough lids prior to and after
cable installation.

1.7.3.9 Cables in any conduits, trunkings, or ducts shall not occupy cross-sectional space in
excess of 45%.

1.7.3.10 Sleeves made of low-smoke, zero-halogen (LSOH) and flame retardant Materials shall
be provided for cables passing through slab or wall openings. After cable installation,

empty space in the sleeves shall be sealed with fire resistant compound by the
Contractor.

1.7.3.11 Cable bends shall not exceed the minimum bending radius as recommended by the
manufacturers.

1.7.3.12 Cables and wires inside cabinets shall be housed inside cable conduits or tied neatly
along the side of cabinet. They shall not cause any obstruction to the access of
equipment inside.

1.7.3.13 Cables shall be adequately rated for their duty. All power cables provided shall be
able to withstand full load current for peak operation when the equipment is at its
ultimate capacity. The Contractor shall comply with the BS7671 Electrical
Installations for Buildings for cable installation. All outdoor cables shall be shielded
and armoured as per BS6724.

1.7.3.14 Cable ties shall be made from corrosive resistant Materials. They shall be further
resistant to ultra-violet light if they are to be used at locations exposed to sunlight. In
areas subject to significant vibration, cable ties shall be of metal construction type
and coated with a corrosive resistant Material.

1.7.3.15 Any unconnected socket shall be covered up and properly labelled to avoid exposure
to short circuits and making wrong connections by mistake.

1.7.3.16 Connectors shall be configured to avoid wrong mating.

1.7.3.17 Cables entering enclosures shall utilise suitable cable glands for the protection of
cables over the service life of the EAC System.

1.7.4 Marshalling and Termination

1.7.4.1 Termination frames and cabinets shall be provided to marshal cables at main
concentration and termination points.

1.7.4.2 Where subjected to damp or moisture laden environmental conditions, the


termination cabinets or boxes shall be rated to IP65 minimum in outdoor
environment, galvanised with external fixing lugs. Connector blocks shall be fitted to
internal threaded mounting pots.

1.7.4.3 The circuit termination shall be secure enough to withstand vibration levels which are
likely to be experienced in the railway environment.

1.7.5 Identification

1.7.5.1 Descriptive labels shall be provided for all cabinets, enclosures, panels, assemblies
and sub-assemblies.

1.7.5.2 Labels shall be of engraved type, with durable markings and shall have character size
not less than 6 mm high.

1.7.5.3 The details of the labels including the Material and size of the characters and sample
of the labels shall be submitted to the PDPEmployer’s Representative for approval.

1.7.5.4 Labels and notices on equipment shall be fixed with roundhead brass screws or self
tapping screws. Stick-on labels or fixing by adhesive shall not be accepted.

1.7.5.5 All enclosures containing terminals or exposed live parts shall have a label with
lettering indicating the maximum voltage present in the enclosure.

1.7.5.6 Warning signs shall be provided with graphical symbols, Bahasa Melayu and English
wordings in red for hazardous electrical or optical laser equipment.

1.7.6 Electrical Distribution

1.7.6.1 Power Distribution Panel

1.7.6.1.1 Each circuit supplying the EAC Equipment shall be connected to an MCB distribution
board supplied and installed by the Contractor for interfacing with the main isolator
provided by the Civil Works Contractors.

1.7.6.2 Power Supplies

1.7.6.2.1 The Contractor shall provide all necessary cable and accessories to connect the
Equipment to power distribution panels.

1.7.6.2.2 The Contractor shall provide extension and modification of the power points if
changes to the ultimate locations for these power points are required.

1.7.6.2.3 The Contractor shall provide additional power points from the nearest power
distribution panel if the power points provided by the Other Works Contractors are
insufficient or inappropriate for the EAC System.

1.7.6.2.4 The Contractor shall provide all necessary cable, cabling containment, distribution
boards, circuit breakers and all necessary accessories for extension and modification
of the power points or provision of additional power points.

1.7.6.2.5 The Contractor shall provide UPS for each Subsystem which shall, as a minimum,
provide the 1 hour power backup time for the complete system..

1.7.6.2.6 The UPS power source available shall be generally 2430 volts a.c. at 50 Hz.

1.7.6.2.7 The essential power source available will be generally 240 volts a.c. at 50 Hz.

1.7.6.3 Earthing

1.7.6.3.1 The Contractor shall provide proper earth connections to the earth bars provided
inside the rooms where the equipment is installed.

1.7.6.3.2 The clean earth shall be used for the electronic signal earth only and shall be isolated
from the main earth.

1.7.6.3.3 All metal work and metallic items shall be earthed to the main earth to ensure the
safety of people.

1.7.6.3.4 The earthing methods and details shall be submitted to the PDPEmployer’s
Representative for approval.

1.7.6.3.5 Electrostatically screened cables shall be connected to the clean earth at one end
only.

1.7.6.3.6 All external copper cables shall be protected with lightning arrestors.

1.7.6.3.7 Earthing shall satisfy the requirement in earthing policy as set out in Appendix J of
this M&W.

1.7.6.4 Miniature and Moulded Case Circuit-Breakers

1.7.6.4.1 Miniature circuit-breakers (MCB) and moulded case circuit-breakers (MCCB) shall be
provided as appropriate and shall comply with BS EN 60947-2 and BS EN 60898. The
MCBs and MCCBs shall be fitted with thermal overload and instantaneous magnetic
short-circuit protection.

1.7.6.4.2 The instantaneous magnetic short-circuit protection shall be adjustable in MCCB's in


frame sizes above 60 amperes.

1.7.6.4.3 Earth leakage protection shall be of the current operated type.

1.7.6.4.4 Unless otherwise specified, the a.c. rated short-circuit capacity for MCB shall not be
less than 3 KA, and that for MCCB shall not be less than 10 KA.

1.7.6.4.5 MCB distribution boards shall comply with BS5486 Part 12.

1.7.6.5 Residual Current Circuit-Breakers

1.7.6.5.1 Residual current circuit-breakers (RCCB) shall be provided and shall be current-
operated, housed in a totally-enclosed moulded/metal case or distribution board,
manufactured and tested in compliance with BS4293 and BS4752 Part 1.

1.7.6.5.2 The rated earth-leakage tripping current and time shall comply fully with the
requirements of the latest edition of local Regulations.

1.7.6.5.3 Provision shall be made for testing the automatic residual current tripping by an
integral test device.

1.7.6.5.4 Manually operated ON/OFF facilities shall be provided.

1.7.7 Housing, Enclosure and Cabinet

1.7.7.1 General

1.7.7.1.1 All Equipment shall withstand vibration levels likely to be experienced in railway
stations, tunnels and structures.

1.7.7.1.2 Unless or otherwise specified, all devices installed in tunnels and enclosed viaduct
section shall be dustproof and waterproof to IP55 standard. All devices installed in
open areas shall be dustproof and waterproof to IP65 standard. Open areas shall be
the areas within the reach of direct sunlight or rain.

1.7.7.1.3 All cabinets provided by the Contractor in air-conditioned equipment rooms in


KVMRT shall be dustproof to IP54 standard.

1.7.7.1.4 All cabinets or enclosures shall be mounted in a way that they shall facilitate ease of
visual inspection and removal for repair of equipment inside. Any hinged door shall
be opened to at least 90 degrees after completing installation of adjacent equipment.

1.7.7.1.5 All equipment cabinets shall be manufactured from mildelectrogalvanised steel sheet
of thickness at least 1.6 mm and shall have treatment for corrosion protection. All
cabinets shall not be higher than 2200 mm.

1.7.7.1.6 For floor mounted type cabinets, access to cabinets and sub-assemblies within
cabinets shall be provided via removable front and/or rear doors equipped with
locking facilities. Side panels shall be removable, if necessary.

1.7.7.1.7 All parts used in the housing and enclosure shall be standard manufactured models.

1.7.7.2 Fixing of CS Card Reader (Target)

1.7.7.2.1 The Target shall be mounted in a rugged case which is suitable for use in
unsupervised public locations.

1.7.7.2.2 The Target shall be suitable for:

a) Flush mounting in walls or metal panels; and


b) Surface mounting on a wall.

1.7.7.2.3 Where other mountings are employed, a means of sealing the cable entry against the
ingress of dirt, liquids and dust shall be utilised.

1.7.7.2.4 Target shall be installed on the walls adjacent to the slamming posts of those doors to
be fitted with EAC control. The doors to be fitted with EAC control are designated in
the EAC Door Schedule.

1.7.7.2.5 Where the Target is to be wall mounted, a cavity shall be made in the wall to accept
the Target back box. The Target back box shall be firmly affixed to the wall and
connected to the conduit passing through the wall by means of a threaded bush.
Where the conduit passes through a wall any gap between the conduit and the wall
must be filled with a suitable Material to maintain the fire resistance of the wall.

1.7.7.2.6 All debris shall be cleared from the back box and cable containment prior to the

installation of cabling and the Target.

1.7.7.2.7 The Target cable shall be drawn into the containment between junction box and the
back box. At the back box end, the cable shall be terminated as per the
manufacturer’s instructions, and connected to the Target.

1.7.7.2.8 The Target shall be mounted on the back box so that the front panel of the Target is
flush with the surface of the wall. There shall be no gaps between the Target and the
surface finish of the wall.

1.7.7.2.9 The top surface of the target shall be level to within 1 mm.

1.7.7.3 EAC Computer / Access Management Computer

1.7.7.3.1 The component parts of the computers shall be unpacked and assembled onto a
sturdy computer desk or other suitable surface.

1.7.7.3.2 The keyboard, LCD monitor and pointing device shall be laid out to facilitate
operation without strain or discomfort glare.

1.7.8 Electronic Components and Sub-Assemblies

1.7.8.1 Each plug-in module or printed circuit board shall be securely plugged into the main
unit with guide rails to hold the module in place. Printed edge connectors shall not
be used.

1.7.8.2 Printed circuit boards shall have sufficient thickness to ensure mechanical rigidity to
eliminate the risk of damage during installation and maintenance.

1.7.8.3 Printed circuit boards shall be designed and manufactured to acceptable standards
which shall include conductor thickness, width and spacing.

1.7.8.4 Circuit boards, which are not part of an RF circuit and are mounted in equipment
racks, shall plug in from the front such that it is possible to carry out tests and
measurements by the use of extender boards.

1.7.8.5 No jumper wires shall be allowed on printed circuit boards.

1.7.8.6 All plug-in modules shall be clearly and unmistakably identified. Labelling with
module name, part number, serial number and revision number shall be included.

1.7.8.7 LEDs shall be provided for each plug-in module or printed circuit board to indicate
power supply and component fault status. They shall be easily visible without any
obstructions.

1.7.8.8 Electronic components which are sensitive to static electricity shall be properly
protected.

1.7.8.9 Components shall be selected so that there shall always be an available source or
substitutes for the service life of the EAC System.

1.7.9 Materials

1.7.9.1 Fastenings

1.7.9.1.1 Bolts, studs, nuts, washers and pins shall be manufactured in galvanised steel,
stainless steel or high tensile copper alloy as appropriate to each application, with
particular reference to the prevention of corrosion.

1.7.9.1.2 Washers shall be provided under all nut and bolt heads.

1.7.9.1.3 Bolts and studs shall protrude by at least one thread pitch beyond the outside faces
of nuts, but shall not, except where otherwise specified, protrude more than four
thread pitches beyond the outside faces of nuts.

1.7.9.1.4 Locking devices shall be provided for all fastenings.

1.7.9.1.5 The design of all components shall be such that, when completely assembled within
the EAC System, all bolt heads and nuts are readily accessible by means of ordinary
open-ended or ring spanners during maintenance, inspection and repair.

1.7.9.2 Galvanising

1.7.9.2.1 All steel and iron components shall be galvanised by the hot dip process, and tested,
in accordance with BS729 or alternate specification. The specification shall be
submitted to the PDPEmployer’s Representative for approval.

1.7.9.2.2 Galvanising shall be carried out as the last manufacturing process, except for pre-
galvanised tubes and wire. The coating shall be clean, smooth and continuous, and
free from acid spots, blisters or other blemishes.

1.7.9.2.3 Unless otherwise specified, semi-finished products such as hot dipped galvanised
steel sheets suitable for subsequent fabrication shall have the following coating
weight:

a) where no paint finish is required, the coating weight shall not be less than
300gm-2 of surface, i.e. 600gm-2 on both sides; and
b) where paint finish is required, the coating weight shall not be less than 60gm -2 of
surface, i.e. 120gm-2 on both sides.

1.7.9.2.4 The preparation for galvanising and the galvanising itself shall not adversely affect the
mechanical properties of the component.

1.7.9.2.5 Areas of galvanising damaged during delivery or erection shall be thoroughly cleaned
of all corrosion and loose Material with two coats of zinc-rich paint applied. Cut ends
of pre-galvanised tubes or wire shall be treated in a similar manner. Threads cut onto
pre-galvanised tubes shall be treated with a generous coat of zinc-rich paint
immediately before the tube is fitted into the female threaded component, and a
second coat shall be applied later to the area of the joint between the tube and the
component.

1.7.9.3 Painting

1.7.9.3.1 All painting shall conform to B.S. Standards for Painting Cross Cut Test -- BS3900
Part E6:1974 Classification 1.

1.7.9.3.2 Painting Materials used shall be standard products of a well-known paint


manufacturer and shall be the best quality of their kind.

1.7.9.3.3 All painting Materials shall be suitable for the requirements imposed by conditions at
the Site.

1.7.9.3.4 All surfaces must be clean and free from grease and dirt, and all oxidisation rust
and/or millscale removed prior to painting.

1.7.9.3.5 The colour of the final coat of painted surfaces shall be approved by the
PDPEmployer’s Representative.

1.7.9.3.6 Areas of painting damaged during delivery or erection shall be thoroughly cleaned of
all corrosion and loose Materials and touched-up before re-applying the paint.

1.7.9.4 Wood

1.7.9.4.1 Wood Materials shall not be used in the Permanent Works, unless specifically
approved by the PDPEmployer’s Representative.

1.7.9.5 Adhesives

1.7.9.5.1 All adhesives shall be specially selected to ensure that they are impervious to
moisture, resistant to mould growth and other forms of attach or deterioration when
applied.

1.8 Verification, Testing And Commissioning

1.8.1 General

1.8.1.1 Notwithstanding GS Section 18, the Contractor shall perform all testing and
commissioning activities to ensure that the System delivered meets the established
criteria of performance, Reliability and Availability in every respect in accordance with
Section 1.4 of this M&W.

1.8.1.2 The Contractor shall ensure that the System is testable and all test equipment is
suitably prepared before the commencement of the tests to be witnessed by the
PDPEmployer’s Representative.

1.8.1.3 The Contractor shall satisfy themselves that all items interfacing to Other Works
Contractors are in satisfactory condition for the Contractor's tests to be carried out.

1.8.1.4 The Contractor shall provide all necessary test instruments, special tools, emulators,
simulators and test software to carry out the test and commissioning activities.

1.8.1.5 The Contractor shall extend full support to the PDPEmployer’s Representative and
provide all necessary facilities to enable the convenient inspection of Materials, work
and testing.

1.8.1.6 The tests shall be suspended if faults are detected during the tests which would
prevent further tests from being carried out. The Contractor shall take immediate
action to investigate and provide corrective action. The tests shall be resumed only
after all the faults are properly cleared. The Contractor shall submit fault reports to
the PDPEmployer’s Representative to describe the symptoms and causes of the faults
and the corrective actions taken.

1.8.1.7 The Contractor shall ensure that all test documents associated with any test have
been approved by the PDPEmployer’s Representative prior to the commencement of
the test. The test documentation shall include, but not be limited to, the following
details:

a) Objectives of the test;

b) Environmental conditions;

c) Test instruments, special tools and simulator;

d) Detailed step by step test procedures;

e) Duration of test;

f) Pass and Failure criteria;

g) Re-work and re-test procedure;

h) The relevant paragraph of the specifications or drawings against which the


inspection or testing is being carried out;

i) The person responsible for carrying out the inspection or testing; and

j) A record of any certificate certifying the completed test.

1.8.1.8 The Contractor shall provide reports of each inspection and test. Such reports shall
show the results of all the inspections and tests carried out and shall certify that the
work has been inspected and tested in accordance with the requirements of the
Contract and that the work complies with the requirements of the Contract.

1.8.1.9 The Contractor shall prepare and submit to the PDPEmployer’s Representative for
approval a full version of the testing and commissioning programme within 60 Days
from the Date for Commencement of the Works.

1.8.2 Testing Stages

1.8.1.1 The following stages of verification, testing and commissioning listed below shall be
performed as per GS:
